OPRC 90 (The International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990).

1. Introduction.

• Any country, even the most advanced, has enough resources to face up against pollution, with it being necessary to obtain International assistance

• Necessity to be prepared for the risk of a massive Hydrocarbon Pollution at the coast of a Member State.



• Spain ratified OPRC 90 convention on 12th January, 1994

• The 6.1(b) article determines the “obligation of the member States to establish a National Plan”.

• 23th February, 2001: The National Contingency Plan for Accidental Marine Pollution was approved.

1.1 Contingency Plans included within the OPRC 90 Convention.



• Inland waters Plan: applied exclusively to harbours, offshore structures or Marine Terminals.

• National Plan: applied to spills from vessels, or offshore structures.

1.2 Types: Contingency Plans

• Municipal Plan: applied to the coastal areas of Municipalities.

• Territorial Plan: applied to the coastal areas of Autonomous regions.

• International Plan: applied when pollution affects neighbouring countries.
