WHEREAS, the public and members of Court of Common Council have during several recent months

asked for information and opinion from the Office of Corporation Counsel to assist in forming city policy

in numerous areas, and

WHEREAS, responses from the Office, particularly regarding those items referred within the Office to

Deputy Counsel John van Norden, have repeatedly been unreturned, tardy, incomplete, inaccurate,

evasive, or discourteous, and

WHEREAS, his initial practice of providing legal opinion was wrongly begun while state license to do so

was pending, and

WHEREAS, recent legitimate inquiries by the Citys Internal Audit Commission and Court of Common

Council have been challenged as invalid rather than returned with appropriate opinions or references to

other sources, therefore be it

RESOLVED, that Deputy Counsel van Norden be now removed from staff of the Office of Corporation

Counsel.
