Arcadis, Inc. (Arcadis) is pleased to submit this letter report for the Plant Site Well Plugging and Abandonment Field Activities at the Former ASARCO Smelter Site. Arcadis submitted a Request to Plug and Abandon Monitoring Wells at the Former ASARCO Smelter Site dated May 5, 2015 and a Request to Include EP-86 for Plugging and Abandonment dated May 22, 2015 to the Texas Commission on Environmental Quality (TCEQ). TCEQ approved of these requests in a letter dated June 2, 2015. This report summarizes the field work performed and includes a detailed photo log and state well plugging reports for all wells plugged and abandoned.

WELL PLUGGING AND ABANDONMENT FIELD ACTIVITIES

On June 29 through 30, 2015, Arcadis provided field oversight for the plugging and abandoning of 31 monitoring wells that were identified as being located in areas on the plant site that were in or near the north and south pad cover areas. These wells needed to be plugged to facilitate the construction of the final cover systems in these areas. The Texas-licensed well driller (Maverick Drilling, License #59573) plugged the wells following the Texas Administration Code 76.104, Standards for Capping and Plugging of Wells and Plugging Wells that Penetrate Injurious Water Zones. A variance was received by the drilling company from the Texas Department of Licensing and Regulation (TDLR) to not

attempt to pull the well casing out of the ground as this could have resulted in an ineffective well bore sealing, which is an inadequate condition and would not be consistent with our Remedial Action Plan objective to confidently eliminate all pathways to the subsurface. Table 1 lists the well name, location, casing size, and total depth for each well abandoned.

Arcadis’ onsite construction crew removed the aboveground surface well casings and bollards after the completion of the well grouting. The former surface completions, including protective steel casings and bollards were placed in a scrap pile for future recycling.

Following completion of the field activities, the drilling subcontractor submitted State of Texas Plugging Reports to the TDLR. The reports included the well’s location, construction, depth, backfill material, and methods of backfill. The State of Texas Plugging Reports for all 31 wells plugged and abandoned are included as an attachment to this letter report.
