On 10/24/10 I was promoted to a GS-1101-7/8/9. My title thusly changed from a Contract Surveillance Representative to a Performance Assessment Representative. The duties are the same however. As a result of the promotion and other events my duties have increased ten-fold. General Duties- As the Performance Assessment for Custodial and General Support Services I am responsible for the janitorial maintenance of 88 buildings, and 14 customers/clients and with approximately 4,418 individuals. To this end I have become knowledgeable in the tasks called for by the contract. And daily, I commit to memory the requirements of the day. I know the Level of Effort for each building/Command, and I also know the frequency for each task, in accordance with it's applicable space. And I know the tasks to be performed, such as space cleaning, dusting, mopping, furniture polishing, and vacuuming, etc. One of my main functions is to inspect the work performed by the janitorial staff, -contractor- and to rate the work performed as exceptional, very good, satisfactory, or unsatisfactory. I inspect the policing of grounds outside of the building, as well as the routine space cleaning and floor care. Based upon my findings, the contractor is retained for future employment or is terminated. I inspect, compile, and provide historical data as required by the Facility Support Contracts Branch for specification development. In this position I also develop quality assurance surveillance procedures and prepare written Performance Assessment Worksheets and Customer Complaint Reports in accordance with NAVFAC requirements. I am responsible for the implementation and execution of approved Quality Assurance Plans including those using random sampling techniques. I prepare the government estimate for indefinite quantity level of effort or time and material work items using Engineered Performance Standards (EPS) and other appropriate cost estimation techniques. In this position I also review contractor estimates for accuracy. One of my functions is to conduct pre-bid site visits for prospective facility support bidders and answer questions concerning the scope of work for the contract. I also receive notification of and physically inspect contract work performed to verify compliance with contract specifications. I prepare documentation that tracks customer’s complaints, thusly allowing me to speedily, but accurately fix the problem. My

recommendations to the supervisor are weighed heavily as to the assessment of deductions and/or liquidated damages for unsatisfactory work or non-performed services. In this position I review contractor submittals, schedules, and services. Daily I read the basic contract, to keep abreast of any contingencies, or discrepancies. In this occupational series, I am the point-of-contact, POC, in handling daily matters involving Government/Contractor operations. As POC I use good judgment in identifying potential or real problems, and I maintain a working relationship with contractors, to ensure a responsive customer service.

A major portion of job puts me in direct contact with the environmental aspects of the job. The ktr(s) that I inspect and use cleaning chemicals that have the capability to cause harm or death if used incorrectly. Therefore I must keep abreast of the current with new reading material concerning the chemical s the ktr(s) uses in the way of cleaning. I must keep abreast of the functionality, purpose, and use of each end item the ktr uses, and I must know what remedy is available in the event of harm’s way. Therefore, I keep readily available reading materials such as Management Safety Data Sheets from the ktr on each chemical. (MSDRR).

A part from chemicals themselves, My present job as Performance Assessment representative aligns me with the environment by being the expert point of contact person at Public Works, Mechanicsburg, Pa for desk-side trash and recyclables. I must be able to inspect allowable practices of what is permitted for either recyclable and what is trash. Often when we think of what it hazardous, we think in the singular fashion and not the abstract. We think of hazardous t o the individual, and not the environment as a whole. In my position I must do both. I constantly seek avenues of hazardous conditions and I vigilant in my duties to alert the customer and the janitorial workforce of such.

Apart from chemicals, I also consider the environment, and work conditions themselves. I have a daily/periodic schedule, and also a work schedules that informs when a task is to be done. Therefore I know that when a floor is to be mopped, or that when it is to be stripped or waxed, that signs should be emplaced to warn those in the area. I also respond to the cleanup of potentially Infectious material In my case must of the times it is water spills. But even so I want to be sure, and I also want to know what cause it.,

Responsibility for the janitorial environment of the whole base at Naval Support Activity rets on my shoulders. I am the eyes and ears for my supervisor, who happens to be the Facilities Engineer s Acquisition Department.

And since my tenure here, (2002) there has not been one safety issue incident that has occurred.

I manage the bid room operations. I perform the filing of solicitations according to opening and closing dates. Review pre-award solicitations and make sure they are advertised to the public in a visible place. Serve as the Point of Contact for the newly formulated virtual bid room at NAVICP Mechanicsburg. Towards this end, I have written a document that contractor's use to become familiar with our computer program. Among my various other duties are the safeguarding of bids, maintenance of the bid room, and marking of bids, to indicate what type of solicitation, who it belongs to, and when it opens. I also keep records of late bids, and send late bid notices to buyers if the bid is in fact late. I have also trained contractors on how to submit their requests for solicitations via the Internet, and posted literature on bid room operations and newly founded contractual navigation links that often lead to various sources of supply.

In this area of contracting, I performed cost comparison studies, negotiations, and was directly involved in repair contracts and contracts involving repairables. I worked and communicated with inventory managers, program managers, and various Defense Contract Management Commands. Also worked with quality assurance and engineering personnel to justify my prices. Acquired items for the U.S. Navy in accordance with Federal Acquisition Regulations, Defense and Navy Acquisition rules and regulations. Wrote price justifications, and reviewed and analyzed the company's pricing data submitted.

From 05-1992 to 05-1994, I ensured that prices submitted to contractors were fair to the government and to the contractor by utilizing price history documentation and cost comparison studies. I justified my decisions in contractor selection by using the Federal Acquisition Regulation guidelines and various other literatures dealing with purchasing and contracting. I have done sole source and competitive contracts, acquisition planning and contract negotiation. As a purchasing agent, I directly awarded and administered contracts in support of Navy customers, by the purchasing of spare parts, and repairables. Developed and maintained contacts with government contractors, inventory managers, program managers, legal counsel, various Defense Contract Management Command Administrative Contracting Officers and specialists in areas such as production, quality assurance and engineering. In developing my contacts within the procurement industry, I conducted negotiations in obtaining prices that were fair to the contractor and to the government. Since I worked with repair contracts, I learned the repair services in the Hull, Mechanical, and Ordnance Repair Contracting Branch, Special Contracts Division, Contracting Department. I reviewed each procurement request to determine the most appropriate acquisition method based on the urgency and the details of the technical specifications. I prepared the required documentation to support the proposed award recommendation. The repair services I procured were required in support of programs in the Navy. The equipment being procured was specialized, and handling it gave me the opportunity to encounter a wide spectrum of the government's repair services.

Mistakes were kept to a minimum and to the contracting officers' satisfaction. This was the result of my "attention to detail". The mailing of these contracts involved at least 5 separate steps and some contracts involved more steps, depending on the complexity. I proved that I could handle tough assignments and that I was a dependable employee.

From 11-1988 tp 01-1989-at this time I came back to work after having graduated from the U.S. Army Advanced Officers Ordnance Course in Aberdeen, MD. In my military schooling I learned a lot about negotiating, and I was applying what I learned to real life situations. I was on Leave Without Pay at this time, and I was still assigned to the U.S. Navy as a civilian employee. I was responsible for purchasing large buys that were in excess of 25,000 and up to 500,000 dollars. I bought items in accordance with Federal Acquisition Regulations - FAR rules and organized systematic files. I bought for the government using both sole source and competitive methods. I encouraged buys from minority and small businesses. Other sources considered as primary sources were the National Industry for the Blind and the Federal Prison Industry. I was very knowledgeable in utilizing Firm-Fixed prices and Basic Ordering Agreements. On numerous occasions I performed cost analysis studies, cost breakdowns, and cost justifications. I dealt with numerous contractors and I sought prices that were fair to the contractor and the government.

07-1984 to 01-1989-Contract Negotiator, GS-1102-09; I was in the field of government contracting. I was primarily responsible for learning about the logistics of contracting. I did this by attending the various contracting courses available through the government. I prepared the requester's proposal and bids. I awarded contracts based upon fairness in price, cost analysis, and interface with various government agencies. During this time I was still learning the principles of contracting. I attended the Basic Federal Acquisition Courses required by contracting personnel, and learned the various types of contracts that were used according to the situation. I was given more responsibility as a GS-07 and I prepared correspondence for the Admiral's signature. I became well adapted at contract drafting and preparation, modifications, formal advertising, and purchases through the Federal Supply Schedule.
