Welcome

I am pleased to welcome you to Bath Spa University’s student accommodation, and I hope you enjoy your time living here. Your stay in halls provides an excellentopportunity to meet new friends from across the globe. You are part of an excitingcommunity, and I hope that you find time to take advantage of some of theactivities that will be scheduled throughout the year.

The range of useful information includes where to get food and drink, recreationalfacilities available, transport options, and guidance on what you need to do if youexperience any difficulties with your accommodation, such as something that isbroken or not working properly. You will also find contact details for the differentUniversity services which are there to help you get the most out of your experienceat Bath Spa University.

You will also find information about the team of Resident Tutors. They arepostgraduate students who live in halls and are there to offer support and guidance.Think of them as part of your extended university family.

Your Student Licence Agreement

You have entered into a contract with the University and signed your LicenceAgreement confirming this in order to secure your accommodation. That agreementclarifies the University’s responsibilities to you, and also your responsibilities to theUniversity. This covers, for instance, the University’s responsibility in terms of thestandard of accommodation you can expect; but also what the University’sexpectations are of your behaviour while you are here. A copy of your LicenceAgreement can be found on the Student Accommodation website.

Please make sure you read and understand this handbook, It will help you to resolvequeries quickly, as well as helping to prevent issues from arising.

Bath Spa University cares about the well-being of all students. If at any time youare not sure about something or have any concerns, please do contact StudentAccommodation. The same applies if you have any questions that are not answeredin this handbook. The team are here to help and we like to see ourselves as part ofyour extended campus family.

ManagementStaff

The following departments have responsibilities forthe management and delivery of services within theUniversity’s student residences.

Student Accommodation

The Student Accommodation Team provideaccommodation support for students during theirstay in University managed halls of residence. Theteam also arrange homestay and advise on privatesector rental for students in their second and thirdyears.

Student Accommodation have a presence on theNewton Park Campus at the Student InformationDesk (SID) in Commons. You can also call +44 (0)1225 876777 or [email protected] to get support with any aspect of living in accommodation.

Resident Tutors

Resident Tutors live in halls of residence on the NewtonPark Campus, at our new accommodation Green ParkHouse and at Bankside House, their role is to assist withhelping students to settle into university life and theirnew accommodation.

• Resident Tutors arrange social activities for studentsliving in halls of residence throughout the academicyear. Look out for information on upcoming events onyour kitchen notice boards, via email and halls ofresidence Facebook groups. If you have suggestions orideas for events, please contact the Resident Tutorteam

• Resident Tutors can listen, and where appropriate, offergeneral practical advice regarding accommodationissues

• They are trained to assist with advising and supportingstudents on residential matters, including kitchencleaning, waste and recycling, and fire safety. They canhold meetings with students regarding commondisputes within flats such as noise, cleaning, andwashing up

• For more complex issues or for concerns not relatingto accommodation they will be able to direct you toother services, where professional help and supportmay be available

• In the event of an emergency they act as a pointcontact with; Security, Police, Fire, Medical Services,Maintenance etc.

• They may deliver messages from StudentAccommodation and other University departments.

Domestic and Porterage Service

The Domestic and Porterage Team are responsible for thecleaning service in halls, laundry facilities and the wasteand recycling services throughout the University.

Maintenance Service

The Maintenance Team based at Newton Park carry outrepairs and maintenance jobs, Monday to Friday. Ifsomething is broken or faulty in your room, you canreport it to the Maintenance team who will come outand investigate the problem you have reported. Fullinformation on how to report a maintenance issue isdetailed in the Maintenance and Repairs section of thehandbook.

Security Service

The University’s dedicated Security Team provides acomprehensive security service both at Newton ParkCampus and Green Park House; 24 hours a day, 7 daysper week, 365 days a year. You will find them in theSecurity Lodge at the main gate of the Newton ParkCampus.

Should you have any cause for concern and requireassistance, please contact them immediately day ornight on: +44 (0)1225 875555.

Please be aware that

• Security are trained to act according to the situationreported to them. They will contact the appropriateemergency service as and when required.

• Security staff are not welfare professionals and aretherefore unable to provide counselling or otheremotional support.

• Nightline is a service offered at Bath Spa University tosupport students who are encountering problems,distressed or in need of someone to talk to. It is run bystudents for students, and is completely confidentialand non-judgmental. They aim to be open 20:00 to08:00 when other support services are closed. Tocontact Nightline, please call +44 (0)1225 876789.

Access by staff to youraccommodation

For all routine visits such as termly room inspections androutine maintenance, we will (where possible) notify youseven days in advance. University staff will always carryidentification which you can ask to see whilst they areworking in your residence.

There are a small number instances where advancenotice will not be provided, as follows but not inclusive:

• In an emergency such as flood or fire

• Fire drills (twice annually)

• Where a resident is reported as smoking in thebuilding, or possessing illegal drugs

• Where there may be a welfare, or health and safetyissue

• Where a complaint has been received regarding anissue such as noise, cleanliness or behaviour.

accommodationmanagement

Access and keys

Access throughout our accommodation is controlled bymeans of key cards. Locks are provided for everybedroom door, and flat/house front door. Details of theaccess to your accommodation will be given to you onmoving-in day.

Always report lost or stolen cards as soon as you realise they are missing by [email protected]. We can remotelydisable your key to help with any risk of theft orunauthorised access to your room.

Accessible accommodation

Any student who may require adaptations or a specifictype of accommodation because of a disability ormedical condition, is invited to give information abouttheir access requirements on their housing application.You are welcome to contact Student Accommodation todiscuss your housing options at any time.

Bicycle storage

You can lock your bicycle in one of several shelters onthe Newton Park campus.

Bicycles cannot be kept in areas which are designated asfire escape routes such as hallways and landings. Anybicycles found inside halls of residence will be removed.

The University regularly hosts ‘Bike Doctor’ sessions atNewton Park, offering free maintenance safety checks.

Bicycles are left on campus at your own risk: if youintend to leave your bike on campus please ensure you are familiar with the Bike Parking Policywww.bathspa.ac.uk/bike. Each summer the SustainabilityTeam conducts an audit of bikes left on campus and anybikes that appear to be abandoned will be removed anddonated to charity. Details of this process can be foundat www.bathspa.ac.uk/bike.

Waste and Recycling

We are committed to maintaining zero waste to landfillfrom all our residences and maximising recycling. Youcan help by following these easy steps:

• Do not put recycling in black or plastic bags

• Put food waste in the food waste bin only

• Do not put packaging in the food waste bins

• Do not put recyclable materials or food waste in thenon-recyclable bins

In your kitchen there are dedicated waste recycling bins

• Lime Green = Recycling

• Blue = Glass

• Black = Non-Recyclables

• Dark Green/Brown = Food

Free food waste bags can be provided. If you are runningout you can have more delivered by logging a job usingthe WMS system with the Porterage team.

Your room contains one green recyclable waste bin andone black non-recyclable waste bin. Food waste needs tobe placed in the food waste bin in the kitchen.

In your bathroom you have a sanitary waste bagdispenser and a number of bags. The bags should be usedfor your sanitary waste only and placed in black non-recyclable bins. Do not flush sanitary production or otheritems down the toilet.

As a kitchen group, you are responsible for keeping yourbins clean. This is easily done if you empty your binsregularly, correctly separate your waste and rinse foodpackaging before putting it in the correct bin.

Please do not use black/plastic bags in your bins as thiscontaminates your waste.

At your bin store

Once the kitchen Bins are full, you can carry the wholebin to the outside bin store and empty directly into thecorresponding wheelie bin (glass goes into the mixedrecycling wheelie bin).

Reduce your waste

Recycling is important, but it’s also critical to reduce and reuse where you can. You can help reduce theUniversity’s overall impact on the environment byconsidering the following:

Food wastage

Wasting food could be costing you lots of money! Forlots of handy information on portion sizing, clearing upthe confusion on best-before and use-by-dates, andcreative recipes from leftovers visit:www.lovefoodhatewaste.com

Donating to charity

There are two British Heart Foundation donation pointson campus at Newton Park, at the Sophia and Langtonlaundries. Details of what can and cannot be donatedcan be found on the bins.

Cleaning

For many of you this will be your first experience ofliving within a group environment. You are jointlyresponsible with your housemates for keeping allcommunal areas clean, tidy and free of anything thatmay cause harm or become a hazard.

To enable you to clean your bedroom and kitchen, adustpan and brush, a mop and bucket, and a vacuumcleaner have been provided for your everyday use. Pleasereturn all cleaning equipment to the kitchen after youhave finished with it so that your housemates andcleaning staff can access it. You will need to supply yourown cleaning materials and washing up liquid. To complywith Health and Safety regulations the University doesnot use or allow the use of bleach.

Cleaning rotas

A Resident Tutor will visit your flat during the first fewweeks of term and share tips on how to divide householdtasks. You will be given an example kitchen cleaning rotawhich we recommend you use, to keep your kitchen anice place to relax and to avoid arguments aboutcleaning and washing up.

Kitchen cleaning warning notices

Cleaner supervisors will monitor communal kitchen areasto ensure that these areas remain clean and tidy. Wherekitchen cleanliness is consistently poor and correctivemeasures have not been implemented the Universityreserve the right to charge residents to rectify thecleaning problems.

In the event the Domestic Service staff are unable toclean your kitchen on their scheduled visit the followingaction will be taken.

1st Incident: A No clean email is sent to all members ofthe kitchen group, detailing why the scheduled cleaningwas not carried out. Resident Tutors will arrange ameeting with the kitchen group to discuss how toresolve cleaning issues.

2nd Incident: Members of the kitchen group will benotified of a date and time when cleaning staff will carryout a full deep clean of all affected areas. The charge willbe invoiced to, or deducted from the deposits of, allmembers of the kitchen group.

Cleaning Responsibilities

As a resident of Gardens and Lakeside halls of residence,you are provided with a regular sanitising cleaningservice in communal areas by the University’s DomesticService team. Your kitchen noticeboard will provide youwill further details on when this cleaning will take place.

Keeping the fridges and freezers clean including theremoval of out of date food and wiping them out. Pleasedo not alter the temperature setting on your fridge orfreezer as they have been set to the correct temperature.The fridge freezer should be set on 3

Sorting all rubbish and recycling into the correct bins inyour kitchen. Please do not use black bags or plasticcarrier bags

Cleaning of external recycling bins

Ordering new food waste caddy/sanitary disposal bagsvia the Works Management System (WMS)

Regularly take all rubbish and recyclable materialsincluding food waste to the external bin stores. It is agood idea to rinse any recycling items before puttinginto mixed recycling bins. These will be inspected byDomestic/Portering Services regularly. Students areexpected to keep these bins clean during term time

Communalareas

Keeping communal areas (hallways, landings, kitchensand bathrooms) clear of personal belongings (clothesdriers, shoes, rubbish)

Grounds Conservation

Newton Park Campus is set within a Grade I and II listedlandscape, with a number of Grade I listed buildings andfeatures. Wildlife and plant biodiversity are equallyimportant aspects of how we manage Newton ParkCampus. Particular species have national andinternational protection under wildlife and other laws.

The Grounds Team manage all aspects of the Campuslandscape to provide a safe, welcoming environmentwhilst respecting the heritage and conservation values.Students are asked to respect these surroundings, takingcare not to damage or litter the grounds. There are anumber of water features at Newton Park. Under nocircumstances should students attempt to enter thewater in lakes, ponds or streams as these can be highlydangerous. These areas also act as habitats for key legallyprotected species, and any harm caused to them(including contamination of water) will be investigated.

Heating

Gas central heating is provided in all residences andcontrolled centrally by the Maintenance Team. Hot wateris timed to be on between 05:00 and 22:30 daily.

The central heating is switched on between 15September and 1 May. Heating is timed to come onbetween 06:00 - 10:00 and again from 16:00 - 23:00. For your convenience, you have an individualthermostatic control valve on your room radiator that you can adjust to suit your own needs.

For health and safety reasons students are not permittedto bring their own portable heaters into accommodation.If you have concerns about the temperature in yourroom, please contact the Maintenance Team via theWMS system.

Internet and Wi-Fi

At Newton Park the ‘Eduroam’ wireless network isavailable across campus and in the residences. Toconnect to Eduroam you will need a valid studentusername and password, which you will get when youcomplete registration.

To connect to Eduroam for the first time, do thefollowing:

1) Start your laptop or mobile device and make sure thatits wireless is turned on. If you do not see ‘Eduroam’listed from where you are, try going to the NewtonPark library or the Refectory as both of those areas arewell covered.

2) Ask the laptop or device to retrieve a list of wirelessnetworks. From the list, choose ‘Eduroam’.

3) You should now be prompted for your username andpassword for the wireless network

Username: Your student number followed [email protected] (e.g. [email protected])

Password: Your Bath Spa University password.

Once you’ve done that, if your machine is offered asecurity certificate, accept the certificate and yourdevice should connect to Eduroam. Once connected, itshould reconnect automatically – both at Bath SpaUniversity and also to any other Eduroam networks.

Note that the first time you connect to Eduroam youwill need to register your device with our networksecurity system. To do this, start your preferred webbrowser - you’ll be taken to Network Sentry’s ‘Register’page. Provide your student number (this time without‘@bathspa.ac.uk’ ) and password. Select ‘Register’. You’llsee a progress bar, when it has completed, your machinewill have registered with Network Sentry. You can nowlog out of the Network Sentry site and can begin to usethe internet from the University.

Laundry

24 hour laundry facilities are available at Newton Park -one in Langton and the other in Sophia. The cost for awash is £2.30 and £1.30 for use of a tumble dryer.Washing detergents are not provided.

We have introduced Mobile Phone Payment (Apple andAndroid phones) to make it quicker and easier to do yourlaundry. You can download the Circuit APP for free bytyping “Circuit Laundry” into the app store.

The Newton Park post room is located in the Vinerybuilding and is open Monday - Friday 09:30-16:30. Youwill require your student card to get access to your postbox. You will be contacted via your University email inthe event of a larger item of post being received. Postroom staff will only give post to the named recipient.Whilst the University will take the utmost care of anyitems retained in the Post Room it will not accept anyliability for items that are lost or damaged whilstawaiting collection.

Receiving large parcels

If you are ordering any items and expect the parcel to belarger than an A3 envelope in length, we would ask thatyou request the following delivery address.

Amazon lockers

If you are ordering items from Amazon the Universityhas an Amazon locker situated in The Refectory onNewton Park Campus. Please use the locker named“Gabriel” for your Amazon locker delivery. Furtherinstructions on how to use Amazon Lockers can be found at: www.amazon.co.uk/locker

TV Licence

Due to the rural location, the TV signal on the NewtonPark campus is variable, so we recommend that you lookat alternative ways of viewing for example onlaptops,tablets or PCs.

Students are responsible for obtaining their own TVLicence. You need a TV Licence to use any televisionreceiving equipment such as a TV set, set-top box,computers or mobile phones to watch TV programmesas they are being broadcast, or to record them. Further information and guidelines can be found at:www.tvlicensing.co.uk or by calling:+44 (0)3007 906131.From this autumn the law is changing and you will alsoneed a TV Licence if you download or watch BBCprogrammes on demand. This applies to all devices.

Maintenanceand Repairs

Reporting Repairs

If you discover a repair or that something is damaged inyour accommodation, please report this promptly to theMaintenance Team. Students that fail to report problemswhen they occur may be held liable for any subsequentdamage that may happen as a result of neglect.

Routine Repairs

Maintenance problems for both rooms or communalareas should be reported via the online maintenancerequest form (known as WMS).

Please go to: thehub.bathspa.ac.uk/services/housing andclick on ‘Log a job/make a request (WMS)’.

You will need your University username and password tolog maintenance issues. Please include as muchinformation as possible about the issue (the exactlocation, severity of problem, how long it has been aproblem etc) along with your name, your hall and roomnumber.

You can request that you are present during themaintenance work. A member of the Maintenance Teamwill call or email you to arrange a suitable time.

When a WMS has been received and logged by theMaintenance Team you will receive an email notification.

Out of Hours Repairs Reporting

If you report a repair outside of office hours (Monday -Thursday 8.00-16.30, Friday 8.00 - 16.00) The WMS willbe responded to the next working day.

Emergency Repairs

If you discover an issue that requires immediate actionto be taken e.g.

• Serious flooding and leaks• Loss of all water supply• Complete loss of all electricity• Hazards affecting immediate safety of residents

Please contact the Security Lodge at Newton Parkcampus either in person or by telephone +44 (0)1225875555. Security will determine the severity of theproblem and take the appropriate action.

Access for Repairs & PlannedMaintenance

There will be times during the Licence Period whenmembers of the Maintenance Team or their Contractorswill require access to study bedrooms to carry outinspections required by Health and Safety Legislation(e.g. routine legionella testing). External contractors willbe accompanied by a member of Security if they requireaccess to student bedrooms.

Notice given by the University

Where possible advance notice of access will be given viayour Bath Spa University email, so please check youraccount daily as a minimum.

• Planned Maintenance - seven days notice

• Routine Maintenance - 48 hours notice

• Emergency Maintenance - 24 hours notice (if possible)

• In an emergency e.g. flood, fire or suspected fire wemay need access to your room without priornotification.

Operating Instructions

Instructions for the operation of the various appliances inyour flat/house are provided in booklets located in yourkitchen. In addition information about how to operatewindows and blinds are provided in bedrooms. Pleasenote that if you are living in the Gardens top floor roomsthe rain sensors have been disconnected as requested bystudents so any windows need to be shut manually.

Power Supply

Inventory,Inspections,Damage andDeposit

Inventory

When you move in you will be asked to complete anonline inventory that indicates the condition of yourroom, following an inspection by University staff. It isimportant that you complete the inventory and make anote of any issues not already recorded. Details of howto complete the online inventory will be provided onyour arrival. If you fail to complete the online inventoryor do not note any problems you find in your room itcould affect the return of your deposit at the end of theLicence Agreement.

Room Inspections

Routine room inspections are carried out by StudentAccommodation and Domestic Services staff termly.These checks are done to monitor maintenance issues,health and safety and to ensure that rooms are beingkept in reasonable order. You will be given advance notice of these visits and it is not necessary for you to bepresent during these inspections. If your room does notmeet the required standard you will be notified and atime will be arranged to reinspect. Students who do notmeet the required standard will be checked on a morefrequent basis and disciplinary action may be taken.

Damage

Damage is considered to be any deterioration to theproperty over and above that which is accepted as ‘fairwear and tear’. Fair wear and tear generally means theordinary day-to-day use of a property (for example,scuffs on walls, chipped paintwork etc) or the ordinary

effect of nature (for example, sun, rain etc). If you causeany damage either on purpose or by accident you arerequired to report it to Student Accommodationimmediately.

What happens if damage is discovered by Universitystaff?

If Bath Spa University staff identify damage, writtennotice is emailed to the individual student or the housegroup or building.

In the email we request that the person(s) responsible(or anyone that has knowledge of who is responsible) letStudent Services know. Where a person(s) acceptsresponsibility for the damage, they will be charged forany necessary replacement or repair. If no-one comesforward the residents of the house or block will becharged equally.

If damage is found in communal areas within aflat/house group e.g. kitchen, bathroom etc. all residentsof that flat or house will be charged equally. If damage isfound in a communal area of a building e.g. hallways,staircases etc. all residents with access to the affectedarea will be charged equally.

Charges made for repair or replacement will be setagainst your deposit. Where the loss, damage or breakageis substantial you may be invoiced and be expected topay within 14 working days. Should individual studentswant to appeal, they can do so by emailing:[email protected]. It is likely that you willneed to provide evidence for your case to be considered.Please note that residents are responsible for anydamage caused by visitors to the property.

End of Licence Agreement

Once you have vacated your room and your LicenceAgreement has ended, Student Accommodation willinspect all rooms and communal areas. The condition ofthe property will be compared to the inventory done atthe start of the Licence Agreement. Any charges fordamage or breakage will be deducted from your depositalong with any unpaid licence fees, costs, expenses andcharges due. Charges will also be imposed for anymissing items.

Food Shopping

Bath has a number of major supermarkets in and aroundthe city centre. Many students opt to have their fooddelivered to halls of residence. When you arrange yourdelivery slot, please make sure you will be in to meet thedelivery driver outside your halls. All food crates must bereturned to the delivery driver before they leave site.Staff will not sign for any food deliveries.

Resident Life

You will now be part of an exciting residentialcommunity with lots of opportunities to take part inevents and activities throughout the year. We try to puton a wide variety of events that will appeal to all, so wehope you will find something that appeals to you. Thecommunity is what you make of it, so if you have anyideas for activities or events then please let us know.Contact the Resident Tutors or Student AccommodationTeam to put your suggestions forward. The Students’ Union is run by students, for students –you automatically become a member for free. The Unionis a charity with over 8,000 members, independent fromthe University and exists to help you get involved, makefriends, have fun and have your voice heard.

The Union offers independent and confidential advice onissues relating to your student experience; specificallyacademic appeals, complaints, disciplinaries, andaccusations of unfair practice.

Events

From Freshers’ Week to Summer Ball, the Union hoststhe nights you’ll remember forever. Throughout the year,we have regular band, open mic and comedy nights.

Gym

Don’t let that student lifestyle wear you down; keep fitat the Union gym. State of the art facilities, classes andfriendly trainers all for between £110 and £140 a yearfor students.

Living with other students

For many of you this will be your first experience ofcommunal living. Here are some of the most commonquestions about living in shared accommodation.

Who will I be sharing with?

The majority of new students will have been offered aroom within a flat/house sharing with other newstudents. We also aim to house with postgraduate ormature students with each other. We are unable toprovide you with the names of those you will be sharingwith, but can provide you with access to theaccommodation Facebook page.

What do I need to bring?

As well as your personal belongings you will need tobring the following:

• Bedding and linen including pillows, duvet, sheets,blankets. Lakeside has single beds and Gardens smalldouble beds

• Cooking equipment including saucepans, cookingutensils, plates, glasses, mugs and cutlery. Lots ofstudents share cooking equipment when they arrive, soit is advisable to only bring a small amount with you

• Bath mat if you are staying in an en suite room

• Cleaning products, washing up liquid, washing powder,toilet rolls and toiletries

Please ensure that any electrical appliances you bringinto the halls conform to British Standards and hold aportable appliance test (PAT) if they are more than oneyear old.

The maintenance team will conduct PAT testing ofpersonal belongings in the first term. Further informationwill be provided as to how you can get your items PATtested.

How do we organise cleaning, washing up, recyclingetc?

Organising how you all help with cleaning and washingup can help avoid misunderstandings and potentialconflicts later in the term. It’s always a good idea to sitdown as a house group in the first few days and discusssome of the following issues:

• Cleaning rota for kitchen

• Washing up arrangements (How often? Who will doit?)

• Emptying of waste and recycling bins

• Any dietary issues (does anyone have a food allergy)

• Sharing of food or other personal property (What canbe shared? What can’t be shared? Must permission begiven?)

The Resident Tutors will visit each kitchen during the firstfew weeks of term to give advice and guidance on theseissues.

What happens if I don’t get on with the people I livewith?

In our experience the vast majority of studenthouseholds live together successfully and happily. Fromtime to time something may come up that causesdifficulties between housemates. We recommend youfirst try to discuss any issues with your housemates andwork together to try to resolve it. It is often this optionthat people avoid, but it’s usually the most effective wayof resolving issues. If you find that you are unable toresolve the situation you may wish to seek advice orhelp from one of the Resident Tutors or StudentAccommodation team. They can help with:

• Advice and guidance on living successfully withhousemates

• Advice on managing difficult situations

• Guidance on your responsibilities and rights as aresident

• Mediation between housemates

If you feel the situation cannot be resolved StudentAccommodation may be able to arrange for you to moveto alternative accommodation, subject to availability.

The University has a Harassment Policy which cansupport students who are experiencing any form ofharassment.There are many forms of harassment whichcan be described in simple terms as unwelcomebehaviour that affects the dignity of staff and students.It is the conduct of one or more people against anotheror others when an intimidating, hostile or offensiveatmosphere is created. In general terms, it is actions orcomments viewed as demeaning or unacceptable by therecipient.

LIVING IN UNIVERSITY ACCOMMODATION

Visitors

All guests must be over the age of 18 and can stay amaximum of two nights in any seven day period. Guestsmust sleep in the host’s room, not in communal areas(for example hallways or the kitchen) and must besigned in at Security upon arrival and departure. Underthe terms of the Licence Agreement you are responsiblefor the behaviour of your guests and they must complywith the rules of living on campus as you have to. TheUniversity has the right to refuse admission to anyguests and/or visitors.

Parties

No more than six non-residents of any house group willbe permitted for any gathering. This includes residentsfrom other halls. Any damage caused or cleaningrequired as a result of a gathering will be charged to allresidents in accordance with this handbook and theLicence Agreement.

Noise

While complete silence within halls of residence isunrealistic, students must ensure that they and/or theirguests are considerate of others and do not create noisethat causes annoyance to others at any time. Residentsare asked to be considerate of people in adjacent roomsor flats/houses who may be experiencing pressure withwork or exams or have a different lifestyle from yours.

Please assist us in reducing noise by:

• Keeping noise to a minimum between the hours of23:00 - 08:00 (keeping conversations to a reasonablelevel, using headphones to listen to music or watch TV)

• Avoiding gathering in kitchens and outsideaccommodation blocks late at night

• Keeping telephone and Skype conversations to areasonable level

• Not playing music so it can be heard in other people’srooms

• Being considerate of your neighbours when returningfrom nights out

• Avoiding slamming doors.

If you are experiencing excessive noise within your flat, itis recommended in the first instance that you talk toyour housemates informally to make them aware of theproblem. The Resident Tutor team can give you adviceand support on how to approach this topic.

If you are experiencing excessive noise between thehours of 23:00 and 08:00 please report this to theSecurity Team, who will respond in person to anycomplaint received.

Students experiencing on-going noise problems will beasked to keep noise diaries and submit them to theStudent Accommodation Team. Complaints about noisenuisance will be taken seriously, charges may be issuedand disciplinary action under the Residents’ DisciplinaryProcedure may be taken.

Smoking

Smoking is not permitted in any areas within the halls of residence, including bedrooms, from windows or indoorways. Smoking shelters are provided in the car parksoutside the Gardens halls of residence.

Illegal Drugs

It is an offence to possess, use or supply to other personsany controlled drug under the Misuse of Drugs Act 1971.The Act also makes it an offence for the occupier of thepremises or a person concerned in management of anypremises to knowingly permit activities to take place onthe premises. The activities specified in the Act includesmoking cannabis or cannabis resin, and supplying orattempting to supply a controlled drug to anotherperson. Students and visitors are clearly required tocomply with the law and therefore residents may notbring in or allow to be brought into the accommodationany unlawful drugs or other substances.

In University managed accommodation suspicion ofsubstance misuse is often revealed when a visit to a roomor kitchen is triggered by the need to check smokedetection alarms that have been activated or tamperedwith; during communal cleaning or individual roominspections. The use or possession may not be seen, but asmell might be present, which may suggest drugs havebeen used and/or drug associated paraphernalia may bewitnessed, which again may suggest the misuse of illegalsubstances.

All such reports will be investigated, evidence will bedocumented, and possible outcomes include:

• A formal written warning

• Fine

• Referral for drug awareness sessions

• Residents’/Student Disciplinary procedures

• Referral to the police

• Eviction and termination of Licence Agreement

Psychoactive Substances

The use or possession within University premises of anysubstance which is prohibited by the PsychoactiveSubstances Act 2016 are not permitted. This includesnitrous oxide, and other products that are sold as legalhighs or otherwise. These substances can be extremelydangerous, and if any such items should be discovered inhalls of residence, Student Accommodation will removethem and the student in question will be subject todisciplinary.

All such reports will be investigated and possibleoutcomes include:

• A formal written warning

• Fine

• Referral for drug awareness sessions

• Residents’/Student Disciplinary procedures

• Referral to the police

• Eviction and termination of Licence Agreement

Anti-Social Behaviour, Theft andVandalism

Anti-social behaviour covers a wide range ofunacceptable activity that causes distress, harm orharassment to other students and non-residents living inyour community. Such behaviour can lead to damage touniversity property and loss of personal belongings. Allreports of anti-social behaviour in halls of residence willbe investigated and possibly outcomes include:

• A formal written warning

• Fine

• Residents’/Student Disciplinary procedures

• Referral to the Police

• Eviction and termination of Licence Agreement

Promoting, Flyering and Guest listing

The University does not permit promotion of anycommercial events in halls of residence. If you take onthis type of work you will be breaking the conditions ofyour Licence Agreement and will face disciplinary action.

If you have concerns about an unauthorised promoterworking in halls, please contact the Security team whowill remove the person from site if necessary.

LicenceAgreement andbehaviour

To accept your place in University accommodation youwill have accepted the terms and conditions ofoccupancy by signing your Licence Agreement. TheLicence Agreement is a legal document, you need to readand understand your commitments. If you felt unable tocomply with the Terms and Conditions, you should havesought alternative accommodation before thecommencement of your Licence Agreement. Residentsare expected to comply with these regulations at alltimes, failure to do so may result in StudentAccommodation Disciplinary action.

You can review the full Licence Agreement Terms andConditions at the back of this handbook.

Your responsibilities

This list is not exhaustive but gives you an overview ofthe main points of your Licence Agreement.

1. You must not smoke in any part of thebuilding/house/flat/bathroom

2. You must not be in possession of or take illegal drugswhilst on University premises

3. You must not keep any animal, bird, fish or creaturein your room

4. You must not apply sticky tape, adhesives (includingblu/white-tac), sticky pins, nails or screws into walls

5. You must only cook and prepare food in the kitchen,not your bedroom

6. You must not use any electrical equipment purchasedoutside of the UK or deemed unsafe by StudentAccommodation in Halls of Residence (for examplerice cookers, hair straighteners or fairy lights) unlessit has been PAT tested

7. If you live in university accommodation you are notpermitted to bring or park your car on any campus orhalls of residence

8. You must not activate the fire alarm or interfere withfire detection/prevention equipment (e.g. fireextinguishers) except in the event of a fire

9. You must not act in an intimidating or violentmanner, harass or threaten students or staff

10. If you cause any damage, by accident or on purposeyou will have to pay for it

11. You are responsible for keeping your room andcommunal areas clean and tidy and reporting allmaintenance issues and damage

12. You must not behave in an antisocial way i.e. makeexcessive noise, damage or deface accommodation,have a visitor for more than two consecutive nights,smoke or use illegal drugs in your accommodation

13. You cannot change rooms without the priorpermission from the Student Accommodation Team,there is a £40 administration fee

14. You have signed a Licence Agreement for a fixedperiod of time. You cannot leave Universityaccommodation part way through the LicenceAgreement period, unless you find an alternativestudent to move into your room, with the priorconsent of the Student Accommodation Manager

15. Breaking the terms of your Licence could lead todisciplinary action or legal action by the University.

If you behave in a way that has a negative impact onothers, breaches any of the terms and conditions of yourLicence Agreement or commit a criminal offence thereare a variety of penalties that may be applied, forexample charges or possibly eviction.

As a guide, see the list below of some common and thesome more serious breaches to Licence Agreement whichthe University will take action (please note this is not anexhaustive list, penalties may be higher dependent onthe severity of an offence).

Please note

• This table is only a guide, and Student Accommodation can escalate the severity of an incident as they see fit. After afirst breach of behaviour, any further breacher in any category will be treated as a second incident, and so forth.

• Where it is not known who is responsible for misconduct within a flat/house/block, each resident within thatflat/house/block will be liable for the full penalty unless the person responsible comes forward.

• Where damage is caused within a flat/house and the person responsible is not identified, the cost of repair will be splitequally amongst all residents within that flat/house unless the person(s) responsible come forward.

• Student Accommodation will notify you via your University email account if you are required to attend a meeting todiscuss any breaches to your Licence Agreement, or concerns about your behaviour and conduct in accommodation. Ifyou fail to attend a scheduled meeting, resulting in a letter being hand delivered to your room; you will be charged £20(on each occasion).

Anti-social behaviour which could include noisedisturbance, damage to university property,urination/defecation/vomiting on university propertyor grounds.

1st instance Compulsory meeting with Student Accommodation,written warning and charge for any costs forremedying damage or cleaning.

2nd instance Referral to Student Accommodation Disciplinaryprocedure.

Possession/use/supply of cannabis, legal highs,nitrous oxide or any illegal drugs within Universityaccommodation or grounds.

1st instance Final written warning, £50 fine and attendance toUniversity drugs awareness course (subject toavailability). Referral to the police.

2nd instance £100 fine. Referral to Student AccommodationDisciplinary Procedure. Referral to Police.

3rd instance Termination of Licence Agreement. Referral to Police.

Fire Safety issues

• Covering over, removing or tampering with firesafety equipment

• Malicious damage of break glass alarm

• Discharging or tampering with fire extinguishers

• Leaving cooker unattended, resulting in a fire alarmactivation

• Non or late evacuation or refusal to evacuate inresponse to a fire alarm activation

• Use of banned items such as candles, incense sticks

• Rendering a fire door ineffective, for example byinsertion of a wedge or propping it open with aheavy object, or by disabling/interfering with thedoor closure device

• Blocking or obstructing any fire evacuation routes orfire exits.

1st instance First written warning and £100 penalty charge.

2nd instance Referral to Student Accommodation Disciplinaryprocedure and £50 penalty charge.

3rd instance Termination of Licence Agreement.

Student Accommodation Disciplinary Procedure

This procedure will be used when a resident’s conduct instudent accommodation is called into question. It canalso be used where the conduct is outside of the halls ofresidence (this includes electronic communications,social media and material on the internet) affects otherresidents, the University’s property or the University asthe provider of accommodation.

As a resident you are expected to be familiar with:

• Terms and conditions of your Licence Agreement

• The contents of this handbook

Advice and Representation

Students are permitted to bring a friend to speak ontheir behalf during a disciplinary hearing (unless they arealso accused/involved).

Referral

Depending on the nature of the breach of the licence, wereserve the right to refer the matter to the Police if astudent is suspected of being involved in criminalactivity. Or the Deputy Vice-Chancellor for considerationin relation to University Student General Regulationswww.bathspa.ac.uk/regulations

Appeal

A student has the right to appeal against the decision ofthe Disciplinary Officer, full details of how to do this canbe found in Appendix 1 - section 2.

Leaving or Transferring BetweenAccommodation

The conditions for being early released from your LicenceAgreement are contained in section 2 of your LicenceAgreement.

Leaving University

If you have decided to leave the University permanently(Withdraw) or take a break from your studies(Intercalate), you will be required to leave your studentaccommodation.

• Please inform Student Accommodation of the dateyou intend to vacate your room in writing by [email protected]

• You must inform the Registrar of the University ofyour decision to leave University by emailing:[email protected]

• Written confirmation of the Registrar’s approval torelease you from course will need to be received bythe Student Accommodation Team in order to proceedwith leaving your accommodation.

• You are required to give 28 days notice of yourintention to leave University accommodation. The datethat is used is either the date withdrawal orintercalation is officially approved by the Registrar, thedate you email the Student Accommodation Teamnotifying them of your intention to leave University(whichever is earlier).

You must

• leave the property in a good and clean state of repair

• have paid any accommodation fees due to theUniversity

Leaving university accommodation to move intoalternative accommodation

If you want to leave your accommodation, but areintending to continue being a full time registeredstudent, you will only be released from your licence ifyou find a suitable replacement student (i.e. one who isnot currently in University managed accommodationcontract, or a private housing contract). You will have topay for your University Accommodation until areplacement student signs a Licence Agreementaccepting liability for your room. It may be difficult foryou to find a replacement part way through theacademic year.

If you are considering this option, we would encourageyou to visit Student Accommodation to discuss why youwish to leave your accommodation early.

Moving rooms

After this initial settling in period moving between roomsmay be permitted at the absolute discretion of theStudent Accommodation Team. Residents who wish tochange rooms must first obtain permission from theStudent Accommodation Team by emailing:[email protected] or calling: +44 (0)1225876777. If agreed an administration charge of £20 willbe made. Room changes are subject to availability.Moving between different accommodation sites is notpermitted due to contractual obligations.

Damage Deposit

When you requested University accommodation youwere asked for a payment of £200.00. This is the damagedeposit payment and had to be paid to as part of youracceptance process.

The damage deposit will be returned to you after theend date of your contract. Any costs for cleaning orrepairing damage will be deducted from your deposittogether with any outstanding licence fees. If the totalcharges applied are in excess to the deposit you will beinvoiced for the additional amount together with anadministration charge.

We will endeavour to return your deposit within fourweeks from the end date of your licence agreement.Payment will be made to the account or card (that isprovided at registration), so if your payment detailschange during the academic year please ensure we holdthe correct details for you. If the original payment wasmade by a third party, please make them aware of thisarrangement.

Payment for your accommodation

When you complete the University on-line registrationprocess you will see the total accommodation charge forthe academic year displayed in the fee summary section.You can select to pay for your accommodation ininstalments. The date that you will receive your StudentFinance maintenance loan payments, will coincide oneand three instalment payments.

Payment claim by the University will be charged to thecard details that are entered onto our encrypted serverduring the online registration process. Please ensure thatfunds are available to meet the payment due and thatthe card expiry date listed in the email is still valid. Allstudents will receive an email 14 days prior to theUniversity collecting payment. It is the resident'sresponsibility to advise the relevant person if the carddetails stored are those of a third party.

Non-payment

Please do not ignore any correspondence regardingUniversity debt. We aim to be as flexible as possible toassist students in meeting their financial obligations.

The University is also unable to provide a reference forfuture private accommodation if payments have notbeen made in full when due.

The University will evict students for non-payment ofuniversity accommodation fees and will take all action torecover debt that remains unpaid. Emergencies

If an emergency occurs, contact Security immediatelyon: +44 (0)1225 875555. If you are in any doubt, call theEmergency Services direct on 999 and then inform theSecurity Team so they can direct the Emergency Servicewhen they arrive on site.

If you think you need medical help but it is not a 999emergency you can call the 111, an NHS service offeringadvice and information on what action to take.

Minor injuries or medical conditions that do not requireimmediate treatment at hospital should be referred toyour doctor.

First Aid

The Resident Tutors and Security staff are qualified inEmergency First Aid at Work, and are equipped to dealwith general incidents. However, in the event of a seriousinjury an ambulance should be called.

Reporting Accidents

Hazards

If you identify a hazard in your accommodation, pleasereport it to Student Accommodation as soon as possible.

Fire Safety

The risk of fire in your accommodation is an issue thatthe University takes extremely seriously. All residencesare equipped with sensitive smoke and heat detectors.Every resident is required to comply with the University'spolicies and procedures which are in place to controlhealth and safety risks.

Keep fire doors closed, do not wedge them open.

Do not block or obstruct any fire evacuation routes orfire exits, ensure corridors and stairs are kept clear.

Do not block or cover smoke/heat detectors – it is acriminal offence and any student found to have done sowill be fined £50 (plus costs of damage/reinstating thesystem), this will be accompanied by a formal warningand possible termination of Licence Agreement.

Fire Evacuations

The Resident Tutor team will show you your nearest fireassembly point, during your first kitchen group meetingat the start of term. Please pay particular attention to allescape routes and Fire Exits when you move into halls.

• It is imperative that on hearing a fire alarm sound thatyou leave the building immediately

• Follow any instructions given by Security, ResidentTutors or members of the Emergency Services

• Do not re-enter the building until instructed to do soby a member of university staff

• All staff and students enrolled at Bath Spa Universityhave the responsibility of being a Fire Marshal when oncampus. Fire Marshals assist during both real andpractice emergency evacuations. Fire Drills

Fire alarms are tested weekly, usually on a Tuesday. Youcan identify a test as the alarm sounds twice in quicksuccession then stops. A non-test alarm will soundcontinuously.

The University has a legal obligation to undertakescheduled fire drills at least twice a year. This is tofamiliarise residents with the fire evacuation proceduresand allow staff to check that all fire alarm mechanismsare working correctly. We do not give prior warning ofthese drills as they are aimed to simulate a real firesituation. You are required to have evacuated thebuilding within 2 ½ minutes. Residents who fail toevacuate during a scheduled fire drill will receive awritten warning and be fined £50.

False Alarms

Each year students have to evacuate their buildings(often in the early hours) as a result of fire alarms beingset off by fellow students. Frequent false alarms cancause students to become complacent about evacuatingthe building, so are a large health and safety concern.

To avoid unnecessary fire alarms:

• Do not use aerosols of any sort underneath thedetector heads in your bedroom

• Keep the oven door closed and turned off when not inuse

• Please also keep the oven clean, especially if youregularly cook fatty foods. This will help to reduce thebuild-up of smoke.

• Do not attempt to use the grill with the grill doorclosed

• Do not tamper with break glass alarm points

Fire Prevention

• Never leave cooking unattended

• Do not use chip pans or deep fat fryers or heat uplarge amounts of oil for cooking

• Clean grill pans regularly to avoid build-up of grease

• Do not cook under the influence of alcohol

• Never leave hair straighteners on, or unattended

• Do not smoke in accommodation

• Do not use candles or incense sticks inaccommodation

EMERGENCIES, SAFETY AND SECURITY

Fire Action

If you discover a genuine fire, use the break glass point tonotify residents and the university of the fire and leavebuilding immediately.

If you hear the fire alarm you must leave the buildingimmediately.

Soft Furnishings

If you wish to bring any additional furniture into thebuilding you must first get permission from StudentAccommodation. All furniture must comply with the Fireand Furnishings Regulations 1988 and must be labelledas such. Please note all study bedrooms are fullyfurnished so there is little room for additional furnishing.

If unauthorised furniture is found within youraccommodation you will be asked to remove it. If this isnot done then the University will arrange for its disposaland the disposal costs plus associated administrationcosts will be deducted from your deposit at the end ofthe Licence period.

Gas and Electrical safety

The University ensures that currentcertificates/documentation are held which provideevidence that:

• All gas appliances have been tested annually

• All portable electrical appliances provided by theUniversity are tested regularly

Electricity Supply

Care must be taken not to overload the electricitysupply. The electricity supply in study bedrooms may berestricted so that only small electrical appliances such asyour stereo, hair dryer, TV or PC may be used. Kettles,microwaves, rice cookers etc can only be used inkitchens. Your own electrical appliances must be new orportable appliance tested.

Any appliance you bring to halls of residence must be:

• CE approved

• Operate from UK voltage (240 volts) & standard 3 pinplug

In the interests of safety we do not permit the use ofinternational travel adaptors in halls of residence.

Fridges, Freezers and Microwaves

You will not be allowed to keep fridges, freezers,microwaves or any kitchen appliances in your studybedroom for safety and hygiene reasons. If you need asmall fridge in your room for any medical reason pleasecontact the Student Accommodation team for advice.

Insurance

Bath Spa University insures the building and its owncontents against loss or damage due to fire and flood.The University does not insure against negligence,accident or vandalism and in the event of beingresponsible for such an occurrence you may be chargedaccordingly. The University does not accept responsibilityfor the loss of, theft of or damage to residents’ or otherindividuals’ property.

Student safety is of paramount importance to theUniversity. The University’s in-house Security Teamprovide a comprehensive security service across all sites.Services include monitoring of CCTV cameras andcarrying out regular foot patrols within halls ofresidences.

Fairfield Park Health Centre

Fairfield Park run a walk in and wait clinic:Monday to Friday 08:00 - 10:30This clinic is run by a GP and Minor Illness Nurse.

These surgeries are available every weekday morning for patients who are unable to make an advancedappointment booking and who feel they need to see a doctor or nurse immediately.

Urgent Care Centre (Royal United Hospital)

Meningitis

What is it?

Meningitis means swelling of the lining around the brainand spinal cord. It is a rare, but potentially life-threatening disease – about three people in every100,000 every year will get the disease in the UK.

Vaccines give good protection, but cannot yet prevent allforms of meningitis. Therefore it is important that youare familiar with the symptoms of this disease.

How would I know if I’ve got it?

In the early stages, it can be very difficult to tellmeningitis and septicaemia apart from milder diseases. Itis vital to know the symptoms and to get medical helpimmediately.

Mumps

Mumps is an acute viral illness that causes fever,headache and painful swollen glands. It can also lead tomore serious conditions. It is spread through coughs andsneezes and direct contact through saliva.

If you have only had one MMR dose, you are advised tovisit your GP to get a second FREE dose as soon aspossible.

There are nextbikeracks at Newton Park campus (adjacent to Twiverton andNewton building near the Refectory), WatersideCourt/Charlton Court halls of residence, Green Park (nearSainsbury’s), Bath Spa Railway Station, and at severalother key locations within the city.

1. Accommodation and occupation

1.1 You occupy the room as a licensee. Nothing in theLicence Agreement creates the relationship oflandlord and tenant.

1.2 You do not have exclusive use or occupation of theroom and must share use of the kitchen, bathroomand WCs and corridor within the cluster flat withsuch other students as the University maynominate at its absolute discretion.

1.3 You must not permit anyone else to use or occupythe room or stay overnight in the room or anycommunal area (except an overnight stay in theroom authorised in accordance with the proceduresin the Residents' Handbook).

1.4 You may not occupy the room until after 12 noonon the first day of the licence period. You mustvacate the room and any communal areas by 12noon on the last day of the licence period. Anyrequests to vary these times must be made to theStudent Accommodation Manager.

1.5 You may change your room subject to availability,written permission from the StudentAccommodation Manager; and payment of anadministration charge of £40

1.6 The University may move you to such othersuitable alternative accommodation as theUniversity may choose. The University must firstgive you reasonable notice, according to thecircumstances.

1.7 The University may prevent or restrict access to anycommunal area or facility during the licence periodprovided that the University uses reasonableendeavours to provide alternative facilities to thoserender unavailable and to minimise disruption toyou.

2. Termination and early release

2.1 Withdrawal or Intercalation

• In this clause "formally withdraw or intercalate"means that you have contacted the Registrar torequest withdrawal or intercalation in writingeither by mail at Newton Park, Bath, BA2 9BN, orby email at [email protected] and havereceived confirmation in writing from theRegistrar or Deputy Registrar.

• The licence agreement terminates automaticallywithin 28 days of the date of writtenconfirmation of your withdrawal or intercalation.If you withdraw or intercalate using theappropriate form within the first two weeks ofthe start of your licence agreement you will onlybe liable for accommodation fees up-to andincluding the end date of the 28 day noticeperiod. If you have received written confirmationof your withdrawal or intercalate using theappropriate form after the first two weeks of yourlicence agreement you will be liable for the fullaccommodation fees up-to and including thenext accommodation termly (3 payments)instalment fee due date.

• The University will impose a charge of £50 foradministering early termination of the LicenceAgreement.

2.2 If

• you cease to be a student registered with theUniversity for any reason other than stated atcondition 2.1; or

• you are in serious or persistent breach of theLicence Agreement or the Residents' Handbook(including but not limited to failure to pay thelicence fee); or

• in the University's opinion your behaviourconstitutes a serious risk to the health, safety orwelfare of yourself or other students or theuniversity's or other's property

then the University may end the licence early bygiving you 28 days' notice. In these circumstancesyou will remain liable for the licence fee for the fulllicence period. You will not be allowed to visit, evenas a guest, any of the University's halls of residence.

2.3 At the end of the 28 days referred to in conditions2.1 or 2.2 you must leave the room and communalareas. If you fail to leave, the university may use alllawful means to remove you.

2.4 If you do not formally withdraw or intercalate butwish to end the Licence Agreement early you maydo so only if all three of the following are met:

• you nominate another student who is registeredwith the University but not resident in other

university-owned and managed accommodation,who is approved by the Student AccommodationManager, and who signs a Licence Agreement forthe room for the rest of the licence period; and

• you have paid the licence fee and settled any feesand charges on your account relating toaccommodation;

• you pay a fee of £50 for administering earlytermination

2.5 Acceptance of keys or key cards by the Universitybefore the end of the licence period does not relieveyou of your obligations under this LicenceAgreement, including the obligation to pay thelicence fee for the remainder of the licence period. Ifyou return the keys, any access to the room by theUniversity for any reason will not terminate thislicence.

2.6 It is your responsibility to arrange any redirection ofmail on termination of the Licence Agreement forany reason. The University will not forward maildelivered to your former address and if any suchmail is left at any halls of residence the Universitymay dispose of it.

3. Financial Matters

3.1 You must pay the licence fee in accordance with theinstalment plan chosen at the time of registration. Itis your responsibility to ensure that sufficient fundsare held in the account notified to the University onregistration to meet the instalment demands on therequired dates. Any uncollectable or dishonouredpayment will incur a £10 administration fee.

3.2 The University may levy charges for

• the cost of making good or replacing any damageor breakage caused by you or those for whom youare responsible;

• the cost of clearing blocked drains as a result ofany items you have disposed of;

• excessive use of electricity;

• the cost of any further cleaning of the Room, thekitchen or bathroom/ WC that the Universityconsiders reasonable where you have failed tocomply with Conditions 6.2 or 6.3;

• the cost of lost or retained keys or key cards and,if necessary replacement locks;

• costs in relation to the misuse of fire equipmentincluding fire alarms and interfering with smokedetectors;

• administration costs in dealing with any of theseitems.

Further details of charges can be found in theResidents' Handbook.

3.3 You must pay the reasonable costs and expensesproperly incurred by the University in recoveringany arrears of licence fee or other sums due fromyou under the terms of the Licence Agreement andthe Residents' Handbook and / or in remedying anyfailure by you to comply with the terms of theLicence Agreement and the Residents' Handbookand / or any proceedings necessary to gain vacantpossession of the room, except where a courtdecides you should not have to pay these costs.

3.4 You agree that the University may levy charges asset out in regulations made by the University forbreaches of this Licence Agreement, as publishedfrom time to time on the University website, theResidents' Handbook or any code of conduct.

3.5 You must pay the Deposit together with anadministration fee of £50 on or before signing theLicence Agreement

4. Deposit

4.1 The deposit is security for any loss, damage orbreakage (whether deliberate or not) caused by youor those for whom you are responsible or by youfailing to comply with the obligations of the LicenceAgreement and the Residents' Handbook.

4.2 For loss, damage or breakage (whether deliberate ornot) caused or attributed to you, the University willset the charge against your deposit. Where the loss,damage or breakage is substantial you may beinvoiced and expected to pay within 14 workingdays. Where the loss, damage or breakage in oraround the building cannot be attributed to anindividual the cost if substantial may be chargedequally among the occupants of the building.

4.3 If the University chooses to deduct any charge fromyour deposit, you may be expected to pay to theUniversity enough to bring the deposit back up toits full amount within 14 working days.

4.4 As soon as reasonably practical after the licenceperiod ends the University will repay the balance ofthe deposit to you without interest. However theUniversity may first deduct any unpaid licence fee,costs, expenses and charges due from you underthis licence. If such costs, expenses, fees and chargesexceed the balance of the deposit, then you mustpay the balance due to the University within 14days of being asked to do so.

5. Condition and maintenance - the University'sresponsibilities

5.1 The University will provide:

• adequate furniture and fittings;

• adequate lighting, water and heating withoutfurther charge; (The University shall accept noresponsibility for interruptions to any public

services beyond its control. Licensees shouldexpect reasonable interruptions of services andfacilities from time to time as a result of necessarymaintenance, repairs and refurbishment)

• reasonable toilet and laundering facilities;

• cleaned accommodation on first occupation;

• self-catering facilities.

5.2 An inventory of contents will be provided by theUniversity on arrival. You are advised to check theinventory and report any errors or inaccuracieswithin four working days of arrival. If you do notreport any errors or inaccuracies, the inventory willbe deemed to be agreed and accepted as a truerecord of the contents.

5.3 The University shall not be held liable for theinterruption or withdrawal of any of the aboveservices or facilities. In case of interruption, theUniversity agrees to use its reasonable endeavoursto reinstate the service or facility as soon as isreasonably possible and minimise any disruptioncaused to residents.

6. Condition and maintenance - Your responsibilities

Subject to any notices displayed in your kitchenfrom time to time, your obligations are:

6.1 You are responsible for any damage or breakagecaused by you or those for whom you areresponsible; but you are not responsible for fair wearand tear.

6.2 You are responsible for

• cleaning the room and en-suite shower room(where appropriate) at least once per week; and

• cleaning the kitchen and bathroom/ WC togetherwith other communal areas.

Inspections will be carried out at least once everyterm and may be carried out at any time.

6.3 You must leave the room and the kitchen andbathroom/ WC in a hygienic, clean and tidycondition at the end of the licence period including athorough clean of all surfaces, cupboards, fridges,cookers, microwaves and other equipment; andsweeping, washing and vacuuming all floors asappropriate.

6.4 You must not:

• obstruct access to the room or the building;

• interfere or tamper with any fire alarm system(including break glasses) or equipment nor impedeany means of escape from fire;

• fix television aerials to the fabric of the building;

• interfere, tamper or disconnect Wi-Fi routers,phones or any communication equipmentprovided by the University;

• paint or decorate any part of the room orbuilding;

• make any alterations or additions to the fabric orsurfaces of the room or building;

• apply sticky tape or adhesive to the walls or stickpins, nails or screws into the walls

• change or install any locks;

• interfere with or make any alterations to theheating, cooking, gas, electricity, water ordrainage services or installations and not causedisconnection or obstruction of any supply ofservices to or from the room or the building.

6.5 You must:

• comply with all Health and Safety legislation andadhere to the University’s Health and Safetypolicy which can be viewed on the University’swebsite

• familiarise yourself with fire escape routes,participate in fire evacuation practices andcomply with any instructions issued by theUniversity from time to time in connection withthe evacuation of the building whenever a firealarm is activated in the building;

• keep the room, kitchen, bathroom and WCs andcorridor within the cluster flat or communal areasclean and in a reasonable condition so as toprovide a safe and inoffensive environment forother students, University employees andcontractors when inhabiting or visiting it;

• not leave any rubbish or other items in thegrounds around the building and elsewhere onthe University's property;

• promptly report any disrepair, damage or defectaffecting the room, the building or the contents.

7. Use and conduct

7.1 You may only use the room as student residentialaccommodation for your use only. You must not usethe room for business purposes.

7.2 You must take reasonable care of the room, thebuilding and the contents and behave as areasonable and responsible occupier would normallydo.

7.3 You are expected to support the University'senvironmental sustainability initiatives and toparticipate in responsible energy consumption andwater use, reduction and recycling of waste, and useof sustainable modes of transport.

7.4 All furniture or electrical appliances you bring intothe room or the building must meet safetystandards for items of that type in accordance withcurrent British standards and statutory regulations.

APPENDICES

7.5 The Communications Act 2003 says that you haveto be covered by an official TV Licence to watch livebroadcast on a television, a laptop, or laptop or anyother receiving equipment. It is therefore yourresponsibility to obtain a licence should you chooseto watch live television in your room or the sharedsocial areas. You will not be covered under anylicence that the University may hold.

7.6 You must carry your Student ID card at all timeswhen on the campuses. You must produce it onrequest to any officer of the University, such assecurity or Resident Tutor.

7.7 You must not:

• remove any of the contents;

• interfere with the electrical installations in thebuilding or use any equipment which is likely tooverload the electrical circuits;

• put anything down the toilet or sinks or otherwiseinto the drains which is likely to block or damagethem;

• interfere with the fabric of the building or anyfittings or fixtures (for example windowrestrictors);

• prepare and cook food other than in the kitchen;

• use kettles, rice cookers or slow cookers inbedrooms;

• use a deep-fat fryer, including using a saucepan orchip-pan in a similar manner, anywhere in theBuilding;

• use any electrical equipment that has not beenpurchased in the UK in halls of residence, unless ithas been PAT tested by the Universitymaintenance department (for example ricecookers, hair straighteners);

• smoke on any University property save aspermitted by any smoking policy in force (fromtime to time);

• use fairy lights;

• allow naked flames (including candles, burners orincense sticks), fireworks or sparklers (includingindoor sparklers) anywhere in the building;

• barbecue except at organised and approved events(approval for such events must be sought from theHead of Estates and the Director of Corporate andExternal Relations);

• activate the fire alarm or interfere with firedetection / prevention equipment except in theevent of a fire;

• climb on to the roof of the building or any otherUniversity building (these are highly susceptible todamage and involve costly repair procedures);

• use the room or building for any illegal purpose;

• generate levels of noise whether in the room,communal areas or in the grounds around thebuilding of a level that may disturb otherresidents; and in particular you must notgenerate any noise that may be heard in anyother residents' rooms between 23:00 and08:00.

• be violent or abusive or act in an intimidatingmanner, or threaten to do so, nor harass orthreaten harassment on the grounds of race,colour, religion, sex, sexual orientation ordisability;

• keep any firearms, weapons or other dangerousitems in the room or building;

• store rubbish other than in proper receptaclesthat are emptied regularly;

• keep any animal, bird, fish or other creature inthe building, including the room;

• bring any illegal drugs or substances whetherfor the licensee's own use or otherwise unlessprescribed by a medical practitioner. Thepossession, sale, supply or misuse of controlleddrugs is against the law. The use of these drugson University premises will not be tolerated.Any student found to be in possession of suchdrugs, other than those prescribed, will besubject to disciplinary action by the University;

• bring any motor car or motor cycle onto thecampus at Newton Park, within the grounds ofBankside House or Green Park House or foundto be in possession of a vehicle within a threemile radius of your university-managedaccommodation with the exception of arrivaland departures days. (Any student with adisability who wishes to bring a car shouldapply in the first instance to Student SupportServices).

7.8 You agree to abide by and be bound by the rulesand the disciplinary procedure set out in theResidents' Handbook.

7.9 In the event of persistent breach of the LicenceAgreement or Resident’s Handbook you may bereferred to the University’s disciplinaryprocedures.

7.10 The University takes allegations of bullying orharassment of its students or members of staffvery seriously. Any allegations will beinvestigated and action may be taken under theresidents' disciplinary procedure set out in theResidents' Handbook and/or under the studentgeneral regulations or the University's harassmentpolicy (www.bathspa.ac.uk/regulations).

8. Access

8.1 You must allow reasonable access to the room toauthorised University employees, contractors, agentsor authorised persons with or without workmen orothers, for the purpose of cleaning, examining itsstate, condition and compliance with this LicenceAgreement and the Residents' Handbook, or forcarrying out work.

8.2 The University will normally give at least 24 hours'notice but immediate access is to be given:

• in the event of an emergency, or

• to carry out inspections required by health andsafety legislation, or

• where the University has reasonable suspicion thata breach of this Licence Agreement has occurredor that its property has been damaged ortampered with, or

• for inspection following an interruption of utilities(e.g. water supply).

9. Communication

9.1 Student Accommodation will in most casescommunicate to you via your University emailaddress to inform you of activities such as roominspections. It is your responsibility to check youraccount for such notices.

9.2 The University may correspond with or serve anynotice on you at either the address stated on theLicence Agreement or at any other contact addressyou have given to the University.

9.3 In the event of an emergency the University will usethe next of kin or home contact details as providedby you at registration.

9.4 Any notice or proceeding, which is to be served oneither party to the Licence Agreement, shall besufficiently served if sent by ordinary first class post.If that letter is not returned through the post officeundelivered then service shall be deemed to havetaken place two days after the letter was posted.

9.5 In respect of any dispute with another resident ornon-compliance with the terms of a LicenceAgreement or the Residents' Handbook, pleasecontact Student Accommodation in the firstinstance. You must report any matter which affectshealth and safety or the fire alarm systemimmediately; please do not delay.

10. Liability for loss and damage of property left onthe University campus

10.1 Any property (including money and valuables)brought on to and left on the University premisesis entirely at your or the owner’s risk. TheUniversity will not accept liability for any loss ordamage to such property howsoever caused(including, without limitation, loss or damagecaused by negligence). In addition, the Universityreserves the right to dispose of private propertyleft on the University premises which remainsunclaimed for a period of seven days or more andthe University will not accept any liability arisingout of the disposal of such property. Perishableitems will be destroyed immediately.

10.2 In order to minimise any loss of personalpossessions, you are advised to mark items clearlywith your name.

10.3 The University has arranged basic insurance coverwith Endsleigh Insurance Services Ltd for yourpersonal possessions and you will receive a copyof your policy on arrival. It is your responsibilityto check the scope and level of that insurancecover and you are responsible for insuring yourpersonal possessions beyond that scope and level.You can view a copy of the policy in the Residents’Handbook.

11. Code of Practice for the Management ofStudent Housing

A copy of the Universities UK/SCOP Code of Practice forthe Management of Student accommodation can beviewed on the University’s website, StudentAccommodation, quick links or a copy is available in theStudents’ Union.
