INTRODUCTION

The City of Prescott (City) is requesting proposals for the redevelopment of

municipal-owned properties including the current City Hall and surrounding

facilities located at 201, 221, 223 and 225 S. Cortez Street. The subject property is located adjacent to downtown Prescott’s historic Courthouse Square and Whiskey

Row.

The City wants to consider qualified proposals to redevelop the subject property

from its existing municipal use to a mixed-use development featuring multi-story, multi-family housing (preferably owner-occupied), retail uses, and possibly

entertainment.

The City is interested in attracting private-sector investment in its downtown.

Prescott’s historic Courthouse Square and Whisky Row provide a vibrant core to the city’s downtown and is a popular tourism driver. The City is exploring

redevelopment options to address gaps in the downtown retail and housing mix, as

well as enhance the city’s economic base.

The City is amenable to entering into a development agreement with a qualified

developer and may consider certain financial inducements in exchange for achieving mutually beneficial development outcomes.

PURPOSE

The purpose of this Request for Proposal (RFP) is to identify a developer with the interest, capacity and qualifications to design, plan, construct and manage a

desirable mixed-use development project that will include housing, retail and possibly entertainment.

This RFP is presented to identify the desires of the City to relocate existing municipal facilities making highly desirable land available for private development.

The City is looking to identify a qualified and capable developer who is interested in achieving mutually beneficial development goals.

PROJECT DESCRIPTION

The City desires to further stimulate economic development opportunities in its

historic downtown core. The site is owned by the City and is readily available for

development for the right project. The property offers a unique opportunity on a

highly visible location and iconic city block. The property is ideally suited for mixed-

use development.

The City desires that the project address gaps in the city’s residential, retail and

entertainment mix; incorporates pedestrian-friendly features and green spaces as

part of the site design; and, enhances the city’s economic base.

It is assumed that the existing municipal facilities located on the subject sites are not the highest and best use of the parcels; and, proposer assistance with finding

an alternative downtown location for municipal services is highly desirable.

PROPERTY INFORMATION

The site consists of 1.56 acres located at 201, 221, 223 and 225 S. Cortez Street

with additional frontage on E. Goodwin Street. Currently, the City uses these

parcels for City Hall, the Legal Department and parking. These services will

essentially be relocated. The land is generally flat and is serviced by municipal

water and sanitary sewer. All utilities are available to the site. An aerial view of

these parcels is included for reference only.

PROPOSAL REQUIREMENTS

Proposals from developers who have demonstrated experience in similar

developments working in a historic downtown core will be given preferential

treatment.

The proposal shall address the evaluation criteria and be limited to no more than

twenty (20) pages with ten (10) additional pages of appendices which may include graphs, charts, photos or additional resumes. The letter of introduction shall not

exceed two (2) pages. The title page, letter of introduction, table of contents and tabbed divider pages not containing submittal information are exclusive of the

page limitation. Pages shall be letter size (8 ½ x 11 inches), single-sided, with a minimum font size of 11. Combinations of text and graphic material may be used

at the developer’s discretion to adequately convey information.

The formal proposal response shall contain the following information, in the

following sequence and format.

c. Describe your firm’s experience working on similar projects.

a. Provide an overview of your firm’s staff, history, reputation, any

specialized services and areas of primary design practice.

3. Firm Capacity and Specific Personnel Assigned to the Project 10 pts.

a. Present an organizational chart identifying the names of personnel

who will be members of the actual project team (including consultants) and their roles.

4. Firm’s Approach to Project 40 pts.

a. Provide a general narrative of the proposed development, including information on previous related projects.

b. Submit representative site plans and building elevations demonstrating your vision for development.

c. Describe unique design elements or features to be incorporated into

development.

d. Discuss your firm’s understanding of the City’s desired outcomes for

development and how your plan meets those goals. If they deviate from those goals, please provide rationale.

e. Provide an overview of the type of market analysis and demand evaluation intended to assess project feasibility.

f. Describe how the development will address market needs and

demand.

g. Outline a financial plan and resources required to complete the

project. Identify plan to obtain required resources and their impact on the project.

h. Outline desired incentives anticipated by the developer and their

impact on the project.

i. Outline a plan for development including scope of work, process,

budget and timeline for the project.

j. Indicate the offering price to be paid for the land.

k. Provide an estimate of the project’s market value upon completion.

l. Identify your firm’s plan to address issues including, but not limited to, development agreement, zoning, land acquisition, permitting, and

improvements required to proceed with construction.

Sealed proposals shall be received before 2:00 p.m. on Thursday, August 1, 2019, at which time all submittals will be publicly opened in the City Hall Council Chambers.

Any proposals received at or after 2:00 p.m. on the above-stated date will be returned unopened. Firms are solely responsible for the delivery of their

submittals to the above location by the time and date specified. The City is not

responsible for lateness of mail, carrier, etc. The time and date stamp in the City Clerk’s Office shall be the official time of receipt. Electronic or facsimile submittals

will not be considered.

MANDATORY SITE VISIT (Q&A)

A mandatory site visit providing an opportunity for questions and answers will be

held on Thursday, July 18, 2019 at 3:00 p.m. in the City Hall Council Chambers

located at 201 S. Cortez Street, Prescott, AZ 86303.

EVALUATION PROCESS

Proposals will be evaluated based on the completion of the proposal requirements

and the relative/similar project experience related to our project with a maximum total score of 100 points. A selection committee will prepare a shortlist of up to

three (3) firms to be interviewed.

In addition to the criteria outlines in the Proposal Requirements section above, the following criteria may influence selection:

Degree to which the proposal meets the guiding principles for the proposed

project and site

Estimated total project costs and estimated tax base to be generated from

the project

Developer’s expertise, experience and financial capacity

The purchase paid price for the site

Proposed development schedule

Other benefits to the community
