HEYFORD PARK

Pegasus Group were appointed as lead consultant for a highly complex new redevelopment of a 500 hectare former Cold War military airbase in North Oxfordshire.

The scheme involved securing planning permission for the conversion of existing military structures together with the redevelopment of substantial areas for new housing, employment and filming facilities.

An innovative approach towards education provision has been implemented including successfully working in partnership with stakeholders and delivery agencies to open a successful Free School providing primary and secondary education.

The entire site is a designated Conservation Area and there are a number of Scheduled Monuments and Listed Buildings. Our heritage specialists provided advice on how to appropriately bring these structures into new uses.

Pegasus Group provided planning, masterplanning, Environmental Impact Assessment, landscape and heritage advice for this exciting project.

TOWCESTERSOUTHERN URBANEXTENSION

TOWCESTER SOUTHERN URBAN EXTENSION

Pegasus Group produced the Masterplan, Design & Access Statement and Design Code for the development of a new mixed use neighbourhood forming the southern expansion of the town of Towcester.

The proposals highlight a major investment in new homes, jobs and infrastructure of regional significance. The new development will deliver wide ranging benefits in direct accordance with the Government’s strategy.

Pegasus Group created bespoke house types to comply with the Design Code and the design of the detailed site layout and supporting plans and images. In addition we developed the detailed design of a number of the open spaces including a large destination natural play space.

The key components of the revised planning application are as follows:

• 2,750 new homes of mixed type and tenure including affordable housing;

• 15ha (approx) employment land to accommodate B1, B2 and B8 uses;

• A mixed use centre to accommodate retail units, restaurant, doctors surgery/medical centre, nursery and community hall;

• A mixed use commercial area including a 200 bed hotel with conference facilities;

• Two new 2 form entry primary schools;• The provision of the Towcester relief road

connecting with the A5T;• The provision of extensive public open spaces.

HARFORD MANOR ESTATE, WINDSOR

Pegasus Group has been acting on behalf of QUADA (Holyport) Limited for the submission of planning applications in relation to Harford Manor within the Royal Borough of Windsor and Maidenhead (RBWM).

Harford Manor has a complex planning history which includes an appeal decision to allow the demolition of an existing residential property and associated outbuildings, to enable development of a single, larger residential property including the redevelopment of the associated equestrian facilities.

Following the successful defence of the Secretary of State referred appeal against eight ‘gypsy pitches’ on land immediately adjacent to the main entrance to the Manor House in 2012, Pegasus Group defended the case alongside the RBWM.

Planning permission was then granted in June 2014 to change the use of the roadside public house (Class A4), which was located at the top of the driveway to Harford Manor, to a single residential dwelling (Class C3). In order to justify the loss of a community facility, marketing information was presented to the council which demonstrated that the public house had made increasing losses over the previous three years. The Royal Borough of Windsor and Maidenhead concluded that the public house is no longer thriving and the loss has been adequately justified.

Pegasus Group later successfully secured planning permission for a further extension to Harford Manor, with construction of pool house and gym and the construction of a gated access to the site (following the demolition of the existing public house). The Manor House is now constructed and is 23,500 sq. ft. in size.

NEW MONACO, BIRMINGHAM

Pegasus Group worked with Manchester-based property investment company, MCR Property Group and Leach Rhodes Walker Architects to deliver more than a thousand new homes on Birmingham’s long standing vacant Monaco House site.

The £275 million urban village will completely transform the seven acre site into a unique village community on the fringe of the city centre.

Two towers, 26 and 29 storeys respectively, will stand alongside apartment blocks and townhouses at the heart of the Built-To-Rent scheme, providing more than a thousand one, two and three-bedroom homes for rent.

The new city centre community will also include 1,500 sqm. of space for retail, food and residential use, comprising ground-floor shops, cafes and bars; landscaped public and private open areas and pedestrian walkways.

Residents will also benefit from facilities including two levels of basement car parking, a concierge, an on-site gym and cycle club.

The development will provide striking new architecture and a new street to connect surrounding city centre locations.

AMPFIELD CARE VILLAGE

Pegasus Group led on the preparation and management of an outline planning application for a care village in Hampshire on behalf of Perbury Developments Ltd.

Proposals for the scheme include a care home building/community hub containing either 65 care beds or 48 extra care units and core facilities, and 101 extra care units set in a parkland setting with the retention and strengthening of landscaped boundaries to Flexford Nature Reserve, Trodds Copse and the Monks Brook.

The majority of the site was used for industrial and commercial activities for many years, so a Certificate of Lawfulness for the existing use was obtained to secure the status as previously developed land. The planning application overcame issues including location outside of the settlement boundary, within a Local Gap, loss of employment, close proximity to a SSSI, and potential flooding concerns. Pegasus Group produced supporting documentation for planning, landscape, economic benefits and public consultation.

A resolution to grant outline planning permission to Perbury Developments Ltd was given by Members of the Southern Area Planning Committee of Test Valley Borough Council. Work is now being completed on the S106 Legal Agreement to allow the decision notice to be issued and work to begin discharging planning conditions and preparing a Reserved Matters application.

THORESBY COLLIERY, NOTTINGHAMSHIRE

Pegasus Group led on the full planning and community engagement process for the Thoresby Colliery development in the East Midlands.

Thoresby Colliery closed in July 2015 ending nine decades of mining and the loss of 400 jobs. This had a major impact on the local community who were keen to have their views heard regarding the future of the colliery site. The resulting redevelopment proposals evolved as a result of extensive stakeholder engagement and pre-application discussions involving a range of events held at Thoresby Colliery.

Representatives from Local Authorities and Parish Councils, Coal Authority, Network Rail, footpath and cycle organisations, adjacent landowners and ecologists from Natural England and Nottinghamshire Wildlife Trust took part in the extensive stakeholder engagement process which explored potential future uses and how these might contribute to the future of the site and surrounding area.

Planning permission was granted in October 2017 to transform the 450 acre site including 800 dwellings, strategic employment site, country park, local centre, leisure and recreation facilities, primary school and green space with zip wire attraction. The proposals stated that the development will deliver over 1,000 jobs and secure lasting benefits for the community.
