FACULTY OF COMMERCE The departmental reports comprise a full summary of research activity in the Faculty in 2000. They evidence the ongoing and strong commitment of our Faculty to the research mission of the University. As the Dean of the Faculty I am encouraged to know that, despite our large and growing numbers of students, there remains a sincere commitment to the undertaking of research and to effective dissemination through papers, books and presentations at conferences. The last year has seen the establishment of the Unilever Institute of Strategic Marketing and the Centre for Actuarial Research in the School of Management Studies. Both of these initiatives will greatly strengthen the institutional support for research within the Faculty. Once again in 2000, a large number (17) of important books have been produced by members of the Faculty. A number of these are textbooks that enjoy wide usage in South African Universities. This, together with the active involvement of our Faculty on the editorial boards of reputable journals as well as the strong demand from the public and the private sectors for presentations and research advice from our staff, reflects the high profile that the Faculty enjoys in the educational, commercial and political spheres of contemporary South Africa. The Research Units attached to the School of Economics continued to be an important source of research output. DPRU in particular had a very productive 2000; two books and a large number of papers were published in refereed journals. The GSB enjoyed another strong year in the form of published research. Special mention should also be made of Professor Nicoli Nattrass of the School of Economics. Her prolific and important work over the last decade on South African inequality and social welfare was acknowledged when she was awarded the Alan Pifer Research Award of the University of Cape Town for 2000. I will close by suggesting a few areas in which we should further strengthen our research output. First, our growing graduate numbers have resulted in an increase in the number of technical reports, long papers and theses written for higher degrees. These works are all fertile soil for the production of valuable research. The Faculty generally should aim to convert more research supervision work into research publications. A key part of our strategic research plan is to facilitate the growth of such publications. In like manner, attendance at conferences is a very effective way of remaining at the frontier of knowledge and we encourage attendance. Again the task before us is to convert conference papers into research publications at a faster and higher rate than we have been able to realise to date. The research effort is conducted on three general levels: directly usable research, the results of which are translatable into professional practice; applied research of a more general nature; and pure research on the broader frontiers of the discipline. In addition, research is carried out on the educational aspects of accountancy. The research is carried out by the staff members and post-graduate students. There is a demand in both the academic and professional communities for the Technical Reports produced by the Honours students.

Both pure and applied research is carried out by staff members and post-graduate students. The technical reports and empirical research reports produced by masters and honours students are published, and there is a strong demand for them in both the academic and professional communities. Research produced covers a broad spectrum of topics in Information Systems and commerce. Research can be described under these headings: management of the information systems function, management of information systems professionals, system development approaches, management information systems, methodologies of information system development, computer supported cooperative work and electronic meeting systems, information systems and culture, electronic commerce, information systems and national development, enterprise computing, information systems in corporate strategy and knowledge management. Staff in the Department look at both technical and managerial aspects of information systems and are especially concerned with topics of relevance to business and national goals. Much of the research is cross-disciplinary, involving elements of social science, computer science and commerce.

The department is located in both the Faculties of Science and Commerce. The statistical sciences are the ultimate service discipline, and the department believes that the best statistical theory is motivated by data analytic problems in other disciplines. It therefore actively seeks interaction with researchers whose orientation is quantitative.

The department hosts three on-going contract research programmes - the Breakwater Monitor project on monitoring employment equity and human resource development, and the Manufacturing Round Table, which does research into manufacturing practices. In addition, it has a programme for research on entrepreneurship. Research in the department includes learning theory and performance, labour market flexibility, leadership competencies, innovation, manufacturing strategy, participative organisation structures, organisation culture, human resource practices, consumer behaviour and service quality. Work is undertaken in arbitrage pricing, decision making, information technology, business strategy, financial performance of securities, futures contracts and portfolio and hedging. Research collaboration with the Medical Research Council on social marketing and tobacco control is taking place. Marketing and management of technology are an important focus of study, as is management development pedagogical research.

CONSULTANCY AND OTHER ACTIVITIES BASED ON EXPERTISE DEVELOPED IN RESEARCH Angus Bowmaker-Falconer’s Breakwater Monitor research was used by the Department of Labour in

drafting the Employment Equity Act. The project is assisting the department regarding an information technology framework for data collection and data analysis obtained from the reporting requirements of the Act.

Professor Frank Horwitz has worked as a part-time Commissioner on the Commission for Conciliation, Mediation and Arbitration (CCMA), and has facilitated human resource and industrial relations strategy development, and organisation restructuring in tertiary education, and private sectors. He is Western Cape Convenor of the Industrial Relations Association of South Africa (IRASA). He was appointed to the editorial board of the International Journal for Cross Cultural Management (in addition to five others previously). Prof Horwitz was appointed to chair a Commission investigating the effects of sub-contracting on the collective bargaining system of the building industry. He developed a senior executive program: The Human Resource Master Class (HRMC) for the Old Mutual.

Dr Amy Seidel Marks is a social marketing consultant to the Planned Parenthood Association, Western Cape. She serves on the Provincial Administration of the Western Cape Task Team for restructuring contraceptive health service delivery in portions of Khayelitsha.

Professor Nick Segal is involved in the Corporate governance project with the OECD. He has also been appointed to a consulting project for the Chamber of Mines.

DEPARTMENTAL PROFILE The School of Economics is located in two faculties, namely, the Faculty of Commerce (which is also its administrative home) and the Faculty of Humanities. The School of Economics contains a number of important research units. These are the Applied Fiscal Research Centre (AFReC) formally known as the Budget Project whose director is Ms Tania Ajam, the Southern African Labour and Development Research Unit (SALDRU) whose director is Professor Francis Wilson, and the Development Policy Research Unit (DPRU) whose director is Mr Haroon Bhorat. The DPRU specialises in policy research in the areas of labour markets and poverty, regulatory reform and regional integration. The unit publishes a successful working paper series, a policy brief series and a regular quarterly journal/newsletter, the Trade & Industry Monitor. Their work is funded by the European Commission (EU); USAID, IDRC, the World Bank, and a range of South African government departments. DPRU staff members undertake limited teaching and graduate supervision. In 2000 a multiyear study on Labour Markets, Poverty and Inequality in South Africa was completed. SALDRU’s aims include stimulating research, providing consultative services, maintaining a library and data-bank, researching labour market issues, and training researchers in the social sciences. Since its establishment, SALDRU has supported a large number of research projects and has published 87 SALDRU Working Papers, 6 Policy Papers, 7 Fact sheets, 311 Carnegie Papers, 21 Carnegie Post-Conference papers and 8 Books. Between September 1992 and December 1994 SALDRU managed the Project for Statistics on Living Standards and Development (PSLSD) in collaboration with the World Bank. This encompassed a household survey of some 9000 households nation-wide. In 1997 and 1998 SALDRU, in partnership with the International Food Policy Research Insitute (IFPRI) in Washington and the Centre for the Study of African Economies at Oxford University, conducted an investigation of public works in the Province of the Western Cape. Also in 1999 a household survey with special emphasis on health issues was undertaken in the Langeberg area of the Western Cape. In 2000 a survey of some 1000 households in the Mitchell’s Plain Magisterial District within the Cape Metropole was undertaken with a special emphasis on education, skills and work. Current research activity, with an emphasis on policy related research, is spread across a number of fields, including: agricultural economics; development economics; international finance; financial theory; monetary economics; labour economics; health economics; education; public economics; fiscal policy; political economy and regional economics.

CONSULTANCY BASED ON EXPERTISE DEVELOPED IN RESEARCH Ms T Ajam did executive training for the Department of Land Affairs on budgeting and financial

management, presented a workshop for the National Council of Provinces Committee Chairpersons on The Budget Process and the NCOP. She facilitated at a workshop on Local Economic Development, South African Department of Constitutional Development. She is the Chief Executive Officer of AFReC (pty) Ltd. She is also the Special Advisor to the Western Cape Treasury and was appointed in 2000 to assist the Western Cape. She is also a consultant

on inter-governmental fiscal relations for the Inter-governmental Audit commissioned by the Department of Constitutional. Her work culminated in a presentation to Cabinet and a number of parliamentary submissions.

Prof I Abedian is on leave from the department serving as Chief Economics of Standard Bank. Mr H Bhorat is a member of the advisory committee for the Labour Force Survey, Department of

Labour. He is a member of the migration advisory committee for the Department of Labour. He is a regular referee for the journal, Development Southern Africa and is a member of the advisory committee for the October Household Survey, Statistics South Africa. He is a member of the Research Advisory Panel, Department of Labour and a Consulting Editor for the South African Journal of Economics.

Mr A Black acted as a consultant to the Government of Mozambique on the SADC free trade area discussions and was also a consultant to the project on fixed investment in South Africa for the President’s Office.

Ms B Conradie was invited to provide economic input at a workshop on water conservation and demand management in agriculture. The workshop was organised by the Department of Water Affairs and Forestry.

Mr M de Klerk is on leave from the department serving as the Head of Research for the Land Bank. Ms A Fitschen is a visiting lecturer to the University of Stellenbosch Graduate School of Business and

Cape Academy and is consultant to the media group on intergovernmental fiscal issues. She has carried out research for the European Commission and USAID on aid project in South Africa.

Ms T Hartzenberg acts as a consultant to private sector companies and legal firms on competition issues. She has also been on the Liquor Policy Drafting Panel for the Department of Economic Affairs, Agriculture and Tourism of the Western Cape.

Mr J Hodge is an advisor to the Department of Trade and Industry on the current WTO round of trade talks on services as well as the development of a DTI strategy for service industries. He has also been an invited speaker at the following events: TIPS/World Bank ‘Emerging trade issues” course – Cape Town 1-3 March 2000; Competition commission workshop on the jurisdiction of the Commission relative to sector regulators – Midrand 17-18 April 2000; SADC Trade Negotiation Forum meeting on trade in services – Maseru 7-9 June 2000; Mauritian National Workshop on the current WTO trade negotiations, Port Louis, 11/12 October 2000.

Housed in the School are the Actuarial, Business Finance, Human Resource, Marketing and Industrial/Organisational Psychology streams. Postgraduate diplomas in management are also offered by the School, in Human Resource, Marketing, Organisation and Management, and Tourism and Leisure Management. The School also offers management courses in general management, finance, human resource management, marketing, and industrial/organisational psychology to students from faculties outside the Commerce Faculty. Research is supervised at the honours, masters and doctoral levels in Management. The Finance Section provides undergraduate courses in corporate finance, investments and international finance. Students receive training which allows them to enter either the financial services industry or the field of corporate financial management. Research at the postgraduate level is strongly encouraged. The Organisational Psychology and Human Resource Management Section provides undergraduate courses in human resource management and industrial/organisational psychology. At the postgraduate level it performs the dual function of training specialists in human resource management and providing professional training in industrial psychology. The research and teaching of the Section reflects a broad understanding of what constitutes organisations. This is evident in its strong commitment to research at the postgraduate level. The Marketing Section provides undergraduate courses in marketing management, as well as more advanced courses in consumer behaviour, industrial services and international marketing, marketing research, information technology & marketing and leisure & tourism marketing. Research is encouraged at the honours, masters and doctoral level. The Unilever Institute of Strategic Marketing is housed in the Marketing Section.

Approximately 70% of our graduates go on to complete the professional examinations to qualify as actuaries, which is the highest qualification rate in South Africa. Students attending our post-graduate courses enjoy a pass rate in the professional examinations which is almost double that experienced by other candidates. The Centre for Actuarial Research was established in 2000. It will bring together multi-disciplinary teams to build capacity, improve techniques and produce independent research in the following areas:

• Demography • Healthcare Financing • Social Security • HIV/AIDS Modeling

The Centre will actively promote the collaboration of people with research interests in demography, actuarial science, social security, economics, finance and public sector policy. The Centre for Actuarial Research at the University of Cape Town is the only unit of its kind at an African university. The Centre received formal approval from the University Research Committee in December 2000.
