Responsible Care® is an ethic by which the global

chemical industry has pledged to conduct its business.

Responsible Care® is a worldwide performance

improvement initiative based around agreed-upon

features

“Do the right thing and be seen as doing the right thing.”

Chemistry Industry Association of Canada

Responsible Care® 14001 or RC-14001 is a technical

specification that combines the elements of the

American Chemistry Council’s (ACC) Responsible

Care® initiative with ISO 14001, an international

environmental management system standard. RC-

14001 accreditation is offered by ANSI-ASQ National

Accreditation Board (ANB) and must be certified by an

approved, independent third-party registrar, such as

ABS

Responsible Care® Introduction

• Launched in Canada in 1985.

• American Chemistry Council (ACC) adopted Responsible Care® in 1988

• GPCA adopted Responsible Care® in December 2009 to improve regional EHS &

Security performance and general perception of the chemical industry in the Gulf.

• Programs being developed with the cooperation of American Chemistry Council

(ACC) & European Chemistry Council (CEFIC).

practices within GPCA member companies.

CE MP – Main Body

CE-1:

• An ongoing assessment of employee views and recommendations about the organization.

Guidance

• Your employees are one of your most valuable resources in developing your CAER program. They are very important links to the

community, as well as critical participants in emergency response situations. Therefore, it is essential that you assess your

employees’ views and recommendations to address them effectively and to ensure that they can be effective participants in the

CAER process.

Suggested Activities / Examples

• Gather information from employees individually through surveys or interviews. Choose questions for the survey that demand a

descriptive response (not just a ‘yes’ or ‘no’ answer), and conduct the survey so the results reflect a cross-section of your workforce.

Self-assessment

• Is there a proactive system to gather information and listen to employee concerns and opinions on EHS&S, CAER, Responsible

Care®, and other operational or business issues?

• Is there a mechanism for measuring concerns that supports an easy, non-threatening way for employees to express feelings?

• Is there a process ensuring dialogue is ongoing and there is a systematic method to respond to and effectively address the identified

concerns?

Process Safety Code

• Code comprises a series of management practices that reflect the goal, with the

expectation of continuous performance improvement.

• Practices are based on the principle that facilities will be safe if they are designed

according to sound engineering practices, built, operated and maintained properly and

periodically reviewed for conformance.

• Collectively, the Practices encompass process safety from the design stage through

operation, maintenance and training.

• The process safety management program is complemented by workplace health and

safety, waste and release reduction programs which address and minimize releases and

waste generation.

Environment Protection Code

• Code established to achieve ongoing reductions in the amount of wastes generated at

facilities by:

• Establishing long-term, substantial downward trend in the amount of wastes generated

and contaminants and pollutants released.

• Quantitative reduction goals to be established for giving priority to those pollutants,

contaminants and wastes of highest health and environmental concern.

• Code includes practices that address the broader waste management issues beyond source

reduction and other waste and release reduction efforts.

• Code is divided into the following three elements:

• Leadership, Planning and Prioritization.

• Training, Communication and Community Engagement.
