THE GOLDEN HOURFOR AN EFFECTIVE RESCUE

Every second is essential during a res-cue. However, sometimes rescuers don'tknow how intervene in safety. Difficultiesfor identifying the model vehicle, secure thevehicle, find air bags, locate the battery…

ADAC studies showed that themore recent cars are, the moretime is needed for the passengersrescue. Indeed, for damaged cars built from 1990 to 1992, in 40% of thecases the rescue duration less than 50 minutes. On the other hand, for damaged cars built from 2005 to 2007,only 20 % of rescue operations lasted less than 50 minutes.However, to maximize the chances of survival, the rescue opera-tion has to last less than one hour.

The driver's and occupants' protection has become a main commercial argument for car manufacturers.The latter develop technologies which allow the creation of safer cars, with new constructing methods and more rigidmaterials.Paradoxically, the more recent the car is; the more complicated the rescuer’s work is because car manufacturerscompletely shrug off extrication problems.

Hybrid: An increasingmarket which createsnew difficulties

Rescuers have to face new types of motoriza-tions such as LPG or hybrids, which considerablycast doubt on their practices in the field.Accounting for 10% of vehicles in the Europeanmarket, the possibility of meeting a hybrid carin an accident is increasingly high.

So, these new generation vehicles are additional problems for the rescuers, andnot to say the least because they cancause serious wounds if there is badhandling (burns, electrocutions etc).

As each car is different, areal need for informationexists.

Each car is different and has its own characte-ristics, bodywork, safety reinforcements, air-bags, safety belts etc. It is more and morecomplicated for rescuers to know where the ea-siest parts to handle are in order to reach thevictims quickly without wounding them or acti-vating the airbag.

Rescuers have more than ever a realneed of information, to be able to realizerescues safely and as fast as possible.

Current solutionsThe sheet which could save your life

At the hands of first-aid workers distress, too often left to theirown devices, only some initiatives such as the Rescue Sheet werelaunched with the support of FIA and the European automobileclubs. To provide the necessary information to rescuers, automakersoffer motorists rescue sheets which can be placed behind the sunvisor of theirs vehicles, available on the Internet.

The Rescue Sheet is a simple A4 sheet containing, for each vehiclemodel, all the data necessary for an extrication without risks.However, this initiative remains unknown by the general publicand the Luxembourgish automobile Club estimates that if it had

been more largely spread, this one would havesaved 2,500 lives…

If this solution is relatively effective, the paper turns out to beperfectible. Indeed, during an accident, this sheet might be des-troyed, stained or untraceable, which makes it unusable.

Our objective is to offer new support which would free completelyfrom these difficulties. Compared to a traditional sheet, the useof the QR Code technology would bring many advantages andthrough a broader spreading could allow the rescue of thousandsof people each year on the roads.

WHAT IS A QR CODE ? A QR code is a two-dimensional barcode which reaches multimediacontents (videos/music/photos/information) thanks to a mobile phone.QR Codes are an evolution of the traditional barcodes. A QR Code is theacronym of English Quick Response code; its main feature is to decode in-formation very quickly which is a major asset for an extrication.

TO NOTE :Used in Japan since 1994,the QR Code has becomethe most used internatio-nal standard in the worldbecause it is easy to useand it offers lot of advan-tages. Thanks to its tinysize (from 2 cm²), it can beprinted or broadcasted onall types of media, and al-lows storing a substantialamount of information.

During a rescue operation, the implemented technology must be sufficiently simple and intuitive. To be ableto read the QR Code, the mobile phone must simply be equipped with a camera, and a reader which allowsdecoding. On the field, rescuers will have to aim at the QR Code with their mobile phone, and informationwill appear on the screen in less than 12 seconds.

Particularly simple, the QR Code does not require any prerequisites nor any trainingfor the rescuers.

The QR Code will be printed as sticker strips which can beplaced in various places on the vehicle, both inside or out-side. This way, quick identification will be more likely.

Contrary to a paper sheet placed under the sun visor, stickerscould not slip and disappear under a seat or to be thrown outof the vehicle.

oreover, the Rescue Code© does not have restrictions in terms ofinformation: sheets can be multilingual and further informationcan be added: videos of the stages of extrication, phone numbersof the car manufacturers and so on.

QR Codes can be stuck anywhere inside or outside the vehicleand multiply the chances of identifying them very quickly.

In practice… a website allows drivers or an organization to generate and order aQR Code in a few minutes.

A PARTICULARLY RELIABLE TOOLAs this solution must ensure the saving of lives,

reliability is one of our main concerns.

Our solution does not depend on the cover network (3G). A mobile application willallow rescuers to consult information about extrication on their phones in a fewseconds, regardless of the location.

Our application allows the consultation of code and sheets without exchange witha distant server. Thanks to a data-synchronization between the server and the phone, theapplication recovers all the data (car model with the associated plan for extrication) andstores it among its data, directly in the memory of the phone.

Initially, the Internet user fills out aform with the necessary information tocreate the 2D code (last name, firstname, address, vehicle brand andmodel etc.)

The QR Code is printed and sent to thedriver or the organization.

The interface will be also a reporting tooland can create statistics on precise infor-mation such as the car type, the year ofpurchase, etc.
