Hong Kong Rehabilitation Programme Plan (RPP) Review

There will be a hot discussion on the government’s planning on the rehabilitation in coming years since the RPP

review will be activated soon and covering the areas on medical service, education, social service, early intervention

and training, day care service, hostel service, community support service, employment and vocational rehabilitation,

etc.

Our parents’ committee is going to draft a letter with joint parents’ groups from 15 organizations to government in

order to show parents’ stands on the future policy. In addition, our parents’ committee will issue our own paper to

convince the government in view of the parents of children with Down Syndrome. We will write down our parents

and members’ opinions which were collected after a study and forums on 22/8 and 19/9. Reviewing those practices

in August and September, we found that a lot of parents were willing to speak out for their children for better future

and we were very delighted to receive ideas from parents of toddlers with Down Syndrome. We saw our power

when we united! Let’s discuss more when the RPP review starts.

Working Group on the Review of Ordinances and Codes of Practice for Residential Care

Homes

A working group was formed by Social Welfare Department (SWD) in June 2017 on the review of Ordinances and

Codes of Practice for Residential Care Homes, and the discussion will cover the licensing issue, governance,

qualification of health worker, staff training, crime prevention and punishment, staffing, schedule of

accommodation, diversification of residential home, meal services, care plan, etc.

Ms. Heidi Tong, member of the captioned working group was invited by our parents committee to exchange

information and ideas with joint parents groups on 29/9. If you are interested to understand more, please click the

Concern on tertiary education for persons with special educational needs

Our parents’ committee met Professor Kenneth SIN Kuen Fung, Director of Centre for Special Educational Needs and

Inclusive Education of The Education University of Hong Kong, to discuss on parents’ expectation on tertiary

education for the students with SEN on 22/9. Parents revealed that there is no further study after the secondary

school in the education system nowadays, however, they advocated a tertiary course for the students with SEN

especially in arts or sports development. They realized that students with SEN only could choose open employment

or vocational rehabilitation service after graduation from secondary school but the goal of life-long learning was not

applicable to them. Parents hoped that the government could consider to establish SEN Legislation Law in Hong

Kong.

Melaine, Koa’s mama: The HOLF picnic day was a good experience for our whole family—all 8 of

us! It was a great opportunity for our kids to get to be around people with varying needs, some

who have Down Syndrome like their baby brother, Koa.

I often feel that it’s important that all of our kids have opportunities to be around people who are

different from them and it’s not easy to engineer these types of opportunities. I feel that when

they got to meet with some of the HOLF residents, and minister to them even just a little bit, it

helps them to grow in empathy for others and to appreciate the many different types of people

that God has made. And to appreciate each of them for who they are.

Hong Kong, like any other fast paced city on the globe, values speed, efficiency, power, and

capable people. We want our kids’ values to include so much more than this limited view. Days like

the one at HOLF help reshape our values in a positive way.

When I asked my 10 years old son what impression the trip left with him, he replied, “I would like

to be able to help and give money to help people...and also to help people with Down Syndrome.”

That response is a win in my book ;)
