Intersection of RolesBoth the Housing Program Administrator and Rehab Specialist must conduct initial inspections; and

Both must review the two initial inspections together to ensure all HQS deficiencies and any special needs of household members will be addressed in the work write-up while remaining within cost limits13Weekly Progress InspectionsNoting work being done, crew size, whether or not LSWP are being observed, and any conditions, including weather, which could cause a delay in completion

Bring a camera and document the work being done. It might be very handy in resolving disputes.

15When Is a Change Order Required?When making any modification to the original contract, including a change in the time to complete the work, change in materials, change in cost, and change in the scope of work 18 VAC 502210

Failure to obtain written change orders, which are signed by both the consumer and the licensee or his agent, to an already existing contract is a violation of 18 VAC 50-22-260

It is a couple hundred dollar fine if you dont have a written change order signed by all parties and the fine cant be charged to the project.

Make sure Program Administrator submits a revised set-up for IPR projects.Under what circumstances would we not expect you to stop work in order to get a fully executed change order? Drilling a well or emergency situation17Complaint InspectionsTo determine if homeowners complaint is based upon any actual performance failure(s) or because of a misunderstanding or difference in expectations

We have here a photo taken by one of our CD Specialists to document a complaint received from a homeowner. Can anyone tell me why a homeowner was not be happy with this oven? There are no drip pans or elements up front.18Blower Door Inspections

As part of the supplemental requirements, DHCD requires additional inspections to take place during a housing rehab project. The first one is the electrical inspection. Sometimes well see the work write-up requiring the contractor to oversee the electrical inspection, who is a violation of our requirements due to the potential conflict of interest. Plus, it needs to be done prior to the work write-up so you know what needs to be included.25Chimney InspectionsInspection of chimney and all components, including masonry, flashing, crown, cap, flue, liner, dampers and fireboxDone prior to completing rehab work write-up so any identified can be addressed in the work write-up

Under what circumstances would DHCD require the chimney to be filled in? If the chimney is not going to be used, it should be filled in, taken down below the roof line and shingled.26Termite InspectionsInspection by VDACS-licensed termite inspector for any evidence of infestation of wood-boring insects, vermin and roachesDone prior to completing rehab work write-up

Who can tell me who licenses termite inspectors? The VA Dept of Agriculture and Consumer Services27Lead-Based Paint (LBP) Inspections

Done by DPOR-licensed Risk AssessorInspection of any interior or exterior paint for failing conditions, including peeling, chipping or pitting, and any bare soil on which failing paint might have fallen
