    INTRODUCTION

    Industry requested that OPITO develop a robust and auditable minimum standard for training and competence assessment for the role of the Rigger. A rigger uses fixed and portable lifting equipment and accessories to locate loads to a position to allow final installation or fixing, or move loads to a position where they are accessible to a crane. The Riggers route to competence certification and re-assessment is comprised of four key stages. The four key stages are: Stage 1: The Initial Training Programme

    Delegates successfully completing the Initial Training Programme will be awarded an OPITO Stage 1 Training certificate; this entitles the delegate to progress to Stage 2: supervised workplace experience. The Certificate is valid for 2 years.

    Stage 2: Supervised workplace experience

    Stage 2 specifies the series of supervised tasks which the candidate will be required to complete in order to gain relevant experience in the workplace. The candidate must complete a log book record of the supervised tasks.

    Stage 3: Competence assessment

    Stage 3 specifies the assessment process and criteria for the Candidate to demonstrate competence in the Rigger role. Successful candidates will be awarded an OPITO certificate of competence. The Certificate is valid for 2 years.

    Stage 4: Re-assessment of competence

    Stage 4 specifies the re-assessment criteria for riggers, who wish to maintain their OPITO competence certification,

    Successful candidates will be awarded an OPITO certificate of competence The Certificate is valid for 2 years.

    Note: An experienced rigger can opt to take the Stage 3 Assessment without completing Stages 1 and 2, providing they have verifiable evidence of the relevant experience - see the OPITO Rigger Competence Stages 3 & 4 (Assessment ) Standard for details. This standard specifies the Stage 1 and Stage 2 Initial (introductory) Training Programme and supervised workplace experience requirement for the Rigger role.     3 Competence Assessment

    Successfully completed all Stage-3 Competence Assessment Units and achieve 80% or greater in Knowledge Assessment written test.

    Candidate awarded an OPITO Stage-3 Competence Certificate [valid for 2 years] Deemed competent to undertake the Rigger role.

    No certificate awarded. Candidate must retake the Stage-3 Assessment.

    4 Reassessment of Competence

    Successfully completed all Stage-4 Competence Assessment Units and achieve 80% or greater in Knowledge Assessment written test.

    Candidate awarded an OPITO Stage-4 Competence Certificate [valid for 2 years] Deemed competent to continue to undertake the Rigger role.

    No certificate awarded. Candidate must retake the Stage-4 Assessment. Candidates employer to decide how to address the competence gap to allow the Rigger to continue in the role.

    SECTION A STAGE 1 INITIAL TRAINING PROGRAMME

    A.1 Target Group for Stage 1

    The target group for Stage 1 is personnel who have had little or no training and experience in rigging and lifting operations and wish to gain an OPITO Rigger Training Certificate by completing the OPITO-approved Initial Training Course for riggers in the oil and gas industry.

    A.2 Delegate pre-requisites for Stage 1

    There are no pre-requisites for Stage 1 Initial Training.

    A.3 Physical and stressful demands of Stage 1

    Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be physically and mentally capable of participating fully. OPITO-approved Centres are therefore required, as a minimum, to ensure that prior to participating in practical exercises the delegate or candidate provides written confirmation that they deem themselves physically and mentally capable of undertaking all aspects of the training or assessment. Centres must also make the delegate/candidate aware that they must immediately inform the Centre staff if this capability changes at any time prior to, or during the programme. Delegates/candidates must be advised that they are required to declare any current or pre-existing medical conditions which may be exacerbated by, or impair their ability to complete, the training/assessment programme. Should this be the case, the individual may be required to provide an authentic medical certificate issued since any identified medical condition was diagnosed. The OPITO-approved Centre shall keep a record of the delegates/candidates declaration of fitness in accordance with their document control policy(s) or procedures. This information, along with summary details of the type of physical activities the delegate/candidate will be asked to perform, will be given to delegates/candidates by the OPITO-approved Centre and, if applicable, to their sponsoring company as part of the joining instructions. The responsibility for declaring any known current or pre-existing medical conditions that could have adverse effects to the individuals state of health while undertaking the training and/or assessment activities lies with the delegate/candidate and/or company sponsoring the delegate. Where doubt exists regarding the fitness of any delegate/candidate, the OPITO-approved Centre should direct the individual to consult a medical officer familiar with the nature and extent of the training.     A.4 Aim and Objectives of Stage 1

    The aim and objectives of the OPITO Stage 1 Initial Training Programme are to provide the delegate with knowledge of the rigging principles, general hazards and risks of rigging and lifting operations, an awareness of relevant legislation and regulation, and an opportunity to practice basic rigging operations following a lifting plan.

    A.5 Learning Outcomes of Stage 1

    To successfully complete the Initial Training Programme: delegates must meet all the Learning Outcomes specified below: Module 1 The role of the Rigger and an Introduction to Lifting Operations To successfully complete this module, delegates must be able to:

    1. Explain the role and responsibilities of a rigger 2. Identify typical installation/site responsible roles 3. Identify and briefly explain typical roles involved in lifting operations. 4. Describe a typical reporting structure for the rigger 5. List the main health and safety legislation that applies to the rigger 6. Explain the relevant parts of Lifting Operations and Lifting Equipment Regulations 7. Explain the relevant parts of and Provision and Use of Work Equipment Regulations 8. Explain key control-of-work documents and their purpose 9. Identify and list typical hazards associated with rigging and lifting activities 10. Explain correct and safe manual handling techniques 11. Explain how to check that there is adequate access, work space and lighting within the

    designated work area 12. Identify the various types of personal protective equipment (PPE) the Rigger would

    A.6 Performance Evaluation of Stage 1

    Delegates attending the Stage 1 Initial Training Programme will be given a series of explanations and demonstrations. At the end of the course, delegates will be given a theory test to test their understanding of the knowledge elements of the Modules - specified in the Learning Outcomes from Section A.5. The test can be open book, must run for a maximum of one hour and include a minimum of 50 questions. The test should incorporate a balanced mix of the following question types:

    (a) Multiple choice (b) True/false (c) Questions which require written answers

    The Test pass mark is 80%.

    Although both modules contain practical elements, Module 2 contains the most practical exercises in which the delegates must take an active part. Delegate performance in these practical exercises will be evaluated against learning outcomes specified in Section A.5 where they will be required to demonstrate various rigging tasks. Delegates must be informed of the results of the evaluation.

    Training providers are required to complete, and delegates to sign the Rigger Stage 1 Initial Training Record in Appendix 2 of this Standard to verify that training providers have given, and delegates received the training specific to Learning Outcomes specified in Section A.5. If required, and time permits, extra coaching may be given to delegates by the training provider to enable them to reach the standard which leads to the award of a certificate. However, the time available during a programme may be limited and it should be recognised there may be occasions where other arrangements need to be made for further training. If any delegate fails to meet the standard, in the opinion of the training providers and after reasonable tuition, the entire Rigger Initial Training Programme must be repeated for the delegate to be awarded the certificate.

    All practical exercise and test documentation completed by the delegates must be retained by the training provider for audit purposes.

    Following successful completion of the OPITO Rigger Stage 1 Initial Training Programme, the delegate can proceed to the workplace to work under direct supervision of a competent person - in order to complete Stage 2 of the four-step process outlined in the Introduction section of this Standard.

    A.7 Duration and timing of Stage 1

    The optimum contact time for the Initial Training is seen as 24 hours with an approximate ratio of 30% theory to 70% practical. Where this training is part of a programme of longer duration the total contact time per day must not exceed 8 hours and the total training day must not exceed 10 hours. The total training day includes contact time, refreshment and meal breaks and travel between training sites - where applicable.

    A.8 Stage 1 Initial Training

    The Initial Training Programme outlined below will assist the delegates to meet the stated learning outcomes. The order in which elements of the training programme are delivered may vary. However, contents in Appendix 1 must be covered at the beginning of the course. To make efficient use of time and ensure effective learning: there should, wherever practicable, be an integration of the three phases of explanation, demonstration and practise. Full use should be made of audio/visual aids and course handout material. Training staff must give practical demonstrations for all training activities where delegates are required to practice and demonstrate what they have learned. Each module must be introduced by the training staff, and include:

    (a) Aim The main purpose of the module (b) Learning Outcomes What the delegates are expected to learn (c) Timetable Training module duration and timing (d) Evaluation How delegates will be evaluated and what they will be evaluated

    SECTION B STAGE 2 Supervised Workplace Experience

    B.1 Target Group for Stage 2

    The target group for Stage 2 is personnel that have successfully completed OPITO Stage 1 Initial Rigger Training and wish to gain the relevant supervised workplace experience that would enable them to undertake the OPITO Rigger Stage 3 competence assessment.

    B.2 Candidate Prerequisites for Stage 2

    Candidates for Stage 2 require a valid OPITO-approved Stage 1 Rigger Training Certificate.

    B.3 Supervised Workplace Experience for Stage 2

    A logbook (Appendix 4) to record the completion of the prescribed Stage 2 tasks must be given to the successful candidate by the training provider along with the OPITO Stage 1 Training Certificate. In Stage 2, the candidate will record his/her completed list of prescribed rigging tasks as outlined in Appendix 3 Work under supervision of a competent person The candidate Rigger must record the Stage 2 tasks in the logbook under supervision of a competent person. Witnessed and signed Each rigging/lifting task must be conducted on different dates and be signed off by a competent witness and a task supervisor (see Page 6: Four Stage Progression Guide for role definitions) Stage 2 Logbook - Senior Employer Representative The Stage-2 Logbook must also be signed by a senior employer representative on completion of all the tasks - while working for that particular employer. Note: If the candidate Rigger changes employer at any time during completion of the logbook: he/she will require a further signature from a senior representative of the new employer. (See Page 6: Four Stage Progression Guide for role definitions) Two years to complete Stage 2 The candidate Rigger has two years from the date on his/her OPITO Stage 1 certificate to complete the workplace requirements specified in the logbook and undertake the Stage 3 Rigger Assessment (see associated OPITO Rigger Competence (Stages 3 & 4) Competence Assessment Standard). Retention of the Stage 2 Logbook The Stage 2 logbook should be kept by the Rigger and may be used as part of his/her evidence requirements in their employing companys competence management system. It is advisable that the candidates make some form of copy (electronic or otherwise) of the Logbook as they progress through the Stage 2 tasks in case they lose the original Logbook.

    SECTION C RESOURCES

    In order that this training programme may be delivered successfully it is essential that the right people are there to support the programme and that the appropriate facilities and equipment are in place.

    C.1 Staff

    In order for this training programme to be delivered successfully, it is necessary to have appropriate people in the training and supporting roles. Training Instructors must:

    (a) Fully understand the requirements of this Industry Standard (b) Be occupationally competent i.e. they must have a valid OPITO Stage 3 or 4 Rigger

    certificate, and a minimum of 3 years experience in the Rigger role. (c) Be trained in instructional/evaluation techniques, and have proven instructing/teaching

    experience. (d) Be included in an ongoing training and development programme, which ensures they

    are aware and knowledgeable of changes to relevant legislation and industry requirements.

    All staff will have the appropriate competencies to conduct or assist with the element of training being undertaken.

    C.2 Trainer / Delegate Ratio

    The maximum number of delegates for the Initial training programme is 8. A minimum of three delegates is required to run the practical exercises in the Initial Training Programme. The following ratios indicate the maximum number of delegates to be supervised by one instructor at any one time during each activity.

    C.3 Facilities

    Facilities may vary depending on approved center locations, however training facilities must be of a required standard see below for details. Administration arrangements to support delegates from booking through registration and assessment to certification

Practical training areas so designed to accommodate the full working area of the rigging activities and to enable each delegate to participate fully. All facilities must be maintained and where appropriate, inspected and tested in accordance with current standards/legislation.

    C.4 Equipment

    As a minimum, the following equipment is required to meet the stated content of the Initial Training Programme:

    1) Appropriate PPE e.g. safety boots, safety helmet, eye protection, hearing protection and gloves.

    2) A variety of loads to be lifted e.g. structural steelwork, steelwork assemblies, pipework assemblies, plant and equipment, loads with an offset centre of gravity etc.

    3) Examples damaged lifting equipment and lifting accessories 4) Appropriate lifting equipment and lifting accessories; the lifting equipment and

    accessories should be of types typically found in a workplace rigging loft, to include:

    a. Chain blocks g. Beam trolley

    b. Snatch blocks h. Skids/jacks

    c. Pull lifts i. Slings (wire/webbing)

    d. Tirfor j. Eye bolts

    e. Beam clamps k. Shackles

    All equipment must be maintained and inspected and tested in accordance with applicable legislation and standards. Certificates and maintenance schedules should be available at all times. Note: Damaged lifting equipment and lifting accessories - purposely used for specific assessment criteria by the approved centre - must be securely controlled and clearly identifiable to the assessor and centre support staff.

    SECTION D ADMINISTRATION & CERTIFICATION

    D.1 Joining Instructions

    The OPITO-approved Training Centre must provide the candidate either with a copy of the OPITO-approved Rigger Training (Stages 1 & 2) Standard or a link to the Standard on the OPITO website - so that the delegate can make himself/herself aware of the requirements of the Standard. All joining instructions, including information specified in section A.3, must be given to delegates/candidates by the OPITO-approved Centre and, if applicable, to their sponsoring company.

    D.2 Validity and Renewal

    The Rigger Stage 1 Certificate is valid for two years. Note: The Rigger Stage 2 logbook must be completed and Rigger Stage 3 Competence Assessment must be undertaken during this two year period if the candidate wishes to achieve an OPITO-approved Rigger Stage 3 certificate of competence. Rigger Stage 2: No certificate awarded on completion of Stage 2 Refer to the Note above for progressing to Rigger Stage 3 Competence Certification.

    D.3 Certification

    Delegates successfully completing the Initial Training Programme will be issued with an OPITO certificate for the OPITO-approved Stage 1 Rigger Initial Training; they will also be issued with a Stage 2 Logbook to complete (see Appendix 4). The issue of the Rigger Stage 1 Certificate indicates that the delegate has achieved the minimum level of training as defined by oil and gas employers and approved by OPITO; it does not imply competence in the Rigger role. The details of each delegate will be registered on Vantage, the industrys central recording data base. Continued.

    D.3 Certification continued. OPITO-approved Centres are responsible for issuing a certificate direct to the delegate successfully completing the Initial Training Programme, and to the sponsoring company (when required). Each certificate must indicate that the delegate has been evaluated against and achieved the agreed learning outcomes, and must contain the following:

    D.4 Administration

    Each delegate attending any OPITO-approved programme must be registered with the Central Register (CR) operated by OPITO. Registration must be made by the Training Centre to OPITO within one week following candidates successful completion of Stage 1 Rigger Initial Training. OPITO confirms that information on the registration form will be contained in a computerised register which will be available to employers, prospective employers and training providers in the oil and gas industry to verify training/assessment records. At all times use of this data will be strictly in accordance with principles laid down in the UK Data Protection Act, 1998.

    Glossary of Terms and Abbreviations

    Candidate An individual whose ability, knowledge and skills are to be assessed against the expected performance requirements of the relevant OPITO-approved standard.

    Delegate Person undertaking the training. FPSO Floating Production Storage and Offloading (vessel).

    Lifting Equipment Work equipment for lifting or lowering loads, and includes its attachments for anchoring, fixing or supporting it e.g. chain hoist, lever hoist, air hoist, winches, cranes etc.

    For the candidate to become eligible to take the Stage 3 Assessment, a fully completed and valid Stage 2 logbook must be presented to the OPITO-approved Assessment Centre that is conducting the assessment, within two years from the completion date shown on the candidates Stage 1 Certificate. Each of the ten rigging tasks specified below must be undertaken on a different lifting operation and on a different date i.e. the candidate can not get more than one task signed off on the same day. The candidate therefore, can not take less than 50 days to complete all of the Stage 2 tasks.     Stage 2 Logbook Format Although OPITO-approved Centres may develop their own versions of the Rigger Stage 2 Logbook, logbooks must, as a minimum requirement, contain the guidance notes, task completion record and signatory details outlined in this Logbook.

    Stage 2 Logbook: Record of Tasks Completed This Stage 2 Logbook (or the Training Providers version of the Logbook) will be given to the candidate Rigger by the Training Provider when he/she has successfully completed the OPITO-approved Stage 1 Rigger Initial Training Programme. The candidate Rigger must ensure that all the tasks are recorded in the Logbook and appropriate signatures are obtained. For the candidate to become eligible to take the Rigger Stage 3 Assessment, a fully completed Stage 2 logbook must be presented to an OPITO-approved assessment centre within two years of the date shown on the candidates Stage 1 Certificate, Note: If the Logbook has not been fully completed within the required time period, the candidate will not be entitled to take the OPITO Stage 3 Assessment.
