I. Leaders Statement – 25.10.2015

• Permanent exchange of information and effective cooperation: contact points; joint needs assessment and make use of all tools available and financial assistance

• Limiting secondary movements by discouraging movements to another border

• Providing shelter and rest to refugees• Managing the migration flows together:

registration, exchange of info, swift return policy• Increased efforts for border management and

tackling smuggling and trafficking• Information on the rights and obligations of

migrants and refugees : ‘no registration, no rights’• Commission to monitor implementation on an

weekly basis
