Definition of Terms

Term Definition

Attenuation Gradual loss in intensity of light through the fibre-optic medium.

Specified in decibel (dB) for light at a specific wave-length.

Chromatic Dispersion The phenomenon where the phase and group velocity of light in an

optical fibre is dependent on the frequency of the light.

Fibre link The concatenation of fibre spans to allow end-to-end connection

between the two sites specified.

Fibre pair Consisting of two fibre cores/strands.

Fibre span The contiguous fibre between two repeater stations or a repeater

station and a link endpoint.

Polarization mode dispersion When different polarizations of light travel at different speeds due to

imperfections and asymmetries in the optical fibre, results in spreading

of optical pulses.

Repeater sites Facility for the co-location of amplification and/or regeneration

equipment between fibre spans.

1 Requirement Level Keywords To eliminate ambiguity, bidders are to interpret the meaning of functional (technical) requirements

using the keywords; "must", "must not", "required", "shall", "shall not", "should", "should not",

"recommended", "may", and "optional", as defined by the IETF RFC (Request For Comments)

document designated as RFC2119. A copy of RFC 2119 is attached as Annexure J - RFC 2119.

2 Link Requirements Bidders are invited to offer a dark fibre-optic solution that will allow SANReN to transmit multiple

wavelengths of a bitrate of at least 100 Gbps between the end points specified below. The bidders

must ensure that their solution adheres to all the requirements specified in the sections that follow.

Bidders must be cognisant of the following:

● The routing of the fibre will be dependent on the bidder's available infrastructure, and the

bidder must ensure that it is optimised for minimum total distance;

● Maps indicating the proposed routes in electronic GIS format must be provided, as well as

diagrams annotated with sufficient detail to allow the CSIR to identify any and all shared

infrastructure components, including the physical location of cable routes and ODFs (fibre

optic patch panels), so that SANReN may independently determine where such locations are

shared with other providers (e.g. a cable in the same road reserve, or ODF in the same

building) that SANReN could be obtaining services from;

● Bidders must include documentation for the physical installation and optical engineering

standards used, as well the specifications of the fibre optic cable itself and the ODF to be

installed at each site;

● SANReN expects the bidder to conduct a desktop study to plan for the required solution

regardless whether the bidder intends to build a new route or propose an existing route; and

● Bidders must provide an end-to-end solution, i.e. from one ODF to the next ODF.

3 Link specifications

3.1 Context The following diagram summarises the requirements for this Tender. SANReN will require the bidder

to provide dark fibre between the endpoints detailed below. The existing SANReN PoP is indicated

for connection to the required infrastructure. This network diagram illustrates a generic solution.

Bidders must adapt the sample diagram for an optimal implementation topology (optimising for a

balance of cost and reliability) given available infrastructure.

3.2 End Points The bidder must provide dark fibre between the two end points specified below in Table 1. The

address, coordinates and site contacts for each endpoint is provided.

3.3 Signal Repeating Requirements The supplier must include in its solution the access and use of all repeater sites on the fibre route so

that SANReN can deploy equipment as needed. These sites, which must house SANReN’s equipment,

must adhere to at least the following:

SANReN anticipates that it will use between five (5) and seven (7) amplifiers/repeaters on this route.

4 Fibre requirements

4.1 Fibre pairs

SANReN estimates that it will require one (1) fibre pair. However, the bidder may offer extra bids for

two (2) to six (6) fibre pairs (inclusive). SANReN reserves the right to choose which option best suits

its budget and requirements.

4.2 Fibre specifications

Bidders shall provide either G.652D, G.655 or G.656 fibre in compliance to the cable specifications

(including chromatic and polarization mode dispersion) specified by the ITU. Over and above the

requirements detailed in the ITU specifications, the CSIR expects the provided fibre to be on par with

current industry norms regarding long haul dark fibre. In particular, total attenuation for a fibre span

should not exceed 0.25db/km at 1550nm.

4.3 Termination Details

● The connector specifications and type must be provided. SANReN requires the use of LC/APC

or LC/PC connectors.

● All terminated fibre spans must be clearly and accurately labelled.

● Sufficient fibre slack must be provided for at all points where the fibre connects to a patch

panel.

5 Build Specifications

5.1 Civil Bidders must provide the following information:

● Civil Construction Specifications, such as depth of trenching, backfill specifications, manhole

specifications, marking standards and method of trenching used/proposed; and

● Building entry specifications must be provided.

5.2 Route Bidders shall provide the details of the planned/actual route, listing at least:

● The planned/actual route details;

● A route GIS file in ESRI Shapefile or KML format;

● Information about the way leaves obtained or the application forms;

● Details of any EIA studies underway or required; and

● Any mission critical construction points such as river crossings, road crossings etc.

5.3 Repeater Sites Bidders shall provide the details of typical repeater sites. This should include at least:

● Construction details of the site;

● Power feed to the site;

● Power distribution into individual racks;

● Specifications of backup power for the site and a description of typical procedure that is

followed when primary power is lost; and

● Description of access control to site.

5.4 Acceptance Documentation The bidders must provide samples of similar documents that they have provided to other clients for

the following:

● Test results (ATPs) for each fibre span of the link;

● As-built documentation;

● CACs for the access builds at the end points;

● Photos showing correct labelling; and

● Photos showing there is a slack as specified in 5.3 above.

5.5 Test results The test results are to be provided for each fibre core on each fibre span. A sample of the test result

documentation must be provided. The following information must be included on the sample Test

Result Sheet / Acceptance Test Sheet:

● Fibre span designation;

● Fibre core number;

● Attenuation figures and return loss specifications and results; and

● Chromatic and Polarisation Mode Dispersion measurements.

5.6 As-built documentation As-built documentation will be required for the links. The actual routes that the fibre runs must be

documented and presented to SANReN. For access builds, the fibre route from the boundary of the

institution where the SANReN PoP is hosted to the SANReN router itself must be detailed.

Photographs of the access build will be required. Examples of access build documents for other

customers can be provided as part of the bidder's response.

5.7 Customer acceptance certificates For new access builds, CACs need to be signed off ensuring that all involved parties are satisfied with

the work done by the supplier.

6 Reliability

6.1 Service Level Agreement End-to-end fibre maintenance services must be offered, i.e. the supplier must maintain the fibre on

CSIR’s behalf. As such, all bids must include an SLA (Service Level Agreement) as part of its solution.

Bidders shall provide the details of the service levels offered. Bids received without SLA options will

be eliminated.

6.2 Maintenance The following details are required in order to evaluate the quality of the maintenance that the

bidder will provide with respect to this link:

● Mean Time To Repair information;

● Fault Response Times;

● Maintenance options such as 24x7x365;

● Same day response, Working day response only, etc;

● Fault Logging Procedures offered;

● Maintenance down time procedures and advance warning procedures;

● Fault Monitoring and Alerting capability;

● Scheduled reporting of incidents & performance measurements offered;

● Technical services support personnel locations;

● Maximum restoration times offered;

● Customer responsibilities indicated; and

● Remote hands for first level support on the equipment that SANReN will deploy at repeater

sites.

The bidder must specify whether the link being provided in this tender will be actively monitored or

not. If the link is actively monitored, SANReN or a SANReN designated party should have access to

this system to aid with fault monitoring and logging.
