SCOPE OF STUDY REPORT

ELINCO DIVISlON OF EOO CORPORATION 272 MAIN AVENUE

NORWALK, CONNECTICUT

1. 0 INTRODUCTION

The purpose of this document is to present to the Water

Compliance Unit of the Connecticut Department of Environ­

mental Protection (DEP), for approval, a scope of study for

determining the nature and extent of soil, ground water and

surface water contamination possibly related to chemical

storage and handling at the ELINCO Division facility at 272

Main Avenue in Norwalk, Connecticut.

This Scope of Study Report is submitted in conformance

with Directive B of Connecticut Department of Environmental

Protection Order No. 3595, entered on October 19, 1983, and

issued to the ELINCO Divison.

The ELINCO Division, through counsel, has appealed

Order No. 3595. Consequently, ELINCO does not, at this

time, admit that a contamination problem exists or that

ELINCO has any liability for any contamination in the area.

However, acting in good faith, the ELINCO Division is volun­

tarily complying with the Order, as set forth herein.

In complying with the investigation sections of the

Order, ELINCO has decided, for the sake of consistency, to

present a full scope of study as called for in Directive B.

However, it is the Company's intention to proceed with

the investigation in separate stages. ELINCO will first

investigate potential soil contamination in and around

I chemical handling areas. If this portion of the investi­

gation warrants, and with approval of counsel, ELINCO will

and other phase of the scope of study.

2.0 GEOLOGY OF THE SITE AREA

The general geology of the site area has been described

2.1 Bedrock Geology

Bedrock underlying the ELINCO site is mapped as

mixed felsic gneiss. This unit is medium to coarse

grained, poorly to well-foliated, gray to buff gneiss,

composed of plagioclase, quartz, microcline, muscovite,

and biotite, with accessory opaques, chlorite, apatite,

garnet and zircon.

A rock outcrop observed near the eastern boundary

of the ELINCO property fits this description.

2.2 Surficial Geology

The surficial material at the ELINCO site is

mapped as stratified drift (Connecticut Water Resources

Bulletin No. 17, Plate B), with less than ten ~-----~---------_;_----,~::;_-

of saturated thickness. Stratified drift is a

predominantly sorted sediment laid down by meltwater

from a glacier. This includes stratified sand and t

gravel and minor amounts of silt and clay exhibiting a

variable degree of sorting.

The stratified drift pinches out to the east of

ELINCO and thickens some distance to the west and south

of the ELINCO site in the center of the Norwalk River

Valley to a saturated thickness of greater than 90 feet.

Where stratifiedJdrift is absent, glacial till C a

relatively impermeable, unstratified and non-sorted

mi~ture of clay, silt, sand, pebbles, cobbles and

c boulders) overlies bedrock. The lateral contact

between stratified drift and till seems to underly the

western edge of the ELINCO site, striking in

approximately a north/south direction.

2.3 Ground Water Use

The proposed DEP ground water classification for

the ELINCO site and the immediate surrounding area is

GB/GA. This means that the site currently has a GB

classification with a proposed upgrading of the

classification in the future to GA. GB ground waters

are suitable for receiving waste waters of

predominantly human, animal or natural origin which

pose no threat to untreated drinking water supplies.

They may also be suitable for receiving certain treated

industrial waste waters when the soils are an integral

part of the treatment system. GA ground waters are

suitable for receiving only waste waters which pose no

threat to untreated drinking water supplies.

There are no private water wells currently in use

for at least a 1-mile radius around the ELINCO site

(Hydrogeologic Data for the Southwestern Coastal River

Basins, Connecticuti Plate A>. However, there are

numerous public water supply wells owned by the Norwalk

Water Department First Tax District located

approximately 0.5 miles southwest of the ELINCO site.

This well field has and continues to experience a

documented contamination problem.

2.4 Ground Water Hydrology

Immediate surface drainage from the ELINCO site is

to the west where it is intercepted by the sanitary

sewer system. All open areas of the site are asphalt

paved.

Subsurface drainage from the site is most likely

to the west/southwest. However, more hydrogeologic data

must be obtained in the field before an inference of

the subsurface drainage pattern can be made.

3.0 SCOPE OF INVESTIGATION

The proposed scope of investigation is based upon

discussions held on November 14, 1983, with Mr. Paul Marin,

Principal Environmental Analyst in the DEP's Water

Compliance Unit. As previously stated, the investigations

will proceed in a step-by-step manner with approval of

counsel and as warranted by the findings of each phase of

the work. The DEP will be notified approximately one week

in advance of any field work conducted at the site, should

the Department wish to have inspectors on-site, or desire to

split samples.

3.1 Soil Sampling

Soil borings will be completed and soil samples

collected at ELINCO's waste storage and 1,1,1

trichloroethane storage areas. These areas are shown

in Figure 3-1. A total of seven soil borings are

planned. Approximate locations for each boring are

also presented in Figure 3-1. Five borings will be i

placed in the area of past and present drum storage.

Two borings will be installed near the above ground

steel, virgin 1,1,1 trichloroethane stor~ge tank.

With the exception of one or two of these test

holes which will be installed by hand due to poor

access, all borings will be installed using a truck

mounted, hollow stem auger soil boring rig. Split }

spoon soil samples will be collected from ground

surface and continuously (at 1.5 foot intervals) to

refusal or to a maxium.depth of 15 feet. The soil

samples will be packaged and preserved for subsequent

review and/or analysis.

All work will be conducted under the supervision

of an HRP staff geologist who will log soil conditions

and obtain and preserve the samples. From each boring,

the top <1.5 feet) and the bottom (just above bedrock/

refusal or at 15 feet, whichever is encountered first>

samples will be submitted to the laboratory for

analysis.

All other samples (intervals) will be retained by

HRP. However, if any of these intermediate interval

soil samples show non-conforming, but obvious, soil

contamination (discoloration and/or odor>, they will be

submitted to the laboratory for analysis •. The overall

intent is to determine: (1) if contamination has

entered the soil system (top sample); and (2) if

contamination is present at the bedrock surface,

indicating a potential for migration into the fractured

bedrock system.

3.2 Installation of Permanent Ground water Monitoring Wells

Should the results of the soil investigation

warrant, and with approval of counsel, ELINCO will

install three permanent ground water monitoring wells.

The three wells are presently expected to be completed

in the bedrock system as recommended by the DEP.

Proposed locations for the three wells are presented in

Figure 3-1. Shallow depth to bedrock <<10 feet) is

expected at MW-1, the proposed upgradient well location.

The depth to bedrock at MW-2 and MW-3, the proposed

downgradient well locations cannot be determined at

this time. However, it is anticipated that bedrock

will be within 30 feet of the ground surface.

Construction details for the bedrock wells are given in

Figure 3-2.

Well installations will be completed as shown,

with the exception of the top finish. Since the wells

will be in parking or driveway access areas, the well

tops will be completed with water main-type curb boxes

that will be flush with the pavement surface.

HRP Associates, Inc. will contract a local driller

experienced in monitor well drilling/installation for

the monitor well construction work. An HRP staff

geologist will be on-site during all well installation

work to log the borings and to be certain that

installations conform to Connecticut DEP monitor well

specifications. The bedrock wells will be drilled with

a small truck-mounted rig equipped for both hollow stem

auger advancement (to refusal) and roller bit drilling

(and rock coring, if necessary>.

4.0 SAMPLING AND ANALYSIS PROTOCOL

Soil and ground water samples will be collected and

assigned chain of custody by an HRP staff geologist.

4.1 Soil Sampling

Soil samples will be collected in standard split

spoon samplers that have been decontaminated before

each use, as follows:

1) Tap water and laboratory soap washi

2) Rinse with tap water;

3) Rinse with de-ionized, distilled water;

4) Rinse with hexane; and

5) Air dry.

Samples will be placed in new soil sample jars.

Samples will be stored in a cooler and delivered to the

laboratory on the day of collection.

4.2 Ground Water Sampling

The bedrock wells will be developed initially by

pumping to clean out rock fines, until the well runs

sediment free. The wells will then be allowed to sit

for at least one week to allow ground water in the

aquifer to exchange in the monitor well.

On the day of sampling, the following collection

procedures will be followed:

1) Measure static water levels;

2) Using a bailer or peristaltic pump, remove three

well volumes from the casing (if a bailer is used,

it will be decontaminated as for split spoon sam­

plers prior to being inserted into the well, see

Section 4.1);

3) Obtain sample with bailer or peristaltic pump (if

a bailer is used, it will be decontaminated as for

split spoon samplers prior to being inserted into

the well, see Section 4.1);

4) Place sample in EPA-type hydrocarbon bottle or

vial and label;

5) Store in cooler and deliver to the laboratory on

the day of collection.

' ~ 4.3 Sample Analysis Parameters and Protocol

The Department of Environmental Protection has

indicated that chlorinated hydrocarbons (chlorinated

solvents) are the contaminants of particular concern to

this investigation. Therefore, both the soil samples

and ground water samples will be analyzed for

chlorinated hydrocarbons. Gas chromatographic (GC)

methods will be used. The GC run will quantify (at a

minimum detection limit of 5 parts per billion) the

following: 1,1,1 trichloroethane; trichloroethylene;·

tetrachloroethylene, methylene chloride; carbon

tetrachloride; and related degradation products.

HRP Associates will utilize a laboratory certified

by the Connecticut Department of Health Services to

perform all analytical work.
