SCOPE OF THE ANALYSIS

The June 1996 Rebound Analysis Report included background information on historical water quality and the McKin Site's hydrogeologic setting for general reference. This information is not repeated herein and readers are referred to that previous report. This report discusses the water quality data at each well in detail.

MDEP and U.S.EPA in their granting a request for the GETS shutdown extension requested that this report evaluate the effect of the on-site treated groundwater recharge system on TCE levels in the monitoring wells. Due to the lateness of the data arriving from the laboratory, this could not be included herein. However, SME is currently revising the plots of TCE concentrations versus time to include the periods of operation for the two recharge fields. We will resubmit this report before Christmas 1996 with the updated figures and our evaluation of the effects varying the reinjection fields have had on groundwater TCE levels.

EVALUATION OF SPECIFIC WELL DATA

The locations of the monitoring wells are illustrated in Figure 1. Each of the various sampling locations where TCE has been above 28 ug/1 is discussed below, including surface water samples and groundwater seep samples in the Royal River and at Boiling Springs and Mitchell Spring. Emphasis is given to the overburden wells which are located in the regional sand and gravel aquifer and not bedrock wells. Only wells and sampling points that have had TCE levels above the aquifer restoration goal of 28 ug/1 are presented graphically and discussed below. Those locations not discussed are MW-201A and B, MW-203A and B, MW-205A and B, MW-207A and B, MW-209A and B, MW-802A, B and C, SW-9, Juniper Farm Springs, and Leavitt Springs. However, a tabular presentation of the analytical results from all samples is provided in the fourth quarter water quality monitoring report and are not reported herein.

Monitoring Wells B-l A and B

Well B-l A is positioned in the bedrock and well B-1B is positioned in the overburden in the same approximate area. The two wells are located about 500 feet northwest of the McKin Site. GETS extraction well EW-501 is located within 50 feet of these two monitoring wells. These wells have historically shown the highest off-site concentrations of TCE. TCE concentrations in these two wells have reduced about two orders-of-magnitude, at more or less a constant rate, since the initial sampling in the early 1980s. This declining trend began before start-up of the GETS.

The declining trends exhibit occasional peaks in TCE concentrations, usually associated with periods of reduced aquifer recharge by rainfall and/or snowfall. The operation of the GETS does not appear to have had any significant effect on the rate of the declining TCE trend in these two wells. In addition, no significant change in the concentration trend has been observed during the shutdown period. Although concentrations of TCE during the fourth sampling round of 1996 increased slightly at B-1A and B-1B from the previous round, the overall TCE trend appears to be declining since shutdown. Given the high relative precipitation this year, declining TCE concentrations are not unexpected. Groundwater extraction and subsequent shutdown have not had a significant effect on the TCE trends of these monitoring wells. No evidence of rebound is observed for either of these wells.

Monitoring Wells B-2A. B. and C

These wells are located on the edge of the TCE plume within the gravel pits to the north of the McKin Site. Well B-2A is located in bedrock, whereas the other two wells are located in the deep (B-2B) and shallow (B-2C) overburden. Extraction well EW-504 is located near the B-2A through B-2C cluster. The concentration of TCE in the bedrock well B-2A decreased slightly during the fourth sampling round of 1996. In addition, the overall TCE concentration trend has been virtually constant in the bedrock well, before, during and after GETS operation. The overburden wells have historically shown a general decline in TCE concentrations over time. In the fourth sampling round of 1996, the concentration of TCE in B-2C decreased, and TCE levels appear to be constant or decreasing slightly since shutdown. However, the TCE concentrations since shutdown of the GETS are within the historical variability. The fourth round TCE concentrations at B-2B increased slightly from the previous sampling round, and the trend is

slightly upward since GETS shutdown; however, the amount of variation observed since the shutdown is within the previously observed TCE variations. The overall trends of data have not changed significantly as a result of the GETS operation or shutdown for this monitoring well cluster. There is no evidence of rebound observed.

Monitoring Wells B-3 A and B

Wells B-3 A and B are located along Depot Road about 900 feet north of the McKin Site, in an area that historically has shown relatively high TCE concentrations. TCE concentrations were increasing slightly in bedrock well B-3A prior to the start-up of the GETS. However, the overburden concentrations measured in well B-3B appear to have been relatively steady or slightly declining prior to start-up of the GETS. After approximately one and a half years of GETS operation, concentrations in the overburden well (B-3B) began to decline. The bedrock well remained relatively constant for about another two years, and then it also began to decline. It is our interpretation that the observed declines are not a result of aquifer TCE removal by nearby extraction well EW-503, but rather the result of reinjection of treated groundwater at the McKin Site, displacing and diluting the TCE plume at the well B-3A and B cluster. This interpretation would suggest that the travel time for groundwater in the overburden between the McKin Site and well B-3B is in the order of 18 months. The travel time was discussed in previous reports and appears supported by data obtained during the hydrogeologic investigation of the Site.

The water quality samples collected from B-3A during the first, second and third quarters of 1996 were collected as grab samples due to an obstruction in the well that precluded purging prior to sampling. During the fourth sampling round of 1996, the obstruction was pushed to the bottom of the well allowing purging of the well prior to sampling. The subsequent increase in TCE during the fourth sampling round of 1996 may be the result of purging rather than rebound. Excluding the grab sample data from early 1996, the TCE trend in well B-3A appears to have declined at the same rate as was noted starting in August 1993.

After an initial increase in TCE in the overburden well (B-3B) when the GETS began in 1990, the TCE concentrations have generally declined. The data collected since shutdown of the treatment system indicates a flattening of the declining TCE trend that began with startup of the GETS. The fourth sampling round of 1996 showed an increase in TCE from the previous round which may suggest a slight rebound. The observed variation in TCE concentrations since the shutdown is within the previously observed TCE variations for this well and it is uncertain whether the fourth quarter increase is a result of rebound or variations in recharge and/or variations in localized plume TCE concentrations. Groundwater extraction and subsequent shutdown have not caused the TCE concentrations to significantly increase in B-3A or B-3B.

Monitoring Well B-4A

Well B-4A is positioned in both the shallow bedrock and overburden along a portion of the plume east of Mayall Road and east of the McKin Site.

TCE concentrations at well B-4A appeared to increase before the start-up of the GETS, but since slightly before the GETS start-up and for some period afterwards, TCE concentrations declined slightly. After about two and a half years of operation of the GETS, concentrations of the TCE at B-4A increased. This increase which has been observed for approximately 3 /2 years starting in 1993 is potentially a result of the flushing of TCE from the bedrock due to reinjection of the treated groundwater. This reinjection of treated groundwater into bedrock fractures at the McKin Site would tend to displace groundwater with higher TCE toward the off-site wells. After increasing in 1993, the TCE concentrations at well B-4A have remained relatively constant throughout the remaining period of operation of the GETS and thereafter. The TCE concentrations in the fourth sampling round of 1996 increased slightly, but the trend since shutdown is consistent with the flat trend over the last several years and is within historical ranges of fluctuation. This well is believed to have been beyond any reasonable direct influence of the GETS extraction wells located in the vicinity of the McKin Site. TCE concentrations at B-4A do not appear to be impacted by shutdown of the GETS and no evidence of rebound is observed.

Monitorin Wells B-5A and B

Wells B^$A and B are located along Mayall Road to the north of the McKin Site. Measured TCE concentrations in these wells generally have declined since 1987. The overall declining trends have continued throughout the operation of the GETS, without any significant change in the average rate of decline. In contrast to this, the TCE concentrations in the nearby extraction well EW-502 remained relatively constant throughout the operation period of the GETS. There appears to have been a rapid decline in TCE concentrations in the bedrock well (B-5A) about 6 months after GETS start-up, followed by a flattening that has continued through 1996. A similar response is not observed in the overburden well (B-5B).

The TCE concentrations in B-5A and B-5B increased during the fourth sampling round of 1996. However, the relative increase in concentrations are within the previously observed TCE variations of these two wells and may not be associated with TCE rebound. While the minor increases in TCE concentration could indicate a slight upward trend , it is impossible to confirm at this time if this is a result of the GETS shutdown or from natural variations due to recharge and/or local plume TCE concentrations.

Monitoring Well B-102

This well is also located east of the McKin Site in the vicinity of the Royal River, between the Royal River and the 800-series wells described herein. TCE concentrations in this well have remained relatively constant throughout the period of sampling, which pre-dates the GETS start­up. Since 1993, there may be a slight decreasing long-term trend in TCE concentrations at this well. The trend in TCE concentrations since shutdown is the same as for the few years prior to shutdown. The TCE concentrations increased in the fourth sampling round of 1996 from the previous round, but, the variation in concentrations is within the previously observed variation of TCE in this well and is not believed to be associated with rebounding of TCE concentrations. Because of the remoteness from the GETS, this well is beyond the direct effect of the GETS extraction wells. No evidence of rebound is observed.

Monitoring Well MW-202A

MW-202A is located north of the McKin Site at the edge of the northeasterly plume. The well is positioned in the bedrock since there is no saturated overburden at this well location. This well is remote from the GETS and has shown generally consistent TCE concentrations throughout its history. Since 1989, TCE in this well has been below the TCE restoration goal of 28 jig/1 except twice. The concentration trend since shutdown is declining and appears consistent with the trend for the few years prior to shutdown. The amount of variation is within the previously observed TCE variation for this well. Groundwater extraction has not altered the long-term TCE trend in this well and no evidence of rebound is observed.

-MW-202A (Bedrock) -MITCHELL (Spring)

Mitchell Spring is a groundwater seep located north of the McKin Site downgradient of MW-202. The TCE concentration has been below the aquifer restoration, except for two exceedences from before GETS start-up. During the fourth sampling round of 1996, the TCE concentration increased at Mitchell Spring, but the change was within the range of historical variations. The long-term TCE trend in this spring is observed to be downward. Mitchell Spring does not appear to be currently impacted by shutdown of the GETS.

Monitoring Wells MW-206A and B

MW-206A and B are located approximately 600 feet north of the northern McKin Site boundary. Concentrations of TCE in the bedrock well have remained relatively constant since the start-up of the GETS. Since shutdown of the GETS, the TCE concentrations in the bedrock well (MW-206A) have fluctuated, but on the average appear to have the same flat trend as the two years prior to shutdown. As of the last sampling round, an increase in the TCE concentration was measured relative to the previous sampling round, but the increase is within the variation previously observed for this well.

In contrast, the overburden well (MW-206B) TCE concentrations began declining dramatically after about 6 months from the start-up of the GETS. The declining concentration of the TCE at well MW-206B is believed to be a result of reinjection of treated groundwater at the McKin Site. The fourth round 1996 MW-206B increased from the previous sampling round; however, since the shutdown of the GETS, the TCE concentrations in the overburden well have been on a slightly increasing or flat trend similar to the last year of GETS operation. This indicates that no significant rebound has been observed to date for MW-206B.

It is important to note that the TCE decline in MW-206B occurred rapidly about 6 months after start-up of the GETS and then began to increased^ after about another 6 months of GETS operation. The cause for this increase is not known. After declining again, TCE levels became relatively constant for the last 18 months of GETS operation. This behavior is consistent with the soil column studies conducted in 1993 that show a similar "tailing" effect when attempting to flush TCE out of a soil sample obtained from the McKin Site (SME, 1996). This asymptotic trend suggests a continuing TCE source to the well being flushed from the aquifer by the recharge of treated groundwater at the McKin Site. This supports residual TCE in the aquifer that is not easily removed by flushing and, therefore, by the pump and treat technology.

Monitoring Wells MW-212A. B and C

The wells MW-212A, B, and C are positioned northeast of the McKin Site on the edge of the TCE plume located east of Mayall Road. Well MW-212A, which is positioned in the bedrock, has always been below the TCE restoration goal of 28 ug/1 and is not plotted. MW-212B and C are overburden wells.

The shallow well (MW-212C) has generally shown declining TCE concentrations since before GETS startup. Initially, after GETS start-up, the TCE concentrations at MW-212C increased slightly, but overall, the TCE concentrations have tended to decline. TCE levels in this well have been below the 28 jig/1 restoration goal since 1992. The fourth round of sampling in 1996 shows a decrease in TCE concentration in MW-212C, from the previous sampling round. In addition, post-GETS shutdown data at MW-212C indicate the same pre-shutdown trend in TCE concentrations. No long-term trend is discernible for the data at MW-212B since some data has been below the analytical detection levels for TCE. In general, the data at the MW-212A, B, and C cluster does not show any significant reversal or rebound in TCE concentrations.

Monitoring Wells MW-401 A. B. and C x

This cluster of wells is located on the northerly comer of the McKin Site within the plume. Well MW-401A is'located in the bedrock, whereas wells MW-401B and C are located in the overburden. Although only two data points exist for these wells prior to start-up of the GETS, the TCE concentration trends for those two initial points showed a decline for all three wells of this cluster. This decline continued after the start-up of the GETS. The decline was greatest in the deeper overburden well and the bedrock well, and was least for the shallower overburden well (MW-401C). There was also more variation in the TCE concentrations observed in the shallow overburden, as might be expected in a well located within the McKin Site. The variation would likely be due to fluctuations in water table position and Site recharge. The deeper wells would tend to average TCE concentrations over time.

Prior to GETS shutdown, TCE concentrations in well MW-401A appeared to reach an relatively constant level, similar to MW-206B. After shutdown of the GETS, the concentrations in the bedrock well MW-401 A initially increased, but, the concentrations in the fourth sampling round of 1996 decreased from the previous round. The trend of TCE concentrations at MW-401 A appears to be increasing since shutdown and is likely rebounding.

Prior to GETS shutdown, the TCE trend in MW-401B flattened out and, after shutdown, TCE levels increased. The TCE concentration in the fourth sampling round decreased from the previous event, but, as at MW-401 A, the post-shutdown data appears to generally show a rebound. MW-401C initially increased after GETS shutdown and increased during the fourth sampling round, but overall has been on a declining trend consistent with the long-term trend noted during GETS operation. MW-401C suggests no rebounding effect. It appears that the TCE concentrations increases observed at MW-401 A and B are associated with the rebound after the stopping of flushing associated with the shutdown of the recharge system at the McKin Site, but, both are currently below the TCE restoration goal. The final 1996 sampling round TCE concentration at MW-402A increased from the previous sampling event, but within the historical variation. The historical TCE trend at MW-402A appears downward. TCE levels in well MW-402A have remained below the TCE restoration goal of 28 ug/1 since October 1991.

At approximately six months after the start-up of the GETS, the overburden well (MW-402B) showed rapid decline in TCE concentrations. The declines are believed to be associated with reinjection of treated groundwater at the McKin Site recharge system. The TCE concentration decline continued for approximately 1 year until leveling off around the restoration goal of 28 ng/1. This leveling off of the TCE concentration is similar to the "tailing" effect observed during the soil column studies (SME, 1996), suggesting a residual TCE in the overburden at the McKin Site. As with MW-401A and B and MW-206B, it also illustrates that flushing will not remove all TCE from the aquifer. Since the shutdown of the GETS, an upward TCE trend has been observed at well MW-402B; however, the variation is within the previously observed TCE variability for this well. It is not possible to determine whether this slight increase is a result of natural variations of recharge and/or localized plume TCE levels, or shutdown of the McKin GETS. „ ^

Monitoring Wells MW-4Q3A Bdi

The MW-403A, B, and C well cluster is located on the northeast corner of the McKin Site. MW-403A and B (both positioned in the bedrock) have always been below the TCE restoration goal of 28 ng/1 and are not plotted.

MW-403C is an overbvirden well which showed an initial increase in TCE concentration after the start-up of the GETS. This was likely due to some localized redistribution of TCE in the groundwater in the vicinity of the McKin Site due to the treated ground water reinjection system operation. Since that time, the TCE concentrations at MW-403C have generally declined. Variations observed in the TCE level likely result from variations in precipitation recharge, water table position, and/or local plume TCE concentrations. The magnitude of the TCE variations at this well are similar to MW-401C and are believed to be a result of the well's proximity to the McKin Site. Subsequent to the GETS shutdown, the concentrations have continued to decline at about the same trend as prior to shutdown and, therefore, no TCE rebound has been observed. The current TCE levels are below the aquifer restoration goal of 28 ug/1 for this well.

Monitoring Wells MW-801 A. B and C

These wells are located in the easterly plume, east of the McKin Site in the vicinity of the Royal River. Well MW-801 A is positioned in bedrock and has always been below the TCE restoration goal of 28 ug/1. Both wells MW-801B and C monitor the overburden within the buried bedrock valley that parallels the Royal River.

Concentrations in these wells have remained relatively constant since their installation in 1991, although a slight downward trend may be present. All of these wells are beyond the direct influence of the GETS and, therefore, changes in TCE concentrations are not expected as a result of the GETS shutdown. The fourth sampling round of 1996 shows increases in TCE concentration since the last sampling event in both wells MW-801B and MW-801C. Therefore, MW-80 IB and MW-801C are currently unaffected by GETS shutdown. No evidence of rebound is observed at the MW-801 A, B, and C well cluster.

Monitoring Wells MW-8Q3A. B. and C

Monitoring well cluster MW-803A, B, and C is located in the same vicinity of the easterly plume east of the McKin Site as the MW-801 A, B and C well cluster. MW-803A is positioned in the upper bedrock. The other two wells are located in the deeper (MW-803B) and shallower (MW­803C) sand and gravel aquifer. These wells are beyond the direct influence of the existing GETS.

For the last sampling round of 1996, all three wells show a slight increase in TCE concentrations since the last sampling. All wells at location MW-803 indicate relatively constant TCE concentrations historically. The TCE variation since GETS shutdown is within the historically observed variation of the TCE concentrations in these respective wells. No evidence of rebound is observed at the MW-803 A, B, and C well cluster.

Boiling Springs

Boiling Springs refers to a group of at least 10 groundwater seeps located east of the McKin Site along the west bank of the Royal River. These seeps are estimated to flow at up to 35 gallons per minute, with typically lower flows during the drier portions of the year than during periods of heavy rainfall. The seeps discharge into a natural swale which meanders southeast about 40 feet to the Royal River.

The sampling point of Boiling Springs has been designated as SW-5 and is located approximately 20 feet up the swale from the Royal River. Boiling Springs represents groundwater quality in a portion of the easterly plume. SW-5 is sampled on an annual basis during the fourth sampling round of each year. The water quality of the springs has remained relatively constant since 1987 with possibly a slight downward trend in TCE historically since 1987. Immediately after the GETS shutdown, the TCE concentration increased slightly at SW-5. However, the increase is within the previously observed range of variation of TCE concentrations at this sampling location and were not believed to be associated with the GETS. The concentration of TCE measured during the fourth sampling round of 1996 was less than for

Royal River

The Royal River is sampled at a point approximately 1/2 mile downstream of where the easterly TCE plume is interpreted to discharge into the river. This sampling point has been designated SW-l. The TCE concentrations in the river at SW-l are a result of the mixing of the groundwater with the river water. Historically, TCE concentrations in the river appear to have declined on the average since 1989. However, TCE concentrations in the river vary in proportion with the quantity of river flow. During periods of high-flow, the TCE concentrations in the river are generally low to non-detectable, whereas during periods of low-flow in the late summer months of the year, TCE concentrations generally tend to increase.

The TCE concentrations, on the average, in the river at SW-l have declined since shutdown of the GETS. However, the changes are within the natural variation observed at SW-l and may be associated with changing river flow conditions. Because of the remoteness of this sampling location relative to the GETS, the TCE concentration changes at this location are not expected to be affected by shutdown of the GETS and no impact is currently interpreted.

REBOUND EVALUATION

The on-site wells MW-401A and B have registered significant declines in TCE concentrations since GETS startup. Well MW-402B, also located on-site, began to decline within 6 months after GETS start-up. Well MW-206B, located approximately 600 feet north of the McKin Site, was the next well to show a significant decline in TCE concentrations. It required approximately 6 months from GETS start-up for well MW-206B to register a response. The next well that was observed to have a significant decline in TCE levels was B-3B, and this required approximately 18 months from GETS start-up to have an observable decline.

These declines are believed to be associated with the flushing of treated groundwater through the overburden from the reinjection system located on the McKin Site and not the result of TCE extraction by the GETS. There are at least three reasons supporting this conclusion:

1. The TCE level decrease occurred sequentially with increasing distance away from the McKin Site.

2. Overburden hydraulic conductivities, calculated from the travel times of when the concentrations started to decline, are consistent with those documented during previous Site investigations (SME, 1989).

3. The zone of capture of the GETS extraction wells are limited in size (i.e. less than 100 feet in radius) due to the hydrogeologic setting (SME, 1996).

The data collected since the shutdown of the GETS, as compared to the historical data for each of the monitoring points, indicates that there appears to have been rebound of TCE concentrations at the on-site monitoring wells MW-401A, MW-401B and probably MW-402B. The results from these on-site wells are the first indications of rebound observed in any of the monitoring wells. In addition, at one location downgradient the McKin property (i.e. B-3B), the declining TCE concentration trend that was observed before the shutdown appear to have flattened, possibly suggesting rebound. The heavier-than-normal precipitation this year may be masking any rebound that may be occurring at these downgradient locations. Precipitation recharge causes average groundwater TCE concentrations to decrease due to dilution. At this time, however, it appears that rebounding is occurring in some of the on-site wells. This suggests residual TCE in the aquifer upgradient of these well locations.

An evaluation of the affects of varying from discharge to one treated water recharge field to the other was made to examine if it had any affect on the TCE concentrations. The most obvious locations for this affects would be nearby to the McKin Site. With distance from the McKin Site the groundwater behavior is expected to be generally insensitive to which of the recharge fields is in operation. However, offsite wells were also evaluated in regard to the variation to confirm this supposition. The analysis indicated that the TCE concentrations in wells MW-401A B and C, MW-402A and B, and MW-403C fluctuated as the fields were changed. The north field is closest to monitoring well MW-401A B and C, whereas the central field is closest to MW-402A and B. When the northern field was on, the concentrations were lower in wells MW-401A B and

C, whereas when the central field was on, the concentrations were somewhat higher in MW-401 A, B and C. A similar response was observed between MW-402A and B and the central field. Both fields are about the same distance from MW-403C. However, based on water level data, MW-403 A, B & C appeared to be impacted more from discharge to the northwest field. It is significant to note that rebound occurred in the TCE concentrations between the varying use of the recharge areas in these wells. This information further supports the general observations of TCE concentration rebound in wells MW-401 A and B and MW-402B, located within the McKin Site, as a result of the shutdown of the GETS. The various periods of operation of the two different systems is illustrated on the various time versus TCE concentrations charts and time versus groundwater elevation in the Appendix of this report. As expected, the wells further from the site were not significantly affected by alternating of the fields. However, wells MW-206B and MW-3B may have also showed some effect of switching recharge fields as evidenced primarily by groundwater level fluctuations, but their effects appeared to be delayed. Other wells showed TCE concentrations that varied with precipitation recharge (i.e. seasonal), but did not have declining trends over the GETS operation period and, therefore, were interpreted as not being affected by switching of the fields. Figures illustrating when each field was operated for wells showing an effect are attached in Appendix A.

IMPLICATIONS RELATIVE TO COMPUTER MODELING

Without residual TCE in the aquifer, the TCE plume in the vicinity of the McKin Site would have been flushed from the aquifer by precipitation recharge and groundwater TCE concentrations would currently be within the restoration goal. Because this has not occurred, a continuing source of TCE is suggested, either in the form of DNAPL, diffused TCE within low hydraulic conductivity zones, or residual TCE adsorbed to the soil within the vicinity of the McKin Site and other portions of the aquifer. Previous computer modeling, therefore, incorporated a source of TCE in the deep overburden or shallow bedrock beneath the McKin Site in order to sustain the observed TCE plume through the period up to 1995.

The fact that flushing of the aquifer near the McKin Site with treated groundwater has not entirely removed the TCE from the overburden aquifer further supports the indication that residual TCE is stored in the aquifer. The flattening of the TCE versus time plots for wells MW­206B, MW-402A and B, and MW-401 prior to shutdown also support this conclusion. This reflects the "tailing" effect observed in the soil column study (SME, 1996)'. This study showed a "tailing" or asymptotic effect on the TCE concentrations as the soil samples were flushed with water. TCE concentrations in some samples declined rapidly and then reached a plateau or asymptote and did not drop significantly even after more flushing. This observation in the field is believed to be a result of diffusion of residual TCE either from DNAPL or from low hydraulic conductivity zones within the samples. This conclusion is consistent with the approach assumed during previous computer modeling.

Data collected since GETS start-up also supports the extraction well capture zone estimates which indicates the zones are local to the respective extraction wells. Thus the GETS extraction

wells may be having a local (i.e. within their zone of capture which is about 100 feet from the wells) effect on TCE removal, as estimated by the previous modeling, but overall restoration of the aquifer via pump and treat is not practical even with significantly more wells (SME, 1996), due to the hydrogeologic setting.

CONCLUSION

Prior to the last sampling round, the GETS had not been in operation for over 12 months. So far, available data suggests TCE concentration rebound at three of the on-site monitoring wells (MW-401A and B and MW-402B) are likely associated with the GETS shutdown. If this trend continues, it will further support the interpretation of a residual TCE at the McKin Site that cannot be removed by the pump and treat technology. Shutdown of the GETS is not effecting the overall long-term TCE concentration trends in the overburden aquifer. This implies that the GETS shutdown has not resulted in degradation of groundwater quality.

The lack of significant rebound at other wells (i.e. MW-3A and B, MW-206B, MW-212C, MW-401C, MW-402A, and MW-403C) that were apparently effected by the treated groundwater recharge at the Site, may be the result of three possible conditions:

(1) TCE has not had enough time to diffuse out of low hydraulic conductivity zones and remobilize into the overburden groundwater at significant concentrations;

(2) There is no residual TCE in the aquifer directly upgradient of these wells that would affect the concentrations at these wells; or

(3) The amount of rebound may be less than for the on-site wells where rebound has been observed and that the heavier-than-normal precipitation is masking any rebound due to dilution of the groundwater TCE concentrations.

None of these possibilities preclude the potential for residual TCE at depth below the McKin Site. Future monitoring will provide further insight into the plume behavior at the McKin Site.

Flushing by the recharge of treated groundwater during GETS operation had caused a reduction in TCE concentrations in the overburden, but the data showed this effect leveled off prior to GETS shutdown in several wells. This is similar to the "tailing" effect observed in the laboratory column study (SME, 1996). This stabilization in TCE concentrations in the overburden aquifer supports a residual source of TCE in the aquifer, as does the rebounding at the on-site wells. The water quality findings since shutdown support the previous interpretations that the pump and treat technology, as embodied in the GETS, will require an excessive time frame to capture and extract all desorbed TCE. Previous modeling has suggested this aquifer restoration time frame, even with more extraction wells than are currently existing, would take in the order of 200 years (SME, 1996). The apparent rebound at the on-site monitoring wells MW-401 A, 401B and 402B support the estimated long term nature of aquifer restoration at the McKin Site by pump and treat technology. At this time, however, there is not enough information to update the model to revise a restoration time frame. The previous estimates appear reasonable and the concept of residual
