3-DIMENSIONAL COMPUTER VISUALIZATION AND RENDING SERVICES

The Southeast Overtown/Park West Community Redevelopment Agency (“CRA”) is seeking the

services of a qualified firm to perform three-dimensional computer animation, visualization and

renderings services, applying technological innovations to incorporate and showcase construction

projects for marketing purposes.

TASK DESCRIPTION AND DELIVERABLES

The CRA is interested in creating a three-dimensional virtual tour of the redevelopment area which

highlights planned construction projects within several distinct blocks or "nodes". The intent of the

animation is to utilize a "fly-by" or aerial tour of the redevelopment area to provide context and its

relationship to downtown Miami and other surrounding areas, along with a driving or walking tour

through the main streets of the redevelopment area along the distinct nodes. The animation along

each node shall provide a brief view of existing conditions, which would transform to depict the rising

construction of new developments that are currently on-going, or in planning. The total length of the

animation shall be approximately 1:45 (one minute and forty-five seconds) which would allow

approximately 15 seconds for an introductory flyover and 15 seconds for each of the six nodes.

In addition to the animation/virtual tour, the CRA will require a minimum of 6 high resolution still

image renderings for use in marketing brochures and the CRA's website.

The selected firm will be required to provide the services and deliverables as follows:

Context development and modeling of existing buildings, roads, highways, etc. both within the

redevelopment area and within surrounding areas for the purpose of fly-in, fly-out, and as

background

Three-dimensional modeling of proposed developments within each node**

A minimum of 1:45 (one minute and forty-five seconds) of high definition animation at a quality

of 1280 x 720 pixels (720p) or greater

Post production to include intro, tilting, camera transitions, music, voice-over, and text as

required

Minimum of six (6) high-resolution still image renderings or enlarged screenshots; assume 4,000

x 3,000 pixels each with post-imaging as required

** For further understanding of the modeling required within each node, proposers shall refer to the

following overall CRA map and blow-up maps of each node. These are intended to provide proposers

with more information of the on-going or planned developments within each node, along with

available resources including computer renderings, CAD files, etc. which proposers can assume will be

provided by the CRA for use by the selected firm. In some cases, where developments are in the early

stages of planning and CAD files or renderings do not exist, the selected firm, along with guidance from

the CRA, will be required to use 'artistic license' to provide visualization consistent with the

architecture and design intent for the neighborhood, adjacent new developments, and the CRA's

redevelopment plan.

PROJECT TIME FRAME The selected firm will be required to successfully complete the work within a period of 8-10 weeks after

execution a Professional Services Contract with the CRA.

SUBMISSION PROCESS

Interested Proposers shall submit five (5) copies of the written proposal and two (2) copies of work

samples submitted electronically on two (2) identical USB drive storage devices as described herein.

Said proposal must be submitted in a labeled and sealed envelope and delivered to the following

Submissions are due no later than Tuesday, May 12, 2015 at 3:00 P.M. Submissions will not be

accepted at the CRA's office, or any other location. The submission package shall include the following:

WRITTEN PROPOSAL:

1. A Letter of Interest/Narrative – This letter shall state the firm's interest in the project and

reference relevant past experience on projects of similar scope, including any experience with large

scale development animations or virtual tours. The letter shall effectively demonstrate the firm's ability

to complete the work in an efficient, cost-effective, and professional manner. Further, the letter should

include information on the firm's staffing, available resources, equipment, hardware, and software to be

used.

2. Itemized Cost Proposal - Provide an itemized breakdown of all costs and fees corresponding to

each item in the list of deliverables noted above.

ELECTRONIC SUBMISSION:

1. Work Samples – Proposers shall provide sufficient work samples to demonstrate the firm's

capabilities and relevant history of past projects with similar scope and concept. Proposers shall submit

electronic work samples of previous animation projects or virtual tours and renderings. Proposers may

also submit hard copies of high resolution renderings as part of the written proposal.

SELECTION CRITERIA

The selected firm will be chosen by a committee and will be evaluated based on:

The firm's overall ability to perform the work detailed herein;

The quality of past work and relevant experience demonstrated in the submitted materials,

including visual, and technical sophistication; and

The cost proposal.

The selected firm will be notified in writing as to the committee’s selection. The CRA reserves the right

to accept any proposal deemed to be in the best interest of the CRA, to waive any irregularities,

omissions, and/or technicalities in any proposal, or to reject any or all proposals and to re-advertise for

new proposals.

An agreement may be awarded to the selected firm for the project by the CRA Board of Commissioners,

based upon the qualification requirements reflected herein. The CRA reserves the right to execute or

not execute, as applicable, an agreement with the selected firm when it is determined to be in the

CRA’s best interests.

RFP GENERAL CONDITIONS

This RFP is subject to all applicable federal, state, and local laws, codes, ordinances, rules, and

regulations that in any manner affect any and all of the services covered herein. Lack of knowledge by

the Proposer shall in no way be cause for relief from responsibility.

The Proposer understands and agrees that any expenditure they make in preparation and submittal of

Responses or in the performance of any services requested by the CRA in connection with the

Responses to this RFP are exclusively at the expense of the Proposer. The CRA shall not pay or

reimburse any expenditure or any other expense incurred by any Proposer in preparation of a Response

and/or anticipation of a contract award and/or to maintain the approved status of the Successful

Proposer(s) if an Agreement is awarded, and/or administrative or judicial proceedings resulting from

the solicitation process.

The CRA reserves the right to disqualify Responses before or after the submission date, upon evidence

of collusion with intent to defraud or other illegal practices on the part of the Proposer.

Proposers are not to submit any information in response to this RFP that has not been requested or

which the Proposer considers confidential. Submission of any confidential information will be deemed

a waiver of any confidentiality or other such protection, which would otherwise be available to the

Proposer, except as specifically permitted under Florida Statute. Proposers are not to include any

documents not specifically required or requested.
