The Westinghouse Electric Corporation hereby requests exemption from the

time period requirements specified in 10 CFR 70.58(i)(2).

The Westinghouse Advanced Reactors Division (ARD) operates within the

Plutonium Fuels Development Laboratory's (PFDL's) License SNM-ll20 in

advanced fuels programs through DOE contract. SNM that remains as unopened

receipts and SNM scrap generated by process operations must be returned to

the DOE as part of this contract. Both groups of material are declared on239DOE Fonn #RL-Sll A, " Request for Plutonium Scrap Processing Services,"

herein after referred to as " scrap declarations."

Westinghouse has submitted four scrap declarations totaling 12,176 grams235plutonium and 9,967 grams uranium contained in 14,898 grams uranium to

the DOE Richland Operations Office for approval. To date, only one of the

declarations has been approved for shipment. Of the total declared scrap,

235216 grams plutonium and 390 grams uranium contained in 507 grams uranium

have a measurement uncertainty greater than 110%. All DOE scrap remains on

inventory until Westinghouse receives approval of the scrap ceclaration.

These declarations are the vehicles used to disposition and remove scrap

material from the license inventory. Upon receipt of DOE approval and their

designation of a reprocessing facility (consignee), Westinghouse (consignor)

is authorized to ship the declared scrap by a DOE specified date. The

lengthy amount of time involved in receiving DOE's approval presents a

problem to the PFDL's License SNM-1120 for compliance with the 10 CFR

70.58(i)(2) time limitation for regular processing and recovery of scrap

having a measurement uncertainty exceeding 110%.

From an analytical :neasurements standpoint, analysis of the DOE-owned SNM.

scrap material to +10% uncertainty presents a major problem. The scrap

consists of graphite crucibles containir q a solid nickel melt, wheel dress-

ings, fil ters, and carbon scrap. Analysis of thir scrap by the more precise

destructive assay methods would be difficult, uneconomical, and time

consuming.

Therefore, the approach taken by Westinghouse PFDL for scrap analysis is

aondestructive assay. The NCA system consists of an intrinsic germanium

detector, multichannel analyzer, and associated modular electronics. The

system is calibrated over the expected range of usage with standards

235 )--the unknowns are analyzedcontaining known quantities of SNM (Pu and U

against these standards. The current calibration range for the NDA system

limits the maximum amount of SNM in any unknown to 15 grams Pu and/or

23515 grams U.

In order to correlate the SNM standards data with the unknowns, a brief

suninary of the applicable statistics is presented. The relationship of N

known working standard quantities of SNM (X) to corresponding net counts (Y)

is nonlinear when fitting a line by least squares to the N_ points. In

Section 3.3.10 of Jaech's book, Statistical Methods in Nuclear Material

Control, he states that calibration data can be transformed logarithmically

into a linear relationship by using the statistical model:

Formulas identified in Section 3.3.8 for calculating the random and

systematic error associated with the unknowns were. modified (by Mr. K. R.

Kussmaul of Westinghouse R&D Center, System Services, Mathematics Department)

to "back '.ransform" the log msults into metric results. These nudified

calculations are applied to the SNM scrap. Models of NDA scrap data

identifying measurement uncertainties are charted on Attachments A-1, A-2,

and A-3.

From the table, it is evident that the NDA system used to assay the SNM

scrap cannot, in general, achieve a measurement uncertainty of +10%.

The granting of this request will not affect the safeguarding of the SNM due~,

to the small quantities associated with each scrap item. Additionally, all ,-

scrap material involved is DOE owned and eventually will be returned to a F

DOE owned or a DOE contractor facility. Site security measures guard

against the unauthorized removal of the material. The transportation, via

SST, is arranged and conducted by the DOE / Albuquerque Operations Office.
