Sydney Research aims to be a world leader in research.
Today, Sydney Research is a unique cluster of world class health and medical institutions and facilities. Our combined research workforce is over 2,000 people; together our grant funds exceed $200 million; and our ability to interact with patients in Australia’s leading public hospitals is unrivalled. We are already a leading health and medical research precinct in Australia.
Our ambitions are more powerful. This plan outlines how we achieve our goals.
Sydney Research was established in early 2013 to create a major broadly based research precinct as a foundation for research growth and excellence. Located within the Sydney Local Health District geographic area, Sydney Research would claim national and international standing and would provide widely recognised research leadership.
Collaboration and partnerships would be the hallmark. An already strong research culture and ethos would drive Sydney Research’s core values. The founding Members of Sydney Research are eleven prestigious health, education and research organisations; Sydney Local Health District; the University of Sydney; and the Inner West Sydney Medicare Local group.
Inaugural year achievements include forming a strong governance council; a visionary strategic plan; successful applications for Centres of Research Excellence and Cooperative Research Centre grants; and the start of a long term capital works planning process to integrate our academic, health and medical research facilities.
This Strategic Plan 2014 – 2019 supports strong research, education and healthcare outcomes. Our initial operational plan covers 12 months including review and reports.
Our guarantee is that Sydney Research will focus on the health outcomes of our people and support the research community to achieve that goal.

Sydney Research is unique. Each member’s individual success, size, quality, close proximity and working relationship is remarkable. As a result, research investments and return are magnified. The collective strengths we harness include knowledge, capabilities and competencies. Yet the full potential of Sydney Research is set to evolve significantly further as we position ourselves to work together as world leaders in health and medical research.
A snapshot of research activity by members during 2012 captures over 200 million in grant funds, 1670 publications, and a combined size of approximately 2180 researchers. This is internationally comparable to any large research institution.
Together our average projected growth rate over the next five years is 40%.

To achieve this vision, the Review stated:
“NSW will deliver on:
1 A priority-driven approach to research and innovation in our health services that will generate new evidence and translate knowledge into the delivery of a better health system and improve health;
2 Improving research infrastructure to enable research organisations to build critical mass, maximise their success in securing competitive grants and build centres of global relevance;
3 Building and optimising the use of shared research assets, such as strategic investments in bio-banking and data linkage, to build research capacity and contribute to research excellence;
4 Leadership in clinical and other health intervention trials to improve clinical care, lead to better treatments and medical devices and improve health.”

1.1 CONTEXT In 2012 a NSW Health and Medical Research Strategic Review was conducted by Mr Peter Wills. A similar Commonwealth Government review was conducted by Mr Simon McKeon. The review assessments provided major guidance to Sydney Local Health District (SLHD), the University of Sydney, local Medical Research Institutes and the Inner West Sydney Medicare Local about organising research directions.
The Will’s Review vision of health and medical research in NSW was clear:-
“NSW will have a global reputation as a resilient, innovative centre of excellence for health and medical research that strongly supports a high-quality health system that is highly responsive to scientific advances and that generates health, social and economic benefits for the state and beyond”
This context has guided the formation of Sydney Research

1.2 EMERGENCE Health and medical research in the Sydney Local Hospital District area has a long, distinguished history of excellence. Central to this success is the close proximity and existing partnerships between key stakeholders including Sydney Local Health District; the University of Sydney; 11 leading Medical Research Institutes and affiliates; and the Inner West Sydney Medicare Local.
Through partnerships, opportunities to invest, generate and deliver world class health and medical research have evolved. Within this environment Sydney Research was founded during 2013. Governance was through a cooperative strategic alliance. Expert researchers, organisational leaders and executives formed the Sydney Research Council.
The Council was designed to reflect the ideals of Sydney Research; collaboration. The Council’s collaborative structure provides a central point of coordination to drive strategic planning, cooperation and administration processes. This strategic and action plan was developed through stakeholder consultation including interviews, surveys, workshops and working groups.
The strategic objectives of Sydney Research were to; a) Develop a strategic and coordinated research program that creates new methods for treating and preventing
important diseases
b) Develop integrated local, national and international capacity in clinical trials aiming to test and prove the benefits of promising interventions
c) Develop strategies to speed up translation of research knowledge into clinical practice and ensure its sustainability
d) Share infrastructure and resources for piloting, testing, implementing and measuring the impact of collaborative research
e) Identify, trial and pilot population levels strategies for the improvement of health
These objectives were supported by approaches to;
a) Develop capacity in research.
b) Integrate input from the public, health care providers, administrators and Government to prioritise our work
c) Translate research into clinical practice
d) Improve management of clinical data to measure outcomes
e) Share infrastructure to maximise collaboration and cross communication

2.1 WHO WE AREOUR PATIENTS AND COMMUNITY We encourage our patients and community to participate in our research and clinical trials so that together we can achieve translational health and medical research excellence. We do this by integrating research in patient centred care models and community representatives on our Sydney Research Council.
SYDNEY LOCAL HEALTH DISTRICTSydney Local Health District (SLHD) manages four major public hospitals (Royal Prince Alfred, Concord, Canterbury and Balmain) and a wide range of community health facilities. SLDH employs 10,000 people and has an annual budget of over 1.5 billion dollars. It is one of Australia leading healthcare providers. SLHD delivers primary, secondary and tertiary healthcare to 1.5 million people living in Sydney’s inner West as well as provides, Statewide and National medical care.
The District hosts biomedical, clinical, health services, population and public health research. It provides hospital and community services including Forensic Medicine, Community, Mental, Oral, Population and Drug Health Services. Translating research findings to improved patient care is a central objective of SLHD.
The District Research Plan aims.
1. Support and develop research capacity
2. Enhance the profile of current research
3. Strengthen performance and quality of research
4. Encourage new researchers (including junior staff).
5. Sustain the commitment of all SLHD personnel in management, support and research roles to research.
6. Ensure governance arrangements that promote accountability and responsibility for research conducted according to ethical principles, scientific, regulatory and professional standards and the principles of risk management.
SLHD hosts several contributing members of Sydney research: Centre for Research and Education on Ageing (CERA), Concord Centre for Cardiometabolic Health in Psychosis (ccCHIP), RPA Institute of Academic Surgery (RPAIAS), Surgical Outcomes Research Centre (SOuRCe), Sydney Dental Hospital & Oral Health, and individual researchers.
The Centre for Education and Research in Ageing (CERA) is linked to the ANZAC Institute, the aged care services and Concord Hospital. As well as SLHD, CERA is aligned to the University of Sydney. Research areas include ageing in men, liver disease and ageing, dementia, medications, disability and healthy ageing.
Concord Centre for Cardiometabolic Health in Psychosis (ccCHIP) is based at Concord Hospital as a cooperative venture between the Sydney Local Health District and the University of Sydney. Clinics operate in an integrated and interdisciplinary approach providing screening, detection, management and follow-up of metabolic disorders among patients with severe mental illness. ccCHIP develops training packages for other services to become self-sufficient in managing integrated health issues, provides health workforce training in an interdisciplinary simulation programme, and undertakes clinical and translational research to improve the health and wellbeing of patients with mental health.
RPA Institute of Academic Surgery (RPAIAS) is newly established within SLDH. Its goal is to reinvigorate the discipline of academic surgery including implementing innovative models that support academic career pathways and the development of academic surgical departments to pioneer best surgical practice and patient care.
SOuRCe is a multidisciplinary, academic research unit of Sydney Local Health District and the University of Sydney. It advances evidence-based surgery based on outcomes-oriented surgical research. SOuRCe promotes clinical trials, health services evaluation, surgical outcomes assessment including quality of life assessment, health economic assessment and methods.
SOuRCe facilitates evidence-based patient choice for surgical operations and diagnostic tests related to surgery. SOuRCe has a strong focus on surgical oncology. It provides education and training for surgeons in evidence-based medicine and research methods.

Sydney Dental Hospital & Oral Health provides appropriate governance and support to clinical and health services research to improve oral health service outcomes and the quality and safety of oral health care for patients. Oral Health (with its collaborating partners) is leading the field of Midwifery Initiated Oral Health Research in Australia. The Department of Orthodontics at Sydney Dental Hospital is a national and international leader in Orthodontic Root Resorption and Sleep Apnoea Research.
Individual researchers. Integrating service delivery, education and research has always been a long been a feature of healthcare in SLHD. SLDH hospitals support clinical trials (as an ongoing process), significant clinical and health services research projects, and studies.
As part of SLDH activities many leading researchers, some with dedicated hospital laboratory space, receive peer-reviewed funding grants and carry out important research yet are not affiliated with an Institute. SLHD researchers also receive prestigious scientific, medical and healthcare awards. Many senior clinician and researchers work across Medical Research Institutes, the University, State Health service (sometimes more than one) as well as international collaborations and research grants. Sydney Research wants to support their links to member organisations and support their collaboration as part of the whole.
MEDICAL RESEARCH INSTITUTES AND AFFILIATESWithin the Sydney Local Health District geographic area, a series of medical research institutes (MRIs) have developed practise areas as highly successful research centres. Each demonstrate clear themes, innovation, research infrastructure, community support and a culture of research excellence that has won acclaim.
Medical Research Institutes and affiliates located within the Sydney District include;
• Centenary Institute of Cancer Medicine and Cell Biology
• The Heart Research Institute
• The Baird Institute
• George Institute for Global Health
• Woolcock Institute of Medical Research.
• ANZAC Research Institute
• Asbestos Diseases Research Institute
• Chris O’Brien Lifehouse
Each are independent incorporated organisations but also affiliated with the Sydney Local Health District and the University of Sydney.
The Centenary Institute of Cancer and Cell Biology researches Cancer, Cardiovascular Disease, Infectious Diseases, Immunity, Genetic Diseases and Liver Disease.
The Heart Research Institute (HRI) is an internationally recognised research institute that performs cutting-edge cardiovascular research. The main focus of this research is to gain an understanding of the development and progression of atherosclerosis, the dominant cause of cardiovascular disease. This research spans many different, complementary approaches, with research groups studying everything from the precise biological reactions involved in atherosclerosis, right through to translational studies that take the Heart Research Institute’s science from the lab bench and apply it in the hospital clinic.
The Baird Institute is the only dedicated cardiothoracic surgical training and research institute in Australia. The Baird Institute concentrates on diseases of the health, lungs, chest wall and diaphragm treatable with surgery. Baird research and applied science improves the outcomes of patients facing heart or lung surgery.
The George Institute for Global Health has one of several international offices at RPA hospital. Its major interest is in clinical trials, chronic conditions, injury, frailty and disability and disadvantaged populations. The significant health service interaction is clinical trials.

The Woolcock Institute for Medical Research focuses on respiratory and sleep issues including Asthma, Allergies, COPD, Lung fibrosis, LAM (Lymphangioleiomyomatosis), Epidemiology, Tuberculosis and Sleep and Circadian Research.
ANZAC Research Institute is primarily focused on ageing and translational research, public and population health, clinical, translational, molecular physiology and cell and molecular biology with major groups in Andrology, Biogerontology, Bone Biology, Burns Research and Reconstructive Surgery, Cancer & Immune Therapeutics, Dendritic Cell Biology, Geriatric Epidemiology, Northcott Neurobiology Laboratory, Vascular biology and Veterans’ epidemiology.
The Asbestos Disease Research Institute (ADRI) is the world’s first stand-alone research facility dedicated to asbestos-related diseases including a purpose built biobank. Through translational research projects, ADRI focuses on asbestos related diseases and is strongly linked to thoracic oncology at RPA (Baird) and Concord. Connected to Cancer Institute NSW, the Australian Mesothelioma Registry it collaborates with major Sydney teaching hospitals
The Chris O’Brien Lifehouse at RPA is a world-class cancer treatment, teaching and research facility providing integrated care to patients and carers. It combines all facets of clinical care, including surgery, medical and radiation oncology, research as well as wellness and support services on an ambulatory and outpatient basis.
THE UNIVERSITY OF SYDNEYThe University of Sydney is Australia’s oldest University and provides education and research at the highest levels. University goals are:
1. the discovery, communication and preservation of knowledge
2. creativity, excellence and innovation in teaching, research and scholarship
3. enhanced respect for each other;
4. creating stronger partnerships
The University of Sydney is one of Australia’s foremost health and medical research hubs. High quality multidisciplinary research to improve the community’s health and wellbeing is conducted not only in the Faculties of Medicine, Nursing and Midwifery, Health Sciences, Pharmacy and Dentistry, but also in many other faculties, including Science, Engineering and Information Technologies, Law and Education and Social Work.
Clinical research and education is supported by the Sydney Local Heath District with research and teaching activities spread across the district. Across the state, clinical education programs produce around 30 percent of all future health professionals across the broadest range of disciplines of any Australian university.
The University of Sydney is home to a number of interdisciplinary research centres that have important collaborations with SLHD, including the Charles Perkins Centre, the Brain and Mind Research Institute and the NHMRC Clinical Trials Centre. The Charles Perkins Centre aims to ease the burden of obesity, diabetes and cardiovascular disease by translating the work of the University of Sydney into real-world solutions.
It brings together outstanding academics and practitioners from within the University and beyond to:• collaborate and forge innovative research partnerships
• develop research programs that generate major shifts in our understanding of these diseases and their treatment
• translate that knowledge into practical solutions for individuals, communities and nations
• work hand in hand with communities, governments and the private sector
• develop cross-disciplinary teaching programs
• inspire, train and mentor the next generation of researchers and practitioners.
At the heart of the Charles Perkins Centre is a $385 million research and education hub.This hub, which opened in 2014, will provide a major boost to the Centre’s research program, including with its partners in the SLHD: more than 800 researchers will be located next door to Royal Prince Alfred Hospital and interacting and collaborating with its clinical and community services.

The Brain and Mind Research Institute brings together patients, support groups and front-line carers with scientists and clinicians working in neurosciences and brain research, providing hope for those affected. The Institute has major interests in youth mental health, Parkinson’s Disease, healthy brain ageing, autism, anxiety, chronobiology and sleep, multiple sclerosis and schizophrenia.
The Brain and Mind Institute is a key partner with SLHD, with important collaborations such as in the New Missenden Mental Health Unit where the aim is to support research that will lead to improved models of care.
The NHMRC Clinical Trials Centre (CTC) mission is to improve health outcomes for patients through high quality global collaborative clinical trials research. Outcomes include significant changes in medical practice to improve human health, longevity and quality of life. CTC efforts are to make clinical trials an integral part of health care and coordinate translating research outcomes into public benefit.
INNER WEST SYDNEY MEDICARE LOCAL
Primary health care research is coordinated with the Inner West Sydney Medicare Local Group in collaboration with the SLHD and University of Sydney.
Inner West Sydney Medicare Local (IWSML) Inner West Sydney Medicare Local improves the patient journey, access and efficiency of health services in Sydney’s inner west with better communication and coordination amongst all health service providers in the region. IWSML works in collaboration with Central Sydney GP’s, allied health and community programs in the development of primary care research.

3. PATHWAY
Sydney Research has identified four key strategic focus areas.
These are Research Culture, Prominence and Communications, Optimising Capabilities and Sustainable Infrastructure and Growth. These areas harmonise and build on the strengths of members whilst complementing core values of equity, efficiency, quality and sustainability.
Forming Sydney Research as a cooperative strategic alliance brings research experts to a central point of coordination. As leaders in their own field, each member brings unique resources and assets that when combined add value beyond individual member capacity.
A 12 month operational plan has been developed to drive our initial objectives. Sydney Research Council will oversee implementation and encourage the development of new capabilities. At the centre of our focus will be patients. Sydney Research will advocate for improved health outcomes for our beneficiaries.
