Background The proposed site is located in Century Country View (Extension 16) in Midrand. The proposed site is undeveloped and is located north of Olifantsfontein Road (R562/D795) near the intersection of Olifantsfontein Road and N1 off ramp. The proposed site is shown on Figure 1. The objective of this application is to provide the GDRT with the necessary information to grant an in principle approval for an access to the Olifantsfontein Road (R562/D795). Refer to Figure 2 and Figure 3 for the location of this site within the CoJ and GDRT Road network planning respectively. Figure 2 shows that Olifantsfontein is a class 2 road and is named as R562 and Figure 3 shows Olifantsfontein Road named as D795. Therefore the report will be submitted to both JRA and GDRT. 2. Traffic volumes Traffic counts were conducted in June 2015.     ACCESS IN-PRINCIPLE APPROVAL APPLICATION

    LOCATED IN CENTURY COUNTRY VIEW (EXTENSION 16), MIDRAND

    PROPOSED ACCESS TO FILLING STATION FROM OLIFANTSFONTEIN ROAD (R562/D795)

    1. Background

    The proposed site is located in Century Country View (Extension 16) in Midrand. The proposed

    site is undeveloped and is located north of Olifantsfontein Road (R562/D795) near the

    intersection of Olifantsfontein Road and N1 off ramp. The proposed site is shown on Figure 1.

    The objective of this application is to provide the GDRT with the necessary information to grant

    an in principle approval for an access to the Olifantsfontein Road (R562/D795). Refer to Figure 2

    and Figure 3 for the location of this site within the CoJ and GDRT Road network planning

    respectively.

    Figure 2 shows that Olifantsfontein is a class 2 road and is named as R562 and Figure 3 shows

    Olifantsfontein Road named as D795. Therefore the report will be submitted to both JRA and

    GDRT.

    2. Traffic volumes

    Traffic counts were conducted in June 2015. The link volumes on Olifantsfontein Road (R562/D795) were found to be 14522 vehicles travelling east per day and 10415 vehicles travelling to the west per day.

    3. Proposed Access Layout

    It is proposed that the site be served by a left-in-left-out access off Olifantsfontein Road

    (R562/D795) as shown on Drawing SKC 003.

    The location of this proposed site access conforms to the Guidelines for Access to Filling Stations

    (BB2). As per the guideline, drawing GTP 16/15 a minimum of 210m from the preceding/following

    intersection to the access to the filling station on Olifantsfontein Road (R562/D795) is required for

    a design speed of 100 km/h. Only vehicles travelling eastbound will be able to access the filling

    station.

    It is therefore concluded, as shown on Drawing SKC 003 that the access to the site is well

    positioned at a distance of 248m from the intersection of Olifantsfontein Road and meets the

    minimum requirements as set out in the Guidelines for Access to Filling Stations (BB2).

    The long term planning of the D795 is shown conceptually on Drawing SKC 005.

    4. Future Road Changes

    There are expected changes to the present road infrastructure in the foreseeable future. There is

    a planned future PWV5 that will run near Olifantsfontein Road (R562/D795) as shown on Figure

    2 and Drawing SKC 003. This future road will run to the north of the development. The

    development will not impact the PWV5 road reserve.

    During a meeting with Gautrans on the 27th of July 2015, it was requested by Gautrans to check

    the road reserve of the PWV5. The latest Basic Plans were then used to confirm the road reserve.

    As it can be seen on Drawing SKC 003, the future PWV5 road reserve has moved up (red line)

    further to the north as opposed to the old road reserve (green line). This then gives a greater

    distance between the building line of the filling station and road reserve (20m).

    5. Vehicle tracking

    Vehicle tracking was undertaken using the AutoTurn software. Vehicle manoeuvring was tested at

    the access and throughout the site. The SU+T truck was used for vehicle tracking on site. The

    assessment indicated that the site will function acceptably from a vehicle manoeuvring and site

    circulation perspective as shown on Drawings SKC 003 and SKC 005.

    6. Alternative access

    In addition, it is now GDRT requirement that filling station getting access off provincial roads a possible future alternative access should be provided. This application conforms to this requirement and the possible future alternative access is proposed to be located as shown on Drawing SKC 003. A partial access was approved by Gautrans on the eastern side of Lever Road and a letter is attached in Annexure A stating the approval. The partial access is now changed to a full access. Therefore a possible future alternative access for Country View Extension 16 filling station can be linked with the full access as shown on Drawing SKC 003.

    7. Conclusion

    It is therefore concluded that access to the proposed filling station development can be

    accommodated on Century Country View (Extension 16) off Olifantsfontein Road (R562/D975)

    from a traffic engineering point of view.
