TERMS OF REFERENCE
The study has been conducted under the following terms of references:
a) To review of staff vis-à-vis workload of Electrical Power of Danapur
Division with a view to identify the surplus manpower in this section.
b) To assess the effective utilization of staff working in Electric Power at
Danapur Division.
c) To suggest for optimization of wages of Electric Power staff working at
Danapur Division.
METHODOLOGY ADOPTED
The team applied the following work study techniques for
conducting the study.
1- Data collection and its analysis to assess the factual status & existing
work load.
2- Spot observations and physical checks to assess the performance of
Electric Power staff of Danapur Division.
3- Discussion with Sr. DEE/G/DNR
4- Discussion with DEE.(G)/DNR
5- Discussion with DEE.(G)/RNCC
6- Discussion with CTA/DNR , Sr.SE/Elect./G/P/DNR, Sr.SE/Elect./ G/
P/ PNBE, and Sr.SE/Elect.G/P/JAJ, Sr.SE/Elect./G/P/RJD , Sr.SE/Elect./
G/ P/BXR , Sr.SE/Elect./G/P/Kiul, Sr.SE/Elect./G/P/JHD.
7- Discussions at various levels of staff to arrive at fruitful result.
SYNOPSIS
Indian Railway is one of the biggest transportation organizations
among all other transport organizations in the country. In fact, Railway is
backbone of the country’s transport systems. In the recent time, Railway
is facing tremendous competition from road and air. In the time of
competition transport system should not only the agile, prompt and
amenable but also financially viable. In order to bring economy in
expenditure the optimum utilization of man, machine and material will
have to be ensured.
In Railways, the process of absorption of modernization has
been started and still in progress in every sphere of the system. As a
result of which certain activities have become fully redundant/ obsolete
from existing system. These technological up gradations have shown the
considerable improvement in the efficiency and manpower productivity
in Railways.
Keeping in view, all these constraints, Work Study Cell is
assigned to conduct work study of Electrical Power of Danapur Division
with a view to assess the staff requirement as per the existing workload.
Electrical department also plays a vital role in Indian Railways and leads
in performance of any Zonal Railway. At present 364 staff is on roll
against a sanctioned of 422 in Electric power of Danapur Division.
To arrive at the actual requirement of staff, the team held discussions
at various levels and kept practicability in view.
Chapter-I
Introduction
1.1 Danapur Division is a major division of E.C.Rly. It is electrified and non
electrified Division. It has many crew changing point where driver, asstt.
driver and Guard of mail/express, passenger and Goods trains are changed.
A Large number of staff is reside in railway quarter. The 6000(approx)
quarter and 30-40 service building and one Memu shed are situated in this
Division. Electric Power staff of DNR Division is maintain the electric light of
Railway quarter, service building and Memu shed. It is also maintain electric
point of all station and premises of Danapur Division. It also maintained
Electric substation, DG sets, Transformer, LT panel, HT panel, High mast
tower operation of pump for water supply to colony and service building,
cable jointing and to maintain electric for signalling.
1.2 Benchmarking is a continuous process of comparing different units and
identifying which one is the best in the business and then learning how this
excellence was achieved and the setting out to improve the efficiency of those
units, which were behind. If this concept is implemented it will result large
reduction in the cost and make significant contribution in improving the
efficiency of various divisions of the Railways, but Danapur Division has
not infrastructure developed than other Division of Indian railway. As per
bench marking norms of Indian Railway April 2017, staff strength of Electric
power of Danapur Division is less than the Indian railway average bench
marking norms. Work study team observed that assessment of man power
on need base is best option.
The Elewctric Power staff at Danapur divisions are being dealt by
Sr.SE/Elect. /G/P/DNR, Sr.SE/Elect./ G/ P/ PNBE, and Sr.SE/Elect.G/P/JAJ,
Sr.SE/Elect./G/P/RJD , Sr.SE/Elect./ G/ P/BXR , Sr.SE/Elect./G/P/Kiul,
Sr.SE/Elect./G/P/JHD headed by one Sr.DEE(G) and assisted by two DEE(G) .
Chapter-II
PRESENT SCENARIO:-
2.0 Summary of work load in the present scenario:-
BOS =422, MOR=364, Vacancy=58
2.1 Danapur Division is an important Division of E.C.Rly. There are one
electric MEMU shed ,6000 (approx)nos. Rly quarter .25-30 service
building , a large no of high must tower , DG sets, , HT panel , LT panel,
signalling, pump ,sub station pump house , SSE/Power office including
store and station premises area etc. Maintain the light points , power
points, fan ,AC point, transformer .relay ,and pump in above units by
electric power staff . There are different units of electric power of
Danapur Division as below :-
1. Sr. SE/Eect/ P/DNR unit:- Maintain the power house , Electric
substation, 33 kv and 11 kv -18 power Transformer and 27 nos AT
Transformer ,relay, 06 nos DG sets,24 nos prefab DG sets ,17 nos.
HT panel ,18 nos. LT panel , 157 nos.AC ,05 nos. Battery chasrger,
20 nos. water cooler, cable fault , emergency power trip, 3200
railway quarter(approx) , Divisional railway hospital, Divisional
railway manager office , 10nos.High mast tower, 03 nos. street light
, Store, and office work etc. Average 1800000 units consumed per
month. it supply power to all service building and railway colony. In
three shift and day shift work is going on
2. Sr. SE/Eect/ P/JAJ unit :- Maintain the power house , 33 KV -02
nos. &11KV -02nos Transformer, 500 KVA-01 nos. 250 KVA-02nos.
DG sets, 08 +03 (BSR, MNE, JMU) =11 sets pump, 14+02(JMU)=16
nos. High mast tower, 06 AC ,10 UPS, 08 nos. water cooler, 18 LT
panel and 14 nos HT panel , cable fault , emergency power trip,
1048 railway quarter ,Railway hospital, MEMU shed, A large
numbers of service building office , Store, and office work etc. It
supply power to all service building and railway colony. In three shift
and day shift work is going on.
3. Sr. SE/Eect/ P/BXR unit:- Maintain the power house , Electric
substation, 11 kv-04 nos. Transformer,04nos HT panel ,05
nos. LT panel, 05nos. DG sets, 16 nos. pump, 04 High mast tower,
03 nos. AC, relay, 10 nos. water cooler, 15 nos UPS, cable fault ,
emergency power trip, 452 railway quarter(approx) , 25-30 service
building , Store, and office work etc. it supply power to all service
building and railway colony. In three shift and day shift work is going
on.
4. Sr. SE/Eect/ P/ARA unit:- Maintain the power house , Electric
substation, 11 kv-04 nos. Transformer,01nos HT panel ,02
nos. LT panel, 02nos. DG sets, 03 nos. pump, 06 High mast tower,
04 nos. water cooler, 05 nos UPS, cable fault , emergency power
trip, 130 railway quarter(approx) , service building , Store, and
office work etc. it supply power to all service building and railway
colony. In three shift and day shift work is going on.
5. Sr. SE/Eect/ P/Kiul unit:- Maintain the power house , Electric
substation, 11 kv-02 nos. Transformer,01nos HT panel ,02
nos. LT panel, 06 nos.CLS panel ,14nos. DG sets, 12 nos. pump, 07
High mast tower, 04 nos. AC, relay, 08 nos. water cooler, 41 nos.
Desert cooler, cable fault , emergency power trip, 410 railway
quarter(approx) , 80-09 nos. service building , Store, and office work
etc. it supply power to all service building and railway colony. In
three shift and day shift work is going on.
6. Sr. SE/Eect/ P/RGD unit:- Maintain the power house , Electric
substation, 11 kv-02 nos. Transformer, HT & LT panel, 02nos.
DG sets, 13 nos. pump, 05 High mast tower, cable fault ,
emergency power trip, 35 nos.railway quarter, service building ,
Store, and office work etc. it supply power to all service building and
railway colony. In three shift and day shift work is going on.
7. Sr. SE/Eect/ P/PNBE unit:- To maintain electrical power work of BKP,
PNC, Fatuha and RNCC including Patna Jn.
Generally, In three shift staff working to maintain the transformer ,
relay, DG set ,LT panel , cable fault and emergency power trip
,Pump operation and maintenance and normal duty for collection of
material from other depot, store, tender, establishment and other
miscellaneous work such as wiring of quarter and service building.
It also maintain electrical power work of BKP,PNC, Fatuha and RNCC
Above stations these types of assets and electrical power
maintenance work is given below:
PNBE:- 33KV-02, 11 kv-04 nos. Transformer, 02 nos. HT & 08 nos. of
LT panel, 02 nos. DG sets, 26 nos. pump, 07 High mast tower, cable
fault, emergency power trip, signaling work nos. railway quarter,
service building, etc. Its supply to maintain electrical power work of
service building and railway colony. In three shift and day shift work
is going on.
BKP: 11 kv-02 nos. Transformer, 01 nos. HT & 02 nos. of LT panel,
05 nos. CLS Panel, 02 nos. DG sets, 02 nos. pump, 03 High mast
tower, cable fault, emergency power trip, 105 nos. railway quarter,
service building, etc. Its supply to maintain electrical power work of
service building and railway colony. In three shift and day shift work
is going on.
PNC: 11 kv-02 nos. Transformer, 01 nos. HT & 02 nos. of LT panel,
05 nos. CLS Panel, 02 nos. DG sets, 02 nos. pump, 03 High mast
tower, cable fault, emergency power trip, 105 nos. railway quarter,
service building, etc. Its supply to maintain electrical power work of
service building and railway colony. In three shift and day shift work
is going on.
CHAPTER-III
3.0.0 CRITICAL ANALYSIS, REQUIREMENT OF STAFF VIS-À-VIS WORK LOAD
AND RECOMMENDATIONS:
3.1.0 Electric Power is working under the control of Sr. DEE/G/DNR. To arrive
at a factual conclusion on requirement of staff for Electric power , the
team collected the workload of all activities. For calculation of
manpower required, the team applied on spot observations and
discussions at various levels and applied need base.
3.2.0 APPLYING BENCH MARKING NORMS:-
Since manpower is the biggest component of the expenditure of
Indian Railway, rightsizing of manpower to reduce unit costs is an
effective way to increase efficiency of Indian Railway.
Benchmarking offers us a solution for reduction and redistribution
staff and can be a very handy tool for rightsizing of Indian Railway.
Benchmarking is the continuous process of comparing different units;
identifying those who are the best, then learning how this excellence
was achieved and then setting out to improve the efficiency of those
who are behind.
Bench marking is being implemented not only on Indian Railway, but
also other than the Railways. Even for Technical staff, for those specific
yard sticks are derived, also exercising bench marking, since the yard
sticks which are framed in very olden days according to the then working
pattern. Now, in this competitive world of computer era, those yard
sticks are outdated. Therefore, bench marking is being observed every
where.
Calculation of electric power staff as per Indian railway bench marking
on April 2017 is given below :- Current IR average 0.15 Men per ‘000’
units and Firozpur Division of NR is at 0.01 Men per ‘000’ units. Total
average units consumption per month= 2912912 units.
Requirement of staff as per current IR average bench marking norms
=2912912x0.15/1000=436.93=437(say) which is less than sanctioned
strength(422)
Requirement of staff as Firozpur Division of NR bench marking norms
=2912912x0.01/1000=29.12=29(say) is very lowest than sanctioned
strength. Work study team review above point of view calculation of
staff is not best option. Hence, work study team observed that
calculation of staff on need base by spot observation is best option.

2. Requirement of staff for electric power and electric assets
maintenance in Railway Hospital + Training school + office club
+training Hostel :- 01 artisan+02 unskilled/Helper.
3. Requirement of staff for electric power and electric assets
maintenance in Railway Station + Running room + RPF barrack, RPSF
barrack :- 01 artisan+02 unskilled/Helper.
4. Requirement of staff for electric power and electric assets
maintenance in west colony , medical colony, etc :- 01 artisan+02
unskilled/Helper.
5. Requirement of staff for electric power and electric assets
maintenance in new colony :- 01 artisan+02 unskilled/Helper.
6. Maintenance of OH line , street light from lanka colony to east
colony:- 01 artisan+02 unskilled/Helper.
7. Maintenance of OH line , street light from TRS colony to west and
loco colony:- 01 artisan+02 unskilled/Helper.
8. Maintenance of electrical power from Loco colony and TRS colony:-
01 artisan+02 unskilled/Helper
9. Maintenance of out station Platform light and fan :- 01 artisan+02
unskilled/Helper
10. Maintenance of SBA for Power house , new colony and east colony :-
03 artisan+01 unskilled/Helper in each shift . Total 04x03=12 staff
+02(RG)=14
11. One skilled is required in each shift for operation of DG sets. Total
=01x03=03+01(RG)=04 staff.
12. Maintenance for pump :- 01 artisan+02 unskilled/Helper
13. Requirement for staff for brake down attention , special program , VIP
inspection =06 staff
14. Requirement for 33 KV switch yard control room etc 03 artisan+01
unskilled/Helper .
15. Requirement for 11 KV OH line , cable maintenance , fuse replacement
etc 02 artisan+01 unskilled/Helper
16. 03 staff is required for water cooler maintenance .
17. 02 artisan+01 unskilled/Helper are required for emergency work in
daily last night .
18. 06 staff are required for meter reading , bill preparation and data
feeding work.
19. 02 artisan+01 unskilled/Helper are required for H.T panel, LT panel
CLS panel , UPS, switch gear and other equipment maintenance.
20. 14 nos pump are available under Sr.SE/Elect./P/DNR In Danapur. 14
staff are required for pump operation.
Total 93 staff are required.
3.3.2 Sr. SE/Eect/ P/PNBE unit:- As per spot observation and applying
need base found that – 1. Requirement of staff for 33 KV transformer(PNBE) and its accessories
maintenance:- Three shift duty Roster(24-08hr, 08-16hr, 16-24 hr) are
performed daily. As per discussion with concerning supervisor

work . total 05x03=15 staff

concerning supervisor and on need base 01MCM+04 Fitter + 06 H/Kh in
24-08hr , 01MCM+04 Fitter + 06 H/Kh in 08-16hr and 01MCM+04 Fitter +
06 H/Kh in 16-24hr are required for maintenance of 11 KV
transformer(PNBE) and its accessories, electric assets of power point and
light point of service building (running room -03, AEN office, Health unit,
community hall, loco east,RMS.High mast tower etc.

As per observation the work study team found that 338 staff is required
for present work load of Electrical (G) of Samastipur Division. Hence work
study team observed and discussed with concerning authority, that 05 vacant
posts (04 vacant posts of Battery man and 01 vacant post of Jr.clerk ) may be
recommended for surrender.
CHAPTER IV
RECOMMENDATION
As there is no yardstick for calculation of staff. The work study team has made
its assessment of staff on the need base, it is observed that 13 vacant posts
( 12 vacant post of OED – III and 01 vacant post of W/LMAN- III) may be
surrendered .These 13 vacant posts is excess than requirement.

Total Staff required =409
Excess Staff =422- 363 = 13 Staff
After going through the requirement of staff, the work study
team observed that the 13 vacant posts (12 vacant post of OED – III and
01 vacant post of W/LMAN- III ) is recommends for surrender. and
financial saving will be Rs ---------- Lac per annum.. The work is going
on without any hindrance.
