Asumsi : DBH SDA Tinggi >> Kapasitas fiskal tingggi >> kemampuan fiskal untuk belanja penanggulangan kemiskinan tinggi
DBH SDA yang tinggi belum tentu berkontribusi positip terhadap penurunan angka kemiskinan >> faktor politik anggaran yang berpihak pada masy.miskin (alokasi belanja sosial, pelayanan dasar, akses energi, dsb)
Efektifitas pelaksanaan program penanggulangan kemiskinan menjadi faktor penting (tidak overlapping, ketepatan sasaran, penentuan prioritas dan pemilihan program yang sesuai)
Data dan Koordinasi antar-instansi menjadi salah satu faktor penting dalam efektifitas pencapaian sasaran penanggulangan kemiskinan
