本會透過元洲仔、米埔自然保護區及海下灣海洋生物中心三個教育中心,為市民提供可持續發展教育。去年共有超過51,000名學生到訪本會的教育中心和參與外展教育項目WWF delivers Education for Sustainable Development to the public via our three Education Centres: Island House, Mai Po Nature Reserve and Hoi Ha Marine Life Centre. Last year over 51,000 students visited WWF centres and joined the outreach school programmes

• 香港海鮮業聯合總會與世界自然基金會簽署一

份重要聲明,承諾他們會致力改善由珊瑚大三

角進口食用珊瑚魚之貿易作業模式。該商會擁

有超過100個成員公司,涵蓋香港活海鮮販商

約90%。

WWFandtheHongKongChamberofSeafoodMerchants(HKCSM)signedalandmarkdeclarationtohelpimprovethetradepracticesoflivereeffoodfishsourcedfromtheCoralTriangle.TheHKCSMhasover100membercompaniesaccountingforabout90percentoftheliveseafoodtradersinHongKong.

nOv• 推出《海鮮選擇指引》app,協助香港市民於

超級市場或餐廳揀選環保海鮮。

LaunchofSeafoodGuideapp,whichmakesiteasierfortheHongKongpublictomakesustainableseafoodchoiceswhileatsupermarketsorrestaurants.

• 推出「保育珊瑚大三角行動」網上平台,參加

者可於網上象徵式擁有珊瑚大三角的一部分。

行動旨在鼓勵市民保育這個於全球生物多樣性

最豐富,同時又飽受威脅的海洋生境。

TheMyCoralTriangleCampaignonlineplatformwaslaunched,allowingparticipantstobuyasymbolic“spot”intheCoralTriangleandencouragingpeopletoplayapartintheworld’smostbiologicallydiverse,yetthreatenedmarinehabitat.

• 於低碳製造計劃(LCMP)頒獎典禮上表揚

表現出眾的製造商,並歡迎新會員加入。

TheLow-carbonManufacturingProgramme(LCMP)AwardCeremonywasheld,recognizinghighachieversintheprogrammeandwelcomingnewmembers.

• 「品味環保海鮮週」於餐廳舉行免費試食及其

他節目,透過有趣的活動讓公眾正視過度捕

魚的問題,並進一步認識各種解決方案。

deC• 「氣候變化」教師專業發展計劃以頒獎典禮作

結,表揚52間中學成功完成這項為期一年的

計劃。計劃旨在協助教師推行有關氣候變化

的教學活動。

TheClimateChangeTeacherProfessionalDevelopmentProgrammedrewtoaclosewithanawardspresentationceremony.Fifty-twosecondaryschoolssuccessfullycompletedtheyear-longprogrammedesignedtodeliverclimatechange-themededucation.

• 世界自然基金會與香港城市大學聯手推出

「香港能源指數」,研究香港能源使用的轉

變,發現商界浪費能源的程度較1990年上升

達40%,結果令人驚訝。

DesignedbyWWFandtheCityUniversityofHongKong,theEnergyIndexchartedchangesinenergyconsumptioninHongKong,withsurprisingresults—energywastageinthecommercialsectorwasup40percentfrom1990levels.

• 低碳辦公室計劃(LOOP)舉行頒獎典禮,表

揚碳排放量顯著減少的企業。

• 世界自然基金會發表「吞拿魚基因」研究,揭

示瀕危品種藍鰭吞拿魚全球貿易管理之法律漏

洞。在本會從本港餐廳和零售商抽取的22個樣

本中,有12個樣本屬於大西洋藍鰭吞拿魚。

WWFreleaseda“TunaDNAStudy”,highlightingalegalloopholeintheglobaltradeofthethreatenedBluefintuna.Ofthe22samplescollectedinHongKongrestaurantsandretailers,12sampleswereproventobefromtheendangeredAtlanticbluefintuna.

• 在珠江口西部對中華白海豚種群進行深入的生

態調查,發現種群分佈區比預期進一步向西面

伸延。整個中華白海豚種群生態正受人為破壞

威脅,世界自然基金會呼籲制定跨境保育管理

計劃以保護這個物種。

TheresultsofanextensivesurveyonChinesewhitedolphinsinthewesternPearlRiverEstuaryuncoveredthatthespecies'habitatextendsfurtherwestthanwasoriginallyassumed.Theentirepopulationisunderthreatfromhumanimpacts.WWFcalledforacross-boundarymanagementplantoprotectthespecies.

• 米埔自然保護區展開及完成大型的黑臉琵鷺

生境修復工程,在保護區棲息的黑臉琵鷺數

量在三年內首次錄得回升。

ThenumberofBlack-facedspoonbillsintheMaiPoNatureReserveroseforthefirsttimeinthreeyears,followingmajorrestorationworktotheirhabitatinthereserve.

• 地球一小時2012的主題為「一人一目標,節

能惜未來」。今年活動相當成功,全港有超過

3,300間公司、340間學校、所有大學和280萬名市民響應是次熄燈一小時的活動。

• 夥同其他環保團體舉行香港首個「特首候選人

環保施政論壇」,促使特首候選人將環境議題

納入政綱重點。

• 世界自然基金會國際會長頒發「環保領袖大獎」

予香港特別行政區政府,以表揚當局立法禁止於

本港水域拖網捕魚,對保育海洋生態作出貢獻。

TheWWF-InternationalPresidentpresentedthe“LeadersforaLivingPlanet”totheHongKonggovernmentinrecognitionoftheircontributiontomarineconservationthroughtheirground-breakingtrawlingban.

• 舉行「海洋小護衛-守護鯊魚藝術計劃」展覽

與頒獎典禮;同時推出「向魚翅說不」個人承

諾計劃,鼓勵公眾承諾拒絕食用鯊魚產品。

“MarineGuardian—SavetheSharksthroughArt”exhibitionandawardsceremonywasheld.WWFalsolaunchedthe“NoSharkFinIndividualPledge”,invitingthepublictopledgetonotconsumesharkfinproducts.

MaY• 在世界候鳥日慶祝本會濱鳥足旗繫放項目之持

續成功。項目在過去11年為近2,000隻濱鳥繫

上足旗。這些足旗有助保育人士確認濱鳥的重

要補給站和追蹤稀有濱鳥。

WWFmarkedWorldMigratoryBirdDaybyannouncingcontinuingsuccessesinourshorebird-flaggingprogramme,withalmost2,000birdsflaggedin11yearsofwork.Themarkingshelpconservationistslocateimportantshorebirdsitesandkeeptrackofrarebirds.

Jun• 本港首項針對綠色就業的調查共訪問151家公

司的行政人員,結果顯示本港綠色行業的發

展相當落後,大部分公司缺乏足夠誘因實踐

環保。

HongKong’sfirstgreenjobssurveyinterviewedexecutivesfrom151companies.Findingsshowedlimitedadvancementongreeninitiativesacrosstheboard,andmostcompaniesdidnothaveenoughincentivesto“gogreen”.

• 世界自然基金會呼籲香港的新政府班子大力推

行可持續發展,將自然保育定為發展藍圖的首

要議程。

主席的話CHairMan'S MeSSage

無論是環保倡議、行動抑或本會的歷史,過去

一年對世界自然基金會香港分會來說都深具意

義。2011年適逢世界自然基金會全球網絡創會50周年及香港分會創會30周年,本會邁向一個新的

里程碑。我們不單透過慶典活動與同事、會員和

全球市民慶祝世界自然基金會的生日,更加倍努

力實踐本會使命:建立一個可持續發展的地球,

讓人類與大自然和諧共存。在未來,我們會努力

不懈延續這個使命。

我們的工作固然與全球各地的環保議題息息相

關,但亞洲才是世界自然基金會香港分會最具影

響力的範圍。過去30年,我們一直是香港及華南

地區的保育先鋒,帶頭推行不同的環保項目,又

為保育及保存區內珍貴且豐富多樣的自然環境之

項目籌款。

本會致力保護香港及鄰近華南地區脆弱的生態環

境。今年,我們針對第三條跑道引進專為大型發

展項目而設的「社會投資回報」概念,藉此推動

社會邁向可持續發展的典範轉移,使項目在經濟

收益與社會及環境代價之間取得平衡。

我們的保育團隊積極就香港及附近地區的保育項

目提供建議及諮詢,藉此擴闊本會在本地及國際

的覆蓋範圍。本地項目如「拯救海洋大行動」,

在推動香港海洋保育上取得驕人成果,並持續獲

普羅大眾的支持;在海豐及漳江口的華南濕地項

目則體現了本會如何透過與省政府合作,並與當

地持分者分享保育經驗和知識,大大提升本會在

保育方面的影響力。承接這次成功經驗,本會將

於福建閩江河口開展一個為期五年的濕地保育項

目,並在華南地區推行另一類似項目。

同樣地,我們的教育團隊積極完善為本地及區內

師生而設的管理和野外訓練計劃。我們矢志將本

會的教育中心發展成「卓越中心」,進一步提升

本會的影響力。世界自然基金會亦支持區內的

「珊瑚大三角」項目,以改善海洋管理,建立可

持續發展的活珊瑚魚貿易架構。

世界自然基金會香港分會在過去30年對香港及亞

洲區的保育發展貢獻良多,我們期望在未來的日

子,進一步加強和深化本會的工作。

最後,我衷心歡迎新任行政總裁顧志翔加入世界

自然基金會的大家庭。憑藉他過去的多項成就

及對環境的熱愛,加上事事親力親為的個性,定

能帶領本會邁向更美好的境地。我亦深信他會成

為我們團隊的優秀領袖,擴展本會在亞洲區的覆

蓋,攜手建立可持續發展的未來。

ThishasbeenahistoricyearforWWF-HongKongacrosstheboard,intermsofadvocacy,actionandourachievements.Wereachedsignificantmilestonesin2011,commemoratingWWFInternational’s50thanniversaryandWWF-HongKong’s30thanniversary.Wecelebratedthisbigbirthdaywithourstaff,ourmembersandtheworldnotonlythrougheventsandfestivities,butbyredoublingoureffortstorealizeourmission:tocreateasustainableplanetwherehumankindcanliveinharmonywithnature.Thisisamissionweaimtocontinuelongintothefuture.

Whileourworkinvolvesissueswhichconcerneverypartofourplanet,WWF-HongKong’sprimarysphereofinfluenceisAsia.For30years,wehavebeenthepremierconservationagencyinHongKongandSouthChina,spearheadingprojectsandraisingfundsforprogrammesthatconserveandpreservethepreciousnaturalenvironmentofthisincrediblyrichanddiverseregion.

Closertohome,ourThirdRunwayCampaigninHongKongintroducedtheconceptof“SocialReturnonInvestment”forlargedevelopmentprojects.Welobbiedforaparadigmshifttowardssustainabledevelopmentandforcreatingabalancebetweentheeconomicbenefitsandthesocialandenvironmentalcostsofmega-projects.

Ourconservationteamiscommittedtoincreasingourreach,bothlocallyandinternationally,throughadvisingandconsultingonconservationprojectsinHongKongandfurtherafield.LocalprogrammesliketheSaveOurSeascampaignaremakingexcellentprogressinconservingHongKong’smarineenvironmentandhavegainedincreasingtractionwiththepublic.OurSouthChinawetlandprogrammesinHaifengandZhangjiangkouhavebeenagreatdemonstrationofwaystomaximizeconservationimpactbypartneringwiththeprovincialgovernmentandsharingourconservationexperienceand

knowledgewithlocalstakeholders.Buildingonthissuccess,WWFwillbelaunchingafive-yearwetlandconservationprogrammeintheMinjiangEstuaryinFujianandanothersimilarprogrammeinSouthChina.

Likewise,ourEducationTeamisincreasingourmanagerialandfieldtrainingprogrammeofferingstobothteachersandstudentsalike,locallyandaroundtheAsiaPacificregion.Ourobjectiveofmakingoureducationcentresinto“centresofexcellence”willfurtherincreaseourinfluence.WWFisalsosupportingregionalprojectsliketheCoralTriangleInitiative,whichaimstopromoteimprovedgovernanceaswellasbuildasustainablelivereeffoodfishtradestructure.

WWF-HongKonghasplayedavitalpartincontributingtoconservationinHongKongandacrossAsiaforthepast30years,anditisouraimtodeepenandstrengthenthiscontributioninthecomingmonthsandyears.

Onafinalnote,IwouldsincerelyliketowelcomeournewCEO,AdamKoo,totheWWFfamily.Withhisstrongtrackrecordofsuccess,hispassionfortheenvironment,andhisenergeticpersonality,Icanassureyouthathisfuturefocuswillbeinvaluabletous.Iamconfidentthathewillbeanexcellentleaderforourteam,aswebroadenourreachacrossAsiaandstrivetocreateamoresustainableplanetforall.

On1April2012,IofficiallytookuptheChiefExecutiveOfficerroleofWWF-HongKongandIamhonouredtoservethisorganizationwithitsdedicatedandenthusiasticstaff.

WhileassistingwiththeplasticpelletspillcleanupoperationthispastAugust,Iwasstruckbyhowmuchloveandcareourmembers,volunteersandstaffdisplayedtowardsHongKong’senvironment,andhowquicklysomanypeoplerespondedtoourcallforassistance.Iamexcitedtocontinueharnessingthisspiritandbuildingonourmanypastsuccesses.Duringmyupcomingtenure,IlookforwardtobreakingnewgroundinconservingHongKong’senvironment.

在2012年4月1日,我正式成為世界自然基金會香港分會的行政總裁。短短

數個月裡,我已親身見證本會的工作及其所帶來的影響;對我們的機構深感

自豪之餘,亦深受同事們付出的努力和熱誠所感動。

去年八月,我參與清理膠粒行動。本會的會員、義工及同事對香港環境之

關懷愛護,以及大眾對本會呼籲之迅速回應,均令我大為感動。有幸承接

本會過去多年的成就,延續這份保育精神,實在讓我振奮不已。在任期內,

我期望能為保育香港的環境開創更多新領域。

加入世界自然基金會不久,我已逐漸認識到本會的影響力與帶來的衝擊。

本會活躍於香港社會各個階層 — 我們向政府及商界領袖提倡環保;提供實

際方法以平衡不同持分者的利益;就不同主題給予專業的科學意見;教育數

以萬計的學童;鼓勵公眾參與及協助他們明白保護自然環境的必要性;以及

果斷迅速地回應環境災難。我們在本地中小學推行一系列的教育計劃,旨

在培育下一代成為未來的改革推動者;與此同時,本會三個教育中心的培訓

項目亦在區內發揮很大的影響力。本會在亞太區的多項主要行動均針對人

類當前最迫切的保育挑戰,當中包括保護瀕臨絕種的老虎,以及確保珊瑚

大三角的海洋環境生生不息。

本會的工作成果展現於多個範疇。我們針對第三條跑道引入社會投資回報

(Social Return on Investment, SROI)概念,推動社會邁向可持續發展的

典範轉移,平衡經濟利益與社會及環境代價。另一里程碑是舉行「特首候選

人環保施政論壇」,與其他本地綠色團體通力合作,確保環保政策成為競選

的重要議題。

無論是在基層,抑或透過社區為本、行動為主的項目,例如不斷擴展的可持

續海鮮運動和「向魚翅說不」企業與個人承諾,世界自然基金會均取得驕人成

果。本會的另一重要成果就是建立一總辦事處(One Office)。這次喬遷將本會

的保育、教育和籌款部門帶到同一屋簷下,無疑能加強我們的內部溝通和

團隊合作,產生更大的協同效應,讓我們再闖高峰。

毋庸置疑的是,我們的保育成就全賴贊助商的慷慨捐助、公眾支持者的鼓

作為全球具有領導地位的保育組織之一,世界自然基金會憑藉熱

誠與科學知識,矢志保存香港珍貴而脆弱的自然環境。

這項任務需要在多個層面上努力不懈。環境議題往往不是非黑即

白的問題,無法輕易尋得明確的解決方案。保護環境亦不應單單

推動亞洲區內改變Advocating for Change Across Asia

保育工作絕不止於科學研究和撰寫報告。世界自然基金會的獨特角

色,讓我們在面對不同的保育議題時,運用專業的科學知識訂定討論

框架,並以本會的研究結果作為倡議的具體證據,進一步與政府就政

策進行磋商,或動員公眾參與請願行動。我們期盼藉這套完善方針達

致一簡單目標:把香港引領到可持續發展路向,建立人類與自然和諧

共處的未來。

Conservation work involves much more than scientific research and report writing. When we encounter conservation issues, WWF’s unique position allows us to use our scientific expertise to first create a discussion framework, and then use our findings as concrete evidence for our advocacy work, which takes shape as high-level policy discussions with the government or street-level petitions where we engage the public. This comprehensive approach has one simple goal: we want to put Hong Kong on a sustainable path, one where humans can live in harmony with nature.

In early 2011, Airport Authority Hong Kong (AAHK) announced they were holding a public consultation on expanding Hong Kong’s airport by reclaiming land to build a third runway.

The proposed third runway is a mega-project which will involve HK$1.3 billion in public spending and a 650-hectare reclamation in an ecologically sensitive area. Yet the consultation process so far has been piecemeal and biased towards the potential economic benefits, while the social and environmental costs have been downplayed. The project, if it were to go ahead, would be the second-largest reclamation project ever in Hong Kong. The project area includes sensitive marine habitats with high ecological value, and also lies within the habitat of Hong Kong’s declining Chinese white dolphin population. The waters of this area have already been subjected to the cumulative impacts of years of development, and AAHK has made no mention of the possible costs that would result from additional carbon emissions and loss of fisheries.

Under these circumstances, it is not possible to ask the public to make an informed decision on whether the project should go ahead. WWF reacted to the issue on a number of levels. We urged AAHK to extend the consultation period. We also requested that AAHK perform a Social Return on Investment (SROI) study, a scientifically-sound process which puts a monetary value on the social and environmental costs of a project which can then be compared to

益,忽略工程帶來的社會及環境成本,誤

導公眾視線。有關工程一旦獲得通過,將

何取得平衡。是次研討會十分成功,突

顯公眾諮詢的錯漏和不足,更讓大家意

識到保存海洋環境的迫切性。

本會亦發起請願行動,收集到逾7,500名

市民的簽名,要求機管局擱置公眾諮詢,

以及向公眾全面披露此工程的真實成本。

其後一項民意調查顯示,逾七成受訪者認

為政府需考慮第三條跑道帶來的環境和社

會成本。這與機管局公布指有73%香港市

民支持興建第三條跑道的公眾諮詢結果明

顯背道而馳。本會亦與其他具領導地位的

環保團體合作,成功令立法會環境事務委

員會通過一項支持以社會投資回報進行評

估的無約束力動議,要求機管局為第三條

跑道工程進行策略性環評及碳審計。

經過一年的努力,事件終於取得進展:環

境保護署最近發表的環境影響評估研究概

要,指「第三條跑道的影響評估需考慮項

目帶來的環境成本」。此外,機管局宣佈

參與「機場碳排放認可」計劃,並以達到

「優化」級別為目標。計劃將按級別要求

評估機場營運與飛機降落及起飛周期(在

the perceived economic gains, thus giving a more balanced picture.

The concept of SROI is relatively new in Hong Kong. To inform the public of the importance of accounting for social and environmental costs, WWF organized the Third Runway Stakeholder Engagement Forum and Workshops in August 2011. This forum brought together stakeholders from the government, legislators, AAHK, academics, the public and environmental NGOs for a fair, balanced and stimulating discussion on how best to balance development with conservation. The forum was a high-profile success that drew attention to the flaws in the consultation process and the pressing need to preserve our marine environment.

WWF also launched a public petition, collecting over 7,500 signatures calling for AAHK to stop the consultation process until the full costs of the project could be presented to the public. A subsequent public opinion survey revealed that over 70 percent of respondents thought it was important for the government to take environmental and social costs into account when considering a third runway option. The findings were in contrast to AAHK’s summary of its consultation findings, which stated that 73 percent of the Hong Kong public supported a third runway. WWF, along with other leading

environmental groups, also successfully lobbied the LegCo Environmental Affairs Panel to pass a non-binding motion supporting SROI, a strategic environmental assessment and a carbon audit for the third runway project.

After over a year of effort, some progress has been made: a recent EIA study brief issued by the Environmental Protection Department stated that “the assessment of the impact of the third runway should also include the environmental costs of the project”. AAHK also announced that it would join the Airport Carbon Accreditation Programme and aim for Optimisation, in which emissions from the airport operation and aviation emissions from the landing and take-off cycles (under an altitude of 1,000 metres) will be audited and reduced by working with the airlines. This announcement is still inadequate, however, as it is by no means a comprehensive evaluation of the social and environmental costs of the project. It addresses neither the impacts of air and noise pollution, nor the impacts on local fisheries and the Chinese white dolphin.

Applying both scientific knowledge and commitment, WWF has brought this technical debate to the public and we will continue to work at all levels to conserve Hong Kong’s environment and develop best practices along a sustainable path.

在2011年末及2012年初,香港的特首

選舉熱不斷升溫,政治形勢亦隨之而

變化。三位特首候選人及其支持者就

一系列的議題展開激烈交鋒,但環境

議題卻不在任何一位候選人的政綱重

點之內。為了讓三位候選人就環境議

題進行一場真正且具意義的討論,本

會夥同三個本地環保團體主持香港首

個「特首候選人環保施政論壇」。

在論壇中,三位候選人發表其環保政

綱及接受公眾提問,其後三人的表現

獲逐一評分。

是次論壇十分成功。首先,我們發起

一場圍繞環保議題的公共對話,深入

探討空氣質素、氣候變化、廢物管理

和保育等問題;第二,市民有機會與

特首候選人直接對話,公開表達他們

的關注和意見。是次活動亦吸引公眾

及媒體踴躍參與。

這個論壇讓幾位特首候選人首次聚首

一堂,就單一議題同台較量。候選人

承諾會將環境議題列為政綱重點之

一,並「就各項措施訂立明確政策目

標及落實時間表」。三位特首候選人

均表示支持就大型基建項目進行社會

和環境成本評估。

Late 2011 and early 2012 saw a flurry of political activity in Hong Kong as the Chief Executive election race heated up. But while the three candidates for the post and their supporters campaigned hard on a range of issues, the environment was not a priority on any single candidate’s agenda. In order to create real and meaningful discussion on environmental issues, WWF and three other Hong Kong environmental groups hosted Hong Kong’s first-ever “Chief Executive Candidates Environmental Policy Forum”.

At the forum the three candidates presented their environmental policy platforms in detail and accepted questions from the public. Their performances were evaluated afterwards.

The forum was a success on two levels: first, a public dialogue on high-level environmental issues was initiated, including air quality, climate change, waste management and conservation; and second, the public was given a direct channel to the CE candidates, allowing them to air their concerns and opinions. The event was also a great success with the media.

This was the first time in Hong Kong’s political history that all CE candidates attended a forum dealing with a single issue. The candidates promised to put environmental issues at the top of their agendas and create “clear targets and a timetable for executing environmental policy frameworks”. All three CE candidates also expressed their support for conducting social and environmental cost assessments for large infrastructure projects.

香港於2011年通過禁止在本地水域進

行拖網捕魚,涵蓋底層拖網及中層拖

網活動,此乃保育史上的空前勝利,

不但開創本港先河,在國際層面亦是

深具意義。本會的保育團隊今年繼續

透過「拯救海洋大行動」,延續這項

保育佳績。

於2004年推出的「拯救海洋大行動」,

旨在保護本地海洋的生物多樣性,恢

復海洋生態系統,推動本地漁業轉

型,並為那些有意轉業的漁民創造就

業機會。

政府於2011年末向立法會提交《漁業

保護(修訂)條例草案》,乃「拯救

海洋大行動」多年的努力成果之一。

條例草案旨在透過設立本地漁船登記

制度,以限制新漁船加入,從而控制

漁船數目及捕撈力量。「拯救海洋大

行動」並倡議將本港水域的10%劃為

禁捕區,讓魚類有機會在不受騷擾的

情況下繁殖。這包括將香港的四個海

岸公園劃為禁捕的海岸保護區。現時

領有許可證者,仍可在海岸公園範圍

內進行商業捕魚。

條例草案的終極目標是透過控制漁船

數目及漁具類型,以及設立漁業保護

區,恢復香港水域的漁業資源,為可

持續發展的漁業奠定穩固基礎。條例

草案在2012年5月獲立法會通過,是

對保育香港海洋環境的一大喜訊。

世界自然基金會旨在透過倡議、行動

及支持制定相關條例,禁絕本地具破

壞性的捕魚方式,提倡可持續發展漁

業,希望這能成為亞太區的榜樣。

In terms of conservation wins, 2011’s trawling ban — which will put an end to all bottom and mid-water trawling activities in Hong Kong waters — was a hard act to follow. WWF’s Conservation Team continues to sustain the momentum of this ground-breaking, globally-significant victory with the Save Our Seas (SOS) campaign.

Initiated in 2004, SOS aims to protect local marine biodiversity, restore marine ecosystems and transform Hong Kong’s fisheries by exploring the development of new careers for fishermen who are willing to give up unsustainable fishing practices and switch to non-extractive economic activities.

The introduction of the Fisheries Protection (Amendment) Bill to the Legislative Council (LegCo) in late 2011 was one result of years of advocacy work by WWF’s SOS programme. The bill proposed setting up a registration scheme for local fishing vessels, with the goal of controlling the number of vessels and maintaining an appropriate level of fishing in Hong Kong waters. The SOS programme also advocates establishing “no-take” zones, where fishing is prohibited in at least 10 percent of Hong Kong waters to allow fish stocks to recover and reproduce undisturbed. This includes making all four marine parks — where some forms of commercial fishing is currently allowed under permit — no-take zones.

The bill’s ultimate aim was to provide a solid foundation on which a sustainable fishery can be built through restricting the number of fishing vessels and type of fishing gear used while designating protection areas to help restore fisheries in Hong Kong waters. The bill was passed by LegCo in May 2012, extending the gains for Hong Kong’s marine environment.

Through advocacy, action and the support of such legislation, WWF aims to eradicate destructive fishing practices and promote the development of sustainable fisheries — both locally and by setting an example for the entire Asia-Pacific region.

雀鳥足旗繫放項目 成效彰顯bIRd flAggINg pROgRAMME A flyINg SuCCESS於2012年4月至5月,研究人員在香港以北2,000

公里的黃海渤海灣,發現兩隻繫有新型香港足

旗的灰斑 及數隻彎嘴濱鷸,再一次證實黃海

是來港的遷徙濱鳥的另一個重要補給站。世界

自然基金會的雀鳥足旗繫放項目有助我們了解涉

禽的遷徙路線,並確認這些候鳥在長途遷徙旅

程中的重要補給站。這項計劃相當成功,在過

去11年已有近2,000隻濱鳥繫上香港足旗。

In April and May 2012, two Grey plovers and several Curlew sandpipers, which were tagged in Hong Kong, were re-sighted on the shores of the Yellow Sea, approximately 2,000 km north of Hong Kong. These re-sightings reaffirm the importance of the Yellow Sea as a staging site for Hong Kong’s migratory shorebirds. WWF’s bird flagging programme has been invaluable in helping us understand

the migratory routes of waders and identify the important refuelling sites of these long-distance migrants. The programme has been highly successful, with nearly 2,000 birds flagged over 11 years.

the planning application of small village houses to the Environmental Impact Assessments of development projects and planning studies of wider areas, so as to better address their potential impacts on the natural environment.

米埔自然保護區黑臉琵鷺數目上升MORE SpOONbIllS IN MAI pO NATuRE RESERVE 黑臉琵鷺被《世界自然保護聯盟紅色名錄》列

為瀕危物種,全球只有約2,000隻,而每年在

港越冬的黑臉琵鷺佔全球總數兩成。自2006

年起,棲息米埔自然保護區的黑臉琵鷺持續

減少,主要是其喜歡的開闊水域生境有植物

蔓生所致。有見及此,本會於兩年前在保護

區內展開大型濕地修復工程。修復工作成效

立見,工程完結後,黑臉琵鷺開始使用新近修

復的地帶。在2012年1月14日,保護區內共錄

得322隻黑臉琵鷺,是自2007年以來的第二高

紀錄。

米埔自然保護區黑臉琵鷺數目上升More Black-faced spoonfills in Mai Po Nature Reserve

With a global population of only 2,000 individuals, of which 20 percent winter in Hong Kong, the Black-faced spoonbill is officially classified as a “Globally Endangered” species on the IUCN Red List. At Mai Po Nature Reserve, the number of roosting spoonbills has gradually decreased since 2006, mainly due to overgrowth in their preferred open water habitat. To address this problem, two years ago, WWF began a major wetland habitat restoration project at the reserve. Upon completion of the work, spoonbills immediately began using the newly-restored areas, and on 14 January 2012 the total number of spoonbills inside the reserve reached 332; the second-highest count since 2007.

生態調查,研究員發現橫跨約200公里的海豚

種群分佈區,由香港西邊海域一直伸延到廣東

漠陽江口海陵島附近。

整個珠江口的中華白海豚種群生態正被不斷增

加的人為破壞所影響,包括沿海發展引致的棲

息地喪失及頻繁的海上交通。本會相信,訂立

一個涵蓋整個珠江口海域的中華白海豚保育管

理計劃,積極爭取設立更多海洋自然保護區,

才可以全面保護中華白海豚。政府在2011年首

次發現中華白海豚數量有所下降,加上缺乏珠

江口中華白海豚的最新資料,反映制定跨境中

華白海豚保育管理計劃的迫切性。

After an 11-month survey of the Chinese white dolphin in the western Pearl River Estuary, researchers discovered that the

population spans approximately 200 kilometres — from the western waters of Hong Kong westwards towards the Moyangjiang River, near Hailing Island, Guangdong.

Across its entire extent, the dolphins’ range coincides with escalating human impacts, such as habitat loss from coastal development and busy marine traffic. WWF believes a management plan to conserve the population should include the dolphins’ entire known range across the PRE, so as to provide them with full protection from all major threats. The plan should also support the formation of more marine protected areas with a proactive approach. In 2011, the government first found that the Chinese white dolphin population had declined. This, together with the absence of the latest data of PRE dolphin population, highlighted the urgent need to come up with a cross-boundary dolphin management plan in order to reverse the tide.

As WWF’s longest-running and most significant fundraising event, Walk for Nature explores important themes, educates the public and raises vital conservation funds. In 2011, 3,000 people walked through Mai Po Nature Reserve to learn about the close ties between wetlands and humankind, and about Mai Po’s particular importance to Hong Kong’s biodiversity. More than HK$2.8 million was raised from the event.

Hong Kong is one of the world’s largest trading hubs for shark products, and there is an on-going, urgent need to address this unsustainable practice. After years of education and advocacy campaigns, opposition to the consumption of shark fin products has gained real traction across Hong Kong.

This momentum comes at a much-needed time, as tens of millions of sharks are harvested every year, leading to an increasing number of shark species around the world becoming threatened with extinction.

Over the years, WWF has performed a great deal of work both behind the scenes and in public to draw attention to the unsustainable consumption of shark products. This year, success continued for our “Alternative Shark-free Menu” (ASM) programme, launched in 2010, with an increasing number of catering and hospitality organizations offering delicious alternatives to traditional wedding and celebration banquets. As of June 2012, over 90 hotels and restaurants had joined the ASM programme, and in November 2011, a renowned hotel chain, which has nine outlets around the globe, stopped serving shark fin. This will be instrumental in influencing more hotels to follow suit.

WWF also launched the “No Shark Fin Individual Pledge” in April 2012, bringing passionate individuals together to demonstrate their support for shark conservation. The “No Shark Fin Corporate Pledge”, first launched in 2007, has since expanded to the financial sector, allowing financial services companies to also show their commitment to avoid consuming, selling, trading or promoting shark fin. As of June 2012, WWF had successfully recruited 136 corporations and organizations to this pledge programme.

Achieving the milestone of obtaining significant commitment from the public and the corporate world has meant that the decision to opt for shark-free banquets and a shark-free life is now becoming commonplace throughout Hong Kong society. The tide is definitely turning.

香港是全球最大的鯊魚產品消費者之一,

我們必須正視這個不符合可持續發展原則

的行為。經過多年的教育和倡議,社會反

對食用魚翅的呼聲越來越強烈。

這股保育新浪潮可謂應時而起。每年有數

以千萬計的鯊魚被捕殺,令全球越來越多

鯊魚品種面臨絕種危機。

多年來,本會積極提升公眾對不可持續消

耗鯊魚產品的意識,無論在公眾面前,或

在他們背後,都全力以赴。本會於2010年

推出「無翅宴會菜單選擇計劃」,承接以

往的成功,今年有更多膳食供應商與餐飲

機構提供美味的環保海鮮,取代傳統婚宴

及節慶宴會的菜單;至2012年6月,已有

超過90家酒店和餐廳參與「無翅宴會菜單

選擇計劃」。於2011年11月,一個於全球

共經營9家酒店的國際連鎖酒店品牌宣佈

停售魚翅,此舉將能吸引更多酒店效法。

本會並於2012年4月推出「向魚翅說不」

個人承諾計劃,號召一眾有心人士,共同

表達他們對保育鯊魚的決心。在2007年推

出的「向魚翅說不」企業承諾計劃亦已推

廣至金融企業,參與的金融公司承諾不會

在其公司活動中食用、買賣或推廣魚翅。

截至2012年6月,已有136家企業和組織承

諾參與計劃。

上述行動得到公眾和企業的大力支持,正

好反映香港社會日趨接受無翅宴會與無翅

生活。這股保育浪潮實在銳不可擋。

2012年是本會第四年於香港舉辦「地球一

小時」,我們繼續動員社會各界參與這項

全球最大型的集體環保行動。除了呼籲市

民、企業和政府將非必要的燈關掉一小時

外,我們更鼓勵大家延續行動精神,定下

個人節能目標,實踐可持續的生活模式。

2012年3月31日晚上八時半,全港有超過

280萬名市民與3,300間公司、組織及大廈

響應是次全球熄燈活動,當中包括340間

學校、全港所有大學、立法會和特首辦公

室。

由市場調查公司TNS進行的調查顯示,

「地球一小時」有助公眾了解實踐可持續

發展生活模式之重要性。所有「地球一小

時2012」活動參加者均承諾今後會採取實

際行動,支持可持續發展生活模式;三分

之二的受訪者認為「地球一小時」促使他

們定下個人節能目標 。

香港的用電量在「地球一小時2012」期間

(晚上八時半至九時半)下降4.27%,相

等於減少146噸碳排放,即6,348棵樹需要

一年時間吸收的二氧化碳排放量。

本會期望「地球一小時」能啟發市民保育

的決心,成為實踐可持續生活模式之原動

力。

Two thousand and twelve marked the fourth year that WWF organized Earth Hour in Hong Kong. We continued our engagement with all sectors of Hong Kong society and expanded our role in the world’s biggest environmental action. In addition to requesting that individuals, companies and the government turn off non-essential lights for one hour, we also asked that they “go beyond the hour” and set their own energy saving targets, showing their commitment to sustainable living.

At 8.30pm on 31 March 2012, over 2.8 million individuals and 3,300 companies, organizations and buildings across Hong Kong — including 340 schools, all universities, the Legislative Council and the Chief Executive’s office — all participated in this global event by switching off their lights for one hour.

According to a survey conducted by TNS, a market research company, Earth Hour helped raise the level of public understanding about the importance of sustainable living. All Earth Hour participants pledged to take future action and live a more sustainable lifestyle, while two-thirds of respondents said Earth Hour influenced them to set a personal energy saving target.

During Earth Hour 2012, electricity consumption in Hong Kong dropped by 4.27 percent between 8.30pm and 9.30pm. This drop is equivalent to preventing the release of 146 tonnes of carbon dioxide, which would have taken 6,348 trees one year to absorb.

It is WWF’s hope that this “magic hour” will plant a seed in everyone’s heart — a seed which will grow into a sustainable lifestyle.

海鮮選擇大行動SeaFOOd ChOICe INITIaTIve本會今年在推廣可持續海鮮方面成效顯著,環

保海鮮亦日漸受到港人歡迎。在餐飲業界,至

2012年6月已有35家本地食肆,包括酒店、會

所、餐廳和展覽中心,開始提供根據本會《海

鮮選擇指引》設計「環保海鮮菜單」。香港海

鮮業聯合總會(該商會覆蓋香港活海鮮販商約

90%)更與本會簽署一份重要聲明,表明他們

對可持續發展漁業的支持,致力改善珊瑚大三

角食用珊瑚魚之貿易作業模式。

WWF’s work to promote sustainable seafood made a big splash this year, as the popularity of sustainable seafood in Hong Kong began to take off. On the catering side, as of June 2012, 35 different outlets across the city – including hotels, clubhouses, restaurants and exhibition centres – now provide Ocean Friendly Menus, which follow WWF’s popular Seafood Guide. WWF also signed a landmark agreement with the Hong Kong Chamber of Seafood Merchants – representing 90 percent of

live seafood traders in Hong Kong – which will help improve the sustainability of the live reef food fish trade and fisheries in the globally vital Coral Triangle.

An electronic companion to our Seafood Guide, the app includes more than 60 of the most popular seafood species in Hong Kong, most of which can be found in local wet markets, supermarkets and restaurants. There are photographs of each species and information on its origin and source (for example wild-caught or farmed), to help users make important decisions about purchasing sustainable seafood.

During the week, nine restaurants in Hong Kong’s trendy SoHo district offered different Ocean Friendly Menus with seafood chosen from our Seafood Guide.

WWF partnered with City University of Hong Kong to launch the first-ever “Hong Kong Energy Index”, which aimed to track changes in attitudes towards energy consumption in different sectors of society over the past 18 years. The Index revealed a surprising trend: on average, Hong Kong is using more energy to do the same tasks than 18 years ago, despite the fact that energy saving devices are widely used. This trend brings into stark relief Hong Kong’s extravagant attitude towards energy use. It was found that the commercial sector was the worst-performing sector, with shopping malls having particularly high levels of wasteful electricity consumption. The findings show the urgent need to adopt Demand Side Management of electricity in the city.

WWF launched a carbon calculator app available for the iPhone and Android platforms, which uses measurements that closely match the lifestyles of Hong Kong residents. The app provides users with a handy tool that quickly and easily measures the carbon emissions generated by daily activities and offers ways to reduce these figures. This carbon calculator is part of WWF’s Climateers Initiative – the largest climate-related public engagement platform in Hong Kong with a membership of over 20,000 pioneers who care deeply about climate change.

低碳製造計劃(lCMP)不斷擴展lCMP eFFORTS CONTINue低碳製造計劃(LCMP)在珠三角地區不斷

發展,更擴展至長江三角洲一帶。時至今日,

共有56間製造商、合共超過8萬名員工參加這

項計劃。今年15間製造商獲得「低碳製造計

劃」標籤認證,表揚他們於減少碳排放的顯

著成績。他們的碳排放強度平均每年減少達

16% 。

WWF’s Low-carbon Manufacturing Programme continued to grow in the Pearl River Delta and expanded to the Yangtze River Delta region, with 56 factories employing over 80,000 people now in the programme. This year, 15 manufacturers were accredited with labels rewarding them for significantly reducing their carbon emissions. Their average annual reduction was 16 percent.

WWF’s Low-carbon Office Operation Programme extended its gains, with 112 companies employing over 15,000 staff now participating in the programme.

LOOP held its annual award ceremony, presenting 43 companies with awards for outstanding carbon reduction. Overall, participants in this increasingly popular programme decreased their carbon emissions per staff member by a commendable 5.19 percent, via the adoption of managerial and technological low-carbon best practices.

WWF released a “Tuna DNA Study”, highlighting a legal loophole in the trade of endangered Atlantic Bluefin tuna in Hong Kong. Jointly conducted with the WWF-Mediterranean Programme Office, the study found that of 22 tuna samples collected in Hong Kong restaurants and retailers, 12 samples were proven to be from the Atlantic Bluefin tuna, which is one of the most endangered tuna species. This reinforces the theory that consumption of Bluefin tuna in Hong Kong could push this endangered species closer to extinction, and underlines the need for the public to stop consuming Bluefin tuna.

For years, WWF’s education programmes have been well known and respected in Hong Kong and throughout the region. The education team intends to enrich these programmes and enlarge their scale by bringing Education for Sustainable Development (ESD) to local and regional communities across Hong Kong, South China and Asia, and by helping everyone actively engage with the environment and make environmentally responsible decisions.

From a humble beginning in 1986, promoting environmentally-themed education in “the open air classroom” to just a few students, WWF’s Education Team has grown exponentially. We now deliver Education for Sustainable Development (ESD) to thousands of people across multiple platforms via our three education centres: Island House, Mai Po Nature Reserve and Hoi Ha Marine Life Centre. Last year alone 21,500 students visited WWF centres, and the outreach school programmes reached nearly 30,000 students.

The success of our education programmes has attracted interest from across the region. Now, the team is looking to employ multiplier training at both the local and regional levels in order to share our best practice experiences on how to be a centre of excellence.

During the early 1990s, WWF began offering training courses to people studying wetland conservation management from across the Asia Pacific. Twenty years later, we provide numerous training programmes, mainly wetland-based, to staff from our regional partners and educators from around the region, including mainland China, Taiwan, Korea, Vietnam and Thailand. Visitors learn about how WWF facilitates various education programmes, and study our education strategy.

grOOmINg SOCIETy’S ChANgE AgENTSThe ultimate aim is to widen the scope and scale of the programmes to show that conservation is not just part of the scientific domain. By bringing the conservation message to schools, tertiary institutions, companies, government departments and many other stakeholder groups both locally and regionally through our centre-based and outreach programmes, WWF aims to foster a caring spirit throughout society.

Becoming a centre of excellence means more than just delivering programmes on a larger scale. It is the natural evolution of our philosophy, and the “canopy of the WWF education tree”, which will enable WWF to engage with individuals, communities, NGOs, corporations and governments across the region. Most importantly, it aims to make the next generation agents of change for the environment, enabling them to find solutions to build a sustainable future.

外課室」向學生提供環境教育。本會的教

育團隊迅速發展,時至今日,本會透過元

洲仔、米埔自然保護區及海下灣海洋生物

中心三個教育中心,為數以千計市民提供

可持續發展教育。去年共有21,500名學生

到訪本會的教育中心,外展教育項目更接

觸近30,000名學生。

這些教育項目成績顯著,吸引區內的人士

關注。本會的團隊現正積極在本地及區內

增加培訓項目,藉此分享本會作為卓越中

在1990年代初,本會開始在亞太區為修

讀濕地保育管理的人員提供培訓課程。二

十年後,我們所舉辦的濕地培訓項目多不

勝數,令區內(包括中國內地、台灣、韓

國、越南和泰國)夥伴同事和教育者均能

受惠。參加者不但能了解本會如何推動不

同的教育項目,更可以認識我們的教育策

略。

專上院校、公司、政府部門及其他持分者

傳遞保育訊息,藉此促進社會對環境的關

員區內的市民、社區、非政府組織、企業

海洋教育工作mArINE EDUCATION WOrk世界自然基金會的教育項目主要在米埔教育中

心舉行,內容圍繞濕地與相關物種。現在海下

灣海洋生物中心亦有舉辦不少與海洋環境相關

的教育項目。

我們亦在華南地區進行有關海洋議題的外展項

目。於2012年初,我們在廣州12間小學推行

「歐珀萊中華白海豚可持續發展教育項目」,

推廣保育這種珍貴可愛的哺乳類動物之重要

性。在教育人員的指導下,來自12間夥伴學校

的教師成功在校內推行相關教育項目,逾7,700

名學童透過一系列的工作坊及活動受惠,分享

保育中華白海豚的決心和提議。

While a significant portion of WWF’s education programmes are delivered from our Mai Po Education Centre, and are concerned with wetlands and associated species, a number now take place at our Hoi Ha Marine Life Centre, aiming to specifically address marine environmental issues.

We are also conducting outreach programmes in Southern China to create momentum on marine issues. Early in 2012, we brought the “Aupres Chinese White Dolphin Education for Sustainable Development Programme” to 12 primary schools in Guangzhou to promote the importance of conserving this regionally significant and beloved mammal. Under the mentorship of our education officers, teachers from these 12 partner schools successfully organized their school-based programmes, which reached over 7,7o0 students in workshops and activities, and shared their love and ideas in conserving this precious creature.

低碳達人lOW CArBON gUrUS本會於2011年5月推出專為高中生而設的「低

碳達人」指導課程,旨在培育他們成為社區內

推動和倡議可持續發展的改革者。

來自24間中學、超過110名「達人」先後參加

了體驗營及不同主題的實地考察和集體研討

會,探討如何利用具創意的方法,在學校及社

區實踐可持續發展的生活模式。作為改革推動

者,每位達人均設立一個「達人日誌」,設計

以學校或社區為本的計劃,藉此向校內同學、

家人和鄰近社區進一步推廣低碳及可持續發展

的生活模式。受感染的持分者將仿效及支持這

些達人,共同踏上可持續發展的旅程。

The Low Carbon Guru programme was a mentoring course initiated in May 2011 for senior secondary school students, focusing on creating sustainability change agents and multipliers in the community.

Over 110 “gurus” from 24 secondary schools attended a training camp, complete with field studies with various themes and brainstorming sessions to develop innovative sustainable lifestyle initiatives in schools and communities. Acting as change agents, the gurus set up a “Guru Journal” which included different school- or community-based projects to further promote low carbon and sustainable living to their schoolmates, families and neighbouring communities. These impacted stakeholders followed and supported the gurus in their journey to sustainability.

魚的重要性。是次計劃非常成功,共收到

1,900份來自180間初小及高小學校的作品。

WWF’s “Marine Guardian: Save the Sharks Through Arts” programme encouraged primary students to illustrate the importance of shark conservation by making works of art. The programme was a rousing success, attracting 1,900 entries from 180 junior and higher primary schools.

「氣候變化」教師專業 發展計劃ClImATE ChANgE TEAChEr PrOfESSIONAl DEvElOPmENT PrOgrAmmE 「氣候變化」教師專業發展計劃是首個由

保育機構、香港政府和商界共同合辦的全

The Climate Change Teacher Professional Development Programme, the first comprehensive training programme involving co-organization between a conservation organization, the Hong Kong government and the business sector, drew to a close with an awards presentation ceremony acknowledging the 52 secondary schools and some 210 teachers that successfully completed the year-long programme designed to deliver climate change-themed education.

As part of the HSBC/WWF Haifeng Wetlands Project, an education centre was established in the Haifeng Bird Provincial Nature Reserve in Guangdong. The centre is well equipped with interactive education facilities and props, as well as indoor and outdoor activity areas for students to experience authentic wetland education activities.

本財政年度的總收入稍微增加至6,750萬港元。個人及公司捐款

繼續成為本會的主要收入來源,分別佔總收入45%及28.1%。

本會的個人捐款總額為3,000萬港元,較去年增加15%。其中個

人會員捐款佔總額80%,金額為2,400萬港元;一般捐款金額則

佔20%,金額為600萬港元。

公司捐款總額為1,900萬港元,為本會的第二大收入來源。公

司捐款的64%為無限制用途捐款,當中港幣880萬港元來自公

司會員。

餘下的36%為有限制用途的捐款,用作特定保育及教育項目的

Total income increased slightly to HK$67.5 million this year. Both individual and corporate donations continued to be our major sources of income, contributing 45 percent and 28.1 percent of total income, respectively.

Our total individual donations were HK$30 million, having grown by 15 percent. Individual membership contributed 80 percent of this total (HK$24 million) while other general donations contributed the remaining 20 percent (HK$6 million).

The second largest revenue component was corporate donations, totalling HK$19 million, of which 64 percent were unrestricted donations. Within the unrestricted donations, HK$8.8 million came from our corporate members.

The remaining 36 percent was given in the form of restricted donations for particular conservation and education programmes, such as HSBC/WWF South China Wetlands Project, technical support on the Chinese white dolphin project and the footprint education programmes.

Our annual major fundraising event Walk for Nature continued to be a success this year. The event contributes significant unrestricted funds from both individuals and corporations.

We continued to receive significant donations from several trusts and foundations, including Swire Group Charitable Trust.

Total spending for the year was HK$70 million. Our investment in conservation continued to focus on developing and expanding our climate programmes and on successfully delivering our wetlands programmes. The success of the Earth Hour campaign in Hong Kong showed strong support in the fight against climate change. Meanwhile, membership management expenditure, our next major investment, is an essential component for extending our message to supporters: an informed supporter is an avid conservationist. With our goal of educating the next generation, we continued our investment in community education. As in previous years, a portion of our donated income was contributed to WWF network to achieve WWF global objectives.

疲弱的外圍環境令香港經濟發展緩慢。雖然如此,本

會的總收入繼續錄得增長,較去年增加1.7%。主要收

入來自個人會員捐款,金額為2,400萬港元。隨著競爭

加劇,今年個人會員捐款的增幅放緩。公司界別的捐

款為本會的另一傳統收入來源,繼續為本會帶來穩健

的收入。

本會的總支出增加約7%,增加的保育項目支出主要

The external environment in Hong Kong stagnated in this period. Nevertheless, our revenues continued to grow by 1.7 percent over 2011. The biggest contribution came from individual membership donations amounting to HK$24 million. Growth slowed down compared to previous years in the face of ever-increasing competition. Another traditional revenue stream from corporate membership continued to provide a steady source of income.

Total expenditure increased by approximately 7 percent. The increased conservation programmes expenditure was mainly related to climate change programmes such as LOOP for commercial offices, LCMP for Pearl River Delta factories and the Climate Change Teacher Professional Development Programme.

The result for 2012 was less than satisfactory with an operating deficit of HK$2.5 million. Remedial actions have been implemented with the aim of narrowing the focus of our conservation programmes and instituting steps to improve efficiency and productivity. With our strong team of experts, we have confidence that we can continue to be a leading environmental organization in Hong Kong and the wider region.

機構管治Corporate GovernanCe

As a leading non-profit conservation organization, WWF-Hong Kong commands a high degree of public trust by virtue of the three pillars of our corporate governance — professionalism, integrity and transparency.

Holding up the professionalism pillar is WWF-Hong Kong’s governing body, the Executive Council. Its members, professionals from conservation, scientific and business fields, are strongly committed to nature conservation. They serve on a voluntary basis, providing advice from their professional perspectives, approving strategic direction, conservation programmes and annual budget, and monitoring the operations of WWF-Hong Kong.

Members of the Executive Council must be trustee members of WWF-Hong Kong and are elected by trustee members at the Annual General Meeting. Council members are appointed on three-year terms and are eligible for re-election. A number of sub-committees composed of experts enhance the breadth and depth of the Executive Council’s work. Each sub-committee provides professional advice on relevant issues in the areas of conservation, development, education, finance and the management of Mai Po.

With regard to transparency, WWF-Hong Kong understands that voluntary disclosure is essential in establishing public confidence. To ensure that our financial resources are spent appropriately, we are committed to providing clear and accurate financial information for public scrutiny. Our financial accounts, prepared in accordance with the Hong Kong Financial Reporting Standards, are independently audited by BDO Limited and published yearly in our annual report.

作為具領導地位的非牟利環保組織,世界自然基金會香

港分會透過機構管治的三大支柱—專業、誠信和透明

本會的專業支柱乃專責管治本會的董事委員會。委員會

成員分別來自保育界、科學界和商界,全部均為對自然

董事委員會的成員必須為世界自然基金會香港分會的理

反欺詐政策Fraud and Corruption poliCy

At one point or another, every organization has to face the issues of fraud and corruption. WWF-Hong Kong is a conservation organization which operates at high levels within the public, educational, political and corporate spheres of society. It is the duty of WWF-Hong Kong to protect the organization, its sponsors and its stakeholders from fraud and corruption.

The consequences of fraud could be devastating; ranging from financial losses, to the disruption of conservation activities and the withdrawal of donor funding, with an ultimate consequence: the long term loss of donor or partner confidence in the organization.

In response to such potential risks, 2012 saw the development of WWF-Hong Kong’s “Prevention of Fraud and Corruption” policy, at the root of which lies a zero-tolerance approach to fraud and corruption.

With mandatory training for all staff, the policy aims to support an ethical culture across the organization, to protect and enhance the WWF brand and reputation, and to ensure that a common set of principles and approaches are put in place across all its offices.

The policy makes it mandatory for all staff to declare and report any conflicts of interest and to adhere to a specific “gift handling” procedure to guarantee that all gifts offered to staff are disposed of in a straightforward, honest and transparent way. Members of the Executive Council are also required to declare their respective interests.

Each member of staff is required to sign a document confirming that he or she understands, and is willing to adhere to such policy. WWF-Hong Kong aims to make sure that all individuals it employs do not have the opportunity or ability to rationalize fraudulent or corrupt action.

Through such policy, WWF-Hong Kong intends to ensure strict adherence to its Code of Ethics and ensure that its behaviour towards WWF-Hong Kong’s staff, the public, the government, the media, WWF-Hong Kong’s corporate partners, WWF-Hong Kong’s suppliers and the institution itself is professional, transparent and fair.

每個組織均面對欺詐與貪污問題。世界自然基金會乃

全球具領導地位的環保組織之一,作為其香港分會,

我們積極接觸普羅大眾,同時活躍於社會的教育界、

政界和商界,因此,本會有責任保護組織、贊助公司

和持分者免受欺詐及貪污的影響。

欺詐行為可對本會造成嚴重破壞,包括金錢損失保育

活動被逼中斷和贊助公司撤回經費,以至最嚴重的後

果:導致捐助者流失或合作夥伴對本會失去信心。

針對這些潛在風險,本會於2012年發展「防止欺詐及

貪污」政策,欺詐及行賄的行為採取「零容忍」的態

度。

環保舉措Green initiatives

When it comes to Green Office practices and green initiatives, the public has high expectations of a conservation organization. WWF-Hong Kong is at the forefront of developing and implementing green practices, and setting an example for other companies and NGOs in Hong Kong and across the Asia Pacific.

Lately, the main focus of WWF’s initiatives has been on reducing our carbon footprint. Since 2011, our offices have progressively been implementing our pioneering Low-carbon Office Operation Programme (LOOP), which cuts greenhouse gas emissions through a rigorous carbon accounting process and corresponding reduction measures. LOOP holistically looks at how an office operates and helps management formulate an effective emissions reduction strategy.

In 2011, our Central office went through LOOP’s third-party verification exercise, which benchmarked its carbon footprint performance with other offices in the LOOP programme. The result was a “Silver Label”: good, but with room for improvement. In 2012, the Central office, Island House Conservation Centre and Hoi Ha Marine Life Centre each went through this verification process. The Central office improved its performance and was awarded a Gold Label, whilst Island House and Hoi Ha Wan education centre were awarded the Silver Label.

Other green initiatives allow WWF to lead by example in various areas. Facilities at our three education centres, particularly the older Mai Po and Island House centres, are gradually being upgraded, focusing on ecology, the use of water, the disposal of waste and the buildings’ carbon footprint. Central office has made a commitment to cut its electricity use by one percent per year from FY13 to FY15.

Our recent “One Office” consolidation adopted a Zero Landfill and strict re-use policy. It was carried out according to best green office practices. Our new office is now utilizing the most energy-efficient electric and electronic devices on the market.

At WWF, we take green initiatives seriously and aim to constantly improve our practices to create a sustainable future for everyone.

當論及綠色辦公室的實踐與環保措施,公眾對環保組織

的期望表現殷切。世界自然基金會香港分會身體力行,

於香港及亞太區內為其他公司與非政府組織樹立榜樣。

本會其中一項內部環保舉措是減低我們的碳足印。自

2011年起,本會辦事處室陸續參與低碳辦公室計劃

(LOOP),透過嚴格的碳審計過程和相關的減碳措施,

致力減低溫室氣體排放。LOOP全面檢視辦公室的營運,

協助管理層制定有效的減排策略。

於2011年,本會位於中環的辦公室進行LOOP的第三方驗

證,將其碳足印的表現與其他參於計劃的辦公室進行基

準評估。中環辦公室取得銀標籤認證,即表現良好,但

仍有改善的空間。在2012年,中環、元洲仔自然環境保

護研究中心與海下灣海洋生物中心均進行認證程序。中

環辦公室較去年更進一步,獲頒金標籤,而元洲仔及海

下灣教育中心則取得銀標籤。

本會的三個教育中心,尤其是歷史較久的米埔和元洲仔中

心,設施逐步翻新,主要針對改善生態、水源利用、廢物

處理和建築物的碳足印等問題。中環辦公室已訂定目標,

於2013至2015年的財政年度,將用電量逐年減少1%。

本會成立一總辦事處(One Office)時遵行「零堆填政

策」,所有傢俬均被循環再用,是環保辦公室的最佳實

踐。本會亦會使用市面上最具能源效益的電器和電子儀

器。

世界自然基金會嚴格實施環保舉措,積極完善本會的環

在2012年,世界自然基金會出現一個特別的員工管理情況:本會

兩位行政總裁的任期部分重疊,龐毅理先生退任,顧志翔先生於

四月正式接替職位。我們的保育部增設了本地生物多樣性及華南

濕地高級項目主管一職,此舉將有助促進承接計劃,並進一步鞏

固兩個項目的領導。

In 2012 we had a special staff situation arise: WWF had two CEOs, as their tenures overlapped. Mr Eric Bohm retired and Mr Adam Koo officially assumed the role in April. Our Conservation Depart-ment grew by one as we added a Senior Head, Local Biodiversity and Regional Wetlands. This allows for succession planning and creates stronger leadership for the two programmes.

本會透過元洲仔、米埔自然保護區及海下灣海洋生物中心三個教育中心,為市民提供可持續發展教育。去年共有超過51,000名學生到訪本會的教育中心和參與外展教育項目WWF delivers Education for Sustainable Development to the public via our three Education Centres: Island House, Mai Po Nature Reserve and Hoi Ha Marine Life Centre. Last year over 51,000 students visited WWF centres and joined the outreach school programmes

世界自然基金會發起請願行動,收集到逾7,500名市民的簽名,要求機管局擱置興建第三條跑道的公眾諮詢,直至向公眾全面披露此工程的社會和環境成本WWF launched a public petition, collecting over 7,500 signatures calling for Airport Authority Hong Kong to stop the consultation process for the proposed third runway project until the social and environmental costs of the project could be presented to the public
