Dr. Bertorelli made the following statement: “Isn’t this absurd that the chancellor will choose from our 56 selections? These committees were supposed to be determined by the faculty. This is a contradiction of 57 the terms of Pathways. They gave us very little and now they’re taking even the little away by making the 58 final choice on these committees. Courses are going through that were not approved by the chancellery 59 and this just makes things worse. I think we should somehow express objection to the continuation of 60 Pathways by this system.” 61 62 Chair Bales made a motion to place Dr. Bertorelli’s statement on the record but later amended the motion 63 to propose that the Steering Committee develop language for a communication to Chancellor Milliken 64 about the CCRC process. 65 66

2. Report from the General Education Assessment Task Force 201 202 Dr. Steele provided an update on the General Education Assessment Task Force, inviting the faculty to 203 participate in one of two discussions on March 21st and 22nd about Gen Ed outcomes and that faculty 204 might review a report that had been circulated about the recent faculty survey. Dr. Steele also announced 205 that the Task Force was planning to have something in writing for the Academic Senate by the May 2016 206 meeting and that this semester there would be assessment work on quantitative reasoning and 207 information management and that rubrics for this were available on the Task Force website. She 208 indicated that an electronic portfolio tool would be utilized and that support would be available from ACC 209 for participating faculty and students. 210 211 3. Professor Tarasko raised the issue of limited parking and the crisis it presents for many faculty and 212 staff on a daily basis. 213 214 4. Enrollment Update • The Enrollment Management team is fully focused on reaching our new and continuing
enrollment targets for Fall 2016. Recruitment activity is robust, with particular emphasis on Queens and Nassau County. In addition to college fairs, our team of Admission recruiters are outreaching to their contacts in local high schools to provide assistance, updates and encourage applications to QCC. The Admissions Office has received approximately 10,000 new student applications representing three phases of freshmen and two phases of transfers. We will continue to receive allocations from the University through the end of June. In the meantime, we are open for Direct Admissions and have already received over 175 new freshmen and 111 new transfers. The Admissions Office will be partnering this cycle with the Office of New Student Engagement to participate in New Student Welcome Sessions. In addition, the Admissions Office is offering Information Sessions and Tours in April and May for prospective students and parents.
• The Office of New Student Engagement is currently conducting outreach to new incoming
students via email and phone calls. Additionally, on March 31st, their office hosted over 120 students and parents during a “New Student and Family Welcome Session”. Staff members from Admissions, Financial Aid, Bursar, ASAP, College Discovery, Testing, and CUNY Start as well as faculty representing the Honors Program and Undergraduate Research were present and provided valuable information during the interactive Welcome Session.
• Summer/Fall 2016 advisement and registration for continuing students is currently underway
in the Academies and special program offices. Advisers are concentrating early outreach efforts on students who are currently on probation or are in danger of going on probation so as to provide them with guidance and information on support resources. Registration for New Students will begin on Tuesday, April 12th.
Financial Aid/Scholarships/Grants • The 2016-2017 Federal Application for Federal Student Aid (FAFSA) is currently available
on-line for students and families to begin the application process. Currently enrolled students who plan to register for Fall 2016 seeking NYS or Federal financial aid, must re-submit their FAFSA by Tuesday, April 19th. The Office of Student Financial Services is hosting a series of workshops for students who need help completing the application. Students can register

• The Fall 2016 Continuing Student Academic Merit Scholarship is now available for eligible
students to apply. The deadline for students to submit their application online is Wednesday, April 27th. Visit QCC’s scholarship webpage at www.qcc.cuny.edu/scholarships to learn more about this and other exciting scholarship opportunities.
• Milestone Scholarship: To encourage timely degree completion, continuing QCC students
who began in Fall 2015 and have completed between 26 and 29 credits towards their degree at the end of this term are eligible to receive a Milestone scholarship for a credit course taken at QCC this summer. The scholarships are intended to support a student reaching the “thirty- credit milestone” of his/her Queensborough degree within one calendar year. The student must have a minimum GPA of 2.75 to be eligible for this scholarship. The Office of Academic Affairs has identified 237 students as milestone candidates, and sent these students an invitation to apply for this summer’s Milestone scholarships.
• STEM Waiver: To promote credit accumulation in STEM courses, and help STEM students
accumulate a sufficient number of credits each year without jeopardizing their future Tuition Assistance Program eligibility, the Mayor’s budget has provided additional funds for tuition waivers for students taking STEM courses in the summer sessions. QCC will be granting STEM waivers for the 2016 summer sessions. Students will be granted a waiver for any STEM course that is required in their program of study. In addition, to encourage students to take a STEM course, QCC will grant waivers for up to two additional STEM or non-related STEM courses taken in the summer sessions. Fees are not covered by the waivers. Students will be granted the waiver if they are in “good academic standing” and NYC residents. A student does not need to be a STEM major to be granted the waivers. There is no requirement that students complete the courses or earn a specific grade. Incoming, transfer, first year students as well as continuing students will be encouraged to participate. An on-line application is being designed for easy student access and information. The STEM waiver program will be promoted on the college’s webpage and Tigermail.
• The 2016 Phi Beta Kappa Association of New York Scholarship is still available for eligible
students to apply. The deadline for students to submit their application packets to the Office of the Vice President for Student Affairs is Monday, May 2nd. For more information about the scholarship opportunity, please visit http://www.qcc.cuny.edu/scholarships/.
• The Carroll and Milton Petrie Foundation awarded QCC a three-year grant, of up to
$100,000 per year, for three years, to provide one-time, emergency grants to students in good standing with short-term financial emergencies to enable them to remain in school, rather than being forced to leave or drop out. The college completed the second year of the grant on December 31, 2015 and has successfully awarded $200,000 to Queensborough students in need. As of March 24, 2016 the college has awarded $35,500 for the third year of the grant which runs through December 31, 2016. Ms. Veronica Lukas, Executive Director of Student Financial Services, will be sending periodic e-mail reminders to the college community outlining the grant eligibility and encouraging faculty and staff to refer students to apply. • Now through April 15, 2016, Single Stop will offer Free Tax Preparation for QCC students
in the Student Union, Upper Level. Please encourage students to take advantage of this free service. For further information about this program and hours of operation, they are available from the Single Stop Office, located in the Library Building - Room 432A, or at www.qcc.cuny.edu/singlestop/TaxPreparation.html.
• Please encourage our students to avail themselves of the valuable and free resources through the QCC Single Stop Program. A list of the services provided include (but are not limited to) financial benefits screening, financial counseling, legal assistance, tax preparation services and more. Faculty Honors • Three faculty members were nominated for the Chancellor’s Spring Reception, which
focuses on recognizing institutional grants as opposed to academic research grants: o Jeff Chen for Con Edison STEM Careers grant, o Dr. Joan Petersen for the STEP grant, and o Marie Francesca Berrouet for the CSTEP grant.
• Dr. Mirna Lekić, Assistant Professor in the Music Department and CUNY Diversity
Projects Development Fund Awardee, presented the first of two concerts of “Eastern Currents” featuring contemporary chamber works by composers from the Asian and Arabs worlds with her chamber group, Ensemble 365. The second concert is May 20, 2016 at the Brooklyn Conservatory of Music.
Student Honors • QCC students Ms. Yueli Chen and Ms. Yi Jiang were selected among 1900 applicants as
Gold Scholars on Coca-Cola’s 2016 Community College Academic Team! This national scholarship program, sponsored by Coca-Cola, is administered by the Phi Theta Kappa International Honor Society. As Gold Scholars, Ms. Chen and Ms. Jiang will each receive a $1500 scholarship. The Coca-Cola Community College Academic Team is sponsored by The Coca-Cola Scholars Foundation. Congratulations to Ms. Chen and Ms. Jiang, not only for this achievement, but also for embracing service to their community and for being exemplary student role models!
Assessment Institute • For the sixth semester in a row, faculty colleagues have participated in the Assessment
Institute, a series of workshops, running over four successive Fridays early in the semester, that cover assessment theory and practice related to course, program, and institutional levels of assessment, with special emphasis on course-level assessment. This semester, 15 faculty members participated, bringing the total of participating faculty over the past three years to 120. Departments represented in this latest cohort include Academic Literacy, Business, Engineering Technology, English, History, Music, Nursing, Social Sciences, and Speech

Communication and Theatre Arts. Faculty participants have submitted course assessment plans for an assessment project that will be conducted this semester. At the end of the semester, participants will submit a complete course assessment report. Grant Opportunities • CUNY Interdisciplinary Research Program (CIRG) - Two faculty members have submitted
to the CUNY Interdisciplinary Research Program, which was due March 4. • CUNY Community College Research Grant (CCRG) - The Community College Research
Grant was due Friday, April 1st. In total, we have received 18 faculty proposals. General Education Task Force update • The General Education Task Force held a faculty forum on the General Education outcomes
on March 21 and 22, with approximately 30 faculty members in attendance. The faculty discussed the results of the recent faculty survey on general education and gave suggestions for which outcomes are most important to be assessed for all students on a college-wide basis, and on the recommended frequency of assessment. The Task Force has reviewed all these results and is preparing a report to the Academic Senate on its overall review of the outcomes and its recommendations. The report will be submitted first to the Curriculum Committee. Each department is indicating those faculty and course sections that will be participating in the Spring 2016 general education assessment of student artifacts, using the faculty-designed rubrics for the first four existing outcomes. Artifact scoring is scheduled for the weeks of June 13 and 20.
BTECH • Fourteen BTECH 9th and 10th grade students participated in a round robin mentoring session
with representatives from 12 companies located in the NYC metropolitan area which use SAP software. The students moved from mentor to mentor asking the mentors questions about their careers in technology; how they began; what turns they may have taken in their career; and what suggestions the mentors have for them. Students also asked for examples of a day in the life of a technologist and what salaries they could expect with different levels of education and experience. Some conversations turned to specific technology software and the role of technology in the future as it applies to security and the use of big data. Next month a class of students will be traveling to the present US headquarters of SAP in Newtown Square, PA where students will spend the day touring and shadowing employees at the center. Future mentoring sessions are planned for the fall.
Upcoming Events • For the 2015-16 KHRCA NEH/Colloquia, there will be a presentation entitled: Forgotten
Witnesses: Gender-Based Violence in Asia During WWII on Wednesday, April 13th at 12:10 pm in the KHRCA. Dr. Jimin Kim and Artist Chang-Jin Lee will focus on the experiences of “comfort women,” and will attend to the more than 200,000 Korean, Chinese, Taiwanese, Indonesian, Dutch, and Filipino women who were kidnapped or deceived and forced into sexual slavery by the Imperial Japanese Army.

• Join us for the Freedom Seder, on Sunday, April 17th in the Student Union Lounge. During the event, we will be recreating the first Passover Seder held after World War II, and a Yom HaShoah commemoration on Sunday, May 1st, that includes a presentation on the village of Le Chambon, an isolated community in the upper reaches of the Loire Valley that conspired to save the lives of 3500 Jews under the noses of the Germans and the soldiers of Vichy France. • In the final lecture of the series on Wednesday, May 4th at 12:10 p.m.in the
KHRCA, Gender, Genocide and Justice in Rwanda, speakers will conclude the series by applying a gender lens to the events of the Rwandan genocide and issues of reparations and political representation in post-genocide Rwanda.
• A favorite spring event is QCC’s Asian Cultural Festival, held this year on Wednesday, May
4th, from noon to 2:00 in the Student Union. Several campus clubs and organizations cosponsor the event that features live performances, arts & crafts and food. All are cordially invited to join this celebration.
• The Kupferberg Holocaust Resource Center’s newest original exhibition,
Producing Silence: Hollywood, The Holocaust, and the Jews, is officially open. To further explore this topic, the Center will host a film screening of The Great Dictator on Wednesday, May 11th at 12:10pm.
• Queensborough’s 55th Commencement Ceremony will be held on Friday morning, June 3,
2016. This year, our grand marshal is Ms. Anne Marie Menendez. The academic procession will be led by Dr. Jilani Warsi (Faculty Marshal) and Dr. Carol Alleyne (HEO marshal). Dr. Neeraj Mehta will lead the AA candidates, Dr. Sharon Lall-Ramnarine will lead the AS candidates, and Mr. Marvin Gayle will lead the AAS candidates. STEERING COMMITTEE OF THE ACADEMIC SENATE QUEENSBOROUGH COMMUNITY COLLEGE, CUNY
MONTHLY REPORT April 12, 2016
All Senate committees are fully staffed and functioning smoothly. The Steering Committee thanks the Committee on Committees (COC) for conducting the election for new three years terms to the Academic Senate. All outgoing senators please accept our utmost appreciation. New senators will be welcomed at our May meeting. The COC will be presenting its slate for membership on the 2016-2017 Senate committees for a vote at today's meeting. The Bylaws Committee will present a resolution on the Committee on Ceremonial Occasions Committee, which remains a committee of the Senate but is currently unstaffed because the Senate has not designated any official ceremonies for it to address. Thus, the first recommendation is to populate the committee and designate items for it to focus on. If that fails, a second recommendation will be made for the elimination of the Ceremonial Occasions Committee. At the last meeting on March 8th, the Senate voted to submit one name to the each of the two Common Core Review Committee (CCRC) subcommittees. Executive Vice Chancellor for Academic Affairs and University Provost Vita C. Rabinowitz had requested three names for each of the two subcommittees and there was general agreement to revisit the issue if there was a response. The Vice Chancellor's office has responded and asked the Senate to reconsider and reiterated that sending three names gives the CUNY Administration flexibility in discipline diversification. In response, the Steering Committee will present the following motion: That the Senate vote to send three names forward as nominations to each of the two CCRC subcommittees. If the motion fails, no further action is required as one nomination for each subcommittee has already been sent forward. If the motion passes, the top three finishers for Subcommittee One, “English Composition,” “Creative Expression,” “World Cultures and Global Issues,” and “U.S. Experience in its Diversity” will be sent forward as voted upon at the March 8th Senate meeting. A revote for Subcommittee Two, “Mathematical and Quantitative Reasoning,” “Life and Physical Sciences,” “Scientific World,” and “Individual and Society,” will be required as Senators were mistakenly given the impression that all the candidates were chosen by their department chair when that was not the case. That situation has been corrected and Senators will receive full clarification on the floor if and when the vote is taken.

A meeting was held on March 18th with Administrators and High Impact Activity (HIP) faculty coordinators to discuss the possibility of designating HIP participation on student transcripts. Discussion was wide ranging and all in attendance expressed a desire to support and continue to expand HIPs at QCC. The view has been expressed that the designation of HIPs on transcripts might be best accomplished by the creation of a separate "Extra Curricular Transcript" that would supplement the traditional academic transcript. The Steering Committee would like to ask all senators who wish to express a view on this issue to send us their responses via email. The Steering Committee would like to thank President Diane B. Call for her support in the creation of a food pantry on the campus of Queensborough Community College. She has designated a space for the storage and distribution of food on the third floor of the Library building. The QCC food pantry will operate in conjunction with food distribution efforts at the Newman Center and it will initially operate under the jurisdiction of the Steering Committee's Food Insecurity Subcommittee that will create an administrative structure moving forward. Please watch your email for an official announcement and a date for an opening day ceremony. The Committee on Course and Standing has approved a request from the Department of Nursing for a change in grading policy, and will propose a resolution to that effect.

UFS Chair Terrence Martell called the meeting to order at approximately 6:30 p.m. I. Approval of the Agenda
The agenda was approved by voice vote.
II. Approval of the Minutes for February 2, 2016 The minutes were approved by voice vote.
III. Invited Guests: Chancellor James B. Milliken • Chancellor Milliken started by discussing the current state budget negotiations and
likely outcomes including: o A continuation of the state’s funding for CUNY without shifting $485 million to
New York City’s budget. o No additional tuition increase and possibly some funding in lieu of additional funds
a tuition increase would bring in. o The likely inclusion of $240 million to help settle our long overdue contract
(although this is short of the $330 million identified need for an equitable retroactive pay).
• The Chancellor remarked on recent anti-Semitic events and the working group he convened to address the issues which have recently come to a head at Brooklyn College. (Subsequent to the Chancellor’s actions, the state senate recently used CUNY’s supposed anti-Semitism to reduce CUNY’s funding in their recent budget proposal.)
• The search for a new President at Brooklyn College appears nearly finished, and searches for presidents at Lehman, The CUNY School of Law, and Macauley Honors College are all progressing well.
After the presentation, a number of questions were asked, including: • If the Board of Trustees would consider adopting the University of Chicago statement
on academic freedom on the UFS agenda tonight, given CUNYs long and early support of academic freedom. The Chancellor was sympathetic and said he would take our actions into consideration, but wanted to wait for the report of a working group currently looking into the issue.
• A question about multiple and likely excessive fees required for graduate students, particularly education majors.
• A question about a College of Staten Island faculty member’s testimony before the CUNY task force on anti-Semitism. Participation appeared to be coerced and even

• A question about financially struggling students, with a request to give all students metrocards for transportation. The Chancellor replied that the City Council did fund metrocards for all Guttman students, but the cost for all CUNY students would be prohibitive. He also expressed a desire to expand ASAP, which also addresses this issue.
IV. New Business
A. Resolution Affirming the University of Chicago Report on Freedom of Expression on Campus
After discussion, the resolution passed without dissent (4 abstentions). B. Nominations for Executive Committee Officers and At-large Members
Among those nominated for the University Faculty Senate Executive Committee were Phil Pecorino and Emily Tai from QCC.
C. Demo of Dashboards on CUNY Website
New dashboard websites for the Office of Institutional Research and the Performance Improvement Process were demonstrated. It was noted that although the most dramatic threatened cuts to CUNY apparently will not be in New York State’s final budget, numerous instances of underfunded CUNY programs will likely remain, including the requirement for CUNY to cover the difference between the maximum TAP award and tuition, performance improvement funding, increased funding per FTE at community colleges (currently in only the assembly plan), only $16.6 million rather than the needed $29 million for fringe benefit costs, and the aforementioned insufficient $240 billion for collective bargaining (when an additional $90 million is needed to have parity with SUNY’s settlement). Everyone was encouraged to keep communicating with their elected representatives to improve the future of New York City and CUNY.

and Technology & Pedagogy were among the popular ideas. B. Update from SUNY UFS Chair Peter Kneupfer
Among topics discussed were: o SUNY, like CUNY, is being funded at a barely sufficient level in the likely state
budget. o Dr. Kneupfer expressed gratitude that CUNY and SUNY leadership (including the
faculty senates) were able to band together to advocate in Albany. o Efforts to address experiential learning at SUNY, including the development of an
internship and Co-op guide. o Faculty diversity, including attraction and retention.

o The need for a stronger faculty role in senior staff and administrative searches. Dr. Kneupfer was asked about a proposed dramatic increase in the number of degrees to be issued by SUNY by 2025. He responded that this might be achieved by “micro-credentialing” (involving only a few classes) rather than traditional degrees. There is a panel currently looking into how to achieve this “with quality”.
C. Committee on Faculty, Staff, and Administration - Kathleen Barker
Professor Barker discussed two recently passed governance plans for the School of Public Health and Health Policy and for the School of Medicine. In both cases, department chair appointments are controlled by the administration. At the School of Medicine, the administration will appoint the Chairs, while at the School of Public Health and Health Policy the administration with choose between two choices nominated by the faculty. Professor Barker was the only dissenting vote against these governance plans.
D. Chair’s Report Chair Martell’s report included the following: • He highlighted the excellent job our students did advocating for CUNY on
the assembly floor in Albany on Poster Day. • He reported on the draft report from the Experiential Learning Task Force. It
contains no provision for an experiential learning graduation requirement. He noted that experiential learning is expensive, difficult, and, if required, would be an impediment to graduation. He noted that in the initial survey of CUNY campuses there was huge variation in what experiential learning was reported and likely in what was considered to be experiential learning.

Subject: Changes to the Bylaws of the Academic Senate related to the removal of The Committee on Ceremonial Occasions
Date: January 21, 2016 The Committee on Bylaws has meet, considered and voted to send the following bylaws changes
to the Academic Senate for consideration;
The Steering Committee has respectfully requested the Bylaws Committee Re-Consider
the removal of The Committee on Ceremonial Occasions as contained in the Bylaws of the Academic Senate, in Article VII, Section 15, and currently reads as follows: Section 15. The Committee on Ceremonial Occasions
The Committee on Ceremonial Occasions shall consist of three (3) members of the instructional
staff and one (1) student.
The Committee on Ceremonial Occasions shall:
a. Be consulted on matters pertaining to ceremonial occasions.
b. Report and recommend to the Academic Senate on matters pertaining to ceremonial
occasions.

PRIOR HISTORY AND BASIS FOR RECOMENDATION: WHEREAS the Academic Senate declined to adopt the prior recommendation of the Committee on Bylaws to eliminate the Committee on Ceremonial Occasions. Now the Bylaws Committee has been asked to reconsider the matter and has asked for its recommendation. The Bylaws Committee notes the following facts, to the best of its knowledge, prior to its recommendation;
- The Committee on Ceremonial Occasions currently remains empty of members. - The Senate has not designated any official ceremonial occasions to said Committee. - The Committee on Ceremonial Occasions has had neither members nor any charge for
more than one year. - The Bylaws of the Academic Senate require in part, pursuant to Article VII, Section 3,
subpart b, that “Members of the Academic Senate standing committees shall function from the date of election until the first day of first day of the Fall Semester following their election.” - The Bylaws of the Academic Senate, require pursuant to Article VII, Section 5, subpart a; “Vacancies on all committees other than the Committee on Committees shall be filled through appointment by the Committee on Committees for the unexpired term.”
WHEREAS this contradictory state does not provide genuine opportunities for faculty or students to serve the College, the Committee on Bylaws hereby restates it’s former recommendation to the Senate as follows: THEREFORE, we recommend that the Senate vote to amend the eliminate said Committee on Ceremonial Occasions as listed in the Bylaws of the Academic Senate, in Article VII, Section 15.
WHEREAS the Bylaws Committee wishes to fully address this reconsideration; in the event that the above vote to eliminate the Committee on Ceremonial Occasions should again fail, we recommend; THEREFORE, the Senate should immediately vote to designate at least one official ceremonial occasion, such as graduation or other significant event and thereafter promptly populate the membership of said Committee. RATIONALE: The Bylaws Committee believes that The Committee on Ceremonial Occasions, existing in its current unpopulated state with no members and no charges is inconsistent with the Bylaws of the Academic Senate, specifically, Article VII, Section 3, subpart b and Article VII, Section 5, subpart a.

Monthly Report of the Committee on Committees for March 2016
I. Academic Senate Roster There were no changes to the membership of the Academic Senate in March 2016.
II. Standing Committees of the Academic Senate There were no changes to the membership of the Standing Committees in March 2016. The Bylaws Committee still has a vacancy, which will be filled at the election of new committee members at the April Senate meeting.
III. Senate Elections As detailed in the February 2016 report, nominating petitions were distributed to faculty and staff for the election of new Faculty and CLT Members-at-Large. The Senate consists of 41 Faculty Members-at-Large and 2 CLT Members-at-Large. 21 Faculty were nominated for 14 positions and 2 CLTs were nominated for one position, all of which will run through April 2019. 18 of 21 faculty candidates provided personal statements, which Joel Kuszai posted on the website. The election was conducted online from March 1 to March 15. The online system was managed by Jeffrey Schwartz (Senate Technology Officer) with assistance from Raj Vaswani (Information Technology).
248 (66.31%) of the 374 eligible faculty voted for Faculty Members-at-Large. The candidates with the top twelve votes all won Senate seats, as did the candidates with the 14th and 17th most votes. The candidates with the 13th, 15th, and 16th highest number of votes could not be seated because they come from the Departments of Biological Sciences & Geology and Nursing, which are both at their maximum representation on the Senate. They will instead be “alternates” and will join the Senate if someone in their department steps down early. 30 (68.18%) of the 44 eligible CLTs voted for CLT Member-at-Large. The results of the Senate elections are tabulated below.

IV. Nominations to Standing Committees of the Academic Senate Faculty and HEOs were invited to select the committees on which they would prefer to serve via an online system that was available from Feb. 10 through Feb. 24. CLTs were asked to indicate their preferences via email to the CoC Chair. The database was managed by Raj Vaswani and the list of eligible instructional staff was assembled by Debra DiBattista (Human Resources and Labor Relations). At least two reminder emails were sent out during the selection period. Several HEOs replied that they were not aware they were eligible to serve on Senate Committees, so a message was sent specifically clarifying the situation. 120 members of the instructional staff indicated their committee preferences (89 faculty, 29 HEOs, and 2 CLTs). There are a total of 129 committee seats, but only 47 open positions.
Following the online selection period, the preferences for each committee were examined by the CoC Chair and a master table was prepared. Candidates were eliminated from committee ballots if their Department was already represented on that committee. The CoC met on March 7 and made its first round of committee assignments. For each committee, the candidates’ qualifications were considered, as well as the need for College service with respect to tenure and promotion. Adjustments to the ballot were made via email and at a second meeting held March 14. An effort was made to balance the distribution of candidates across departments. This became difficult with large departments outweighing small to mid-size departments. A ballot was eventually approved.
In accordance with Article VII, section 4a of the Bylaws, the ballot must be circulated to the instructional staff at least two weeks before the election. Further, additional nominations may be made by a petition submitted to the CoC Chairperson at least one week prior to the election. The ballot and the petition with instructions were circulated via email to faculty, HEOs and CLTs on March 28, in advance of the April 12 Senate Meeting. The Bylaws do not specify, so it was decided that instructional staff may only nominate themselves to one committee. If there are any additions, a revised ballot will be circulated at the Senate meeting. It should be noted that if self-nomination results in more candidates than open seats on a particular committee, the Senate will have to vote for individual candidates by paper ballot instead of voting electronically for that committee by slate.
Following the election, the CoC will maintain a list of instructional staff not placed on a committee. This list will be consulted to fill vacancies as they arise during the year. The CoC will also make suggestions to the Steering Committee regarding suitable Steering Committee Designees. The ballot and petition form are found at the end of this report.
