IntroductionThepurposeofthisdocumentistoprovideupdatedinformationonthePeruvianmahimahiFIPActionPlanthatfollowsfromtheFIPFirstReviewMeetingheldinLimainMay2015.ThisincludesinformationonthecurrentstatusandexpectedtimeframetocompleteeachofthetasksincludedintheActionPlan.TheActionPlanwasalsorevisedtotakeintoaccountchangesmadetotheMSCstandardwiththereleaseoftheFisheriesStandardv2.0.AnMSCpre-assessmentwascompletedforthePeruvianmahimahiartisanallonglinefisheryinDecember2012inwhicheachperformanceindicatorwasscoredagainsttheMSCstandardv1.3.
InMarch2013pre-assessmentresultswerepresentedtointerestedstakeholdersandadraftActionPlanwascompletedfortheimplementationoftheFisheryImprovementProject(FIP).TheActionPlanwasconsultedandvalidatedwiththefishery´skeystakeholders.Consultationundertakenincludedvirtualconsultation,bilateralmeetingsandworkshopsheldwithlocalfishermeninPaita(Piura,Perú)andPucusana(Lima,Perú).
TheinitialFIPActionPlanwasfinalizedinNovember2013andimplementationoftheFIPbeganinDecember2013withtheobjectiveofachievingtheMSCstandardrequirementsinatimeperiodoffiveyears.TheActionplanincludedthepotentialactionsoractivitiesthatresultedfromtheFIPworkshopofMarch2013andtheconsultationandvalidationprocesscarriedoutafterward.TheprogressofeachFIPactivitywilldependonthecommitmentofstakeholdersinvolvedbutalsoontheavailablebudgetfortheirimplementation.Therefore,thecommitmentofallinvolvedstakeholdersisessentialinachievingtheobjectivesoftheFIP.Thecommitmentcouldincludeboth,theprovisionoffundingmechanismsfortheimplementationofFIP´sactivitiesincludedinthisdocumentandanactiveparticipationintheirimplementation.InMay2015theFIPFirstReviewMeetingwascarriedoutwiththeobjectiveof:
1. PresentingtostakeholderstheprogressachievedsincethecommencementoftheFIPand,2. ReviewingtheActionPlan´stasksandmilestones.
ThemainobjectivestobeachievedarebasedonthethreeprinciplesoftheMSCstandard,whichare:Principle1:ResourceSustainability
Afisherymustbeconductedinamannerthatdoesnotleadtoover-fishingordepletionofthe
exploitedpopulationsandforthosepopulationsthataredepletedthefisherymustbeconductedin
amannerthatdemonstrablyleadstotheirrecovery.
Principle2:EcosystemSustainability
Fishingoperationsshouldallowforthemaintenanceofthestructure,productivity,functionand
diversityoftheecosystem(includinghabitatandassociateddependentandecologicallyrelated
species)onwhichthefisherydepends.
Principle3:ManagementSystems

Thefisheryissubjecttoaneffectivemanagementsystemthatrespectslocal,nationaland
internationallawsandstandardsandincorporatesinstitutionalandoperationalframeworksthat
requireuseoftheresourcetoberesponsibleandsustainable.
MahimahiisahighlymigratoryspeciesanditisgenerallyunderstoodthatthePacificOceanpopulationisexploitedbyanumberoffisheriesfromdifferentcountries.Thereforenationalandinternationalstakeholdersareincludedtoimplementtheactivitiesrelatedtotheassessmentandmanagementofthemahimahistock(Principle1andPrinciple3activities).
WWFwillhelptocoordinatethedevelopmentofeachactivityasneededwiththeaimthatstakeholderswillassumethisresponsibilityduringthecourseoftheFIP.TheresultsgeneratedfromtheActionPlanshouldhaveperiodicinternalandexternalreviewstoensuretheywillmeettheMSCstandard.
I. Background
1. Themahimahifishery
InPeru,themahimahifisheryconstitutesoneofthemostimportantartisanalfishingactivitieswith
morethan2,000longlineartisanalvesselsoperatingduringthemahimahiseason.
Theseasonalityoffishingactivityisclearlymarkedbytheavailabilityofmahimahi,which
correspondstowatertemperatureabove20°C.InPeruthemahimahifishingseasonoccursin
spring(October-November)andsummer(January-March).Longlineisthemaingeartypeaccounting
forthemajorityofthemahimahicatches.Mahimahiarecapturedalsobytrolling,driftnets,purse
seines,andlonglinestargetingtunaand/orsharks.However,theproportionoftheoverallcatchis
lowwhencomparedwiththetargetedlonglinecatch.
Sincethe1980s,landingsandfishingefforthaveincreasedsignificantlyasaresultofthehighmarket
demandformahimahi,theintroductionoflongliningasafishingmethodandtheconditioningof
smallvesselsforoffshorefishing.Peruaccountsforthehighestlandingscomparedwithlandingsin
otherEasternPacificcountries.Ecuador,followedbyCostaRica,isthemostimportantcountryin
termsoflandingsafterPeru.Othercountrieswithcommerciallandingsformahimahiinclude:Chile,
Guatemala,Nicaragua,USA,Mexico,Colombia,PanamayElSalvador.However,annuallandingsin
thesecountrieshavegenerallyremainedlow.
2. TheFisheryImprovementProjectThePerumahimahiFIPprocessbeganin2012withthecompletionofaMarineStewardshipCouncil(MSC)pre-assessment(December2012).Followingthepre-assessment,aFIPscopingdocumentwasdeveloped,whichincludespotentialstrategiesforaddressingthedeficienciesidentifiedinthepre-assessment.InMarch2013,WWFincoordinationwithPROMPERUheldaFIPstakeholdermeetinginLima,Perutodiscussthepre-assessmentandtodevelopaFIPActionPlan,whichdescribesthenecessaryFIPactivities,withassociatedresponsiblepartiesandtimeframes,requiredtomeettheMSCstandard.
AFIPActionPlanProposalwasdevelopedforthePeruvianmahimahifisheryinJuly2013basedon
theresultsoftheFIPStakeholdermeeting.WWFPeruconductedastakeholderconsultationprocess

tosharetheActionPlanProposalwithrelevantstakeholdersandincorporatetheirfeedbackintothe
plan.InSeptember2013,WWFheldworkshopsinPaita,themainmahimahifishingportinPeru,
andinPucusana,anotherimportantmahimahiport.Fishers,governmentandprivatesector
representatives,andNGOsattendedtheworkshopsandprovidedinputontheActionPlanProposal.
Basedoninputfromstakeholders,theActionPlanwasfinalizedinNovember2013,and
implementationoftheFIPbegan.
InMay2015theFIPFirstReviewMeetingwasheld.StakeholderswerepresentedwithprogressachievedforeachtaskandprovidedinputsforthereviewoftheFIPActionPlan.ThisdocumentpresentstherevisedActionPlanresultingfromthefirstFIPReviewMeeting.ItalsoincludestheFIPprogresssinceitsimplementationandanupdateoftheFIPactivitiesasaresultofthenewlyreleasedFisheriesStandardv2.0(releasedateOctober2014witheffectiveimplementationdate,April2015).Figure1and2showassessmenttreesforstandardsversion1.3and2.0,respectively.TheimplementationoftheactivitiesincludedinthefirstversionoftheActionPlanandtheimplementationoftheactivitiesincludedinthisdocument(i.e.revisedActionPlan)willdependontheavailabilityoffundingandcommitmentofallinvolvedstakeholders.
3. FIPContributiontothesustainabilityofthemahimahiresource.
WiththeaimofachievingtheMSCstandardtodatetheworkdonebyFIPstakeholderscanbe
summarisedasfollows:
• FormationoftheNationalPeruvianWorkingGroup.Duringthe20thand21stofAugust2014,IMARPEandWWF-Perudesignedandorganisedthefirstnationaltechnicalmeetingon
themahimahiresourcewiththeaimofachievingabetterunderstandingofthemahimahi
biologyandthefisherytargetingit.RepresentativesofPRODUCE,IMARPE(headofficeand
coastallaboratoriesofPaita,Huanchaco,ChimboteandIlo)andthemarineprogramof
WWF-Peruattendedthemeeting.Subsequently,the6thofMay2015WWF-Peruheldthe
secondmeetingoftheNationalPeruvianWorkingGroup.Duringthismeetingtheprogress
achievedbytheNationalPeruvianWorkingGroupwasreviewed.
• FirstmahimahiBinationalWorkshop(Perú-Ecuador)Duringthe8thtothe10thofSeptember2014thefirstmahimahibi-nationalworkshopPeru-
EcuadorwasheldinGuayaquil(Ecuador).Thirtyfiveparticipantsattendedtheworkshop
fromInstitutoNacionaldePescadelEcuador(INP),SubsecretaríadeRecursosPesquerosde
Ecuador(SRP),InstitutodelMardelPerú(IMARPE),WWF-EcuadorandWWF-Perú.During
theworkshop(andwithintheframeworkofthecooperationagreementINP-IMARPE)
availabledataforthestockassessmentwerepresentedandmonitoringproceduresforthe
assessmentofthemahimahistockwerediscussed.Thismeetingcontributedtothe
formationoftheInternationalWorkingGroupfortheassessmentofthemahimahistock-
WGAM(seesection1.1.1)
• FirstmahimahiTechnicalMeetingOnthe14th-16thofOctober2014,thefirstmahimahitechnicalmeetingwasheldinManta
(Ecuador).ThismeetingwasorganisedbytheIATTC.Themeetinghasthreemain

objectives:1.TopromotethecooperationamongIATTCmembersforthecollectiveresearch
andassessmentoftheEasternPacificmahimahistock;2.Torevisetheavailableinformation
anddataonmahimahistockforitsassessment;3.Todesignaresearchplanforthefuture
withaninternationalapproach.
ThismeetingconstitutedthefirststepfortheconsolidationoftheInternationalWorking
GroupfortheAssessmentforhemahimahistock–WGAM(seesection1.1.1)
• DevelopmentoftheLog-bookandon-boardobserverprogramsDuringthelastquarterof2014personnelofWWFPeruandIMARPEcarriedoutactivities
relatedtotheimplementationofanobserverprogram.WWFPeruandIMARPEdevelopeda
logbookandworkshopswereheldinPaita,PucusanaandIlo,withtheaimoftraining
fishermenontheuseofthelogbookforthecollectionoffisherydependentdata,including
interactionsofthefisherywithP2species.
• Implementationofaclosedseasonforthemahimahifishery.InJuly2014aseasonalclosedseasonwasimplementedforthePeruvianmahimahifishery(MinisterialResolutionN°245-2014-PRODUCE).Thefishingseasonforthemahimahihasbeenestablishedbetweenthe1stofOctoberand30thofAprilofeachyear.
• Launchofvideo“¿QuepasaPerico?IntheXVIIICinemaFestivalofLimaWWFPerulaunchedavideoincollaborationwiththePeruvianfilmcompanyTaller.pethathighlightsthemahimahifisheryinPaitaandpromotesthesustainabilityofmahimahi.Thevideo,called“¿Quépasaperico?”(“What’sup,mahimahi?”),isinSpanishwithEnglishsubtitlesandisbeingdistributedwidelyinPeru.Apressreleaseaboutthevideoaswellasalinktoitcanbefoundhere:http://peru.panda.org/en/?214035/whatsupmahimahi.ThisvideohasbeenpresentedatthetrainingeventsheldinLimaandharbourswheremahimahiislandedcontributingtotheimplementationoftheclosedseason.

SeabirdandseaturtlespeciesareprotectedbyPeruvianlegislationandbybindinginternationalagreementsandthereforedefinedasEndangered,Threatened,orProtected(ETP)species.
ETPspeciesinclude:wavedalbatross(Phoebastriairrorata),Chattamalbatross(Thalassarcheeremita),Galapagospetrel(Pterodromaphaepygia)leatherbackseaturtle(Dermochelyscoriacea),loggerheadseaturtle(Carettacaretta),greenseaturtle(Cheloniamydas),Hawksbillseaturtle(Eretmochelysimbricate),andoliveridleyseaturtle(Lepidochelysolivacea).
Despitetheirconservationstatus,themahimahilonglinefisheryisstillencounteringETPspeciesandthereforenotmeetingthelegalprotectionrequirements.PeruissignatorytoanumberofinternationalconventionsfortheconservationandmanagementofETPspecies.TheAgreementfortheConservationofAlbatrossandPetrels(ACAP),theInter-AmericanConventionfortheProtectionandConservationofSeaTurtles(IAC),andtheConventionforInternationalTradeinEndangeredSpeciesofWildFaunaandFlora(CITES)providetheframeworkforthedevelopmentofspecificmanagementstrategiesfortheconservationofETPspecies.However,managementstrategiesdesignedtominimizefishery-relatedmortalityofETPspecieshavenotbeenimplemented.SufficientinformationabouttheETPspeciesandthefisheryisnotbeingcollectedinordertodevelopmanagementstrategiesandinformmanagementonwhetherthestrategyisworking.HenceunderthegoalofnotposinganunacceptableimpacttoETPspecies(i.e.turtlesandbirdsspecies)tasks2.1.1,2.1.2,2.1.3and2.1.4belowweresuggestedbytheFIPworkshop.

Aminimumlandingsize(MLS)istheonlymanagementmeasureinplaceforsharkspecies.Howeveritisnotenforcedinanefficientmannerandtheawarenessamongfishersofthemeasureislow.Todemonstratethattherecoveryofsharkspeciespopulationsisnotbeinghindered,thefisheryneedstodemonstratecompliancewiththeminimumlandingsizeregulation.

At itsDecember2011meetingheld inBerlin, theMarineStewardshipCouncil (MSC)BoardofTrusteesresolvedthatfisheriesengagedinsharkfinningwouldnotbeeligibleforcertificationtotheMSCstandardforsustainablefisheries.Sharkfinningisdefinedasthepracticeofremovingandretaininganyofthefins(includingthetail)oftheshark,andreturningthecarcassofthesharktothesea.ThereforeanyfinningoccurringinthemahimahifisherywouldpreventthefisheryfromachievingMSCcertification.

Birdspecies
Researchandmonitoringactivitiesforunderstandingthepopulationdynamicsofalbatrossspeciesandtheestimationofthefisheries-relatedmortalityhavebeencarriedoutbyProdelphinusandAPECOinrecentyearsandthroughanumberofscientificstudies.Fishery-relatedmortalityhasbeenestimatedmainlyinaqualitativemannerthroughinterviewswithfishermen,althoughsomequantitativeestimatesarealsoavailablefromanumberofobservertrips.However,thequantitativeinformationisnotconsideredsufficienttofullyunderstandtheinteractionofthefisherywithbirdspecies.Aregularmonitoringprogramshouldbeinplacetoestimatebirdmortalityinaquantitativemanner.ThisinformationshouldbeusedtodevelopmanagementstrategiesfortheconservationofETPspeciesandalsotoinformmanagementonwhetherthestrategiesdevelopedareworking.
Turtles
Researchinitiativesfortheconservationofseaturtlesareinplaceandinformationissufficienttodeterminethatthefisherymaybeathreattotheprotectionandrecoveryofseaturtlespecies.Anumberofstudieshavebeencarriedouttoestimatequantitativelyseaturtlemortalityandtheneedisrecognizedamongmanagementauthoritiesforprotectionofseaturtlesandtheriskthatfishingwithlonglinesposesontheconservationstatusofthesespecies.However,despiteresearchinitiativesandstudiescarriedouttoestimatemortalityrates,thereisnotamonitoringprogramdesignedtoinformmanagementonfisheries-relatedmortalityofseaturtles.
Anobserverprogramwithon-goingcoverageisrequiredtofulfilthistask.
SharkspeciesAregularmonitoringprogramshouldbeinplaceforsharkspecies,assecondarymainspecies.The
MSCstandardrequiresinformationtobecollectedregularlytodetectanyincreaseinrisktoany
primaryorsecondaryspecies.Informationcouldbecollectedaspartoftheobserverprogramtobe

EvidenceofDolphincapturesinthelonglinefleettargetingsharkspeciesTheevidenceofillegalcatchesofdolphinfortheiruseasbaitinthesharklonglinefisheryshouldbeconsideredasasignificantrisktotheconservationofdolphinpopulations.Dolphinsareprotectedspeciesandtheircaptureisillegal.Theinteractionofdolphinspecieswiththesharklonglinefisheryiscarriedoutbythesamefleetthattargetsmahimahi(inadifferentseasonoftheyear).Thereforeitisnecessarytodevelopandimplementmanagementmeasuresfortheeradicationoftheseillegalpracticesandmonitoringshouldbeconductedtoensurethattheseillegalpracticesarenotbeingconductedinthemahimahifisheryaswell.
