The plan has been revised in accordance with our telephone conversation today. The concentration profile information will be critical to final planning for the removal action. The data collected will be used as a design tool to identify a preliminary depth of excavation in the former ditch area and to refine volume estimates necessary for scheduling and for bid procurement. As you know, ERM-Southwest initiated pre-excavation sampling activities on January 25, 1995. The sampling outlined in the EPA-approved Pre- Excavation Sampling Plan (dated January 20, 1995) is being performed outside the preliminary excavation boundaries to provide lateral confirmation of attainment of removal action goals. These pre-excavation sampling activities are also being performed in accordance with the EPA approved QAPP. Objectives Upon completion of pre-excavation sampling, Joslyn is proposing to perform additional borings near the former drainage ditch (i.e., within the preliminary excavation boundaries) to provide information regarding soil to be removed. Procedures

The initial approach for the design data gathering step is presented below. Joslyn is proposing to complete approximately 12 borings along the 1200 linear feet of the former drainage ditch targeted in the proposed removal action. In general, the borings will be spaced closer together in the western portion of the proposed removal area (i.e., nearer the Lincoln Creosote site) and further apart to the east.

The boring locations will alternate between the area north and south of the former drainage ditch, but still within the preliminary excavation boundaries. The borings will be completed to a depths ranging from 2.5 to 5 feet (i.e., the maximum depth of excavation as presented in the EE/CA). Samples will be collected from the 2- to 5-foot-interval.

The approach to sampling will be to collect one sample per borehole. The sample will be collected from the uppermost visibly clean six-inch-interval below a depth of two feet. The purpose of the sampling is to demonstrate that the soil left in place after the removal meets the remedial objectives. Soil from the center of the core from the selected six-inch interval will be placed directly into sample jars.

The samples collected will be analyzed for base neutral extractibles using SW-846 Method 8270 (i.e., to focus on PNA's). These data will be compared to remedial goals in the two- to five-foot-interval to establish preliminary excavation depths. CLP analyses is not warranted and will not be performed, since the data is for design purposes and will not be used for confirmation or risk assessment. The sampling will be performed in general accordance with the QAPP and the data will be considered Level III data (i.e., CLP not required).

Joslyn may also obtain additional information for its own internal documentation at the time that we do this sampling.
