1 GENERAL

This specification covers the technical and associated requirements for design,manufacturing, furnishing, testing, inspection and supervision of the 11kV Switchgears

and auxiliaries completed with accessories for the Shuaiba North Co-generation (Power &

Distillation) Plant in Kuwait.

It is not Purchaser's intent to specify all technical requirements nor to set forth

requirements adequately covered by applicable codes and standards. The Supplier shall

furnish high quality 11kV Switchgears meeting the requirements of this specification and

industry standards.

 All intrinsic equipment necessary for the proper and safe operation of 11kV Switchgears

and auxiliaries furnished under this scope shall be provided by Supplier.The Supplier shall be responsible for any discrepancies, errors or omissions in the

drawings and information to be supplied, whether they have been approved by the

Purchaser or not.

 All data, specification, drawings and documents shall be written in English. All units of

measurements and dimensions shall be in SI (System International) units.

2 SCOPE OF SUPPLY

2.1 Equipment and Service by the Supplier

In addition to the Supplier's scope of supply specified in other section of this Specification,

the Supplier shall furnish the services and equipment, including all necessary features,

components, accessories and appurtenances for the safe, efficient and reliable erection,

operation and maintenance whether mentioned in this Specification or not. These shall

include, but not be limited to, the following:

 All necessary supervision, labor, tools, materials and equipment required to design,

furnish materials for fabrication, test, inspection, clean, paint, prepare for shipment and

deliver the equipment complete with appurtenances as specified herein.

The Supplier's scope of supply and work shall include all items specified in this

Specification except item(s) waived by the Purchaser with written acceptance on

Supplier's deviation & clarification.

2.1.1 Scope of Supply by Supplier

3 CODE AND STANDARDS

3.1 Wherever not specified in this Specification particularly, the equipment and materials as

well as design and labor employed in the fabrication, delivery, erection or installation and

testing of the parts of the project shall comply with the latest editions of the IEC

Recommendations and approved standards and recommendation. For further details, refer

to Attachment 1-1, General Technical Requirement for General.

3.2 In the event of any conflict among standard, codes or this Specification, the most severe

requirement shall be applied and the Supplier shall refer the conflict to the Purchaser forwritten resolution.

4 DESIGN AND OPERATING CONDITIONS

The plant equipment shall be designed base on the design condition below. For details,

refer to Attachment 1-1, General Technical Requirement for General.

5 DESIGN AND CONSTRUCTION REQUIREMENT FOR 11KV SWITCHGEAR

5.1 General

11kV Station Switchgear shall have two incoming feeders feeding from upstream station

transformer. Each 11 kV Unit Switchgear have one incoming feeder feeding from

upstream unit transformer and one incoming feeder connected to the 11kV StationSwitchgear as detailed in the single line diagram for Plant Key.

Each unit switchgear shall be fed from 11kV station switchgear via coupling breaker

before the dedicated GTG starting. After the starting of GTG is achieved completely, 11kV

unit switchgear shall be powered from upstream unit transformer via incoming breaker.

Basically, 11kV Switchgears shall comply with the requirement specified in Attachment 1,

general technical requirement for electrical, clause 5E.6.

 All MV switchgear shall comply with the requirements of the relevant parts of IEC 62271-

100 and IEC 60298. The ratings of all equipment shall be selected based on the

ambient conditions and the load flow and fault level studies, to be carried out as part of

this contract. 

The switchgear shall normally be controlled from the Central Control Room via the DCS,

however local control at the switchgear shall be provided for maintenance purposes.

Test/local/remote//off selector switches shall be installed on the switchboards. To

provide control and monitoring from the DCS, signals shall be provided at the switchgear

which shall include as a minimum,

Values of current and voltage measurements

The short-time current rating of all components shall be based on the specified fault

current for a minimum fault duration of 1 second.

 All measuring transformers shall be of the completely enclosed, dry type as specified

elsewhere in this document. Current transformers shall be installed in the fixed portion

of the relevant compartment and shall not be mounted on the circuit breaker truck.

5.2 Design Condition and Data

5.2.1 MV Switchboards

MV switchboards shall comprise metal-clad vacuum switchgear. The circuit breakers shall

be of the horizontal, truck mounted, draw out type.

The design of the individual unit compartments shall be such as to obtain different zones

fully isolated from each other, namely,

the circuit breaker compartment.

the power cable connection compartment

 A set of metallic busbar and circuit shutters shall be provided to cover each 3-phase

group of fixed isolating contacts. Each set shall be capable of being individually operated

and independently padlocked closed. Shutters that co-operate with a removable part of

the main circuit shall open automatically by means of a positive drive. The closing

operation shall also be automatic, either by positive drive or by two independent means,

each capable of closing the shutters.

Main and auxiliary busbars shall be covered with insulating sleeves, connecting members

shall be enclosed by removable moulded plastic covers to prevent internal busbar faults

or spreading of arcs. All busbar connections and joints shall be tinned.

 All phases of main and auxiliary busbars and protective earth busbar shall be identified by

color coding. (*)

Maintenance access shall be provided at the front and rear of all switchboards. Rear

access of at least 1 meter shall be provided and front access shall allow for complete

withdrawal and manoeuvring of any circuit breakers.

 All necessary anchoring material such as fixing bars and bolts shall be supplied together

with lifting lugs and eye bolts respectively.

Each switchboard shall be readily extensible. Labels in English and Arabic shall be

mounted on the front and rear doors clearly indicating the function of the respectivefeeder. Feeders shall additionally be marked with a suitable mimic diagram. Trolleys for

the removal of circuit breakers shall be provided for each room housing switchgear.

The MV switchboards shall be of the type-tested horizontal draw-out type.

 A coloured mimic diagram is to be provided on the front of each switchgear cubicle with

the necessary graphical symbols, control switches, push buttons, indication lamps, etc.(colour code for 11kV level will be informed during detail design.)

Cable entrance accommodations at the bottom of the switchgear cubicles shall be

provided as necessary. Removable gland plates shall be provided for drilling at the field to

facilitate cable entrance and shall be made of non-magnetic steel.

If the proposed standard cubicle is not able to secure the sufficient space for power cable

termination (e.g. if the space from bottom plate to power cable terminals is not sufficient

for termination kit and terminal lug installation), the supplier shall provide the extended

cable end sealing boxes including all accessories for site installation in free of charge.

(For sample of extended cable compartment boxes, refer to Attachment 3, referencedrawing.)

The site installation for internal interface wirings, busbar connection, etc. between panels

segregated for delivery shall be implemented by the supplier.

 All indication lamps shall be provided with lamp test.

In order to avoid the interference between cable entrance and girder of building, the

following offset panels (width : 400mm x Depth & Height same with SWGR) may be

provided.

One (1) panels for 11kV unit 3 switchgear

5.2.2 Circuit Breakers

The circuit breakers shall be of vacuum type, with the driving mechanism composed of a

spring loaded, energy storing, closing and tripping device wound up by an electric driving

motor. Normal actuation shall be provided by electrical local or remote control. Manual

spring loading and control shall also be possible. Spring charging shall be carried out

following every “Close” operation so that the mechanism is ready for a “Close” operationimmediately following a trip. The operating duty cycle shall be CO -15sec -CO

Circuit breakers shall be of the trip-free anti-pumping type.

The control voltage shall be DC from the battery system. All electrical closing devices

shall be suitable for operation at voltages between 110% and 80% of the rated control

voltage. All electrical tripping devices shall be suitable for operation between 120% and

60% of the rated control voltage.

Where vacuum circuit breakers are used, the supplier shall carry out any necessary

studies to ensure that high transient voltages caused by current chopping do not cause

damage to associated plant, and shall provide appropriate protective equipment where

necessary. Such equipment shall be mounted in the cable compartment of the associated

switchgear.

Circuit breakers mounted on trucks shall have self-aligning fixed contacts for the powercircuits and plugs with sockets of the automatic connection type for the control circuits.

The unit shall be positively located in the service position and shall only be released for

complete withdrawal when in the isolated position. A mechanical interlock shall be

provided to prevent withdrawal of the unit unless the power circuit has been interrupted.

The test position shall permit local and remote closing and tripping of the relevant circuit

breaker without the power contacts being energized i.e. disconnected from the load

circuit. The circuit breakers shall include all necessary auxiliary switches for position/trip

indication, trip coil supervision and a close/open cycle counter.

It shall be possible to test the breaker in the ‘Test’ or ‘Withdrawn’ position with allinterlocks in, bypassing the position limit switches for testing of the breaker and process

interlocks during routine maintenance.

 Access shall be readily available and lifting facilities provided to enable each pole to be

removed and replaced for maintenance purposes.

5.2.3 High Speed Transfer System

Switchboards fed from more than one source shall be provided with a fast transfer

scheme. The scheme shall ensure automatic fast transfer between sources should afeeding breaker trip and shall include manual changeover facilities.

Each high speed transfer system shall be installed in measuring compartment of each

switchgear with the required control and monitoring equipment on the front door (e.g.

transfer device, indication lamps, mimics, selector switches, buttons as necessary).

Each high speed transfer system shall comprise the following:

Logical analyser for all required control, interlocking and monitoring functions

Phase comparison device for continuously monitoring the phase angle, frequency and

voltage

Test facilities for testing the complete transfer system up to the closing and trip coil of

the circuit breakers whilst the system is ready for operation

 According to the electrical system the high speed transfer system shall operate as follows:

High speed transfer - the opening and closing command issued at the same time

Residual voltage transfer - the individual circuit breakers will be closed at a residualvoltage adjustable between 20 and 50% of the rated voltage

Long time transfer - the circuit breakers are closed after an adjustable time which

insures that the residual voltage is lower as at the residual voltage transfer

If in case of an high speed transfer the relevant circuit breaker does not open, e.g. due to

mechanical failures, the already closed circuit breaker shall be tripped within an

adjustable time.

The transfer shall be blocked in following cases:

Short circuit on the relevant busbar

Incoming circuit breaker not in service conditions (withdrawn, spring not charged, etc.)

If the relevant circuit breaker fails to close

MCB trip

Voltage on the stand-by source is not available

The electrical block logic diagram will be informed during detail design.

5.2.4 Earthing Switches or Devices

Earthing switches shall be of the manually operated type fully rated to match theprospective fault current. They shall be interlocked with the main circuit breaker in such a

manner that they can only be switched on if the main circuit breaker is withdrawn and the

circuit breaker can only inserted with the earthing switch open. All switches shall be

equipped with auxiliary contacts for position indication, monitoring and interlocks. Each

earthing switch shall be lockable in the closed position.

Earthing switches with positive mechanical and electrical interlocks shall be provided for

all circuit breakers. In addition to the earthing switches for individual feeders, at least one

truck mounted earthing carriage shall be supplied which can be inserted into any feeder,

as well as busbar earthing facilities.

Earthing switches shall be interlocked to prevent inadvertent closing onto a live part.

The interlock diagrams for closing/ open of earthing switch of each different feeder shall

be submitted subject to approval.

5.2.5 Surge-Diverters

When circuit breakers are of the vacuum type, for all outgoing feeders, capacitors and

lighting arrestors shall be provided for surge protection of motors, transformers, etc. such

equipment shall be mounted in the cable compartment of the switchgear.

5.3 Control, Operation, Interlocks and Alarm

This Clause includes the requirements for control of electrical systems, as far as not

provided by the process control system.

 Applicable general requirements are specified under General Technical Requirements for

electrical and I & C equipment.

 All circuit breakers, contactors, isolating devices and earthing devices shall be supplied

with all necessary auxiliary switches and mechanisms for indication, protection, control,

interlocking and supervisory functions. The equipment shall be fully integrated with the

DCS.

5.3.1 Interlocks

Electrical ON/ OFF interlocks of incoming feeders, busbar sectionalisers, couplers,transformer feeders and outgoing feeders shall be realised in the relevant switchboards.

The following basic interlocking principles shall be observed,

a. Unless otherwise specified all incoming feeders shall be interlocked with each other

and associated bus sections such that each board can be fed from only one power

source at a time.

b. Earthing switches shall be interlocked to prevent inadvertent closing onto a live circuit.

c. Each auxiliary transformer feeder shall be interlocked such that the LV breaker can

only be closed with the corresponding MV breaker already closed. The scheme shall

also ensure that the LV breaker is tripped upon opening of the MV breaker. MV breakercan only be closed with the corresponding LV breaker open in service position.

d. 11 kV transformer feeder shall trip, if LV breaker is drawn out to test position. Closing of

11 kV breaker will be prevented, if downstream LV breaker is not racked into service

position.

5.3.2 Alarms

The position of each feeder (Open/Close/Test/Drawn-out) shall be monitored and

indicated both locally and remotely.

The following local and remote alarms shall also be provided as a minimum,

c. Control voltage failure

d. Gas pressure low/very low (where applicable)

e. Bus under voltage

f. Bus earth fault

g. Bus PT fuse failure

The switchboard control circuits shall be supplied from two independent sources, with

auto changeover facilities. DC fail alarms shall be supplied from the UPS system.

 A common alarm facia with lamp test facilities shall be provided locally on the measuringcompartment, with the power supply backed up by a second independent source. All such

circuits shall be individually protected by MCBs with local and remote position and trip

monitoring facilities.

5.3.3 Remote Control and Indication

 All incoming and outgoing feeders shall be monitored and controlled at the CCR via the

DCS. The status and data associated with the electrical distribution system shall be

displayed in the CCR via the DCS.

The interposing relay for control of breaker from DCS will be located in DCS interposing

panel, if other requirement is not specified.

The controls and indications shall include, but not be limited to, the following:

a. Status of circuit breakers, isolators, bus couplers and earthing switches

b. Control of circuit breakers, High speed busbar protection system

c. Alarms associated with circuit breakers, isolators, bus couplers, earth switches,

transformers and electrical protection equipment.

d. Power (MW), reactive power (MVAr), current (A), voltage (kV), frequency (Hz),

phase angle and power factor as requested

e. Others as specified in general technical requirement for electrical and C&I.

Suitable interfaces to the DCS shall be incorporated into the switchgear as specified in

general technical requirement for electrical and C&I. These interfaces may be hardwired

or via an serial data transmission using dual redundant data communication links. Actual

signal list will be decided and informed during detail design stage.

The following remote indications shall be provided as a minimum:

During detail execution stage, the supplier shall provide the serial signal list for each type

of protection relay. The purchaser will finalize the serial link signal list based on supplier’s

information and will inform the supplier of final list to reflect to the relevant switchgear.

 All indication lamps shall be provided with lamp test facility.

5.3.4 All motor feeders shall be tripped by trip signal from busbar undervoltage relay during

failure of related busbar.

5.4 Protection

5.4.1 General

The scope of works shall comprise all required studies, the supply, fabrication,

installation, test and commissioning of all MV protection systems of the plant, mainly:

MV switchgear Protection

 All necessary softwares and hardwares (one note book, connecting cables and others) for

setting and test of protection relays shall be part of supply.

Basically, 11kV Switchgears shall comply with the requirement specified in Attachment 1-

2, general technical requirement for electrical, clause 5E.4.8.

The supplier shall provide the details of relays and setting calculations for review and

approval.

Redundant auxiliary supplies shall be used and there shall be redundant tripping systems.

 All relays performing measuring function shall be of numerical design with continuous

self-monitoring and supervision. All monitored and recorded information available from the

protection relays down to and including the main LV circuits shall be accessible in the

central control room via the DCS. Protection relays shall be from approved suppliers and

they shall be type-tested according to relevant sections of IEC 60255 and IEC 60068.

 A single line diagram showing the relays to be used shall be provided with the Tender

together with full details of associated CTs and VTs.

The protection systems shall be suitably interfaced with the DCS.

The protection systems shall continuously supervise the dc auxiliary supplies and theintegrity of MV circuit breaker tripping circuits with the CBs in the closed or open state. All

protection relays shall incorporate comprehensive continuous self-monitoring and

diagnostic facilities.

The protection systems shall provide comprehensive records for trip and alarm conditions,

including the voltage and current vector parameters at the time of trip initiation, with

indications of which element initiated a trip of alarm. Voltage and current waveform

disturbance recording and event-logging shall be included as part of the protection

system.

Two (2) station transformer protection panels shall be located in the appropriate MVswitchgear room.

The protection relays shall be from reputable suppliers subject to approval by the

Owner/Engineer and shall be type-tested according to relevant sections of the IEC 60255,

including the latest Electromagnetic Compatibility (EMC) sections. All protection relays

shall be type-tested for operation under Kuwait ambient conditions. A type test report

shall be submitted to the Owner/ Engineer for information.

Whereever protection relays include monitoring facilities, all monitored and recorded

information available shall be accessible in the central control room via the DCS. This

shall not substitute the DCS real time monitoring and control functionality for the main

plant items, which shall be provided independently by transducers etc interfaced to the

DCS, but shall offer supplementary information about main plant electrical operation and

to assist with the investigation of plant incidents. For the 11 kV and 415 kV auxiliary

power systems, numerical measurement centers interfaced to the DCS may be used in

lieu of dedicated transducers for on-line monitoring.

5.4.2 Unit Transformer Protection

 As a minimum, the following individual protection functions among protection specified in

5E.4.8.2.2 of general technical requirement for electrical shall be comprised into each

11kV unit switchgear. (for details, refer to attached single line diagram.)

to be located at adjacent 11kV station switchgear. Each protection panel shall be

comprised the following individual protection function as a minimum.

Transformer protection function shall be grouped two (2) protection groups. The first

protection group shall comprise the dedicated differential protection, the restricted earth

fault protection and cable differential relay for each of the 275kV and 11 kV windings and

the tertiary winding earth fault protection. The second group shall comprise the Buchholz

and pressure relief protection, MV overcurrent and earth fault protection, the standby

earth fault protection for the 275kV and 11kV windings and the over temperature tripping

functions. In addition, the 275kV cable restricted earth fault protection shall also protect

the 275kV transformer windings for an earth fault.

For 275kV cable differential protection, 11kV switchgear supplier shall provide station

transformer side relay of same type with 275KV GIS side relay. The details (manufacturer,

model no, etc.) of cable differential relay shall be forwarded during detail design stage for

your purchase.

Two lockout relays shall be provided. Also, each protection panel shall comprise switches,terminals, lamps, auxiliary relays and accessories shall be provided as necessary.

Each protection panel shall be provided with ten (10) auxiliary relays for signal multiplying.

These protection panels shall be hard-wired interfaced between the related 11kV

switchgears, 275KV GIS and station transformers. Also, these protection panels shall be

interfaced with DCS via both serial communication link and hard-wiring.

For details, refer to attached single line diagram for 11kV Station Switchgear.

5.4.4 11 kV switchboard protection requirements

The protection shall be integrated within the 11 kV switchgear panels and relays shall beof numerical design. Relays shall have serial communications ports networked and

interfaced to the DCS via a single switchboard interface unit.

 As a minimum, the protection shall comprise the following individual protection functions.

a. Bus bar differential protection – for station and unit boards.

b. Fibre optic cable differential protection – for unit boards, station boards, emergency

board and 11 kV station auxiliary board interconnecting cables.

c. Overcurrent and earth fault protection (51/51N) – for each circuit, to provide remote

back-up protection for otherwise uncleared faults on external circuits.

d. Instantaneous and time dependent overcurrent protection (50/51) – for 11kV/415V

transformer feeder circuits, to rapidly clear any 11 kV transformer feeder fault.

e. Balanced earth fault protection (64) – for 11 kV/415 V transformer feeder circuits.

f. Other feeder protection functions as specified in General technical requirement for

electrical, section 5E.6

g. Trip circuit supervision (TCS)

For further information, refer to single line diagrams.

5.4.5 11kV emergency diesel generator protection requirements – All items shall be supplied by

Other supplier (DG supplier)

The protection shall be integrated within emergency DG protection panel and relays shall

be of multifunction numerical design. Relays shall have serial communications ports that

shall be networked and interfaced to the DCS via a single switchboard interface unit.

 As a minimum, the protection shall comprise the following individual protection functions.

5.5 Feeder Categories

For particular requirement, refer to Attachment 1-2, General Technical Requirement for

Electrical, clause 5E.6.2.

The control voltage shall be made available at least twice for each switchgear section in

the measuring cubicle. The Supplier shall provide a diode decoupling of the control

voltages; the voltage shall be monitored.

The decoupled control voltage has to be permanently wired from panel to panel in a ring

connection.

Separate identified DC buses / wiring for control, protection and alarm shall be run all

along the panels.

In each panel, the control voltage is to be safeguarded by miniature circuit breakers and

the tripping of these is to be indicated locally and remotely.

5.6 Signal transmission to plant DCS via serial linkEach group of numerical protection relays shall be interfaced to the DCS such that on-line

and recorded information can be accessed at control room workstations. All the

necessary interface units and software for the communication with groups of relays shall

be engineered and provided by the Supplier to allow remote interrogation of individual

protection relays and the uploading of recorded date and relay settings.

The protection system shall be designed to minimize the number of metallic cable

connections and on-site wiring required for the plant protection, monitoring and control

systems, however the protection tripping and intertripping and circuit breaker closing

control shall be effected via hard-wired links.5.6.1 Communication controller for signal transmission of 11kV switchgears

 A microprocessor based multifunction digital protective relay applied to each feeder for the

control, protection, measurement and monitoring of the feeder circuit shall have the

provision for time-synchronization as well as serial data transmission to plant DCS via

communication controller. assigned per switchgear set(s). (*) 

Each switchgear shall be provided with dedicated communication controller as well as

associated communication circuits between protection relays and the communication

controller inside each switchgear set as follows.

Each controller set shall comprise all engineering works (design, signal addressing,

system configuration & programming, signal interface with DCS, factory test, document

submission, site commissioning, assistance for coordination with DCS, etc.) as well as

main equipment and accessories as a minimum below.

The interface cables between the communication controllers and plant DCS will be

provided by others with redundant configuration, for which the communication controllers

each shall be provided with adequate numbers of processors, modules, components,

ports and accessories.

The Supplier shall furnish the configuration diagram, serial interface addressing mapping

list, signal I/O list, terminal arrangement drawings for external cable wirings, internal wiring

diagram, etc.

The status of each signal shall be time-tagged and stored in an appropriate database for a

specific time period.

5.6.2 Signal transmission between Station transformer protection relays and plant DCS

Redundant network interfaces (one for main group, the other for backup group) to plant

DCS shall be provided into each protection panel. The selected signals from digital relays

will be transmitted via this interface (Fiber Optic / Modbus, RS-485). The protection relays

shall be time-synchronized with station master clock synchronized to GPS. Therefore, the

protection relays shall be equipped with provision for time synchronization.

For further information, refer to Attachment 3, reference drawings. (*) 

5.7 Miscellaneous

11kV outgoing feeders for GTG & STG package to be controlled by GT control & ST

control shall be provided with three (3) dc control interposing relays (24V or 48V as

requested). Also, the voltage free contacts for signal interface to GT & ST controller shall

be provided

Two (2) high speed interposing relays shall be provided to each incoming feeder for future

use.

The busbar undervoltage of each bus section shall trip all motor feeders connected to the

relevant busbar.

The busbar differential protection shall trip all incoming breakers, bus-tie breakers,

coupling breakers and all outgoing feeders connected to the relevant busbar.

 All outgoing feeders shall be provided with one(1) current transducer card integrated into

multifunction digital relay in order to hard-wired indication of current.

One(1) phase, 240V supply to auxiliary equipment such as panel space heater, socket

outlet, panel lighting and motor space heater shall be branched from 3phase, 415Vauxiliary buses running all along the panels through miniature circuit breaker with auxiliary

switch for monitoring.

5.8 Emergency DG Interface

11KV emergency DG set will be connected to 11kV station switchgear as shown on single

line diagram in order to ensure safe shutdown of plant unit and to maintain essentialsupplies in case of black out.

Two incoming breakers and emergency DG breakers of 11kV station switchgear will be

controlled and monitored from emergency DG control panel for emergency and test

operation of emergency DG system respectively. The detail logic diagram will be informed

during execution stage.

Three auxiliary relays (8a + 8b each) and two on-delay timers including necessary wirings

and accessories shall be provided to each emergency DG feeder respectively for suitable

schemes of operation and signaling related to the safe starting-up and loading of

emergency diesel generator. The detail requirements or schematic diagrams will behanded-over during detail design stage, and the supplier shall realize the contractor’s

requirements completely.

The diesel generator breakers, two incoming breakers and bus-tie breaker shall be

provided with voltage free contacts for sending CB closed/ open signals, fault signals,

earthing switch status, etc. as requested.

6 SEGREGATED PHASE BUSDUCT

The interconnection between bus sections of 11kV Station Switchgear shown on Single

Line Diagram (SLD) may be realized by SPB (segregated phase busduct) connection.

The scope of supply shall include all support structures, hanging and anchoring materials

for fixing SPB. The supply record shall be submitted with Proposal.

1) Material of conductor / enclosure : Copper / Aluminium

2) Minimum short time current rating : 2 seconds at same short-circuit current capacity

with busbar rating of 11kV Station Switchgear

3) Rated current capacity : Same with busbar rating of 11kV Station Switchgear

4) Length of busduct between Bus-A and Bus-B of each switchgear : 15 M

Both bus sections of each 11kV switchgear as shown on single line diagram shall be

interconnected by a 3 phase Segregated Phase Busbar system.

The busbars shall have continuous current rating, fault and insulation levels, not lower

than required by design data of connected components.

It shall be possible to disconnect and isolated with adequate clearance via bolted links, all

individual items of plant forming part of the busbar system.

 All necessary blanking plate shall be provided.

The conductors of the busbars shall consist of copper and shall be mounted on cast resin

insulators. Concerning connections, expansion joints, bolted joints and links, etc.,

6.2 Enclosure

The enclosure shall be made of sheet metal. Metallic, earthed separation, respectively

segregation between all conductors shall be provided for the M.V. busbars.

The enclosure shall be naturally cooled, dust, moisture, weather and vermin proof.

 Adequate inspection access points shall be provided.

The support and enclosure design must contain provision for expansion. Fixed ad sliding

points as well as expansion joints must be provided.

 All external surfaces must be adequately protected as required due to the ambient

conditions.

Where the enclosures pass through walls, etc., supports and suitable external sealing

arrangements shall be provided.

The design with respect to the busbar earthing shall consider the double earth fault

requirements

7 TESTS AND INSPECTION

7.1 General

Test and inspection requirements shall be in accordance with Attachment 1-1, General

Technical Requirement for General, clause 4.8.

The Supplier shall prepare and submit the Purchaser the test and inspection procedures/

plan at shop and field for approval.

The Supplier shall provide to the Purchaser, as soon as practicable after tests have been

witnessed, copies of the relevant test certificates according to document submission

procedure. These shall contain details of each test performed. Records, results and

calculations of all electrical tests shall be provided.

 All tests shall be carried out in the presence of the Purchaser and/or Employer unless

otherwise agreed in writing. All instruments used shall have valid calibration certificates,

and calibration data shall be made available to the Contractor on demand. All the

inspection, measuring and test equipment required for inspections and tests shall be

provided by the Supplier.

The Supplier shall provide to the Purchaser as soon as practicable after tests have been

witnessed ten copies of the relevant test certificates. These shall contain details of each

test performed. Records, results and calculations of all electrical tests shall be provided.

7.2 11kV Switchgear

 At least the following tests shall be performed on the individual apparatus and on the

complete installation, respectively:

c. Functional test of control circuits

d. Check of the protection sequence

e. Functional test for signal interface and time synchronization

f. Testing of all protection relays and circuits by primary / secondary injection

8 DRAWING AND DOCUMENTATION REQUIREMENTS

8.1 General

The Employer’s and/or Purchaser’s approval of drawings and documents shall not relieve

the Supplier from his responsibilities regarding errors or omissions which may exist, even

though the Work is executed in accordance with such approved drawings. Where such

errors or emissions are discovered later, they shall be made good by the Supplier out of

his expenses irrespective the approval status as given by the Employer/Purchaser.

The supplier documentation shall be in accordance with attachment 2-1 & 2-2, Document

and Drawing Submission Schedule.

8.2 Data and Information to be submitted with Proposal

The Supplier shall submit the Purchaser the required number of copies of his proposal

documents by the bid closing date, which is described in the cover letter.

The Supplier shall submit the Purchaser’s data formats according to this Specification

after completed by filling in the Supplier’s data.

 All the data sheets, drawings and technical information shall be submitted for evaluation

of the Supplier’s proposal design. If not, the Supplier may not be properly evaluated due

to the unavailability of technical information.

The items, Q'ty, maker and type of components will not be reviewed/checked in detail in

the proposal stage. The lists shall be considered as preliminary information and the

Purchaser shall have the right to request and the Supplier shall be responsible to change/

increase/ add the components whenever found wrong or unsuitable/ omitted/ missing

items to complied with Specification.

8.2.1 List of data and information to be submitted:

8.3 Data and Information to be submitted after award

8.3.1 General

The Supplier shall submit the drawings and documents within the submission due date

specified in – Drawing and Document Submission Schedule of the Supply Contract.

The Supplier shall submit the Purchaser’s data formats according to this Specification

after completed by filling in the Supplier’s data.

 All drawings and documents shall be submitted within such periods or at such dates

which are required for keeping the project schedule without any delay. The Supplier is

responsible for submitting all drawings and documents in accordance with the program

allowing all participants sufficient time to check, assess, comment and eventually approve

the drawings and documents. The quality of the Supplier's drawings and documents mustbe in accordance with acceptable international practice and allow a speedy checking

procedure. Drawings and documents not fulfilling these requirements will be returned to

the Supplier without any detail comment so that the Supplier shall improve them and

resubmit his revised drawings and documents. It is solely at the discretion of the

Purchaser to decide whether or not the drawings and documents are acceptable for

project proceeding.

 All drawings and documents shall be clearly demonstrated that the Supplier has checked

and verified them according to his quality assurance system and met the contract

requirements. Approver's and checker's name or initials must appear on all drawings and

documents.

The Purchaser has the rights to review and comment on all of the drawings and

documents submitted by the Supplier. If the Supplier's drawings and documents do not

comply with the contract requirements or not include sufficient technical information for

verifying the correctness of the design on his supplied equipment, the Purchaser will

comment the Supplier to revise and/or improve them. The Supplier shall resubmit his

drawings and documents to the Purchaser after revising and improving them according to

the Purchaser’s comments.

The Supplier's scope of supply and work shall include all items specified in the Technical

Specification except item(s) waived by the Purchaser with written acceptance on

Supplier's deviation & clarification.

8.3.2 Supplier’s reply sheets

The Supplier shall submit his reply sheets to the Purchaser’s comments on the Supplier’sdrawings and documents together with the revised drawings and documents reflected

suitably the Purchaser’s comments on the drawings and documents.

8.3.3 Master Drawing List

The Supplier shall submit his Master Drawing list within two (2) weeks after award of the

contract, which includes all the necessary and required drawings and documents to be

prepared and issued for execution of the Contract works. The list shall show the calendar

dates for first submission of the drawings and documents and those for certified /

construction submission which will not affect the engineering, manufacturing, delivery and

site activities in considering the duration of Purchaser’s review and comments. ThePurchaser may comment or adjust the dates for the Supplier’s certified and construction

submission in view point of the Purchaser’s Project Schedule. The list shall be submitted

by weekly-base (electronic file) in updating the submission status, including revision

status, of drawing and documents.
