ECTA Mission Statement
ECTA‘s mission is to improve the standards of efficiency, safety and security as well as the environmental and
social impacts of transport logistics, tank cleaning and the warehousing of chemical goods in Europe.
To that effect:
ECTA develops Best Practices in the transport logistics, tank cleaning and warehousing activities of
chemical goods in Europe. This objective is reached via :
Joint studies in co-operation between its members, other associations having related interests,
authorities and institutions within Europe at a regional, national, European or international level, and
the chemical industry.
The ECTA Responsible Care Program for the European chemical land transport sector, tank cleaning
and warehousing. ECTA was the first association to launch a European wide Responsible Care program
in the logistics and associated sectors field, bringing the principles of Responsible Care applied by the
Chemical Industry out of the factory gate into the European supply chain and logistics operations.
ECTA provides the Chemical Transport Industry with an authoritative voice at European level. Within
that scope it ensures that the Industry's views are effectively communicated to key audiences,
authorities and institutions within Europe at regional, national, international and European level. ECTA
co-operates and participates in the dialogue between logistics service providers, the Chemical Industry,
the authorities and the institutions to pro-actively improve the health, safety, security and the
environmental performance of chemical goods transport, tank cleaning and warehousing operations
in Europe.
ECTA exchanges information on its activities with its members and stakeholders in the chemical
industry in an open and transparent manner.
ECTA respects the EU competition rules in all its activities, and promotes such respect of competition
rules amongst its members.
ECTA since becoming a standalone association with a strategy of increasing the membership to
a) raise the profile of ECTA within the European logistics arena but also to
b) become a larger voice within the transport logistics field.

ECTA Responsible Care Mission Statement
One of these objectives is reached via the application of Responsible Care throughout the membership and
the gathering and monitoring of energy, activity and emission data.
Joint studies in co-operation with other bodies have developed a protocol/formula for measuring of all
modes CO2 factors.

The structure of ECTA has been developed to reflect greater demands from both internal and external
stakeholders.

Objectives and specificities
The ECTA RC Scheme is based on the RC ethics and fundamental features that are put forward under the
guidance of the International Council of Chemical Associations (ICCA). The ECTA RC scheme has been
established under the RC Agreement that ECTA signed with the European Chemical Council (Cefic). This
contract represents a new approach, as for the first time Cefic allows RC to be managed directly by a European
Association in the whole European territory, instead of the traditional method that national chemical industry
associations manage RC in their respective territory. ECTA members indeed operate cross-border transport
services all over Europe and the ECTA RC Scheme integrates this specificity. The launch of the ECTA RC Scheme

RC Organization at ECTA level 1. The Board is the RC decision organ within ECTA.
2. An ECTA Technical & Responsible Care Committee, comprising leading ECTA experts in health, safety
and environment (HSE) management was set up to provide input and advice to the ECTA Board on
the more specific and technical HSSE issues of the ECTA RC scheme. The ECTA Technical & Responsible
Care Committee met twice during 2014 and proposed a number of further revisions to RC documents
and checklists of criteria that an ECTA member company has to meet before it can become an ECTA
RC company.
3. Furthermore, the ECTA Technical & Responsible Care Committee has revised the RC questions within
the SQAS questionnaire. This was due to the necessity to improve the RC performance of the RC
members but also due to the revision of the questionnaire. Some questions in relation to Corporate
Social Responsibility were included in the RC package.
The improvement plans when received along with the KPI forms are “reviewed” by the Technical & Responsible
Care committee to give an overview of where members see their improvements taking place. ECTA are then
able to collate the CO2 emissions factor for inclusion in the final R C report which is made available to internal
and external stakeholders.
RC 2014 It should be noted that ECTA do not consider the measurement of CO2 emissions to be the sole area of
Responsible Care. ECTA have over the past years developed a set of KPI’s that measure < 20 KPI’s related to
not only CO2, but also HSSE measurement. See below a set of graphs detailing the main areas of HSSE
measurement.
2014 KPI returns from RC members show an ongoing improvement although a continuing support from the
RC coordinator to receive the exact data on time is proven necessary.
The ECTA Improvement Plan was updated for 2014 and an ECTA Improvement Plan compiled for 2015, has
been sent to all R C members. See below:

RC PLAN 2015 1. Continue to look at ways of increasing RC membership with a focus on Transport, Tank Cleaning and
Warehousing. Ensure strong and continued consolidation of the RC Programme for the European
chemical transport logistics and associated sectors.
2. Summary of items for the ECTA RC Plan 2015 which is a continuation of the 2014 plan and includes :-
Continuing efforts to improve HSSE performance and now to include CSR, by collection, analysis
and reporting of ECTA members consolidated RC KPI data for 2014. Monitor usage of agreed
mode emission factors for KPI compilation;
develop and finalize measurement factors for EN 16258
focus on Lost Time Accidents and Personal Injuries in ECTA/Company R C Plans
focus on Rollovers and the prevention of same in ECTA/Company R C Plans
Prepare consolidated proposals on KPI improvements to internal and external stakeholders,
including the further application of additional KPI’s for overall CO2 factors.
ECTA to hold a RC workshop during 2015 to promote RC, ECTA RC members and Chemical company
representatives will actively participate as presenters in this seminar.
3. Inform RC members of SQAS assessment questionnaires (2015) based on RC and RC Improvement
dedicated questions as detailed in the SQAS overlay matrix. This should also include the controls
exercised on Sub Contractors by ECTA members.
4. Maintain working relationship of CEFIC/ECTA working groups including the reviewing of SQAS
assessment documentation when applicable.
5. Develop ECTA working groups as suggested to and agreed by the Board looking at all aspects of creating
a safer supply chain.

The increase of tonnage was in relation to the increase of the total km covered.

The total number of moves carried by intermodal transport stays around 30%. In relation to the number of
km we can see that 42% of the total distance is covered by intermodal means.

C02 emissions
The average gCO2 per ton-km stays around 44 g which can be expected taking into account the previous
showed percentages of intermodal transport. The total tons CO2 per ton moved slightly decreased in 2014.
Incidents
Although the incident rate per million km stays rather equal our RC members are reporting 436 incidents
while in transit and 328 at unloading sites which is an increase of 17 %. The number of incidents involving
loss of product and lost time injuries stay the main concern.
A positive trend is the decrease of rollovers. (50 in 2013 and 33 in 2014)
In 2015 we will further work on informing our members and customers on the existing best practice
guidelines to actively promote and use this valuable documents. We believe strongly that applying these
Guidelines will result in a better cooperation between the different stakeholders and reduce the incidents.

Follow up and future of RC programme
Responsible Care members will be required to highlight in their 2015 and mid-year 2015 improvement
plan, actions that will be taken along with customers to arrest these trends.
In order to fulfil its tasks under the RC Agreement, ECTA during the course of 2014 was granted direct access
to 164 of the SQAS reports of ECTA RC member companies that are held in the Cefic SQAS database; this
included both Warehousing and Tank Cleaning. ECTA is able to check the HSE/Responsible Care question
profiles of its RC members in the context of its RC governance mission.
Membership at December 2014 stood at 101 members with 59 signed up for the RC Scheme.
There are a number of prospective new members in the pipeline who are requesting information on both
membership categories.
It is estimated that ECTA members carry +/- 70% of the chemicals across Europe with a total turnover of more
than 8 billion Euro.

ACHIEVEMENTS AND POSITIVE ACTIONS DURING 2014 TO OFFSET THE FUTURE SCENARIO
ECTA actively pursued:
Increased membership of both sectors to gain consensus across Europe. Promoted the wider acceptance of Responsible Care as a “Tool for overall improvement and Carbon
Footprint monitoring”. Responsible Care, this is the measurement that ECTA will use to approve members and to measure
members improvement plans and actions. Modal shift in conjunction with the Chemical industry. Better use of available technology for equipment usage monitoring. Revised RC guidelines and KPI reporting form.
Development of an ECTA database for recording accidents/incidents.
Input into Sustainability and Logistics working groups.
Ongoing development of a CO2 reporting Matrix for reporting against EN 16258.
Emission factors now agreed for all modes.
Carbon Footprints now readily understood.
Use of SQAS to measure RC compliance
Input into SQAS revisions for Transport, Tank Cleaning and Warehousing.
Involvement into introducing Corporate Social Responsibility (CSR) into SQAS revisions.
KPI forms received detailing RC commitment and CO2 figures.
Working groups in cooperation with CEFIC, FECC and EFTCO
Now able to report to internal/external stakeholders with meaningful statistics
SQAS2015 and Corporate Social Responsibility
The UN Global Compact asks companies to embrace, support and enact a set of core values in the areas of
human rights, labor standards, the environment and anti-corruption.
ECTA and Cefic believe that the best way to show such commitment for the chemical transport companies
was to incorporate the CSR principles in the SQAS questionnaires.
During 2014 several of our members (especially the members of the Technical & Responsible Care
Committee) have contributed to the revision of the SQAS which was released early 2015.
This exercise was a joined effort with members of Cefic and has taken into account the expectations of the
customers, the UN Global Compact and other initiatives in this area.

ECTA COOPERATIONS
ECTA were involved in the Sustainability in Logistics working groups aimed primarily at defining Carbon
Footprints for the various sector being allied to the ECTA Responsible Care scheme. ECTA have also been
involved in other external working groups. Reports of these WG’s are downloadable from www.ecta.com.
REPORT OF THE BOARD OF DIRECTORS 2014 has seen an extension of the previous 5 years with continuing difficult conditions within the transport
logistics sector. With the resilience of ECTA members, their suppliers and customers, the most difficult times
may be coming to an end. The transport sector has shown by its ongoing initiatives to overcome the
economic situation that Europe and the world faces. Also to be at the forefront of driving change in the
industry to effect efficiency gains for the benefit of all.
The European land transport sector for chemical goods continues to suffer from
An acute shortage of experienced Drivers.
Increasing traffic and severe road congestion.
Increased Tax measures (seen as a continuing trend across Europe).
No clear coordinated approach from the authorities to enhance integrated supply chains.
Lack of coordinated legislation for the benefit of all who use road transport e.g. weights & dimensions
across Europe which has been under discussion for some considerable time.
Re-Monopolization of the rail sector, to the detriment of road transport operators.
Chemical shippers continue to adapt their output to changing demands, this coupled with the continuing
trend of moving chemical production to plants that are outside of Europe has the potential to increase
distribution of products within Europe, to the detriment of European production. Access to lending sources
for renewal of equipment continues indeed to be difficult for a number of small and medium sized transport
companies.
Once again the impact of the downturn has not detracted from the continuing efforts of ECTA to promote all
aspects of ECTA activities as well as ECTA membership and the Responsible Care scheme.

ECTA continues as an official partner to the Healthy Workplaces campaign on Risk Assessment organized by
the European Agency for Safety and Health at Work (EU-OSHA). The campaign aims at reducing work-related
accidents and illness, by promoting risk assessment as the first step to a sustainable prevention culture. ECTA
have contributed by sending both the completed guideline documents to EU-OSHA for publishing on their
web site.
The 58% of ECTA member companies that have committed to the RC scheme are of diverse nature, some are
European transport companies of very large size whilst others are family owned SME’s, some transport
dangerous goods and others never transport any dangerous/hazardous products.
The ECTA Technical & Responsible Care committee meetings during the year were held to promote the ethos
and implementation of the 2014 ECTA R C Plan.
The ECTA RC Plan 2014 was progressed during the year and the RC plan for 2014 has been developed and issued
to all members. All the important steps to implement the ECTA RC scheme, as reported above under the
heading ECTA RC Committee, have been addressed.
It is anticipated that greater focus will be placed on this area during 2015, with a Workshop on R C being run
by ECTA but with full involvement and participation of members. This is possible now that an ECTA
organizational structure is in place.
COMMUNICATION ACTIVITIES

All members are requested to make greater use of the website and any positive/negative feedback is welcome
so as to make the improvements a continuing feature.
In 2015 the website will be further renewed and made more attractive using pictures provided by the member
companies.

The ECTA President presented the accounts for 2014 at 31 December 2014 showing a balance of income
over expenditure for the year 2014 of +/- € 39 K.
Total assets now standing at +/- € 78,7 this being a further consolidation of ECTA’s position. See Auditor’s
report on the next page.
The accounts as presented were accepted by the attendees. The budget for 2015 projects a positive figure
that is attainable, coupled with additional members in both areas e.g. Ordinary and RC members.
More detailed figures can be asked on simple request at the ECTA secretariat.
