Forward
I. The objective of Resettlement Action Plan
1 This Resettlement Action Plan is formulated on the basis of the laws, regulations and policies of the People’s Republic of China, and Local Government as well as the Guidelines of the World Bank (Operational Directive for Involuntary Resettlement OP 4.12). The purpose of this document is to set out an Action plan for the Resettlement and Rehabilitation of the Displaced persons (DPs) to ensure that they will benefit from the project and their standards of living will be improved or at least be restored after the project impact.
II. Definition of Relative Terms
DPs
2 Criteria for Eligibility. Displaced persons may be classified in one of the following three groups:
a those who have formal legal rights to land (including customary and traditional rights recognized under the laws of the country);
b those who do not have formal legal rights to land at the time the census begins but have a claim to such land or assets—provided that such claims are recognized under the laws of the country or become recognized through a process identified in the resettlement plan; and
c Those who have no recognizable legal right or claim to the land they are occupying.
3 Persons covered under 2(a) and 2(b) are provided compensation for the land they lose and other assistance. Persons covered under 2(c) are provided resettlement assistance in lieu of compensation for land they occupy and other assistance, as necessary, to achieve objectives set out in this policy, if they occupy the project area prior to a cut-off date established by the borrower and acceptable to the World Bank1 .Those who encroach on this area after cut-off date are not entitled to the compensation or any other resettlement assistance. All persons included in 2(a), 2(b) and 2(c) are provided compensation for loss of assets other than land.
Compensation and Resettlement Measures
1 Normally, the cut-off date is the date the census begins. The cut-off date could also be the date the project area was delineated, prior to the census, provided that there has been an effective public dissemination of information on the area delineated and systematic and continuous dissemination subsequent to the delineation to prevent further population influx.

4 In order to address the impacts caused by compulsive land acquisition resulting in (i) relocating or loss of shelter; (ii)lost of assets or access to assets; (iii) loss of income source or means of livelihood, wheater or not the affected persons must move to another location, an RAP or Resettlement Policy Framework (RPF) should be prepared that covers the following:
a The resettlement plan or resettlement policy framework includes measures to ensure DPs are:
i Informed about their options and rights pertaining to resettlement;
ii Consulted on, offered choices among, and provided with technically and economically feasible resettlement alternatives; and
iii Provided prompt and effective compensation at replacement cost2 for losses of assets attributable directly to the project.
b if the impacts include physical relocation, the resettlement or resettlement policy framework should include measure to ensure that the displaced persons are:
i Provided assistance (such as moving allowance) during the relocation;
ii Provided with residential house, or house sites, as required, agricultural sites for which a combination of productive potential, location advantages, and other factors is at least equivalent to the advantages of the old site.
c Where necessary to achieve the objectives of the policy, the resettlement plan or resettlement policy framework also include measures to ensure that displaced persons are:
i Offered support after displacement, for a transition period, based on a reasonable estimate of the time likely to be needed to restore their livelihood and standards of living;
ii Provided with development assistance in addition to compensation measures described in paragraph 4(a)
iii Such as land preparation, credit facilities, training, or job opportunities.
2 Replacement Cost means the method of valuing assets to replace the loss at market value plus any transaction costs. When this method is adopted, the depreciation of construction and property is left out of account.

5 Cut-off date: the date in this project refers to the date that bulletin of land acquisition and house demolition is issued. DPs are not allowed to build new house, expand the building, rebuild, change the usage of house and land, lease land, or rent/bargain the house. Besides, persons moving into project areas after this date are not entitled to be compensated.

1 Background of project
Brief description of the project
The project of protecting history and culture of Shaoxing, YueWangcheng is to use
the loans from the World Bank to improve the city environment, which is a part of
rebuilding projects on infrastructure.
The project of protecting history and culture of Shaoxing City YueWangcheng is
located in the western of Shaoxing city, take the House Mountain as core, east from
the HuanShan River, south to the Former Secretary Prison-Ordinary Rua Direita-Big
Teaching Square; west to House Mountain West Road, north to HuanShan Road, a
total layout area of 39.7 hectares.
After the project was completed, there will form four major functional estates: (1)
archeological park and zoology protection area (2) traditional housing protection area
(3) culture and leisure tourism estate, (4) Tourism and business estate.
Beneficial and affected areas
Beneficial areas
The beneficial area is Shaoxing city which is located in subtropical monsoon climate
region, clear seasons, warm and humid, belonged to Zhejiang province, one of the
fourteen cities in Delta of Long River. Shaoxing city is located in northeast costal
areas of Zhejiang province, it east to Ningbo city, south to Jinhua city, west to
Hangzhou city and north to Hangzhou Bay.
Shaoxing is the birthplace of the Chinese nation, the center of Culture of Yue, it is
also the famous tourist city for history, culture and beautiful scenery in the world and
the first national historical and cultural city in our country. Since ancient times,
Shaoxing is famous for the brilliant person and beautiful scenery, is a typical water
country of south river. The character of Shaoxing city is “beautiful culture, beautiful
water”.
The project is expected to bring such benefits:
¾ It will contribute to the improvement of the city environment and
protection of historical and cultural heritage.

¾ It will promote the economic development and industrial restructuring
and upgrading, thus promoting the coordinated development.
¾ It will improve the tourist attractions and tourist environment and
further promote the development tourism industry.
Project Impacts
The influence of the project is to house demolition, Yuecheng district was affected; a
total house demolition area of 72693.58 square meters; 258 of demolition houses (a
total demolition area of 12335.77square meters: 5009.8square meters of brick-mixed
structure, 6761.5square meters of brick-wood structure, 564.7square meters of
simple structure), 5 of business units were affected (a total demolition area of
55657.68square meters: 54370.04square meters of brick-mixed structure,
1287.64square meters of simple structure), 7 of institutions were affected (a total
demolition area of 4700.13square meters: 4568.3square meters of brick-mixed
structure; 132.1square meters of brick-wood structure). Besides, there are three
categories of land and ground appurtenances. 1059 people were affected by the
direct influence: 831 people were affected by housing demolition, 133 people were
affected by enterprises demolition, and 95 people were affected by institutions
demolition.
Socio-economic background of the project areas
The project area is located in Shaoxing City Vietnam.
Currently, Shaoxing city contains three cities, two countries and one town: Zhujiu
city, Shangyu city, Chengzhou city, Shaoxing country, Xinchang country and
YueWangcheng. A total area of 8256square meters: 337square meters of urban
area, 54.67square meters of urban built-up areas. In recent years, its economic
grows rapidly and has become a regional center city for the characters of wine, as
well as, electronic in south of the Long River Delta.
In 2004, the total population in Shaoxing city is 4.347 million; 131.7 billion yuan of
GDP; 6.44 billion yuan of local revenue; 15,642yuan of disposable income for each
urban resident; 6,970yuan of net income for each rural resident. “developed
economics, densely populated” is the notable feature of Shaoxing city (especially in
urban).

Shaoxing city, YueWangcheng is located in southern of Hangzhou Bay, western of
Ningshao plain, northern of Kuaiji Mountain. The city was named after Yuewang took
it as capital city in 490 BC. There are five streets and two towns in this area. In 2004,
the population of the areas is 450000; 2.3306 trillion yuan of gross domestic product;
98.87million yuan of local revenue; 4.2 billion yuan of fixed asset investment;
7885yuan per capita net income of rural residents; 15676 yuan per capita disposable
income of urban residents.
Basic socio-economic condition of project areas was shown in Table 1-1.

Process of Project Designing
In May 2006, Shaoxing City Planning Bureau organized the conference about the
layout program of YueWangcheng protection areas of history and culture, three
types of programs from Architecture Department of Tongji University, City Planning
and Designing Research Bureau of Shaoxing City and Architecture Designing
Department of Shaoxing City were assessed. The staff of Shaoxing City
Architecture Designing Bureau absorbed the advantages from the programs and
optimized the layout program.
The “Report of feasibility study” of YueWangcheng protection project of history and
culture has been carried out by Huahui Engineering Designing Group Limited
Company and will be completed by the end of December, 2006.
The environment protection design of YueWangcheng protection project and
compilation for“Evaluation Report of Environment Effect” has been carried out by

Zhejiang Province Environment Protection Science Research Bureau and will be
completed in December, 2006.
The total project investment and sources of funds
The project is belong to the construction project for infrastructure of city and invested
by People’s Government of Shaoxin City. The construction funds include domestic
funds and loans of World Bank.
The total amount of investment is 738.68yuan according to the estimate.
Resettlement invested 220.446 million yuan (29.8% of the total investment), all are
domestic funds.
Measures to Reduce Project impacts
Stages of project planning and designing
In the stages of project planning and designing, in order to reduce construction’s
influence on the local socio-economic, the designing units and the owner have taken
some effective measures.
A. In the process of project planning, the influence of project on the
socio-economic should be considered, and take it as a key factor to the optimization
and selection of programs.
B. Arrange the layout reasonably and try to minimize the houses of
demolition.
Plans of Resettlement Action Plan and stages of implementation
If the land acquisition was unavoidable, in order to reduce the influence of
construction on the local, the following measures will be taken:
A. strength the collection of basic data, give an in-depth analysis to the local
economics and future development. Practical resettlement action plans were
constituted according to the actual condition to ensure the staffs were not suffered
losses.
B. encourage participation and accept supervision from DPs.

C. strength the internal and external monitoring, establish efficient feedback
mechanism and channels; shorten the periods of dealing with information to ensure
all problems can be resolved quickly.
Resettlement reviewed in Shaoxing City
Project impacts
Shaoxing City in Zhejiang city infrastructure construction projects are for the World
Bank loan project in environmental protection. The deadline for December 2006, the
13 environmental protection projects contract package in Shaoxing City, Only
packages SXCR/C.9 contract. SXCR/C.6 SXCR/C.10 involving housing and the
demolition and resettlement. City residents were involved in the demolition project in
Shaoxing City housing 464 families, the demolition area of 23,422 m2 impact of the
four business units, demolition of homes affected area 5099m2; three institutions;
demolition of homes were affected area 2423m2; five commercial shops, demolition
area of 248m2. Rural land was not involved. Resettlement project were from the end
of 2004 until 2007, urban environmental protection projects by the Office of Shaoxing
City, Shaoxing City streets in the city of Shaoxing and Comprehensive Development
Company were Limited for good housing relocation management and
implementation.
Compensation for house demolition and land acquisition and resettlement
In SXHR/C.9 - Xinti historical restoration work to protect residential neighborhoods
(retroactive loans) Hometown of Lu Xun’s works and the protection of historic
neighborhoods SXHR/C.6- SXHR/C.10-123A Bridge implementation of the
resettlement project is for the protection of historic neighborhoods. Hangzhou
Yongzhen Real Estate Appraisal Company and Shaoxing Boda Real Estate
Appraisal Company are chosen to evaluate to affect assets at the replacement price.
The compensation for the assets are higher than that set in RAP; the standards were
set out below in Table 2. Up to December 2006, the total amount of 91.232 million
yuan resettlement compensation costs have been paid in full to the affected people.

For the resettlement of the affected residential and non-residential building, the
resettlement of the implementing agencies have developed a variety of resettlement
approaches.
�1� Residential Housing
Removal of residential housing compensation and resettlement has two types: (1)
monetary compensation, (2) ownership exchange. Housing compensation fees is
estimated on the basis of the “The implementation regulation of Shaoxing City
housing relocation management " (No. 50 Government Order ). Housing costs
include compensation for relocation compensation, temporary housing subsidies,
incentives and removal fees.
If the demolished houses are very small and DPs are very poor and no another
house in planned area but they choose property rights exchange, residential house
which is bigger than 36m2 can be given to them after civil administration bureau
check and no property rights exchange difference price.
�2� Non-residential housing
Removing non-residential housing, there are two types of compensation and
resettlement: (1) monetary compensation, (2) ownership exchange. Compensation
costs include compensation for housing demolition, removal, cease damages, and
transition costs and incentives fees.

Land compensation: the demolished houses which are occupied according to
regulated cubage rate will not be compensated. For the land the owner have use
rights, the extra land which bigger than the land according to regulated cubage rate
will be compensated as the item 29 of Measures for the Implementation of Zhejiang
Province on Land Administration Law of the People’s Republic of China. As
following:
¾ If DPs got land use rights by lease and signed in contract, land will be
compensated as contract; if not contract, land will be compensated
with the factors of land paid-use term, develop cost and land use.
¾ If DPs got land use rights by allocation, land will be compensated as
non-agricultural land occupation compensation standard.
Resettlement assessment
Projects involving the affected residents, enterprises and shops have been resettled
successfully. External monitoring survey found that the majority of the affected
residents chose the option of the ownership exchange. After the demolition of the
affected households were living area 108.3m2/ households. Demolition than before
(44.3m2/ households) increased by 62m2/ households , living conditions have been
greatly improved; from the price, the average price for the resettlement of 1976.8
yuan per square meter , which not only below the relocation compensation standards
(2479.5 yuan per square meter), but much lower than the prices of houses market
value in Shaoxing City. DPs are satisfied with resettlement Implementation in
generally. Complained a smooth channel for complaints, so far, no complaints and
grievances, and the resettler are more satisfied with the resettlement policy.

Project impacts
In order to understand the project impacts, according to the requests of World Bank,
in January 2006 to March 2006, April 2006 to June 2006 and November 2006,
Shaoxing City Construction and Environment Protection Project Office organized a
special investigation team to investigate the affected residents and enterprises, the
methods for survey include door-to-door and interview. 258 affected residents and
12 enterprises were involved in. the content of survey contained the number of
demolished houses, all types of demolition area and the number of enterprises’
workers. All immigrants joined in the movement, the team also heard the opinions
about land relocation and resettlement.
The Yuecheng area of Shaoxing City was affected, the influence of land relocation
are as follows:
The total demolition area of houses is 72693.58square meters; the number of
demolished residential houses in Yuecheng area is 258, 12335.7square meters of
demolition area: (an area of 5009.8square meters of brick-mixed structure, an area
of 6761.5square meters of brick-wood structure, an area of 564.47square meters of
simple structure); 5 business units were affected, the demolition area is
55657.68square meters(an area of 5437.04square meters of mixed-brick structure,
an area of 1287.64square meters of simple structure); 7 institutions were affected,
the demolition area is 4700.13square meters(an area of 4568.03 square meters of
brick-mixed structure, an area of 132.1 square meters of simple structure). Besides,
three types of accessories of ground and house were affected.
Affected residences
These were affected :The number of demolished residences is 258, 831m2 , an total
demolition area of 12335.77m2: an area of 5009.8 square meters of masonry
structure(40.6%), an area of 6761.5 square meters of brick-wood structure(54.8%),
an area of 564.47 square meters of simple structure(4.6%). The affected residences
were shown in Table 0-1.

Affected business units
The number of affected enterprise is five, the number of affected workers is 133, an
area of 55657.68 square meters of enterprises’ houses was demolished (an area of
54370.04 square meters of brick-mixed structure, an area of 1287.64 square metes
of simple structure). According to the investigation, except Shaoxing Silk Factory
closed down in July, 2005, Xinglian Printing and Packaging Limited Company still in
produce, the other affected houses were office houses or storage houses. The
condition of affected enterprises was shown in Table 0-2.

Socio-economic Survey
To further understand the socio-economic situation in affected areas and the basic
condition of affected population, according to the World Bank’s requests, in January,
April, November, 2006, Shaoxing City Construction and Environment Protection
Office surveyed the socio-economic condition in affected areas, providing basic data
for analysis. At the same time, socio-economic condition of affected residents and
enterprises and public wishes were surveyed by the office, the methods for survey
included questioning the immigrants and interview. 50 residents (19.3% of the total
affected residents) and 12 enterprises (100%of total affected enterprises) were
involved in the investigation.
Survey results about the basic condition of affected resident
Family population
50 residents were investigated, a total population of 174, all they are non-agriculture
population: 50 people are women (50.6% of the total population), 101 people are
labors (58.0% of the total population), 47 labors are women.
Distribution condition of age
In the total 174 surveyed people, 11 people who under the age of five years old is
(6.3% of the total population), 26 people with the age between eight years old and
eighteen years old (14.9% of the total population), 101 people with the age over
sixty-one years old (20.7% of the total population).
Distribution condition of education level
In the total 174 surveyed people, 4 people are illiteracies (2.3% of the total
population), 32 people with the primary education (18.4% of the total population),
104 people with the middle-school education (59.8% of the total population), 34
people with the education level above special-education (19.5% of the total
population).

Employment condition of labors
In the total 174 surveyed people, 101 people are labors of city: 78 people are
retirement staff of enterprise (77.2% of the total labors), 13 people are outside-
workers (12.9% of the total labors), 10 people are individual operators (9.9% of the
total number).
Area of houses and buildings
In the 50 surveyed residents, the area of houses and buildings is 2505 square
meters, each resident has an area of 50.1 square meters, the houses and building
are mainly of brick-mixed and brick-wood structure.
Family annual income and expenditure
According to the statistical data of the survey, the total income of each person is
16578yuan, wages of 9174.6yuan a year for each person(55.3% of the total income);
income of 555.9yuan a year for the outside-worker (3.4% of the total income); the
other income is 6847.5yuan for each person (41.3% of the total income). Total
expenditure of each person is 11672.8yuan: 333.4yuan of electricity fees for each
person (2.9% of the total expenditure), 132yuan of living water fees for each person
(1.1% of the total expenditure), 640yuan of communication fees for each person
(5.5% of the total expenditure), 857.5yuan of education expenses for each child
(7.3% of the total expenditure), 1125yuan of medical expenses for each person
(9.6% of the total expenditure), 165.7yuan of fuel costs for each person(1.4% of the
total expenditure), 4881.4yuan of each person for buying life foods (41.8% of the
total expenditure), 1255.9yuan of each person for purchasing furniture and
appliances (10.8% of the total expenditure), the other expenditure is 2281.4yuan of
each person (19.5% of the total expenditure). Structure of income and expenditure

Survey of the public wishes
In the process of investigated the socio-economics, the public wishes were also
investigated by the survey team and results are as follows:
(1) Approval condition: 56%of the interviewees in favor of the construction, 4% of the
interviewees against, 40% of the interviewees don’t care about the construction.
(2) Influence degree: 14% of the interviewees think there is no adverse influence,
26% of the interviewees think the traffic will be affected, 54% of the interviewees
think the demolition will cause economic loss, 6% of the interviewees think there will
have other adverse influence.
(3) Degree of policies awareness: 32% of the interviewees know the policies of
relocation and compensation, 40% of the interviewees know a little, 28% of the
interviewees don’t know.
(4) Methods of compensation: 20% of the relocated residents chose the monetary
compensation, 80% of the relocated residents chose property rights transition.
(5) Appeal: when the legal rights were invaded, 68% of the relocated know to appeal,
32% of the relocated don’t know.

Survey results about basic condition of affected business units
5 enterprises were affected, among the affected enterprises, except the Xinglian
Printing and Packaging Limited Company, the other enterprises have closed down or
relocated to other places. All the investigated units agreed the construction and
thought the project construction will contribute to the local economics, tourism and
residents’ life. Because most of the enterprises have relocated to other places, most
of them chose monetary compensation.

Article 8: urban land belongs to the state.

others belonged to the peasants and collective; spending and private plot, retained

Article 43: all units and individuals must apply for the state-owned land for
construction.
Article 46: requisition land by the state should in accordance with legal procedures
and approved by the local people’s government with above country level. Then the
government publish the announcement and responsible for the execution. During the

Relevant provisions of “Zhejiang Province Implementation Methods about the
‘The People’s Republic of China Land Management Law’ ”
Article 29 is for the need of public interests and city layout on rebuilding old towns to
use land. The landowners whose land was requisitioned can get compensation in
accordance with the following regulations:
(1)To the case of obtaining land rights by paid-use, if there have agreement in
contract, compensation should be paid according to the contract; if have no
agreement, compensation should be paid according to such factors: remaining
duration of land use, purpose of land, costs of development and construction.
(2)To the case of gaining the land rights through transfer, compensation should be
paid according to the compensation standard on reclamation non-cultivated land.
(3) Compensation on ground buildings in accordance with the relevant laws and
regulations about housing demolition. To the purpose of using land for urban public
facilities and public construction or reconstruction of old towns and villages in cities
and villages, the landowners can be given proper compensation; give reasonable
compensation to the ground buildings according to its actual value.

accordance with the state laws, administrative regulations and regulations in this

Article 36: After give compensation according to the regulations in this article, the
occupied land which is equal to the housing demolition area will not receive

Article 9: The relocation plan can be carried out until the demolition units get the
permit.
Article 11: the department of housing demolition should publish the demolition

Article 15: The demolition person should give the programs of compensation and
resettlement to the demolished person.
Article 28: The demolition person should give reasonable compensation in
accordance with the state laws, administrative regulations and regulations in this

rights transition. The demolished people have the rights to choose.

Article 31: The amount of monetary compensation was determined in accordance
with the assessment of real estate market.
The estate assessment agency should listen the opinions of demolished people
before assess the demolished houses.
Article 36: The demolished people have the preemption under the same conditions
when the demolished plot was used for construction of commodity houses.
Article 40: Demolish the residential public housing controlled directly by the housing
management department or the residential public housing controlled by the units,
give compensation according to the following methods:
(1)The house contractors have the rights of purchasing houses under the house
reform policy; the demolition people should give compensation and resettlement to
the house contractors who purchase houses in accordance with the policy.
(2)If the house contractors failed to purchase houses and didn’t sign the agreement
about relieve the leasing relationship with the demolished people, the demolition
people should take the method of property rights transition. The prices of
resettlement houses and the parts which are equal to the demolition area should be
cleared by the demolition people and demolished people, the house contractors
responsible for the resettlement houses. The demolished people should sign the
house leasing contract with the original contractors again. The original contractors
purchase the over parts of construction area according to the market’ assessment.
(3)If the house contractors didn’t choose the above two methods of compensation
and resettlement, the demolition people should give monetary compensation to
demolished people, the demolished people give houses with the area no less than
the original area to the house contractors.
For the non-residential public housing, the demolition people should apply for ending
leasing contracts to the housing management department after get the relocation
permit, the management department conducts the ending procedures of leasing
contracts. The demolition people give monetary compensation to the demolished
people.
Article 42: Demolish the houses controlled by the housing department temporally, if
have the users of house, property rights transition should be carried out; if have no
users, the agents choose the methods of compensation and resettlement. To the

choice of property rights transition, the resettlement houses still controlled by the
housing department temporally; to the choice of monetary compensation, the amount
of compensation was stored in bank by the agents.
Article 43: The uses of the demolished houses were determined according to the
uses which registered in the permit of housing ownership.
The related policies of World Bank on involuntary Resettlement
10. The implementation of resettlement activities is linked to the implementation of
the investment component of the project to ensure that displacement or restriction of
access does not occur before necessary measures for resettlement are in place. For
impacts covered in para. 3(a) of this policy, these measures include provision of
compensation and of other assistance required for relocation, prior to displacement,
and preparation and provision of resettlement sites with adequate facilities, where
required. In particular, taking of land and related assets may take place only after
compensation has been paid and, where applicable, resettlement sites and moving
allowances have been provided to the displaced persons. For impacts covered in
para. 3(b) of this policy, the measures to assist the displaced persons are
implemented in accordance with the plan of action as part of the project (see para.
30).
11. Preference should be given to land-based resettlement strategies for displaced
persons whose livelihoods are land-based. These strategies may include
resettlement on public land, or on private land acquired or purchased for
resettlement. Whenever replacement land is offered, resettlers are provided with
land for which a combination of productive potential, locational advantages, and
other factors is at least equivalent to the advantages of the land taken. If land is not
the preferred option of the displaced persons, the provision of land would adversely
affect the sustainability of a park or protected area, or sufficient land is not available
at a reasonable price, non-land-based options built around opportunities for
employment or self-employment should be provided in addition to cash
compensation for land and other assets lost. The lack of adequate land must be
demonstrated and documented to the satisfaction of the Bank.
15. Criteria for Eligibility. Displaced persons may be classified in one of the following
three groups:

(a) those who have formal legal rights to land (including customary and traditional
rights recognized under the laws of the country);
(b) those who do not have formal legal rights to land at the time the census begins
but have a claim to such land or assets—provided that such claims are recognized
under the laws of the country or become recognized through a process identified in
the resettlement plan.
(c) those who have no recognizable legal right or claim to the land they are
occupying.
Resettlement policies of the project
The resettlement policy be carried out in this project was constituted according to the
related immigrant resettlement policies of The People’s Republic of China, Zhejiang
People’s Government, Shaoxing People’s Government and the World Bank.
According to the project, without the World Bank’s permission, no changes were
allowed in some stipulation, in the qualification standard of rights, standard of
property assessment and compensation standard.
According to this program design, the project influence includes the demolition of
residential housing and the demolition of non-residential housing. The following
policies can be used to deal with the influence.
Resettlement policy on the demolition of residents housing
The methods of compensation and resettlement include monetary resettlement and
property rights transition. The residents can choose the different method according
to their economic condition and individual demands.
¾ Assessment
To assess the demolished houses in accordance with the replacement price, the
amount of monetary compensation should be paid according to the basis price which
regulated by the government. The factors like location, structure and area of houses,
layers and renovation should be also considered. The estate assessment agency
should listen to the immigrants’ opinions before the assessment.
¾ Resettlement policies

After get the housing compensation, the demolished people have three choices
according to their own wishes: purchase commodity houses, purchase resettlement
houses and rent low-cost houses provide by the government.
(1)The rich families can purchase the commodity houses in Shaoxing city or
purchase lodges in urban and also can purchase houses in other places according to
their individual demands. This type of immigrants will not be interfered by the project.
The people who choose monetary compensation and purchase the commodity
houses in Shaoxing needn’t to pay the tax which is equal to the parts of the original
relocation allowance.
(2)The demolished people can chose the resettlement houses which provided by the
government. Because the price of resettlement house is low, the demolished people
can purchase the resettlement houses which the area is equal to the former houses
with the amount of house compensation. The demolished people have rights to ask
the demolition people to provide resettlement houses with the area is not less than
the former area of demolished houses.
(3)To the person who choose the property rights transition and his living area is less
than 36 square meters, the demolition person will provide set house with the area is
more than 26square meters to the person with living hardship.
(4)The government will provide low-cost houses to the immigrants who cannot afford
to buying commodity houses and resettlement houses after they get compensation.
¾ Resettlement policies in the process of relocation
(1)To the relocation of telephone and cable TV, the relocation allowance was paid to
the demolished people according to the actual of each department.
(2)Awards for advanced relocation: the awards will be executed to the people who
complete the relocation during the regulated period and reach the level of demolition.
70yuan per square meter for under 60 square meters, the over parts is 30yuan per
square meter.
(3)Temporary resettlement allowance: to the people who choose the monetary
resettlement, the allowance of four months should be paid in one time; to the people
who choose the property rights transition and solve the swing houses independently,
the demolition people should pay temporary resettlement allowance to the people

from the month of relocation to four months of resettled. The allowance is according
to the demolition area, the standard is 10yuan per square meter in a month.
(4)Relocation allowance: the demolition people should pay relocation allowance to
the demolished people, the allowance for each residence is no less than 600yuan, if
the demolition area is more than 60square meters, the price of the over part is 5yuan
per square meter.
¾ the other policies
(1)The immigrants don’t pay any related tax during the period of relocation and
recovery.
(2)The demolition people should help the immigrants transact the related procedures
about the alteration of registered permanent residence and transferring of children.
Resettlement policies on the demolition of enterprises and institutions
¾ Assessment
To assess the demolished houses in accordance with the replacement price, the
amount of monetary compensation should be paid according to the basis price which

(1)To the demolition of teaching houses, medical houses, kindergartens, charitable
houses and the appurtenances, the compensation will be paid according to the
replacement price and the construction will be carried out by the manage department
according to the layout.
(2)Demolition enterprises analyses fully the program of demolition enterprise
resettlement. In the condition of meeting production and management, affected
enterprises are rewarded by monetary compensation according to the policies,
rebuild and recover the functions of production and management their selves as
soon as possible. Enterprises rebuild in other places only if they can’t recover
production. They had better demolish and build themselves avoiding or reducing the
suspended damages. Shaoxing City Construction and Environment Protection
Project Office communicate with proper industry estate in order to relocate. The

enterprises needing rebuild can apply for reducing the town facilities fee when the
housing is demolished. Besides, the government allocates the same area of land as
the rebuilding area according to administration in industry estate.
¾ Resettlement policies in the process of relocation
(1)Award of advanced relocation: it is calculated by 100yuan per square meter, if the
area is less than 100square meters; other is calculated by 30square meters.
(2)The standard of installation and relocation cost is 50yuan per square meter
according to the area of demolished house.
(3)If demolition cause suspended damages, demolition people give compensation
(55yuan per square meter) in one time to demolished people according to the area of
demolished house.
(4)Transitional subsidies are calculated according to 50yuan per square meter per
month (the area of demolished housing).
¾ Other policies
(1)The rights of the staff in enterprises are not affected in relocation, including
wages, medical and social insurance, dividends and bonuses.
(2)The staffs in enterprises can not lose jobs because of relocation.
Policies on the affected ground attachment
Affected infrastructure and ground attachment are rebuilt by property units after
property units get compensation from project units.

Compensation Standards
Compensation Standards of the project are established according to above policies,
local condition and the request of the World Bank. If one has objection in
implementation, demolition people can consult with demolished people and deal with
the objection. The involved scope belongs to three types regions of Shaoxing City.
Compensation rate for urban residential housing
The structure of the various housing projects affected by the replacement value for
compensation urban reference to the 2006 benchmark price of Urban Buildings
monetary compensation, compensation criteria in Table 0-1. House compensation
price is decided by assessment in implementation according to <urban housing
demolition guidance>. If assessment price is higher than compensation standards in
Table 5-1, please implement by assessment price; otherwise, implement by
compensation standards in Table 5-1. The choice of monetary compensation,
monetary compensation to the original housing on the basis of valuation and an
increase of 10%.

Resettlement Options
Objectives of the project resettlement
Resettlement is ensured that they could receive compensation for loss, reasonable
resettlement and good recovery so that they can share the benefits. Besides, they
are granted because of a temporary move, making their income levels and living
standards and its production improving profitability restore or recovery to the higher
level before the start of the project or before the moving at last.
Principles of the project resettlement
1. To ensure the living standards because of the project, the principle of
equivalence compensation will be implemented. Two sides are included: (1)
property compensation according to the cost replacement, (2) reciprocal
compensation for other losses (the number of immigrant loss is the amount of
compensation).
¾ Affected families will get compensation that is equal value to the original
housing or the housing of resettlement that equal to their original places of
residence in transport, various ancillary facilities.
¾ Enterprises will keep the original organizations and the size and function
of the housing use, restore the operating environment as soon as
possible, or get the compensation equal cost to the housing. Besides, the
closure of a production stoppage will be compensated, that it will
compensate the production stoppage.
¾ Public facilities will be fully restored, and its function, at least, not be lower
than the original level, to maintain the normal life of the surrounding area
of relocation projects.
¾ The compensation will be equivalent to the migrants who affected by the
project temporarily or not relocating without loss of property.
2. Project will concern for disadvantaged groups (elderly people living without
adult, children, widows, single-parent families, disabled people, people with
chronic diseases and poor families). In the relocation, they will be given

preferential policies, such as housing, other aspects of reasonable care. After
the relocation they will be visited to help their special difficulties until transfer to
the civil sector.
3. The project will seek to maximize the cost-effectiveness of the resettlement;
and strive to improve the ability of the resettlement work, regulate the behavior
of the resettlement, and establish a sound internal control mechanism to
prevent the funds from being wasted, retention, fraud and corruption for best
use of resettlement funds to achieve the results of the best placement. In other
words, reduce the cost of resettlement as much as possible under the targets
set of the placement results.
Residential housing removal and resettlement
The project demolished residential housing with the area of 12335.77suqare meters
in Shaoxing City Yuecheng district, affected 258households with 831 persons. The
average size of being tapped family is 47.8square meters per household, they are
shown in Table 0-1. According to the survey, there were relocated to the different
levels of indoor housing facilities poor housing, irrational structure and bad state of
ventilation and lighting and so on.

Resettlement of demolition and compensation is done like this: firstly qualified
evaluation agency chosen by demolished people in terms of the resettlement
principle, evaluates their premium according to the factors like demolished housing
region, house structure, use, floor and facing. Then choose resettlement ways: (1)
implement monetary compensation, (2) property rights transition. The money can be
increased 10% based on valuation of original housing monetary compensation,

under to premise of the required relocation when people choose monetary
compensation, also after getting compensation money, the demolished people can
buy commodity houses or secondary houses with their own wishes. The demolished
people who choose property rights transition not only can make a choice of
resettlement programs provided by demolition people, but also can freely choose the
housing size. Clear post each other according to the demolished housing prices in
the market assessment and resettlement housing prices in the market assessment.
The demolished people have rights to ask demolition people to provide resettlement
housing with the area not less than the original housing constructive area of
demolished housing. The resettlement methods of urban residential housing
demolition are shown in Figure 0-1.

Shaoxing City real estate market housing resource stock relatively rich, distributed in
all districts of Shaoxing City. Around the affected area has real estate market.
Affected immigrants can voluntarily go to the real estate market to choose
resettlement housing. Water, electricity, transport, gas, telecommunications, and
cable television, etc. in area are built in accordance with the plan and design.
Schools, postal, saving banks, markets, bus station, hospitals and other
infrastructure facilities around residential areas are built in order to facilitate district
residents. Immigrants can choose to buy new housing with their wishes in all
residential districts of Shaoxing City.

Shaoxing City Construction and Environment Protection Project Office will provide
resettlement housing for demolition families. The major housing is the resettlement
district of nearby placement and Longzhou Garden.
Choose nearby placement as the first program in accordance with immigrant survey
will and design. The resettlement place is the southeast of Renmin Road and
Fushan Direct Street. Its current status is open ground. It belongs to Category�. The distance between it and demolition area is 150 meters. The area of general planning
land use is 13436 square meters. The planning construction area is 19025 square
meters. Public facilities (primary school, hospital, etc.) are similar to those in
demolition districts.
The resettlement housing is planned to start construction in May 2007 and complete
by the end of 2008. Basic principles of resettling this place: resettlement area is not
less than demolishing area, not appropriately enlarge the area, resettlement in
accordance with the original area basically. According to the demolished housing
area, the model of resettling house is mainly 55 to 70square meters; plan to build
about 250 sets, the estimated price is 4800yuan per square meter.
Else, it is required to think that housing price is relatively high because the place’s
environment is good, and that the total housing demolition compensation is not much
because most demolition housing are small. In order to avoid making demolition
people not be able to buy the resettling housing of nearby resettlement owing to
housing post, Shaoxing City Construction and Environment Protection Project Office
will in Longzhou Garden resettlement district provide resettlement housing for
demolished people to choose. In Longzhou Garden district, good living environment,
prefect municipal infrastructure, supporting primary school, hospital, preschool, etc.
public facilities, complete property management. The situation of Longzhou
resettlement district is shown in

Table 0-2. There are supermarkets, vegetable markets in Longzhou Garden where
property management is better. There is a Bilingual Test Primary School with the
area of 45 acres, and 36 classes, which starts enrolling students in September 2002.
Its enrolling scope is from the north of Huancheng West Road to the east of
Zhongxing Road (including Longzhou Garden).

If twelve households vulnerable groups who lead a hard life with the housing area of
less than 36square meters choose property rights transition, they will be provided
with not less than a suite house as resettlement housing by Shaoxing City project
office and not need clear post.
Enterprises and institutions resettlement
Demolition were relocated enterprises from the first assessment of the organization’s
ability to choose a replacement, for their assessments; then resettlement. For the
choice of monetary compensation, relocation required under the premise of the
original housing monetary compensation on the basis of valuation can be increased
10%.
Comprehensive technical and economic analysis is done to each demolition
enterprises resettlement program during dong socio-economic survey. Under
satisfying the conditions of production and operation, affected business can
reconstruct the original place, rebuild, resume production functions as possible; if
they can not resume productive mode in the original place, they must reconstruct in
other places. As possible they demolish and rebuild by themselves in order to avoid
or reduce the damage cost. Shaoxing City Construction and Environment Protection
Project Office and urban planning departments provide suitable relocation sites for
relocating enterprises to relocate. Affected businesses are allowed to relocate and
rebuild in general if not having the conditions of reconstruction in the original place.
Relocating resettlement spot is decided by affected businesses and Shaoxing City
Construction and Environment Protection Project Office together, and suit for city
planning. As to the enterprises who need resettlement in strange place, arrange
resettlement as soon as possible and start the rebuilding activities beforehand. Need
to rebuild the business unit can apply for a waiver for the demolition of houses in the
urban area facilities fee Paojiang Industrial Park by the government through
administrative allocations in the same area of land as the site for rebuilding. Affected
enterprises can also choose to buy the industrial park development plant to continue
to operate. Shaoxing City Binhai Industrial Park, located in the factory, the price is
only 1,300 yuan /M2. enterprises below the compensation standards.
Paojiang Industrial Zone was formally established in June 2000, is located north of
Shaoxing City, adjacent to Shanghai-Hangzhou-Ningbo Expressway north. east of

Ningbo, next to Hangzhou, 230 kilometers to Shanghai from Hangzhou Xiaoshan
International Airport 20 km. Three 66-meter-wide area and 329 national highway
network were introduced, south of State Road 104. Eastern Zhejiang Canal and
Hangzhou-Ningbo have double track railway, transport facilities, advantages
obviously, is to link up with Shanghai Shaoxing. This is the front window to the world
and the region. Planning to 2020, built Paojiang industrial area 33 sq km and a
population of 170,000. Shaoxing is the largest industrial development area. Industrial
water, electricity, gas, roads, telecommunications and other infrastructure meet the
needs of all kinds of investment projects in the zone.
Coastal Industrial Zone is located in the northern part of Shaoxing, east Caoejiang,
Shanghai and Hangzhou-Ningbo Expressway south, next Xiaoshan, the Qiantang
River to the north. Shaoxing is about 25 km away from the historical and cultural
relics. Distributed textiles from the largest research and development centers in Asia-
China Textile City were Keqiao about 18 kilometers, Shanghai Shaoxing, Hangzhou-
Ningbo Expressway to export only 4 km, 220 km from Shanghai, Ningbo Port 120 km
25 km away from the Xiaoshan International Airport. The economic integration of the
Yangtze River Delta is economic zone or open window.
The project affects 5 business units. Shaoxing City silk mill has closed down in July
2005, and all workers have been laid off and received good resettlement. The project
office has decided to implement monetary compensation to Shaoxing City silk mill.
Joint Hing Printing and Packaging Company, the Office will assist in environmental
projects in Shaoxing City plant Paojiang Industrial Park redevelopment or purchase
plants in the coastal industrial park. The businesses affected will be relocated to
better prospects for the development of industrial zones. Enterprise units are shown
in

Seven units were affected. Demolition and removal of houses, all of the affected unit
will be in charge of overall arrangements for its office space. Demolition will not
affect the employee’s work and income. Meanwhile, the demolition of the natatorium
to the public is not strong, Shaoxing city center, swimming pool and other activities
for young people are more open to the public and swimming pool has been
completed; Repeaters will be based on the ordinary ,and Rua Direita were relocated
nearby redevelopment planning. Table 0-4 is units of placement.

Public Participation and Information Disclosure
Public participation strategy
Based on country, Zhejiang Province, Shaoxing City related relocation placement
policy and laws regulations, in order to maintain the immigration and is relocated the
unit legitimate rights and interests, reduces the disaffection and disputes, further
formulates the good project relocation with the placement related policy and
executive regulation, establishes the immigrant placement to plan, completes the
implementation organization to work, realizes to accommodate the immigrants
properly goal. This project formulates in the immigration placement policy, plan
establishment and implementation stage, will pay extreme attention to immigrant
participation and consultation, and hear immigrant opinions.
Conducting the feasibility study in the project preparatory stage, the project office
has already many times solicited Shaoxing City, YueWangcheng Government,
People’s congress, Political consultative Conference, Grassroots organization, the
project of relocated inhabitant, enterprises and institutions and so on for suggestions
and opinions of immigrant resettlement work.
From January to March in 2006, Shaoxing City urban construction environmental
protection project office organization manpower has carried on this project in view of
the relocation project scope in the house condition and social economy preliminary
examination, relocated immigrated representative to participate investigation to give
opinions of project program and demolition compensation and immigrant
resettlement. These opinions have given the full consideration in the design and
establishment of immigrant resettlement.
In the 21st September 2006, Shaoxing City plan bureau has shown the plan of
Shaoxing City YueWangcheng historical culture protection in <Shaoxing Daily>,
which will been shown from 21st to 28th September in 2006. To solicit fully the
general residents’ suggestions can make the plan optimized.
From April to June and November 2006, when carrying on this project relocation
influence quality of goods investigation, Shaoxing city urban construction
environmental protection project office has organized special investigation group, the
relocated immigrant representative all participate the investigative working. The

project office has also listened to the inhabitant and enterprises and institutions to
relocate with placement opinion and has carried on widespread consultative.
Simultaneously, it has also carried on the social economy the social economy
investigation and the public opinion, and the psychology investigates. In carrying on
the social economy investigation, the detailed investigation has laid the foundation
for the immigrant placement plan establishment.
From now on, the following procedure and method will be used to encourage public
participation and consultation.
(1) Immigrant representative participation of the removal and resettlement
At relocating close investigation in the house and accessory, the determination of
compensation standard, relocation compensation negotiating relocation agreements,
housing construction and the distribution of the implementation of the resettlement
work, immigrant representative choose to participate the above process so that it
reflects fully the benefits and views of immigrants, and guarantee the resettlement
project fairly, reasonably and transparently.
(2) The property owner consults with demolished people to ensure resettling manner.
(3) Use media tools to report the demolition policy of the project
(4) Announce the demolition notice
The main contents of notice: a brief overview of the project, the scope of land
requisition demolition, resettlement policy (including compensation standard),
agency responsible for resettlement, timetable for the housing relocation of migrants,
rights and obligations of migrants, complaints and appeals, monitoring and
assessment, etc.
(5) Open the resettlement plan
Before the World Bank project assessment, putting the resettlement plan in
Shaoxing City construction Bureau and announcing in the local main newspapers is
to make immigrants and non-government organization read.
(6) Immigrant information handbook
The main part of the immigrant plan is compiled into immigrant information handbook
which will be released to immigrants after project assessment and before relocation.
The main content of immigrant information handbook: a overview of the project, the

project’s influence, compensation policy, implementation agency, complaining
channel and so on.
Public participation process and public policy
In order to handle the affected people’s problems and requests of land demolition
and resettlement, it needs to negotiate and seek their opinions further with the
affected people, so that all the problems can be solved before implementing the
immigrant plan. Shaoxing City Construction and Environment Protection Project
Office and implementation of the resettlement agency will reasonably arrange the
public to participate the meeting in order that each affected household can have a
chance to consult on the matter of compensation agreement before signing
demolition compensation agreement with implementation of the resettlement agency.
The process of public participation is shown in Table 0-1. Public policy process is
shown in Table 0-2.

Appeals Process
Immigrants and demolition units’ participation will be paid attention and an appeal
mechanism will be established in the project plan preparation and implementation of
the resettlement process. Immigrant appeals process is as follows:
¾ Stage 1: If immigrants are dissatisfied with the resettlement scheme, they can be
relocated to the resettlement of the office of oral or written complaint; If verbal
complaints, the project will be discussed by the removal and resettlement work
is semi-processed and made written records. Project Relocation and
Resettlement Office should be resolved in two weeks.

socio-economic and so on.
¾ Shaoxing City Construction and Environment Protection Project Office will
go on organizing this project land demolition and resettlement staff training
to improve staff’s quality and capacity of handling policy. The training
content includes the World Bank guidelines on business migrants,

Resettlement Schedule
Progress of construction and resettlement
According to the plan and arrangement of the progress in the implementation of the
project, the project will be completed in stages from April 2007 to December 2009.
The plan of resettlement progress will converge with the building plan and
arrangement of project. The main work of demolition and resettlement is planned to
start from February 2007, and end in June 2009. The basic principle of the progress’
arrangement as follows:
¾ Housing demolition work should be completed in time one month before the start
of using land, and its beginning time is determined by the working requisition of
demolition and resettlement.
¾ In the resettling process, affected people should be given a chance to take part
in the project. Before starting the construction of the project, demolition area will
be announced, the advertising handbook of resettlement will be sent out. The
relevant work of public participation should be well done.
¾ Types of compensation will be paid in full directly to property owners in the
demolition compensation. All units and individuals are not allowed to represent
their use of the property compensation and to make property compensation
discounted for whatever reason in releasing progress.
Timetable of key tasks about resettlement and implementation
Principle for timetable
¾ According to ensure each single project design, the scope of land demolition of
the project should be completed ultimately before the beginning of physical
measurements land demolition work.
¾ According to the theme map of land demolition, physical measurements of land
will be done by Shaoxing City Construction and Environment Protection Project
Office with the relevant departments and owners before signing the agreement
of compensation and resettlement.

¾ Shaoxing City Construction and Environment Protection Project Office will open
the relocated mobilization conference which is attended by immigrant families
and demolished units, and announce the policy and resettlement approach
about demolition and compensation and resettlement. All these should be done
before signing the agreement of compensation and resettlement. After the
conference, the notice of land demolition will be announced officially.
¾ Signing the agreement of compensation and resettlement between demolition
and affected people should be done after physical measurements and
announcing the notice of land demolition.
¾ Clearing and releasing compensation costs should be done after the two sides
signed before relocation.
¾ The purpose of examining the implementation of resettlement is to make the
demolished satisfied.

resettlement, the total resettlement program specific projects may be a difference in
the overall progress made appropriate adjustments are shown in Table 0-1.

Cost
The costs incurred in land demolition and resettlement process included in the total
project budget. According to December, 2006 prices, the total cost of land demolition
and resettlement of the project is 22044.6million yuan. The immigrants’ costs of

(2)Housing compensation costs will be paid to immigrant families before the
demolition, for example, housing compensation costs will be paid in installments over
immigrations, and the last payment should be paid in the first week after the
demolition houses.
(3)Compensations of collective enterprise organs’ removal and resettlement should
be paid in full before the demolition, to help purchase a new or redeveloped housing.
(4)To ensure the smooth implementation of the resettlement and land demolition,
Shaoxing City Construction and Environment Protection Project Office must
establish financial institutions and supervision of institutions at all levels. So in place
to ensure that funds can be appropriated on time.

Monitoring and Evaluation
To ensure the smooth implementation of the resettlement plan and achieve the goal
of properly resettled, according to the requirements of the World Bank operational
policies OP4.12 <Involuntary Immigrants> and <Immigrant Monitoring and evaluation
of the World Bank loan projects in China Business Guide>, the project will monitor
and evaluate the implementation of land demolition and resettlement’s activities
regularly. Independent monitoring bodies have two parts: internal monitoring and
external independent monitoring.
To ensure compliance with the principle and timetable of immigrants resettlement’s
plan to implement land demolition and resettlement, internal monitoring is carried out
by leading group of project �Shaoxing City construction bureau�Shaoxing City Construction and Environment Protection Project Office and Project Relocation and
Resettlement Office. The purpose of internal monitoring is to make resettlement
agencies keep good functions in implementation process.
Independent monitoring and evaluation is the one that regular independent
monitoring and evaluation activities are done to the land demolition and resettlement
by an independent body. Independent monitoring of the project is done by
Immigrants Researching Center of Hohai University, the content of independent
monitoring as follows:
¾ Functions of resettlement network;
¾ The progress of the implementation and compensation of land
demolition and resettlement;
¾ The resettlement and rehabilitation of the demolition residents and
enterprises;
¾ Immigrants’ living level’s survey and analysis.
Independent monitoring is an evaluation of land demolition and resettlement which is
carried out by an organization out of the project, with a comprehensive and long-term
view to inspect all implementation process. The independent monitoring body will
follow the project’s resettlement activities to evaluate whether the resettlement
carries out the relative law of national land demolition and resettlement; whether
accord with the World Bank operational policies OP4.12<Involuntary Immigrants>;

whether the immigrants’ living level is improved or at least kept the level without
project. The independent monitoring will suggest relative implementation units
according to the questions found in the monitoring process, so that the questions can
be solved timely which are found in the process of the resettlement implementation.
Internal Monitoring
Shaoxing City office of environmental project implemented an internal monitoring
mechanism to detect the resettlement activities. The office built the basic database
of land demolition and resettlement and used the resettlement plans and the
monitoring all immigrant families and demolition units to interior supervise and
inspect the whole process of the preparation and implementation of resettlement.
Implementation procedures
During the implementation stage, according to the monitoring samples, Project
Relocation and Resettlement Office collects and records the information about the
residents and enterprises’ implementation of the resettlement, and timely transmits
current activities to Shanxing City environmental project office in order to maintain
continuous monitoring on the implementation. Shaoxing City Construction and
Environment Protection Project Office will make regular checks on the
implementation.
In monitoring mechanisms, making the stated information format is to effect the
continuous information flowing from Project Relocation and Resettlement Office to
project leading group. As an important component of the internal monitoring system,
project leading group�Shaoxing City environmental project office�office removal and resettlement and Shaoxing City Housing Relocation Management Office will
make regular inspections and verifications.

An internal monitoring report should be written by Shaoxing City Construction and
Environment Protection Project Office every half year to report the World Bank.
External Independent Monitoring
Independent monitoring bodies
Shaoxing City Construction and Environment Protection Project Office intents to
employ Hehai University immigrants center for the migrants independent monitoring
body.
Independent monitoring and evaluation unit tracks and monitors the activities of the
implementation resettlement, monitors the progress�quality and funds of resettlement, and gives suggestions. The unit tracks and monitors the immigration
housing level and living level, and submits the monitoring and evaluation report to
Shaoxing City Construction and Environment Protection Project Office and the World
Bank.

Post Evaluation
After the completion of the project complementation, based on the monitoring and
evaluation, theories and methods of the project later evaluation will be uses to do
later evaluation with the resettlement activities. To evaluate successful experiences
and useful lessons of resettled residents� enterprises and others will be provided the experience for later resettlement to draw on. Shaoxing City Construction and
Environment Protection Project Office commission an external independent
monitoring and evaluation body to do the work of later evaluation. Following the unit
of later evaluation, the working program of later evaluation will be compiled and the
evaluation indicator system will be established. The unit will do socio-economic
analysis and survey, compile the post evaluation report of “Shaoxing
City,YueWangcheng reconstructive project and immigrant resettlement”, report to

Annex 2 Framework of External Monitoring and Evaluation
A. The purpose of immigrant monitoring and evaluation
According to the request of the World Bank OP4.12 operational guidelines
<Involuntary immigrant>, technical papers NO.80 <development project loans from
the World Bank—the involuntary resettlement of the policy guidelines>’s Annex 3
<monitoring and evaluation of non-voluntary resettlement Technical Guides> and
<Immigration and evaluation of World Bank loan projects in China Business Guide>
to monitor and assess the project for the protection of Shaoxing City YueWangcheng
historical and cultural. By checking the progress, fund, management of residential
housing demolition and immigrant resettlement, enterprise’s relocation and
resettlement, the work of the project immigrant resettlement is tracked to assess.
When regularly (two times a year) report to the World Bank, project office and
changing unit, provide information and advice for each unit to refer in making
decisions. Through independent monitoring and evaluation, make the World Bank
and the changing unit know the work of housing demolition and resettlement whether
is done on time and achieve the desired objectives in quality, point out the problems
and work to improve the proposal.

D. External monitoring organization
The external monitoring and evaluation work of the resettlement is done by the
external monitoring organization approved by the World Bank which commissioned
by Shaoxing City project office.
E. Organization and division of immigrant monitoring and evaluation
¾ Shaoxing City project office commissions exterior to be responsible for the
specific survey ,data acquisition, analysis of monitoring and evaluation, and
review the results.
¾ External monitoring organization composes of immigrant monitoring and
evaluation group of the project for the protection of Shaoxing City
YueWangcheng historical and cultural. Its tasks: according to the non-
voluntary migration policy of the World Bank, monitor and assess the
resettlement of project, responsible for preparing the framework of
monitoring and assessment, install monitoring, responsible for the
investigation on the spot monitoring and analysis of the business,
responsible for preparing the report of immigrant monitoring and
assessment.
¾ When immigrant monitoring and evaluation group is doing the investigation
of the spot monitoring , Shaoxing City project office should cooperate in
areas such as transport.
F. Methods of immigrant monitoring and evaluation
¾ Monitoring and evaluation use a combination method of spot investigation,
counting analysis and expert comprehensive assessment.
¾ The work of investigation is done from point and side. The progress, fund,
organization and management of implementation need to do full
investigation. Sampling survey is done to immigrant households.
¾ Sampling survey uses the method of classification random sampling to track
to investigate typical sampling immigrant households. The sampling
proportion: 20% of households resettled residential; 100% of affected
enterprises by demolition.
¾ Comprehensive survey uses the method of survey formats, discussion,
inquiry files and so on.
