1. Huawei Data Center Requirements
1.1 General
Bidders are invited for the supply, delivery, installation, testing, commissioning and
maintenance of the Data Center Infrastructure Services for Huawei Data Center, to meet
the requirements of the specification. Bidders are required to propose a turnkey solution
for the implementation at sites defined by Huawei.
The successful Bidder shall be the Contractor and single point of contact for all services
offered and should be fully responsible for the overall project management and
co-ordination of supply, delivery, installation, testing, commissioning and Maintenance of
Data center Infrastructure Services for Huawei.
1.2 Project Location
Huawei Data Centers will be situated at Islamabad
1.3 Project Schedule
The delivery of the project shall be completed within three (3) months after the contract
signed.
1.4 Scope of Work for Vendors
Huawei Data Center layout of the facility should obey the criteria availability. The
availability level of TIER 3 is recommended based on a tiering system included in the
TIA-942 standard (Telecommunications Infrastructure Standard for Data Centers), the
worldwide most widely recognized standard for Data Centers at present.
Bidder should provide the turnkey project including the Data Center infrastructure
construction. The following figure and table are the data center site and equipment
information. Bidder should provide data center relevant infrastructure service on turkey
basis:

1.5 Commerce Terms
1) The quotation submitted by bidder should provide the unit price accordingly.
2) The quotation shall be inclusive of duties, taxes, value added taxes (VAT), social
security, levies and charges arising out of or in connection with the performance of
this service.
3) The quotation expired date: - (according to the actual project)
1.6 Request for Contract Signature Entity
The suppliers have been in the business for the Supply, Customization and Integration of
Data Center equipment for the last three (3) years in Pakistan.
After winning the RFI, the entity of bidder must have local registered entity signing the
contract with the corresponding entity of Huawei. If the bidder cannot comply with the
condition above, Huawei with the right can cutoff the cooperate contract.
1.7 Request for Bank Performance Guarantee Letter
All bidders shall, along with its bid submit to Huawei a Bank Performance Guarantee
Letter which includes a performance bond of the contract winning amount. Such
performance bond shall remain valid until twelve (12) month after the expiry of the

contract. If the successful bidder fails neglects and/or omits to perform any obligation,
breach any terms and conditions of the subcontract agreement and/or complete the
execution of the Project, Huawei shall be entitled to claim upon the performance bond
as penalty. The consultant shall scan the letter together with the performance bond to be
submitted together with the Bidding documents.

2.3 Request for Bidding documents submission

2.4 Clarification
If it’s necessary, the tenderee would inform the tenderer and clarify the tender via meeting
on-site.
2.5 Other Explanation
1) The Tenderer should strictly submit the electronic softcopy and the original hardcopy
on time.
2) It is forbidden for the tenderer to send the electronic softcopy with password and the
original hardcopy to anyone else, except for the person appointed by tenderee. If it is
discovered and verified, the corresponding tender document would be cancelled
automatically.

3) Except for the person appointed by tenderee to get the prescribed contents, it is
forbidden for other persons of tenderee to ask for the electronic softcopy and the
original hardcopy of Bidding documents. If it is discovered and verified, this tender will
be abandoned, and a new tender will be bid.
3. Technical Specification
The levels define the quality of a Data Centre in terms of the statistic downtime during a
year in direct relationship to infrastructural features. The TIA-942 also encompasses the
relevant White Papers of the Uptime Institute regarding the Tier classification and
performance standards, but with an expanded definition. And the Huawei data center
should comply with Tier 3 standard.
The sub-system for this project is as follows:

3.1 Decoration System
General requirements & Layouts
1. Bidder decorates the appointed space in data center. The responsibility
does not include the whole building and the exterior wall. The interior
space includes computer room, NOC, and electrical room and so on.
2. Data center needs decoration to make a comfortable environment for
equipment and staff. The space from the ground floor to first floor is
provided for data center. The height of room from floor to ceiling is 3 m; the
decoration materials should be fire-resistant and no-polluted.

3. The decoration materials should be good heat preservation to save
energy sources. The decoration should be considering the factors of
function, ergonomics, and environment protection to design the room and
making the work more comfortable and efficient.

General Specifications
Material
1. The material should be free of asbestos, lead-containing paint, PCB’s, and
other environmental hazards. Fire-resistant material should be used in
data center. Consider of building fire-resistance, the building structural
system should be concrete.
2. Fire resistive requirement is over 1 Hour. Floors, walls, and ceiling shall be
painted heat preservation latex paint, in order to save cooling power
Ceiling
Bidder will install a suitable false ceiling in the data center other support
functions room. The false ceiling will have the following basic specifications:

Raised Floor
1. The raised floor system provides the flexibility in wiring, hardware location
and air conditioning.

2. The raised floor system should be constructed of 600mm*600mm panels
interchangeable with perforated tiles for air distribution, and clear height of
raised floor system should be minimum of 450mm.

Door
1. Fire resistive requirement of door is minimum code requirements (not less
than 1 hour at Computer Room).
2. Doors shall be a minimum of 1 m (3 ft) wide and 2.13 m (7 ft) high, without
doorsill, hinged to open outward (code permitting) or slide side-to-side, or
be removable.
3. Doors shall be fitted with a lock and have either no center post or a
removable center post to facilitate access for large equipment. 2.5 m
width is needed.
Lighting
1. Bidder will install fluorescent lighting fixtures to be installed to provide a
lighting illumination level, and a minimum of 500 lux (50 footcandles) in the
horizontal plane and 200 lux (20 footcandles) in the vertical plane,
measured 1 m (3 ft) above the finished floor in middle of all aisles between
cabinets.
2. Lighting system shall be connected to the standby power system.
3. Emergency lighting and signs shall be properly placed per AHJ such that
an absence of primary lighting will not hamper emergency exit.

3.2 Electrical requirements
Bidder will provide a fully redundant power supply and distribution system to
the equipment room. The electrical subsystem is designed to separate
comply with tier 3 availability data center.
Electrical Room
Introduction
An electrical room is dedicated to house all electrical components as marked
on the attached layout. It will specifically house UPSs, Batteries, Switch Gear,
Switch Board, Power Distribution Units, and Main Line Feed termination. The
Room will be equipped accordingly and will be Air-conditioned to
accommodate the equipment installed. Main Line feed (Generator and/or
main Substation) will be terminated as appropriate within the room on an
appropriate Power Distribution Panel, and with the appropriate Power Panel.
General Specifications
1. Uninterrupted Power Supply Cabinets and its associated batteries to be
laid out as appropriate within the Electrical Room.
2. Surge protection should be located as appropriate within the electrical
room.
3. Static switching cabinets should also be located within the electrical room.
4. Room should be equipped with fluorescent lighting with electronic
started/ballast and connected to the standby diesel power in case of power
outage. The lights should provide lighting intensity of 300 Lux at 85 cm
above ground level.
5. Emergency battery powered lights should be provided as part of the
lighting system. And flooring of electrical room should be appropriately

finished with High quality, dust proof wear resistant finish. And should be
equipped with raised flooring system if appropriate. If raised flooring is
installed, it must follow the same technical guidelines for installation as the
computer room.
6. A false ceiling must be installed in the electrical room and must be of the
fire retardant type.
7. The electrical room will compose a separate fire zone, with its own fire
suppression zone.
8. Doors to the electrical room should be of the security type with double
bolts, and with fire rating of 60 minutes.
9. An Air-conditioning system must be installed in the electrical room and be
sized appropriately to accommodate the heat dissipation of the Equipment
within the room with an outside temperature of 46 degrees Celsius. The
Air-Conditioning system must provide with adequate redundancy capacity
of 25%.
Power supply, power distribution & Power consumption
General Specifications
1. Vendors are required to supply power supply and conditioning systems
that will supply continuous clean power to the data center.
2. The power supply and distribution is designed for a 24 hour/365 day
operation and for 100 % uptime.
3. Surge Protection should be located as appropriate within the Electrical
Room.
4. Automatic switchover from utility power to generator power in case of
power outage.

Uninterruptible power supply (UPS)
General Specifications
1. Vendors are required to supply an Uninterrupted Power Supply System
that will work in redundant mode. The UPS system will supply clean
continuous power to the Data Center. Each UPS installed is required to
have an SNMP agent and minimum 1x Ethernet port. SNMP Agent
software for Windows and for Linux for the use of management of the UPS
system should be supplied. All UPSs must be supplied with the necessary
power cables and installation kits. All batteries should be installed in proper
cabinets as indicated by the manufacturer.

2. UPS Room should be Air-conditioned with a precision HVAC system that
will maintain the working temperature of the UPS room within working
limits. HVAC system will be sized as per the proposed UPS system.

Standby diesel generator
General Specifications
1. A Diesel power generator is required to handle the loads of:
All IT equipment in the Data Center
All equipment in the building
Lighting and Air Conditioning in the building
Should have a minimum of 25% extra capacity for growth.
2. The Diesel Power generator system will adopt a modular and
synchronized generator design concept, thus maintaining the high
efficiency of operation on low loads. The System will automatically start,
synchronize and distribute load on any number of generator modules as
the load requires, while maintaining the operating point of each generator
module at 50%-75% load.
3. The Diesel Generator should be supplied with:
Equipped with a 4 pole Alternator
Auto start and Auto-switchover power panel,
Bypass switching gear.
Sound insulating and secure shelter
All installation requirements including civil works, concrete platform,
fuel tanks, piping, etc.
Proper cabling into the Data Center including cables and ducting
Connection of panels to the Mains power supply
Diesel Tank capable of running the generator for a minimum of 5 days
Support for 3 years including a dummy test run of once per month.

Supplier support must include one day maximum repair time
commitment, including spare parts.
Supplier is required to propose all consumable items required for the
operation of the diesel generators during the 3 year warranty period,
such as batteries, air filters, fuel filters, etc.
Canopy/and or sound insulation room to maintain sound pressure
below 70db @ 7 meters
All control logic, controllers, panels necessary to maintain
synchronization and startup, shutdown and switching of each
generator module.
It is preferred that the system is implemented using 5-6 Generator
modules, delivering the full required capacity when all modules are
operational and synchronized.
The System will automatically rotate roles of the master generator on a
monthly basis.
Each Generator module is equipped with a separate Fuel Tank, and all
fuel tanks are interconnected via a controllable valve.
System must allow manual bypass/disconnection of any Generator
Module if required in cases of periodic maintenance

3.3 Cabling System
General Specifications
1. The DC’s cabling pathways are designed to offer best maintainability and
optimized for electromagnetic compatibility. Therefore and according to
ANSI/TIA/EIA-942 all data cabling is to be implemented with overhead
cable trays suspended from the ceiling and dedicated solely to data and
voice network cabling.
2. The DC is to be interconnected with pre-terminated fiber and copper
cabling. For advanced maintainability all cabling is to be properly labeled
according to a sophisticated labeling scheme.
3. Copper cabling is to be deployed based on ISO/IEC Category 6a UTP
10 GBit/s specifications with standard RJ-45 connectors. The high
performance Category 6 UTP cable shall be of the traditional round
design with mylar bisector tape.

4. All copper cabling shall exceed ANSI/TIA/EIA and ISO/IEC Category
6A/Class EA channel specifications (including installation) of
ANSI/TIA/EIA-568-B.1, 568-B.2, 568-B.3 and 569.
3.4 Facility Management System
Closed-Circuit Television (CCTV) system
Introduction
1. Surveillance CCTV system is required to ensure effective surveillance of an
area as well as create a tamperproof record for post event analysis. The

System shall provide an on-line display of video images on TFT Monitors
/Video wall/Large plasma monitors located in Central as well as local
control rooms.
2. System should facilitate viewing of live and recorded images and controlling
of all cameras by the authorized users present in the LAN. System should
provide inter-operability of hardware, software, networking, printing,
database connectivity, reporting, and communication protocols. System
expansion should be possible through off-the-shelf available hardware.
3. Equipment with better specifications shall be accepted.
General Specifications
1. The Contractor shall design, supply, install, testing, commissioning, and
maintenance of the Closed Circuit Television system as indicated in this
Specification.
2. The Closed Circuit Television system shall be a digital color system type
and completed with color cameras, camera enclosures, camera domes
with pan/tilt driver, color monitors, wiring and conduit.
3. The color Closed-Circuit Television (CCTV) system shall be designed,
supplied and installed to cover at least the following areas:
a) Main entrances;
b) Reception counters;
c) Ingress and egress points of the building;
e) Access to major plant room such as PABX room, main switch rooms, main
A/C plant, TBE room, transformer rooms / HV switch rooms, etc.;
f) Server rooms;
g) Corridors.

4. CCTV monitors, central equipment and it associated peripherals for the
CCTV system installation shall be provided in the Security Office. Exact
location for the monitor and the CCTV camera is shown in layout plan.
5. Manual selection of the camera scene shall be provided for viewing on
CCTV monitors. Response to system events shall be provided to allow the
assignment of a specific camera scene to a specific monitor at the
occurrence of a pre-defined alarm condition. When camera sequencing is
enabled, the system shall provide the capability to halt the sequencing and
display the requested camera scene at a specific monitor. Sequencing
shall then be re-initiated at the discretion of the operator.
6. DVR shall be capable of connecting at least 16 camera inputs and 16 alarm
inputs.
7. DVR shall be able to provide at least 3 nos. of alarm output for external
equipment interface and interlocking facilities.
8. Recording speed of DVR shall not be less than 2.0 frames per second at a
resolution of about 640 x 480.
9. DVR, in addition to continuous mode of recording, shall be featured with
real time recording by means of event triggered, motion detection by
software illuminance detection technology and/or motion sensor activated.
10. DVR shall be equipped with system software and adequate built-in
memory capacity for recording 7 days (168 hours) event at 2.0 frame / sec
with resolution of about 640 x 480, which is equivalent to approximate 50
million pictures storage).
11. DVR shall be able to record, review and play back at the same time
without interruption.

Access Control system
Introduction
1. Access control system is an important protection for data center physical
security.
2. Access control system is mainly made of management computer,
management software, access controller, card reader, card-issuing reader,
lock, out-of-door button and so on.
3. Access controller is the core of access control system, it performs access
control management and such value-added functions as online patrol and
real time attendance check.
General Specifications
1. Access control shall be provided at the entrance to the data center. A
system that allows for multiple levels of controls shall be installed to
provide for increased levels of security as moving into the data center.
2. Access control system shall allow for easy modification of access control,
be completely programmable, and provide a digital and hard copy of all
access to the data center and its various components.
3. The controlled entry, via access control system, of only authorized
personnel to secured areas will be based on cardholder information
entered and stored in the system database.
4. Readers are connected to local access control panels or so called
networked intelligent controllers.
5. The central access control application software supervise those local
controllers. Should the security network become disconnected, the
controllers will operate as standalone unit until the communication network

is restored. Standalone activity is then sent back to the database server,
ensuring all records are maintained.
6. If the disconnection is too long, the internal memory of the controller might
be saturated (full): It will then manage its memory on a “first in, first out”
(FIFO) principle which means that remaining fully operational, it will erase
the oldest information.
7. Each point of access is provided with battery-supported equipment
permitting uninterrupted operation even in the event of a primary power
failure.
8. The reader and the associated controller will decide if a person may have
access to a controlled point. If the access is granted, the electric or magna

14. The networked intelligent controller shall utilizing true distributed
processing technology with the capability of local processing based on the
local storage of a least 10,000 cardholders, all system access groups and
time zones, input and output information in RAM memory.
15. The intelligent controller shall support the monitoring and control a
minimum of two (2) readers or two (2) keypads or two(2) readers with key
pads, monitoring and control of at least four (4) five-state, fully supervised
and fully configurable input points, and control at least two (2) fully
configurable auxiliary output control relays.

well as 3x4 matrix keypads

3.5 Mechanical System
Air conditioning
Since natural ventilation with the exception of a few mechanical rooms is
not sufficient for a Data Centre, most areas within the facility will have to be
equipped with some kind of mechanical system: Air conditioning,
ventilation or heating. Almost all spaces in the Data Centre require cooling
throughout the year because of outside temperatures during most of the
year and the exhaust heat produced by computer and technical equipment.
Only administrative, mechanical and electrical support areas require minor
heating. The IT-equipment generates a large amount of radiant heat. The
equipment operates most effectively in a relatively narrow temperature and
humidity range.

The rows of cabinets/racks should be set up parallel to the airflow. The
orientation and arrangement of the rack rows in the computer rooms will

Provision of air conditioning. Package A/C units of split system is
recommended for the data center.
Introduction
1. Air conditioning is to provide a temperature-controlled environment within
the parameters needed to run these devices. Computer and networking
equipment is designed to operate within a fairly narrow temperature range.
To ensure reliable operation and the longest possible life sufficient air
conditioning equipment should be installed to achieve this functional
requirement of a DPC (Data Processing Center).

General Specifications
1. The data center equipment should be air conditioned with an air
conditioning system in such a manner that a stable environment will be
maintained during 24 hours a day, all year long without any interruption.
2. The HVAC system must be independent from the building HVAC system.
3. A redundancy air conditioning system should be installed in the data center
equipment room for redundancy and failover. The system should be
capable of handling the heat load of the entire data center. Size and
number of HVAC units should be determined by Vendor. Air conditioning
system should allow for 13% headroom capacity.
4. System should be able to operate in a synchronized fashion so that one unit
cannot switch to heating mode while others operate in cooling mode.
Same synchronization should be possible for humidification and
de-humidification.
5. HVAC units will be installed at a suitable location in the data center room,
and will be located in the right place where is easily serviceable. The
external condensing unit should be installed in such a way that it will not
disturb the surrounding environment but can obtain sufficient heat
exchange.

6. Precision air conditioning should be installed in data center equipment room,
comfort air conditioning for working area.
7. The data center will be maintained at a set temperature between18 and 27
degrees Celsius 24 hours a day, 7 days a week. Temperature must be
maintained to 1 Degree Celsius from the set temperature. The room will
have a constant humidity range of 15%~ 85%.
8. The energy efficiency rate should be considered.
Fire Protection System
The fire alarm system shall be designed and installed in accordance with the
specified guidelines and in full compliance with the rules and regulation of other
relevant local authorities. In all cases the minimum requirements for design and
installation shall meet the requirements of the latest issues of the NFPA 101 and
NFPA 72 standards.
General Specifications
1. Smoke & Fire Detection
The fire detection system performs all smoke, heat and fire detection and (in
combination with possible sprinkler systems) life safety functions for the facility.
Detectors will monitor equipment room and power room.
As a standard, analog photoelectric smoke detectors will be installed.
2. Fire Prevention
This system can be used in any situation where the highest level of fire protection
is essential and an interruption of operations cannot be allowed. The system offers
active fire prevention.
3. Alarms, Civil Defence
Manual alarm call points shall be installed at all exit points and along paths of
egress, according to local fire regulation requirements.

Alarms of all fire protection systems, i.e. general system alarm and fault signals,
shall be forwarded to the permanently manned control room and incorporated into
the fire alarm control panel via addressable line input modules.
The existing building infrastructure, offices, corridors, meeting room, etc., have to
be provided appropriate means of fire extinguishers in accordance with local civil
defence regulations.
