EXECUTIVE SUMMARY
1. The purpose of preparing this External Monitoring Report (EMR) is to study and
ascertain the extent of implementation of LARP for Package 1; specifically, for section
starting from RD 5+000 to RD 33+750 (Batch-1) of the Jalalpur Canal as part of the
JIP. Field trips were undertaken and interaction with field staff, DPs and revenue staff
was made to collect information about the LARP implementation. This is the 3rd
External Monitoring Report prepared by the External Monitoring Consultant (EMC) and
this is an updated version covering the disbursement aspects of the entitled allowance
to the entitled DPs.
2. Islamic Republic of Pakistan has received a loan, “Jalalpur Irrigation Project”, from
Asian Development Bank (ADB) loan No. 3599 PAK with the cost of US$ 274.63
Million for construction of Main Canal of 379 RDs length, 23 distributaries, 7 minors
and 16 FCCs for Jalalpur Irrigation Project (JIP).
3. The Project will primarily benefit over 315,000 rural people of more than 114 Mouza
(village) falling under the three International Contract Biddings (ICBs). Its direct
beneficiaries will be small farmers who would get regular irrigation supplies during
Kharif season and increased agricultural production.
4. As a part of land acquisition process, three LARPs for P1, P2 and P3 were prepared/
approved by ADB and uploaded on website.
5. Award for the land measuring 228 acres falling between RD 5+000 to RD 33+750
(Batch-1) was announced by LAC Jhelum on 28th August 2019. Project impacts under
Batch-1 are, acquisition of 228 acres of land resultantly, 1393 DPs will lose land.
Overall, 14 structures are impacted. These are comprising 11 residential structures, 2
cattle sheds and one boundary wall. In addition, some losses for the crops, wood
trees, fruit plants, sump well/water course and tube well are also impacted.
6. The land values have been determined by the District Price Assessment Committee
(DPAC) of Jhelum. Whereas, assessment of non-land assets i.e. residential & other
structures, crops, wood trees and fruit plants have been made by the respective
departments and approved by DPAC Jhelum.
7. There are overall 1393 DPs for the land between RD 5+000 to RD 33+750 as the
entitled persons for payment of compensation. Out of these 686 DPs (49.2%) have
been paid land compensation by end March 2020 by the office of LAC Jhelum.
Whereas, LAC could not pay compensation to 707 remaining DPs due to the reasons:
meager compensation amount; DPs have died; DPs don’t reside in the area (out of
district/abroad); mutation issue; absconder and; court cases. Documentation of all
such cases has been properly made by LAC.
8. The DPAC, Jhelum has approved assessed cost of residential & other structures,
crops, wood trees and fruit plants amounting to Rs. 9.91 million during its meeting held
on 4th December 2019. These funds were released to LAC Jhelum for the payments to
the DPs against their affected non-land assets. In this Batch-1 section, out of 65 DPs,

45 (70%) have been paid compensation for the damages to the structures, crops,
wood trees, fruit plants and tube-wells. There are remaining 20 (30%) DPs who have
not received the payment and they have gone to the court of law for legal remedy
against the District Price Assessment Committee (DPAC). The total amount paid so far
is Rs. 9,169,961/- (93%). Major amount of compensation has been paid to these
categories of DPs. Remaining funds amounting to Rs. 741,897/- (7%) are readily
available with LAC Jhelum and these are yet to be disbursed upon completion of the
legal matters of 20 DPs.
9. Deputy Commissioner/Assistant Commissioner along with their filed staff including
Tehsildars, Qanoongo and Patwaries all had made exhaustive efforts by holding
formal and informal meetings. This involved corner meeting and group discussions/
meetings and visits to these villages These efforts include personal contacts,
announcements through the mosques by public address system in each village, by
holding the chain of consultation sessions, by contacting Numberdars (village heads)
and village elders.
10. Overall, 50 DPS are eligible for the allowances in this category. It covers shifting
charges, vulnerable, livelihood/transition and self-relocation allowances and 38 DPs
are willing or in contact with the project to receive these allowances. Cheques in favor
of 35 DPs were prepared for the readily available DPs at site. These Cheques were
distributed to 25 DPs on June 08, 2020 and 10 DPs on June 12, 2020 at three different
villages of the project area. For this purpose, DPs were requested to be available on
these dates, places and times specifically announced in the mosques through the
public address system. On these occasions 35 entitled DPs comprising both male and
female heads of family have turned up, and received their cheques. These cheques
were disbursed by the two members of the committee one each from PMO and
Irrigation Department (Mr. Hassnat Rasool Deputy Director, PMO-Canals and Mr.
Najam Shah SDO Khokhra Sub Division, Irrigation Department). These cheques were
given after completion of the documentation/verification of their Computerized National
Identity Card (CNIC). Unpaid remaining 15 DPs includes: 3 DPs are in contact with the
committee & their cheques are in process; 07 DPs as died and their mutation cases
are in process; 03 untraceable/residing in other districts and; 02 are not interested in
receiving the payments. EMC has personally witnessed the transparent distribution of
these cheques in the presence of head of the respective villages (see photo log in this
report and Annex III & VIII).
11. Public consultations have been a regular feature of the LARP implementation activities
for smooth implementation. Due publicity was made by staff to accelerate the process
by motivating the DPs to receive their land compensations.
12. Project interventions have ‘NO’ direct negative impacts on income of the DPs.
Because, no business/commercial activity is disturbed directly due to project impact.
13. By the end of March 2020, 63 persons have got the employment with the project
contractor, which is a positive impact of the project.
14. Relocation cost to the DPs loosing residential structure has been paid by the LAC
Jhelum during January & February 2020. The LAC Jhelum has also served notices to

these DPs with a given time frame for the relocation and vacate the ROW. Substantial
number of these DPs have already dismantled their affected structures.
15. For the relocation of 02 impacted government schools, the District Buildings
Department, Jhelum, Government of Punjab submitted the cost estimate of Rs. 23.4
million through Deputy Commissioner (DC) Jhelum to the Project Director JIP/Head
PMO-Canals and a cheque of the same amount was released to the Education
Department on 14 October 2019 for the construction works of both schools.
16. Land measuring 03 Kanal and 07 Marla under existing affected schools belonged to
Education Department. The girls school will be reconstructed in the premises of
another Girls Primary School existed in the same mouza. The land is owned by the
Education Department. For the boys school, 04 Kanal area has been identified which
is private land owned by M/s Ammar Haider Shah and Zafar Ali Shah, residents of
Maryala village. Out of these 04 Kanal area, 02 Kanal has been procured and 02
Kanals has been gifted to the school by the owners. The payment of 02 Kanal land as
an alternate site for relocation of Boys Primary School Bhai Ludden has been made by
the Education Department, from the funds provided by PMO (Canals). All this 04
Kanals of land is to be owned by the Education Department.
17. Based on the compensation payments made till now, verification of these payments by
the External Monitoring Consultant (EMC) has been carried out. For this purpose, EMC
M. Aslam Malik has made two field trips to the field on 07 March 2020 and 14 March
2020. During these field trips meetings at various locations from RD 5+000 to RD
33+750 were held with the respective stakeholders. There are overall 1393 DPs for the
land between RD 5+000 to RD 33+750 as the entitled persons for payment of
compensation. Out of these, 686 DPs have been paid land compensation by end
March 2020 by the office of LAC Jhelum.
18. In order to verify these payments random stratified sampling was done during the
verification visits to the project site for confirmation of the payments to DPs. This
includes all categories of the DPs. Out of the total 686 DPs of paid compensation 384
DPs (56%) were contacted in person in two separate visits to this Batch-1 of Package-
1 of the Project area. This also includes contacts with some of vulnerable DPs as well
for verifications. Endeavored to contact the cross section of the DPs to get meaningful
and representative feedback from them.
19. DPs residing out of the project area in other cities were contacted on cell phone (by
EMC) and they have confirmed the receipt of the compensation payments.
20. Regarding the court cases, these have to be decided by the court of law, hence
nothing can be done till the decision from the honorable courts are announced.
21. Efforts are being made by the district administration to facilitate and expedite the
disbursement through their revenue field staff for all the non-court cases.
22. DPs of Shah Kameer mouza (village) are demanding that a road bridge should be
constructed across the canal at adjacent point to the population centers for crossing

the main canal. Location of bridge has been proposed between RD 27 to RD 33 or at
any other nearby appropriate/suitable location. This matter was discussed with the
PMO (Canals) and it was decided to provide a bridge as demanded by the community.
23. Some of the DPs had expressed that though they have received the land
compensation payments but the rate assessed by the DPAC is far less than their
perception. They demand that it should be enhanced to make it comparable with the
market rates of the land in the area.
24. The data regarding payment of land compensation in Tehsil Jhelum (RD 5+000 to RD
33+750) up to 31 March 2020, maintained by AC/LAC office, Tehsil Jhelum is provided
in the summary Table 11. The LAC has documented all 707 unpaid DPs with reasons:
meager share; mutation issues; expired; court cases and; DPs not residing in the area
as reflected in section 8.2 Table 16. Linear map of the area reflecting compensation
payment is also given as per Annex-IX.
25. For the verification of the payments made so far, EMC M. Aslam Malik has made
exhaustive trips to the field on 07 & 14 March, 16 May and on 8 June 2020. During
these field trips various meeting at various locations from RD 5+000 to RD 33+750
were held with the respective DPs, village heads, revenue staff members and project
staff working at site. Meetings were also held with individuals at their door steps,
farming areas, near cattle sheds, tube well, forest plantation areas, at the road side
hotels, tea shops all along the project area wherever a DP was available. All these
meetings and interactions with DPs were aimed at getting confirmation of payments.
Legal heirs of the deceased DPs were also contacted for confirmation of the entitled
compensation payments in the presence of other notables of the same Mouza.
26. WAY FORWARD: As observed through field visits and personal interviews with DPs, interaction with the field staff along with the documentary evidences exhibited by the EMC, it is clear that the work on war footings on all fronts in the field is going on. All out efforts by the staff have been witnessed. Achievements made by all are commendable for the implementation of LARP in Batch-1 (RD 5+000 to RD 33+750 Ref. Fig B). Unpaid DPs have been documented by LAC office Jhelum, with solid reasons as to why they have not received their payments so far. However, revenue department and PMO (Canals) is requested to make efforts to deliver unpaid compensations to DPs all through the project period and monitor the progress of the activities. Progress of compensation payments shall be reported in upcoming monitoring reports. Similarly, compensation payments under the entitled allowances category of DPs, all the available DPs in the area have been made their payments in the presence of the EMC and necessary documentary evidence have been annexed in this updated version of the report. A linear map illustrating these payments made to all categories of the DPs has been prepared (Annex IX). PMO has placed all the required funds at the disposal of disbursing authority for payment to the DPs. Now, all the entitlements have been disbursed to DPs and Non-paid DPs have been documented by LAC. Based on the positive ground realities and field observations, it is justified and strongly recommended to give a go-ahead for the civil works construction for Main Canal RD 5+000 to RD 33+750.

1 INTRODUCTION
1.1 Background
27. Islamic Republic of Pakistan has received a loan, “Jalalpur Irrigation Project”, from
Asian Development Bank (ADB) loan No.3599 PAK with the cost of US$ 274.63
Million for construction of Main Canal of 379 RDs length, 23 distributaries, 7 minors
and 16 FCCs for Jalalpur Irrigation Project (JIP). The Project is expected to increase
agricultural production with development of sustainable agriculture to alleviate poverty
in Pind Dadan Khan and Khushab Tehsils of Districts Jhelum and Khushab by
providing canal irrigation supplies during Kharif season and reduce the land
degradation by minimizing the use of marginal quality ground water. Output of the
Project envisages construction of a new irrigation system including a Main Canal & its
system and appurtenant structures to irrigate about 170,000 acres of land in Tehsil
Pind Dadan Khan and Khushab area. It also included the construction of 16 Flood
Carrier Channels (FCCs) network to carry saline flood water of hill torrents
(debouching over the command area) directly to Jhelum River. The project area map
is shown as Figure A for ICB Package 1 & 2.
1.2 Project Description
28. The command area of JIP is in the form of long strip of land bounded by the salt range
hills on northern side and right bank of the Jhelum River on its southern side. The
Main Canal would off-take from the right bank of the Rasool Barrage, for which
provision for the canal head regulator already exists. The Main Canal of 1,350 cusec
capacity will be about 116 km long and traverses along the foothills of the Salt Range.
29. The Project will primarily benefit over 315,000 rural people of more than 114 Mouza
falling under the three International Contract Biddings (ICBs). Its direct beneficiaries
will be small farmers who would get regular irrigation supplies during Kharif season
and increased agricultural production. The Project would reduce land degradation and
salinization being caused due to saline flow from many hill torrents. Other
beneficiaries will include farm laborers and women through enhanced farming
activities.
30. Punjab Irrigation Department (PID) is the Executing Agency (EA). Feasibility study of
Jalalpur Irrigation Project was prepared by NESPAK–ICS Joint Venture Consultants
under grant ADB PPTA (8404-PAK) in 2015. As part of feasibility study in August
2017, PDA Consultants prepared Draft LARP for the whole project on the basis of
detailed design and was submitted to ADB for Approval. Later on, JIP works were
divided into three International Contract Packages (ICBs) and was agreed with ADB
that LARP shall be prepared for each contract package respectively.
1.3 Project Packages
31. Accordingly, for the whole project, 03 LARPs have been prepared corresponding to
the three civil works contract packages (ICBs) mentioned below:

1.4 Length of Main Canal and Its Distribution System
32. Keeping in view the discharge capacity of 1350 cusecs, the length of the Main Canal
and its distribution system is designed to cover maximum area under command. The
length of all water channels and FCCs is provided in the Table 1 below:

33. The objective of giving the details is to explain about the project components and its
impacts on the land and land-based assets.
1.5 Land Acquisition for the Project

1.6 Design Level Details of Construction Activities of ICB-P1
35. This report is addressing the section RD 5+000 to RD 33+750 (Fig B) under ICB-P1 of
the project, falling in Tehsil Jhelum. However, the scope of works under ICB-PI
includes the following civil works of Main Canal of up to RD 52+000. Overall, details of
the proposed structures under P1 is given as per Table 3 below:

2 PURPOSE OF THIS REPORT
36. The purpose of preparing this External Monitoring Report (EMR) is to study and
ascertain the extent of implementation of LARP for Package 1; specifically, for section
starting from RD 5+000 to RD 33+750 (Batch-1, refer Table 6) of the Jalalpur Main
Canal as part of the JIP. This area is falling in Tehsil Jhelum. Field trips were
undertaken and interaction with field staff, DPs was made to collect information about
the LARP implementation. This is the 3rd
External Monitoring Report prepared by the
External Monitoring Consultant (EMC) M. Aslam Malik. 1st report covers RD 0+000 to
RD 5+000. By submitting this 3rd
report as the External Monitor will cover verification
of LARP implementation from RD 5+000 to RD 33+750 as per Figure B.

3 PROJECT IMPACTS
3.1 Impact on Land
37. In the ICB-P1, 461 acres of land has been acquired, 228 acres are falling in RD
5+000 to RD 33+750 as a part of P1. In this reach 11 residential structures will also be
lost and total DPs impacted is 1393. The other 2 DPs will lose 2 cattle sheds, 1 DP
will lose the boundary wall besides this other, non-residential impacted structures
includes, irrigation pipes, sump well, tube well room/water course and tress and crops
etc.
3.2 Project Components and its Impacts in P1
38. As already mentioned, the project is having three packages to proceed with the
developmental work for which LARPS have been developed separately. Land for the
whole project is being acquired into five segments. These segments are classified into

mainly three packages to be termed as P1, P2 and P3. Land acquired for this
sectional report is given as per Serial No.1 Segment S1 in Table 4 below:

3.4 Synchronization of Land Acquisition Process with Construction Activities 40. In order to synchronize land acquisition process with construction activities, it has
been agreed with the LACs that award under Section 11 will be announced in batches
comprising 10 to 12 villages. Their number of DPs have also been kept in mind while
preparing batches. In this way, area in batches will be handed over to the contractors.
Package-wise, segment-wise and batch-wise table on land acquisition is given in
Table 6 below. Out of all this, our current focus is only from RD 5+000 to RD 33+750
(Batch-1) for LARP implementation covering the Tehsil Jhelum area.

4 STATUS OF IMPLEMENTATION OF LARP (RD 5+000 TO RD 33+750)
4.1 Assessment of Land Valuation
41. The land value has been determined by the District Price Assessment Committee
(DPACs) of the concerned district i.e. Jhelum for this part of P1. The detail of DPs and
their compensation of land under project impact is provided in the Annex- I of LARP.

4.2 Assessment of Structures and other Damages
42. The LAC Jhelum is the responsible for arrangements of joint assessment of non-land
impacts i.e. affected residential & other structures, crops, wood trees and fruit plants,
falling between RD 5+000 to RD 33+750, with the help of respective departments i.e.
Revenue Department for crop yield assessment, District Buildings Department for
residential structures, Agriculture/ Horticulture for fruit trees, Agriculture Machinery
Department for tube wells & bore hole drilling price assessment and Forest
Department for non-fruit trees etc. Impacts on other assets are given in Table 7 as
below:

4.3 Payment of Compensation for Affected Land, Structures and Other Assets
43. Required funds were provided to LAC Jhelum by PMO (Canals). The LAC has paid
land compensation and payment of other impacted structures/fixtures and other
assets. Status on payment to DPs is discussed in the subsequent sections.
4.4 Payment Against Loss of Income
44. The DPs have not faced any loss of income from the project. Enough time is being
given to the DPs to harvest their farm crops on maturity, to avoid any loss of the DPs
as per provisions in their entitlement matrix in the LARP document.
4.5 Payment to Vulnerable DPs
45. During Socio-Economic and Resettlement surveys, vulnerable DPs were recorded
having monthly income below OPL (Official Poverty Line) These DPs are shown in the
LARPs as applicable to individual DP. The total number of DPs of this category
existing in RD 5+000 to RD 33+750 are identified as 50 and each is entitled to receive
the entitled allowances which includes shifting, livelihoods restoration/transition, self-
relocation and vulnerability and these have paid by the PMO-Canals on June 08 and
June 12, 2020, as per details given in the para 59 & Annex-III and summarized in
Table 8 below.

4.6 Income Restoration Activities
46. This is quite satisfying aspect that the project interventions have ‘NO’ direct negative
impacts on income of the DPs. Because no business/commercial activity is disturbed
directly due to project impact. However, the DPs losing agriculture land (resultantly
will lose income from land) will be provided crop and severely affected allowance for
restoration of their activities.
4.7 Employment to the DPs
47. Contract Clause 6.1 “Particular Condition of the Contract” binds the Contractor to
provide jobs to skilled/unskilled persons, particularly Displaced Persons (DPs) to
resolve their problems of livelihoods. In this regard, during the socio-economic,
gender and resettlement surveys of the Project area, DPs and other locals enquired
about the job opportunity for the affected people and others as well during the
construction of channels. DPs were advised to apply, if they need jobs at project site.
48. Up to the end of March 2020 (before the situation of COVID-19), 63 applicants were
appointed as skilled and unskilled staff by the Contractor for Package 1. Detail
regarding DPs and Non-DPs of these employees are being collected. Because the
Contractor did not maintain this data. The distribution of these employees is provided
in the following Table 9. This indicates that the project has generated employment
opportunities for local residents and it will substantially contribute towards increase in
the earnings for their families. This is positive impact of the project implementation
and the construction works.

4.8 Preparation of Qabzal-Wasool Registers and Notices to DPs 49. After publication of Declaration under Section-6 on 26-02-2019 in the area from RD
5+000 to RD 33+750 falling in Tehsil Jhelum, the Social and Revenue JIP/PIC teams
started on preparation of village wise Qabzal-Wasool registers along with Notices
under Section 9 to the DPs. The Qabzal-Wasool register comprises village wise DPs
detail on land under impact and land compensation amount to be paid to each DP.

50. The LAC of Tehsil Jhelum has completed proceedings under section 9 & 10 of Land
Acquisition Act 1894 and announced Award under Section 11 on 28-08-2019 as
mentioned above.
4.10 Disbursement of Land Compensation
51. The data regarding payment of land compensation in Tehsil Jhelum (RD 5+000 to RD
33+750) up to 31 March 2020 was maintained by AC/LAC office, Tehsil Jhelum which
is provided in the summary Table 11 below. The LAC has documented all un-paid
DPs with reasons: meager share; mutation issues; expired; court cases and; DPs not
residing in the area (refer section 8.4 for further detail).

*Due to mutation of land, DPs were increased to 1393. 4.11 Payment of Compensation of Other Affected Non-Land Assets 52. The LAC Tehsil Jhelum has completed all verifications from the concerned
departments. The DPAC, Jhelum has approved assessed cost of residential & other
structures, crops, wood trees and fruit plants amounting to Rs. 9.91 million during its
meeting held on 4th December 2019. The LAC Jhelum requested Head/PD PMO
(Canals) to provide requisite funds. The Project Director JIP has released the funds of
Rs. 9.91 million to LAC Jhelum on 04-01-2020, for the payments to the DPs against
their affected non-land assets as shown in Table 12. Documentary evidence of
payments made by LAC and confirmation at field level by EMC is given as per Annex
IV Part 2.

compensation. There are 20 DPs (30%) who have not received the payment and they
have gone to the court of law for legal remedy against the District Price Assessment
Committee (DPAC).
54. As per table 11 above, the total amount paid so far is Rs. 9,169,961/- (93%), whereas
overall compensation to be paid to DPs is Rs. 9,911,858. Out of all, a sum of Rs
741,897/- (7%) is yet to be disbursed upon completion of the legal matters. This is
comparatively a minor amount because, major part has been disbursed and even the
remaining part is readily available with the revenue department for payment to the
entitled DPs.
55. Details of paid and unpaid DPs of Damages of Main Canal area from RD: 5+000 to
33+750 is given as per Annex-II.
4.12 Relocation of Residential Structures
56. Relocation is required by the 14 DPs having impacted structures (with 11 Residential
and 2 cattle sheds 1 boundary wall) in Tehsil Jhelum from RD 5+000 to RD 33+750.
Distribution of 11 DPs by profession is: 3 farmers; 4 laborers; 2 in the service sector; 1
is working abroad and; 1 is housewife. The relocation time was also discussed with
DPs. They will require 6 months to relocate/rebuild for big structures and DP having
small structures may require only 3 months to re-establish themselves at a new
location.
57. However, all relocating households are supported for 6 month transition period
allowances to ensure that they are able to properly adjust with their relocation at new
sites. All residential structures will be affected 100% except that of Mrs. Zaib Bibi
whose kitchen is only affected and she will not relocate even her other families are not
intended to move as they owned enough adjacent place/land to relocate.
58. Relocation cost to the DPs loosing residential structure has been paid during January
& February 2020 and it was personally visited by EMC to see the progress of LARP
implementation and it was confirmed by the DPs that they have received the
compensation payments (Annex I Part1). The LAC Jhelum also served the notices to
these DPs with a given time frame for the relocation and vacate the ROW. The DPs
have started dismantling their affected houses.

4.13 Status of Payments of Allowances
59. Overall, 50 DPS are eligible for the allowances in this category. It covers shifting
charges, vulnerable, livelihood/transition and self-relocation allowances and 38 DPs
are willing or in contact with the project to receive these allowances. Cheques were
issued to 35 DPs, the readily available DPs at site. These Cheques were distributed to
25 DPs on June 08 and 10 DPs on June 12, 2020 at three different villages of the
project area. For this purpose, DPs were requested to be available on these dates,
places and times specifically announced in the mosques through the public address
system. On these occasions 35 entitled persons comprising both male and female
heads of family have turned up, and received their cheques. These cheques were
disbursed by two members of the committee one each from PMO and Irrigation
Department (Mr. Hassnat Rasool Deputy Director, Community Relation from PMO-
Canals and Mr. Najam Shah, SDO Khokhra Sub Division, Irrigation Department).
These cheques were given after completion of the documentation/verification of their
Computerized National Identity Card (CNIC). Unpaid remaining 15 DPs includes: 03
DPs are in contact with the committee & their cheques are in process; 07 DPs as died
and their mutation cases are in process; 03 untraceable/residing in other districts and
02 are not interested in receiving the payments. EMC has personally witnessed the
transparent distribution of these cheques in the presence of head of the respective
villages (see photo log in this report) refer Annex-III & Annex-VIII.
4.14 Relocation of Govt. Boys and Girls Primary Schools
60. For the payment of compensation to 02 Government Primary Schools (1 each for
boys and girls), an inventory of losses and measurement was prepared with the help
of school staff and local community representatives. Teachers and other relevant
school staff were also available at site for providing information/data. The impacted
structures are given in the Table 13 below:

61. Total land under both affected primary schools is 03 Kanals and 07 Marlas (01 Kanal
and 07 Marla under Boys Primary School and 02 Kanals under Girls Primary School).
Existing land of both schools is in the name of Education Department.
62. For the relocation of these school buildings, PMO (Canals) decided with the Education
Department that, no compensation of existing school buildings will be paid to the
Department. However, funds for the construction of 02 standard buildings of primary
schools will be provided to Education Department. Accordingly, the Buildings
Department, Jhelum, submitted cost estimate for the construction of both schools
amounting to Rs. 23.4 million through Deputy Commissioner (DC) Jhelum to the

Project Director Jalalpur Irrigation Project/Head PMO-Canals for transfer of funds.
Immediately, a cheque of the same amount was released to the Education
Department on 14th October 2019 so that the construction of both schools could be
started well in time. This may be noted that the Education Department had decided to
construct girls school in the premises of another Government Primary School located
in the same mouza, where sufficient space is available for the construction of another
primary school. Proposed area is owned by the Education Department.
63. For the relocation of boys school, 04 Kanal area has been selected in Maryal mouza
(village) by the Education Department in-consultation with the community. This is
private land owned by M/S Ammar Haider Shah and Zafar Ali Shah, residents of
Maryala mouza (village). Out of these 04 Kanal area 02 Kanal is being procured on
payment and remaining 02 Kanal area is being gifted to the school by the same
private owners of the land. The payment of 2 Kanal procured land on negotiation
bases for relocation of Boys Primary School, Bhai Ludden is being made by the
Education Department, from the funds available with Chief Executive Authority
Jhelum, with the concurrence of PMO (Canals). However, land has been handed over
for the construction of relocated school building.

65. The Buildings Department has assured to complete construction of both schools
within 6-month time. This has been also assured by the Commissioner Rawalpindi
Division that interim arrangement for continuing the education will be made in a rented
building for Boys Primary School; in case the building construction and completion is
delayed. This was a contingency plan issued by the Commissioner Rawalpindi during
his visit to the project site in December 2019.
5 PUBLIC CONSULTATION
66. Public consultations have been a regular feature of the LARP implementation
activities for smooth implementation and further progress indicators as under:
5.1 Information Campaign and Consultation with DPs
67. The following measures were taken for the 03 Mouza (village) of Tehsil Jhelum falling
in ICB-Package-1 to cover the task:

• Prepared Qabzal Wasool registers (land and payment register) of 1393 DPs of 03
Mouza.(villages)
• Notices were served to each DP showing land to be acquired with Khewat (land
record number on map) and Khasra number (land record sub number on map)
number for the extent of requirements for clearing the right of way (ROW).
• Clarification of compensation amount to the DPs.
• Date was fixed for public hearing in the LAC office to listen their concerns.
• During February and March 2020, the revenue staff especially the relevant revenue
Patwari made exhaustive efforts to motivate the DPs to receive their land
compensation.
• Deputy Commissioned/Assistant Commissioner along with their filed staff including
Tehsildars, Qanoongo and Patwaries all had made efforts by holding corner meeting
and group discussions/ meetings and visits to these villages These efforts includes
personal contacts, announcements through the mosques by public address system
in each village,by holding the chain of consultation sessions, contacting Numberdars
(village heads ) and village elders.
• Display and fixation of posters/ panaflex about the Project and compensation
payments campaigns was run, in all 03 villages. With all these efforts compensation
payment process was accelerated.
• Detailed list of the persons contacted for verification of the compensations payment
is given at Annex I and Annex IV.

68. All this was possible as the PMO has placed all the required funds at the disposal of
the Revenue Authority for disbursements to the DPs. As a matter of fact all the DPs
are treated as the paid except those who have gone into litigation, mutation issue,
absence from the site, meager payments issues etc. All such DPs however are having
their entitled compensation funds readily available with the Revenue offices for
payment.
5.2 General Response from the DPs/ Provision of Bridge
69. DPs of Shah Kameer village are demanding that road bridge should be constructed
across the canal at adjacent point to the population centers for crossing the canal.
Location of bridge is proposed between RD 27 to RD 33 or at any other nearby
appropriate location. In this way residents of the area will have easy access to their
remaining/residual farming area on the left bank of the canal. The road bridge must
have the capacity for crossing of the tractors/ trolleys /livestock (for reaching the
grazing areas) and to facilitate the transportation of the farm produce from farms to
the market places.
70. Regarding construction of bridge, this matter was discussed in detailed with the PMO
office and they have decided to provide a bridge as desired by the community. This
will be a new bridge, which will be provided at RD 29+100 for the local community to

take care of their residual farming areas located on the left side of the canal. This will
serve the purpose and address their demand.
5.3 DPs Perception about Land Values
71. Some of the DPs had expressed that though they have received the land
compensation payments but the rates assessed by the committee responsible for per
unit rate fixation is far less than their perception. They demanded that it should be
enhanced to make it comparable with the market rates of the land in the area.
72. Generally, DPs with meagre compensation payable to them are reluctant to travel to
LAC offices to collect such a small compensation. Some mechanism should be
adopted to make payments to all these through payments in cash at their door step or
nearest easily approachable places on the main road. For this advance publicity need
to be done by announcing time, day and place of disbursement of such meagre
amounts. Revenue staff has made some progress in the disbursement of the
compensations to such category of the DPs.
6 SOCIAL SAFEGUARDS MEASURES
6.1 Grievance Redress Mechanism (GRM)
73. In compliance with the institutional requirements of the Land Acquisition and
Resettlement Plans (RAPs) for 03 Packages and Environmental Management Plan
(EMP) for Jalalpur Irrigation Project, a Grievance Redress Mechanism (GRM) with 3
tier structure; one at village level, second at tehsil level and, third at project level has
been established to address grievances arising from environmental & social impacts.
6.2 Formation of Grievance Redress Committees (GRCs)
74. The Grievance Redress Committees (GRCs) at village level (V-GRCs) have been
established for the all 03 villages falling in Package 1 (RD 5+000 to RD 33+750 of
Main Canal) vide PMO Notification No. PMO/ID/JIP/R&E/9705 dated 21-01-2020. The
notification covers TOR of the village level committees also. Tehsil Level GRCs (T-
GRCs) for Jhelum Tehsil, (similarly for PD Khan and Khushab tehsils) have been
established vide PMO/ID/JIP/R&E/1020 dated 19-03-2020. Whereas, Project Level
GRC(P-GRC) was established vide PMO/ID/JIP/R&E/9783 dated 19-02-2020. The
objectives of these V-GRCs were explained to the head/members of GRCs. The
GRCs are now fully functional in the field. Names of GRC members and their contact
numbers are given below in Table 14:

6.3 Complaint Registers
75. Complaint registers have been placed at Contractor’s office and Project Field Office
Khewra. Both the offices will properly guide the complainants regarding GRM. The
Contractor will segregate the complaints. All the complaints related to him will be kept
for redressal whereas, related to LAC process will be forwarded to Field Office for
redressal through respective V-GRCs. Likewise, Field office will hand over complaints
related to the Contractor for grievance redress.
76. During the month of February 2020, a complaint was received from a DP belonged to
Mouza Maryala. The complaint was related to change of alignment at RD 6+500 due
to NTDC pylon foundation constructed for the installations of transmission lines tower
in the ROW of the Main Canal. The complaint was redressed with the assurance that
NTDC pole will be removed and alignment will not be changed for the safeguard of his
land. A copy of letter written to PD NTDC Project was also delivered to the DP on 19
February 2020 for his satisfaction. The complaint has also been entered in the
complaint register placed at Grievance Redress Committee (GRC) camp site of ICB-
P1.
77. During the Month of March 2020, no complaint was received regarding any grievance
due to the project implementation.
7 EXTERNAL MONITORING
78. JIP is being a linear project involves the land and land-based asset owners spread
over 116 km in length from the start of the project area to the end. Land holding of the
owners are small and fragmented. This further reduces the level of ownerships to
much smaller land holdings by inheritance. This has two-fold effects i.e. (i) the smaller
land parcels are uneconomical to produce for meeting the family needs; (ii) by sharing
the limited land available for the canal project, they will be deprived of their land and
land-based assets. This further aggravate the situation, if any, when someone’s
already small piece of entire land is acquired and makes him as landless. It amounts
to changing the social status of such person and makes him vulnerable both socially
and economically. On the other hand, any development project of this nature
obviously requires a level of sacrifice for making their respective areas as developed
for the present and the future generations. Historically this is how the province of
Punjab, Pakistan and entire subcontinent has developed over the years in the past
through the construction of the network of canals, railway lines, roads. In fact, it is the

history in making due to land mark development by the construction of an irrigation
canal as Jalalpur Irrigation Project (JIP). This will contribute tremendously in
developing the sustainable agriculture in this area. And with this development, allied
agricultural industry will be developing as well.
79. JIP has made all out efforts in coordination with the other nation building departments
like Revenue, Buildings, Forest and Agriculture and developed Land Acquisition and
Resettlement Plan (LARP) for acquiring the land and land-based assets falling in the
planned Right of Way (ROW) of this canal networks.
80. Substantial compensation payment has been made in the section RD5+000 to RD
33+750 of P1 of the project. Revenue Department is disbursing the compensation
payments to the entitled displaced persons (DPs) as per their entitlement for the land
and land-based assets, and restoration of the livelihood of these DPs. Compensation
payment process is satisfactorily moving further to ensure that the payments are
made speedily to all the DPs of the project.
81. DPs who are yet to be paid have to be given top priority now onward and further
efforts be made to locate/trace them out for making the payments (including the
meager amounts) at their door steps through the compensation payment team of
revenue staff. Further details of achievements are given in the next section at Table15
of the report.
82. Necessary documentation for payments to the legal heirs of the deceased DPs and
Minors DPs in collaboration with the verifications through village heads, notables are
being worked out to settle these issues on sound basis.
7.1 Verification by External Monitoring Consultant 83. Based on the payments made till now, verification of these payments through External
Monitoring Consultant (EMC) is being carried on. For this purpose, EMC M. Aslam
Malik has made two exhaustive trips to the field on 07 March 2020 and 14 March
2020. During these field trips meetings at various locations from RD 5+000 to RD
33+750 were held with the respective DPs, village heads, revenue staff members
(Patwari of the area Mr. Nazar Hayat was picked from Mouza Darapur Patwar office)
and project staff working at site. These meetings were held at Mouza (village) Shah
Kameer, Malikpur and Maryala. Meetings were also held with the individual at their
door steps, farming areas, near cattle sheds, tube well, forest plantation areas, at the
road side hotels, tea shops all along the project area wherever a DP was available. All
these meetings and interactions with the DPs were aimed at getting confirmation of
payments to each individual and through groups of family members, family heads,
Numberdars and Mouza (Village) notables of the area. Legal heirs of the deceased
DPs were also contacted for confirmation of the entitled compensation payments in
the presence of other notables of the same Mouza. DPs living outside the project area
were contacted on telephone to get their confirmation of entitled compensation
payments.

84. There are overall 1393 DPs for the land between RD 5+000 to RD 33+750 as the
entitled persons for payment of compensation. Out of these 686 DPs have been paid
land compensation by end March 2020 by the office of LAC Jhelum.
85. In order to verify random stratified sampling was done during the verification visits to
the project site for confirmation of the payments to DPs. This includes all categories of
the DPs including some of the vulnerable DPs as well. Out of the total 686 DPs
eligible for compensation 384 DPs (about 57%) were contacted in person in two
separate visits to this batch of Package-1 of the Project area. Endeavored to contact
the cross section of the DPs to get meaningful and representative feedback from
them. Annex 1 Part 1 and Annex IV Part 2 gives the details of the verified DPs from
RD 5+000 to RD 33+750 as a part of the P1. Linear map has been given as Annex-
VIII regarding the status of payment of compensations for various categories of the
Project DPs. However, summary of the verification of compensation payments to the
entitled DP as per stratified samples are given in Table 15 covering the land and land-
based assets:

7.1.1 Telephonic Confirmation 86. Some of the DPs were residing out of the project area in cities like Jhelum and
Sargodha. They were contacted on cell phone (by EMC) and they have confirmed the
receipt of the compensation payments. These DPs are:

7.1.2 Acceleration of the Compensation Payment Processing
87. Following key institutions are making their well-coordinated efforts to accelerate the
payment of compensation to the remaining DPs. (a) BY PMO
88. In this connection, PMO is making their best efforts to contact these persons through
massive publicity campaign by advertisement / display of banners and approaching
through announcements in the mosques, contacting the village elders and contacts
with the respective area Numberdar and village notables. Project staff has been
motivating all the remaining DPs to collect their compensation payments (Annex V).

(b) By Courts and Revenue Staff
89. (a) Regarding the court cases, these have to be decided by the court of law, for which
relevant authorities have to decide the cases. As these cases are in the court of law
hence nothing can be done till the decision from the honorable courts are made. 90. (b) Efforts are being made by the district administration to facilitate and expedite the
disbursement through their revenue field staff for all the non-court cases.
7.1.3 Consultation to Address DPs Concerns
91. The EMC conducted consultations with the DPs regarding their concern related to
compensations and land price assessment. It appeared that the social team had well
explained about the procedure of assessment of land value by the revenue
department. Similar efforts were made by the Revenue staff to satisfy the DPs with
some success so far.
8 FINDINGS
8.1 Payment of Allowances to Entitled DPs 92. The compensation of land is being paid directly by the LAC, while payment of
allowances (including shifting, livelihood restoration, relocation assistance and
vulnerable) has been now paid by the PMO-Canals, Annex III and Annex-VIII.
8.2 Prepared Data Regarding Non-Disbursement of Land Compensation
93. The LAC Jhelum collected data regarding payment of land compensation through
door to door visits of first three Mouza, the DPs who could not receive or not willing to
receive their compensations were documented with the reasons as to why they have
not received their payments. These documents have been submitted to AC Jhelum for
review, updating and verification. The AC office Jhelum is finalizing the document to
submit to the PMO for further processing.
94. Out of total 1393 DPs of three Mouza of Tehsil Jhelum, 686 DPs have been paid land
compensation whereas LAC Jhelum could not pay the compensation to 707 remaining
DPs due to the following reasons:
• Meager compensation amount,
• DPs have died,
• DPs don’t reside in the area (out of district/abroad),
• DPs have mutation issue,
• DPs are absconder, and
• Court cases, in the process.
95. Field team organized and conducted surveys for collection of information and
preparation of the documentation by all those categories of the DPs mentioned as
above.

96. These team had collected information for remaining unpaid DPs and prepared their
documentation with proper evidence from their respective families, village heads and
relatives. EMC had an opportunity to visit some of the DPs of these category during
the field visit. And now due to the efforts of the field staff 100 percent verification
documentation was conducted on designed “FORM” duly translated in Urdu based on
the ADB guidance notes (Annex-VII). This is a credible work done under initial stages
of the spread of pandemic COVID-19.
97. This data collected through these Forms has been summarized in Table 16 below:

98. All these documents and required funds for payments to the DPs have been placed by
PMO at the disposal of the LAC Jhelum office. The entire responsibility of these funds
disbursement is with those offices now. Revenue department and PMO (Canals) is
requested to make continuous efforts to deliver unpaid compensations to DPs all
through the project period and monitor the progress of the activities. Progress of
compensation payments shall be reported in upcoming monitoring reports.
8.3 Provision of Field Staffing and Resources
99. During the visits to the project site it has been observed that field staff deployed
currently for LARP implementation is short and the resources available with them are
also inadequate. The resources needed to accomplish the work output in a limited
time frame is challenging. It is suggested that the field staff need to be strengthened
along with the resources to match with the high priority field work assignments.
Reliable road worthy vehicles needed for mobility to meet the deadlines of their
assignment out puts.
9 WAY FORWARD
100. As observed through field visits and personal interviews with DPs, interaction with the field staff along with the documentary evidences exhibited by the EMC, it is clear that the work on war footings on all fronts in the field is going on. All out efforts by the staff have been witnessed. Achievements made by all are commendable for the implementation of LARP in Batch-1 (RD 5+000 to RD 33+750 Ref. Fig B). Unpaid DPs have been documented by LAC office Jhelum, with solid reasons as to why they have not received their payments so far. However, revenue department and PMO (Canals) is requested to make continuous efforts to deliver unpaid compensations to DPs all through the project period and monitor the progress of the activities. As part of the efforts,

all the unpaid DPs in Batch-1 will be contacted by the project related personnel (physically or telephonically) before actual displacement happens at their respective sites. Un-paid DPs will be informed that they are entitled for compensation and urged for receiving them. In addition, they will be informed of the commencement of the civil works at their respective location and be asked for their consent on it. Result of such efforts will be documented together with the progress of compensation payments in the upcoming monitoring reports. Next monitoring report (either internal or external) will be submitted to ADB before actual displacement occurs at un-compensated sites. Similarly, compensation payments under the entitled allowances category of DPs, all the available DPs in the area have been made their payments in the presence of the EMC and necessary documentary evidence have been annexed in this updated version of the report. A linear map illustrating these payments made to all categories of the DPs has been prepared (Annex IX). PMO has placed all the required funds at the disposal of disbursing authority for payment to the DPs. Now, all the entitlements have been disbursed to DPs and Non-paid DPs have been documented by LAC. Based on the positive ground realities and field observations, it is justified and strongly recommended to give a go-ahead for the civil works construction for Main Canal RD 5+000 to RD 33+750.
