Introduction

The Lancaster County Redevelopment Authority is soliciting proposals from qualified professionals to design a new trailhead facility in Marietta, PA along the Northwest River Trail (Attachment A). The funding for this project is provided by the Lancaster County Redevelopment Authority and the Susquehanna Riverlands Conservation Landscape Initiative Mini Grant Program. The Northwest Lancaster County River Trail is a fourteen-mile, multi-use, recreation trail along the Susquehanna River. The trail spans five municipalities on land owned by several local governments and agencies. Communities along the trail are responsible for the development of trail heads. Besides providing access to the trail, the trailheads serve as vital community links that invite visitors into downtown and village areas by displaying maps and information about nearby local services. Steps from the trail in the river town of Marietta are beautiful historic buildings and many great restaurants, pubs, and shops. Redevelopment Authority has conducted some preliminary public outreach, including during the public comment periods of Borough Council Meetings. The Redevelopment Authority also conducted a stakeholder meeting on November 3rd, 2017 to discuss the proposed trailhead in Marietta Borough.

Selection Terms

Selection of a consultant will be based on consideration of responsiveness to the RFP, firm qualifications, and price. The Authority reserves the right to negotiate with the selected firm to refine the scope of work or costs. The Authority also reserves the right to turn down all proposal if none, in the Authority’s judgment, are suitable for the project.

Site Description This project involves three (3) parcels:

1. 28 Perry Street: (Parcel ID #420-48216-0-0000) The parcel is privately owned. The historic depot building on the site will be renovated by the owner and is not covered by this RFP. However, the balance of the parcel, exclusive of the building, is covered and should be incorporated seamlessly into the overall design. All concessions and restroom facilities to be located inside the building are not covered by this RFP.

2. 421 West Market Street: (Parcel ID #420-08797-0-0000) Located at the Southeast Corner of South Bridge Street and Hazel Avenue is an open parcel. Amenities planned for the parcel are covered by this RFP. The Redevelopment Authority has conducted a Phase I and II study and will be enrolling the site into the Act 2 Program. All remediation measures will be conducted after the trailhead planning is completed.

3. South Bridge Street Right-of-Way: Borough owned rail crossing, located at the termination of South Bridge Street.

Deliverables The consultant will prepare a bound, full color report, with digital copies, that includes the fulfillment of the Scope of Work.

Format of Proposals (Required Submittals)

Please submit one hard copy and one electronic copy of the proposal. Proposals are to be delivered electronically to Justin Eby at [email protected]. Profile of the Firm/Team

• Statements of credentials for all consultants proposed for the project.

• Portfolio summaries of similar projects or other projects the proposer feels are relevant to this project.

• At least three references regarding relevant projects. Explanation of Work

• The proposal shall include a detailed description of the methods and procedures the firm will use to perform the work.

Proposed Cost (Updated 3/29)

• A detailed statement of the fee summary for items in Phase 1 of the Scope of Work.

• A Range of Fees associated with Phase 2 which would be completed by the selected firm upon completion of Phase 1 of the Scope of Work.

Evaluation Criteria Proposals will be accepted from single consulting firms or from teams of consultants working through a prime consultant. In those cases, the prime will be responsible for all contracting and payments to the subs. Consultants must demonstrate:

• A strong background in land planning and design.

• Experience designing public spaces.

• Clarity and completeness of the work to be performed.

FAQ (Updated 3/29)

Q: Can the Site Development Plan be submitted as one? A: Although the feasibility and design planning are to indicate one cohesive site, the assumption is that because of two different ownerships, there will have to be two separately recorded plans. Q: Will any other amenities be included in the design of the site besides what has been provided in the Stakeholder Meeting (i.e. additional structures)? A: Additional program elements may be added during the design process. Firms responding to this RFP are to submit proposals with fees based on the amenities identified in Appendix D. The Depot Building (Parcel 1) will contain the public restrooms and information/guest services and is not part of this RFP. As of the issuance of this RFP, a structure is not being proposed for the vacant lot (Parcel 2). Q: Site Lighting is noted as a design consideration; will electric power come from the Depot Building (Parcel 1) or another source? A: Design of the site will have to consider two separate power sources for lighting, as each property will have separate meters. Q: Do you have an overall/target budget or range that you are looking at for this RFP? Do you have to choose the Firm with the Lowest Fees? A: The Redevelopment Authority will negotiate a budget with the selected firm, to contract for planning services, as well as a range for subsequent design and construction services based on the outcome and findings of the Phase 1 planning. The Redevelopment Authority will review proposals and select a firm based on the responsiveness to the RFP, firm qualifications, and fees (Proposed Cost) as noted in the Selection Terms and Format of Proposals sections of this RFP.

Marietta Trailhead Community Stakeholders Meeting Discoveries and Follow-Up

On Friday, November 3rd, 2017, from 3:00PM- 4:30PM, a community stakeholders meeting was held to discuss

the proposed trailhead in Marietta Borough. The meeting began with a site visit to the trailhead and was

followed by a discussion at the Marietta Community House. With 30 participants in attendance, a guided

discussion was led by the staff of the Lancaster County Redevelopment Authority.

The Lancaster County Redevelopment Authority was awarded a Susquehanna Riverlands Mini-Grant to

complete a land planning assessment for the Marietta Trailhead site. The Authority will hire a consultant to

conduct the assessment. An integral part of the planning process is to elicit and understand the needs of the

community and stakeholders of the site. The information gathered during this meeting will be utilized by the

consultant and incorporated into the final plan.

Participants were placed in small groups and asked to discuss the following questions:

1. What do you view as the most important opportunity produced from the development of the trailhead in

connecting trail users into downtown?

2. What challenges do you foresee in advancing this opportunity?

3. Who are the stakeholders affected by this development?

4. What are the top five (5) priorities of your group when thinking about the development of this site?

This report identifies the outcomes and discoveries of the group discussions.

Question One: What do you view as the most important opportunity produced from the development of the

trailhead in connecting trail users into downtown?

• Enhancing the economic benefits of the downtown business district; the site can serve as a gateway to

the existing business district

• Tourism; introduction to Marietta

• New business development; attract new ventures which support trail activities and support the

Borough’s economy

• Information; the site can be used a platform to guide visitors through the Borough and promote its

offerings

• Place for necessities; restrooms, guest services, and sustenance

• Main access point to the downtown district and the Northwest River Trail

NONDISCRIMINATION/SEXUAL HARASSMENT CLAUSE The Grantee agrees: 1. In the hiring of any employee(s) for the manufacture of supplies, performance of work, or

any other activity required under the grant agreement or any subgrant agreement, contract, or subcontract, the Grantee, a subgrantee, a contractor, a subcontractor, or any person acting on behalf of the Grantee shall not discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates.

2. The Grantee, any subgrantee, contractor or any subcontractor or any person on their

behalf shall not in any manner discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the PHRA and applicable federal laws, against or intimidate any of its employees.

3. The Grantee, any subgrantee, contractor or any subcontractor shall establish and maintain

a written nondiscrimination and sexual harassment policy and shall inform their employees in writing of the policy. The policy must contain a provision that sexual harassment will not be tolerated and employees who practice it will be disciplined. Posting this Nondiscrimination/Sexual Harassment Clause conspicuously in easily-accessible and well-lighted places customarily frequented by employees and at or near where the grant services are performed shall satisfy this requirement for employees with an established work site.

4. The Grantee, any subgrantee, contractor or any subcontractor shall not discriminate by

reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the PHRA and applicable federal laws, against any subgrantee, contractor, subcontractor or supplier who is qualified to perform the work to which the grant relates.

5. The Grantee and each subgrantee, contractor and subcontractor represents that it is

presently in compliance with and will maintain compliance with all applicable federal, state, and local laws and regulations relating to nondiscrimination and sexual harassment. The Grantee and each subgrantee, contractor and subcontractor further represents that it has filed a Standard Form 100 Employer Information Report (“EEO-1”) with the U.S. Equal Employment Opportunity Commission (“EEOC”) and shall file an annual EEO-1 report with the EEOC as required for employers’ subject to Title VII of the Civil Rights Act of 1964, as amended, that have 100 or more employees and employers that have federal government contracts or first-tier subcontracts and have 50 or more employees. The Grantee, any subgrantee, any contractor or any subcontractor shall, upon request and within the time periods requested by the Commonwealth, furnish all necessary employment documents and records, including EEO-1 reports, and permit access to their books, records, and accounts by the granting agency and the Bureau of Diversity, Inclusion and Small Business Opportunities for the purpose of ascertaining compliance with the provisions of this Nondiscrimination/Sexual Harassment Clause.

6. The Grantee, any subgrantee, contractor or any subcontractor shall include the provisions

of this Nondiscrimination/Sexual Harassment Clause in every subgrant agreement, contract or subcontract so that those provisions applicable to subgrantees, contractors or subcontractors will be binding upon each subgrantee, contractor or subcontractor.

7. The Granter’s and each subgrantee’s, contractor’s and subcontractor’s obligations

pursuant to these provisions are ongoing from and after the effective date of the grant agreement through the termination date thereof. Accordingly, the Grantee and each subgrantee, contractor and subcontractor shall have an obligation to inform the Commonwealth if, at any time during the term of the grant agreement, it becomes aware of any actions or occurrences that would result in violation of these provisions.

8. The Commonwealth may cancel or terminate the grant agreement and all money due or to become due under the grant agreement may be forfeited for a violation of the terms and conditions of this Nondiscrimination/Sexual Harassment Clause. In addition, the granting agency may proceed with debarment or suspension and may place the Grantee, subgrantee, contractor, or subcontractor in the Contractor Responsibility File.
