4(1)(b) (i) Details of Organization, Activities and Duties
Organization and Activities of Sericulture Department.
Organization:
Sericulture Department is playing a very important role in the development of
sericulture activities in the State. Technical Officers of various cadres work at different
levels under the leadership of Commissioner for Sericulture Development and Director of
Sericulture. Technical Division, Administration Division carry out various activities of the
Department under the guidance of CSD & DOS. Officers & staff of various cadres carry
out extension work at the field level. Statement showing staff organization details of the
department is given in next page. Department has 4475 sanctioned posts of various cadres
against which 3470 staff are working.
Duties and activities of Sericulture Department:
The department is providing the following important services for the development of
sericulture in the state.
1. Providing technical guidance and training in sericultural activities viz,
mulberry cultivation, silkworm rearing and silk reeling etc.,
2. Multiplication and supply of high yielding mulberry varieties and
silkworm races to sericulturists.
3. Maintenance of basic seed material and organizing supply of disease
free layings to the sericulturists.
4. Providing extension, chawki rearing and disease control services.
5. Liaison with financial institutions to obtain loans for sericultural activities to
sericulturists and reelers.
6. Facilitate marketing of cocoons and raw silk.
7. Create market facilities for cocoons and silk yarn to get reasonable price.
8. Motivate adoption of improved and proven technologies to bring down cost of
production by increasing yield, production, productivity and quality of cocoons and
silk.
9. Strengthening sericultural research and development in the State.

4(1)(b)(ii) Powers & Duties of Officers and Staff:
Powers and Duties of Officers and Staff
I (1) Powers : Officers work as per the delegation of powers in Govt.
Notification No.CI:267:SLS.79, Dt:01-06-1981, delegation of
financial powers as per G.O.FD1:TFP 2001,Dt:02-02-2001 and
G.O.No.CI47:Reform 94: Dt:17-10-2002 and Karnataka
Transparency in Public Procurement Act 1999 and Rules 2000.
(2) Details of work of officers as per Karnataka Silkworm Seed, Cocoon,
Silk Yarn(Production, Supply, Distribution, Sales Control) Act 1959
& Rules 1960 are as follows
II Duties:
Commissioner & Director:
All technical & administrative activities are carried under the directions of the
Commissioner & Director who is the head of Sericulture Department.
Commissioner is the Appointing Authority of ‘C’ and ‘D’ group staff of the
Department and Appellate Authority under Karnataka Silkworm Seed, Cocoon,
Silk Yarn(Production, Supply, Distribution, Sales Control) Act 1959 & Rules
1960. Commissioner will also work as Member/Chairman of Boards /
Corporations related to Sericulture.
Additional Director of Sericulture:
Additional Director is a Technical Officer providing suggestions to the
Commissioner on technical matters regarding Sericulture Development and
guidance to technical officers and staff of the Department. Plays an important
role in formulation and implementation of schemes for Sericulture development
in the State.
Additional Director Administration:
Work as assistant to Commissioner in establishment and administrative matters.
Review / Maintenance of service matters of Officers / staff, court cases,
Dereliction of duties by Officers / staff, maintenance of enquiry records
pertaining to misuse of finance, stationary / vehicles / telephones.

officers and staff, providing information regarding new
technologies & subsidies / facilities, bringing to the notice

Preparation of District Action Plan and achieving the fixed
targets through proper implementation, monitoring &
supervision of subordinate offices, taking measures for
disease control, bringing to the notice of higher officers for
the cases beyond their control.

Preparation of action plan for annual production of layings,
procurement of quality seed cocoons, production of
Disease Free Layings, Sales and Remittance of the layings
cost to the Government. Disposal of pierced cocoons
Action on low yield and write off proposals, work as
monitoring, supervising, and Review officer of the State
sector institutions.

Facilitating for proper transaction of cocoons as per

1960. Maintaining co-ordination between sericulturists and
silk reelers. Smooth payment and remittance of collected

4(1)B(iv) Rules followed in the working of the Department :
The administrative functions of the Department are carried out according to Karnataka
Civil Service Rules, Financial Duties according to Karnataka Financial Code, Purchase
process according to Karnataka Transparency in Public Procurements Act and Rules &
Notifications issued by the Government. Technical works of the Department are carried out
according to the Karnataka Silkworm Seed, Cocoon, Silk Yarn (Production, Supply,
Distributions, Sales control) Act 1959 and Rules 1960. In addition orders and circulars
issued by the Government from time to time are followed.

4(1)B(vii) Details of opportunities for suggesting and participation of public in
formulation and implementation of programmes of the Department :
Zilla Panchyath programmes are implemented after discussion & approval in the Zilla
Panchyath meetings. Beneficiaries are selected in Gram Panchyath meetings for beneficiary
oriented programmes. Subsidies are distributed to beneficiaries in the presence of public
representatives in meetings / functions.
Sericulturists and silk reelers nominated for Cocoon Market Committee are providing
suggestions and guidance for smooth functioning of the cocoon markets. In the same way,
reelers, twisters and traders nominated for Silk Exchange committees provide suggestions
and guidance.

4(1)B(viii) List of Authority and Committees having more than two members and
information on availability of these committee proceedings to public :
Market Committee:
Market Committee is formed according to Karnataka Silkworm Seed, Cocoon, Silk
Yarn (Production, Supply, Distributions, Sales control) Act 1959 article 10(B). Members are
nominated by the Government to this committee. Committee has two sericulturists and three
silk reelers as members and Market Officer as Chairman. Committee period is three years.
This committee may be cancelled by the Government Notification, if it fails to function
properly.
Duties of Market Officers are as follows:-
1. Facilitating for the daily transaction of cocoons for the cocoons arrived in the market.
Fixing the time of auction in consultation with the sericulturists.
2. Facilitating smooth and fair transaction of cocoons and timely payment to sericulturists.
Weighment of all cocoons coming to market and transaction through open auction.
3. Providing opportunity for sericulturists for the storage of cocoons which are not
auctioned and taking care.

4(1)(B)(xii) Facilities Provided by the Sericulture Department to Sericulturists &
Reelers
I Centrally Sponsored Catalytic Development Programme
To Produce good quality bivoltine silk and to extend the new technologies developed
by research centres to the field, Catalytic Development Programme is implemented in Co-
ordination with Central Silk Board.
1. Subsidy to Drip Irrigation
Under Catalytic Development programme, unit cost fixed for installation of Drip
irrigation in one Hectare Mulberry area is Rs 50,000/- of which 75% i.e, Rs 37,500/- is
subsidy portion. Central Silk board bears Rs 25,000/- & department Rs 12,500/-, remaining
Rs 12,500/- is borne by the beneficiary. 90% of the Unit cost i.e., Rs 45,000/- is given as
subsidy for SC/ST beneficiaries.
2. Incentive to new mulberry variety Development
Farmers having Irrigation facilities/having mulberry garden are identified. They are
encouraged to take up New Mulberry Plantation/extend their Mulberry Area/replace the
existing Mulberry variety with high yielding Mulberry varieties. Such farmers can avail
subsidy of 75% of the unit cost. For a maximum of 1 acre planting, the unit cost is Rs.9,000/-
per acre. The subsidy is Rs 6,750/-. For SC/ST beneficiaries the unit cost is Rs 10,200/- &
subsidy is Rs 7,500/- for 1 acre Mulberry plantation.
3. Subsidy for Constructing Rearing house
Rearing silkworms in hygienic conditions results in good yield which ultimately helps
the Sericulturists for construction of seperate rearing house. To encourage the Sericulturists
to construct separate silkworm rearing house, subsidies are provided.

4. Providing subsidy for construction of chawki rearing centres & chawki rearing
equipments
To encourage rearing of high yielding races, chawki worms reared in Chawki
Rearing Centres(CRC’s) are distributed to the rearers. For construction of Chawki
Rearing Centre building, to maintain chawki plot/garden and to purchase chawki
rearing equipments an amount of Rs 5.00 Lakh is earmarked as unit cost out of which
Rs 2.50 Lakh is provided as subsidy. For SC/ST beneficiaries the unit cost is Rs 5.00
lakhs and subsidy is Rs 3.00 lakhs.
5. Providing subsidy to Silkworm rearing equipments
Subsidy is provided to eligible Sericulturists to purchase humidifier, generator,
room heater, shoot rearing stand, plastic trays, plastic mountages, Rotary mountages,
sprayers, gas mask, Flame-gun & other approved equipments. Unit cost of Rs 50,000/-
is earmarked of which Rs 37,500/- (75%) is given as subsidy. For SC/ST beneficiaries
90% of the unit cost i.e, Rs 45,000/- is provided as subsidy.

6. Supply of disinfectants to BV Sericulturists
Disinfectants worth Rs 3,000/- are supplied annually at 50% subsidy to the
Bivoltine rearers to control diseases in Bivoltine crops.
7. Multiend Reeling Units
To produce quality raw silk using multiend reeling machines, subsidy of
75% is provided to establish multiend reeling units to the eligible reelers.

10. Providing testing facilities in Govt Grainages
An amount of Rs 1.50 Lakh unit cost is earmarked to purchase testing
equipments to Govt grainages. Central Silk Board’s share is 60% & State’s share is
40%.
11. Health Insurance Scheme
Health Insurance Scheme is implemented for improving health of women
employees who work in reeling units & grainages & their families i.e., husband &
their two children. There is provision for Annual Hospital Expenditure upto Rs
15,000/-. Rs 781.60 unit cost per beneficiary per year is earmarked under this
programme.
Out of this CSB’s share Rs 642.47, State’s share Rs 83.47
Beneficiaries share Rs 55.66
Total Rs 781.60
12. Beneficiary Empowerment Programme:-
Training is given for 5 days in Sericulture Training Institute for
Sericulturists/reelers. Stipend of Rs 5,000/- is earmarked per beneficiary. Central Silk
Board bears complete expenditure.
13. Construction of Creches /Toilets/Rest Rooms for women in Govt Cocoon Markets
Creches /Toilets/Rest Rooms are constructed in Govt cocoon Markets for the
women coming to transact their cocoons. Unit cost is Rs 2.50 Lakh of which Central
Silk Board’s share is 75% & State’s share is 25%.

Sericulture Development Activities
1. Incentive for Raw silk produced in Filature, multiend/ cottage basins and charaka
in New areas:
Incentive for Raw silk produced in Filature, multiend/ cottage basins and
charaka in New areas is as follows:
Male reelers: Rs 75-00 per kg silk produced.
Female reelers: Rs 100-00 per kg silk produced.
New areas:
1.Mandya District: All Talukas except Maddur and Malavalli.
2. Mysore District: Hunsur, Piriyapatana, HD Kote and KR Nagar Taluks.
3. Tumkur, Shimoga, Hassan, Chikmagalur, Chitradurga, Kodagu, Mangalore, Udupi,
Uttara Kannada, Bellary, Raichur, Dharwad, Bijapur, Belgaum, Gulburga, Bidar,
Yadgir, Davanagere, Koppal, Bagalkote, Gadag and Haveri Districts.
2. Incentive for Cross-Breed Multi-end Raw silk.
Cross-breed raw silk produced in multiend reeling machines in traditional areas
get incentive as follows:
Male reelers: Rs 60-00 per kg multiend silk produced
Female reelers: Rs 75-00 per kg multiend silk produced
After installation of multiend reeling machines upto five years this incentive is
provided.
3. Establishment of Cottage/ Filature Basins Reeling Machines:
To produce quality raw silk, Cottage/Filature reeling machines are very helpful.
In order to establish Cottage/Filature reeling machines, the Department of Sericulture
provides subsidy as follows:
a. 6 Basins unit (with Re-reeling): Cost= Rs 3,00,000/-
Subsidy (60%) = Rs 1,80,000/-
b. 6 Basins unit (Italian model): Cost= Rs 1,50,000/-
Filature reeling machine Subsidy (60%) = Rs 90,000/-
4. Installation of Economic Oven
To reduce the fuel consumption, and to control the pollution, installation of
economic/fuel efficient ovens is essential. Department of Sericulture provides subsidy
as follows for installation of Economic Oven:
a. Charaka Oven: Unit cost: Rs.3,350=00, Subsidy 50%
b. Cottage/ Filature Oven (Shidlaghatta model): Unit cost: Rs.4,650=00, Subsidy
50%
c. Cottage/Filature Oven (Ramanagar model): Unit cost: Rs.14,500=00, Subsidy 50%

5. Solar appliances:
Use of solar water heaters saves fuel and provides pollution free atmosphere in reeling
units. It reduces the cost of production. To establish solar unit appliances the Department
provides subsidy as follows:
a. 1000 Ltr heating capacity in 8 hrs: Unit cost: Rs. 1,50,000=00
b. 500 Ltr heating capacity in 8 hrs: Unit cost: Rs. 75,000=00
c. 200 Ltr heating capacity in 8 hrs: Unit cost: Rs. 50,000=00
Subsidy: 50%.
6.Establishment of Water Softening Unit & Maintenance cost:
(a) Establishment of water Softening unit
Reeling water plays major role in determining the quality of raw silk. If water
available is not suited for reeling process, water softener is essential.
Demineralizer Unit ( 1000 ltr /3 hrs capacity): Unit cost Rs. 40,000=00
Subsidy = 50%.
7. Subsidy for Installation of Generator
In Rural areas, Power Shedding disrupts continuous reeling activity. To overcome this
problem installation of generators is advised. Unit cost for 5 KVA Rs 65,000=00.
Subsidy= 50%.
8. Installation of Boiler:
Boilers are essential for Cottage/ Filature basin reeling machines.

15. Financial assistance for availing training for staff/Officers of co-operative societies.
Financial assistance is provided for staff/Officers of department to obtain training in
the field of co-operative sector.
16.Incentive for cocoons grown in new areas:
To encourage farmers of new areas (Bidar, Gulburga, Koppal, Raichur,
Bagalkote, Belgaum, Bijapur, Dharwad, Yadgir, Gadag, Haveri, Uttara Kannada and
Bellary Districts) incentives are provided for the cocoons transacted in the new areas
markets.
Male sericulturists: Rs 10=00 per kg of cocoons
Women sericulturists: Rs 20=00 per kg of cocoons
17. Subsidy on Interest of loan taken by Women sericulturists:
50% subsidy will be given on the interest of the loan availed by the women
sericulturists. Unit cost is as prescribed by NABARD.

18. Subsidy on pierced cocoons purchased by women.
The pierced cocoons are utilized for handicraft purpose or for preparation of
spun silk on Medleri charaka, If women proccures pierced cocoons from Government
Grainages, she will be provided pierced cocoons at 75% subsidized rate.
19. Medleri charaka.
Spun silk can be produced using Medleri charaka, If a rural women/ women
societies purchase Medleri charaka, subsidy will be given as follows:

20. Training for Women:Members of Women Co-op societies and Women quality clubs
Training cost will be borne by the Department of Sericulture, to impart training
for women members of Women Co-operative societies, and Women quality clubs
involved in sericulture. The training for 3-5 days duration is in Society formation,
Society management, maintenance of accounts & other related subjects. In a year 5
women per district will be trained.
21. Study Tour for women:
To gain the knowledge and expertise on the preparation of matka silk, and
handicrafts from matka silk, and to make value addition in sericulture, study tour will be
conducted for women enterprenuers to West Bengal and other States. for overall
development of women, popularising the usage of pierced cocoons & other income
generating activities.
22. Subsidy on interest on loan obtained for reeling units:
The simple interest on the loan obtained by the reelers from commercial banks
will be reimbursed on indent basis.

It is necessary to encourage Sericulture in large scale to improve Production,

I. Zilla Panchayath Schemes:
Sericulture Farms: 2851-00-107-0-38
1. Providing organic manure, necessary fertilizers etc for maintaining 1 hectare mulberry
garden of sericulture farms coming under Zilla panchayath. To Produce Bivoltine seed
cocoons by using disinfectants, improved irrigation facilities.
2. In case of farms where bivoltine seed cocoons cannot be grown, chawki rearing &
distribution of chawki worms to sericulturists can be undertaken by taking permission
from Commissioner for Sericulture Development and Director of Sericulture.
Mulberry Saplings can be grown based on the availability of water sources in silk
farms.
Technical Advisory Services, Demonstrations, publicity, Audio-visual and Women
Demonstration Farms: 2851-00-107-0-35
1. Field days: Field days are conducted to provide publicity for growing high yielding
varieties of silkworms & share the experiences of Sericulturists who are getting high
income with other farmers & encouraging farmers to take up sericulture. Sericulture
Deputy Director should compulsorily participate in the field days, The budget of Rs
2,000/- earmarked for conducting field days. Large number of women, reelers &
Sericulturists should participate in the field days.
2. Sericulture Exhibition: Conducting exhibitions in Fair, Melas, Nada Habbas, to
develop sericulture, & to demonstrate Sericulture & related activities in areas where
large number of people gather, make propaganda on Sericulture & related activities.
Amount should be earmarked pertaining to this for rent for space, pamphlets,
Hand book distribution. At taluka level, to conduct workshops / seminars an amount of
Rs 7,500/- should be earmarked. At district level for conducting seminars an amount
of Rs 25,000/- is earmarked. To conduct district level exhibition an amount of Rs
10,000/- is earmarked.
a) Budget allocation of Rs 1,50,000/- is earmarked to exhibit departmental items in
Mysore Dasara exhibition.
b) An amount of Rs 1,00,000/- for Tumkur Siddaganga jatra.
c) An amount of Rs 30,000/- for SiddaraBetta/Madhugiri jatra.
Allocation for controlling diseases to Sericulturists based on area under
mulberry & rearing houses. An amount of Rs 25,000/- is earmarked for timely
distributing & Printing of pamphlets and handbook on new technologies, to the
Sericulturists.

It is necessary to provide awareness on technologies to Sericulturists & reelers.
Technical awareness can be increased by demonstrating boards in all institutions at
field level particularly in the Technical Service Centres where sericulturists/ Reelers
visit. An amount of Rs 25,000/- could be earmarked for inclusion of demonstration
pictures in Technical Service Centres.
Financial limit for repair & maintenance of existing equipments in case of
necessity is Rs 10,000/- per Technical Service Center. It is planned to conduct one
workshop in a year in each District and to conduct study tour to farmers for creating
awareness about Sericulture activities.
3. Women Demonstration Farms:
In selected Govt Silk Farms of 18 districts of the State, separate demonstration
farms with dormatories are established to facilitate women Sericulturists. Under this,
budget is earmarked to maintain of 1 acre mulberry plantation, rearing and
maintenance of dormatory. It is reiterated to follow the the guidelines of the
Directorate’s Circular No:gÉä:vÁªÀÄUÉ/vÁA 3/44/10-11 dt 25-1-2011.
4. E Governance:
Take necessary action to implement e-Governance at District & Taluk level in
the Department. In many major circumstances, it is required to document with photo
& video in the important events at the field & preserve. Earmark budget needed for e-
Governance training.
5. Incentive to BV Cocoons:2851-00-107-0-36
Earmark funds necessary to pay Sericulturists for the incentive to Bivoltine
cocoons produced by them at the rate of Rs 40/kg. Take action to pay Incentive only
after ascertaining that BV layings are proccured from Govt Grainages and BV
Cocoons should be transacted in Govt Cocoon markets.

6. Incentive to Sericulturists 2851-00-107-0-30
The Disease Control Programme is implemented until now. Instead of this,
hereafter funds should be earmarked as “Incentive to Cocoons” Programme.
1. Incentives are paid to Cocoons produced in the Concerned Districts.
2. Select eligible Sericulturists to pay incentives based on availability of funds,
previous years average yield of cocoons & other conditions.
3. Pay incentive at the rate of max Rs 10/- per kg of CB Cocoon & Rs 40/- per kg of
BV Cocoons produced by the Sericulutrists.
4. Disease free layings should be procured from State/Central Govt grainages.
Certification from concerned grainage officer is necessary.
5. Cocoons produced should be transacted in the Govt Cocoon market. Certification
from concerned Govt Cocoon market officer is necessary.
6. Proposals for payment of incentives should be submitted within 30 days after
transaction of Cocoons.
7. To get the incentive it is necessary to get the recommendation from concerned field
level SEO for having grown & sold the cocoons.
II Taluka Panchayat Programme:

land available near their Colonies, to take up mulberry plantation, rearing & cocoon
production. In addition take action to grow tree mulberry. Make provision for funds
required for providing irrigation facility, rearing house & equipments, conducting
supervision by the department.

Earmark funds for SC/ST farmers intending to take up sericulture & the SC/ST
beneficiaries who have already taken up sericulture under this programme, to supply

Earmark funds for expenditure in all districts under Head of Account

PROGRAMME -1
SUBSIDY FOR RAISING MULBERRY NURSERY:
As there is a great demand from sericulturists for New mulberry varieties such as V1 /S
series, Farmers can raise the saplings either on raised bed or in leveled field. Planting
saplings of 4 months old nursery plants results in uniform development of garden with less
fail pits. Leaves can be harvested for silk worm rearing within six months of plantation.
Raising Nursery is profitable venture. In order to encourage the farmers, subsidy will be
provided .Rs.1.50 lakhs will be incurred to raise saplings in 1 acre and 50 % subsidy
i.e.Rs.75000/- will be provided. On an average 1.00 lakh saplings should be raised in 1 acre
area.
GUIDELINES TO BE FOLLOWED FOR PROVIDING SUBSIDY TO SERICULTURIST
FOR RAISING MULBERRY NURSERY:
1. Farmers who have own land with irrigation facilities with high yielding improved
Mulberry varieties like V1 /S series.
2. Each beneficiary should raise nursery to an extent of minimum 20 guntas, maximum 1
hectare.
3. Farmers who have raised the nursery should give the application as per the format to the
Technical Service Center of their jurisdiction.
4. Sericulture Demonstrator / Department officer should certify the mulberry nursery.
5. Department officer should do Mahazar of mulberry nursery in prescribed pro-forma.
6. Department officer should recommend for release of subsidy in prescribed format.
7. Subsidy will be issued on priority either through ECS / Cheque. If there is a loan in any
Bank / cooperative society, subsidy will be remitted to the Banks concerned.
8. To certify the Nursery, photograph of the Nursery along with beneficiary, Range officer,
SEO / ADS should be enclosed . Details of programme with complete Address of the
beneficiary should be written at the bottom of photograph and submitted.

PROGRAMME – 2
SUBSIDY FOR MECHANISATION IN MULBERRY CULTIVATION:
Mulberry leaf yield depends upon the mulberry variety, agricultural practices,
resistance to disease and pest. The area under mulberry has increased with V1 and S36
varieties. By providing various inputs to agriculture using mechanical aids and new
technologies, production has increased both qualitatively and quantitavely at reduced
cost of production. The department is providing subsidy for purchase of machineries like
tractor / mini tractor, power tillers, mulberry pruning machine, weed cutter, cutting
preparation machine, shoot cutting machine, mulberry garden sprayer, mulberry shoot
harvester etc. which are purchased from the approved firms as per guidelines. Unit cost
is Rs.1.50 lakhs and 50% subsidy i.e. Rs.75000/- will be provided as subsidy. If the unit
price is less than Rs.1.50 lakhs then proportionately subsidy amount will be limited to
50%.
Guidelines:
1. Farmers should have own land, improved variety of mulberry garden with irrigation
facility.
2. To get subsidy for power tiller / mini tractor, farmer should have minimum of 2 ½
acre mulberry garden.
3. To get subsidy for tractor, farmer should have minimum of 4 acre mulberry garden.
4. Farmers having minimum of 1 acre mulberry garden can get subsidy for mulberry
pruning machine etc.
5. Farmer who have purchased the machineries should submit an application as per the
format to the Technical Service center of their jurisdiction.
6. Sericulture Demonstrator / Department officer should certify the beneficiary for
having mulberry garden and the machinery purchased is in good condition.
7. All machineries should be purchased from the reputed firms, approved by the
department where all necessary accessories will be available.
8. An affidavit on Rs. 10/-stamp paper should be taken from beneficiary stating that he
will continue sericulture for at least 5 years.

9. Department officer should do Mahazar in prescribed format and certify that the
machinery is working in good condition.
10. Department officer should recommend for release of subsidy in prescribed Format.
11. If beneficiary has paid full amount for purchase of machinery, action to be taken to
issue 50% subsidy to the beneficiary account through ECS / Cheque.
PROGRAMME – 3
SUBSIDY FOR ROTARY CHANDRIKE MOUNTAGES / BAMBOO
MOUNTAGES :
To facilitate the ripened silk worms to spin cocoons of good quality, Rotary /
Bamboo mountages are required.
(a) Bivoltine rearers are eligible to purchase Rotary mountages .
(b) Mysore seed area rearers are eligible to purchase Bamboo mountages.
Guidelines :
1. Farmers having own land, irrigation facility and with improved variety mulberry
garden are eligible.
2. To get subsidy for Rotary / Bamboo mountages beneficiary should have at least ½
acre mulberry garden.
3. Each beneficiary is eligible to get Rotary / Bamboo mountages for mounting ripened
worms of maximum 250 disease free layings.
4. Mysore seed area sericulturist should have minimum 0.10 acre mulberry garden. As
per prorata mountages will be supplied.
5. To purchase Rotary / Bamboo mountages, beneficiary should submit application
form in prescribed format to the Technical Service center of their jurisdiction.
6. Sericulture Demonstrator / Department officer should certify the beneficiaries
mulberry garden / Rotary mountages / Bamboo mountages supplied are in good
condition.
7. Rotary / Bamboo mountages should be purchased from the department approved
firm.
8. Sericulturist has to give affidavit on Rs. 10/- stamp paper stating that he will
continue sericulture for minimum 5 years.
9. Department officer should do Mahazar in prescribed format certifying that the
Rotary / Bamboo mountages are in good condition and is utilizing for the purpose
purchased.
10. Department officer should recommend for release of subsidy on prescribed format.

PROGRAMME – 4
SUBSIDY FOR TRENCHING & MULCHING IN MULBERRY GARDEN :
It is necessary to increase the leaf yield from the existing area under mulberry so that
number of disease free layings brushed can be increased. Trenching and Mulching
increases the quality and quantity of leaf yield and also soil fertility is maintained.
Reduced dose of chemical fertilizers will increase the microbial growth to maintain soil
health.
Once in six months trenching of 2.5 feet width and 1.5 feet depth is made in
alternate rows of the mulberry garden. Trench is filled with green mannure and rearing
residue, Above that FYM @ 200 kg. per gunta should be incorporated, Red earth and
silt should be incorporated. Afterwards, trench should be closed with red earth . This
increases the microbial activity and acts as bio - fertilizer and results in good quality
leaf. Unit cost for one acre of trenching & munching is Rs.30,000/-, 50% subsidy is
provided i.e. Rs.15,000/-.

Guidelines :
1.Beneficiary should be from bivoltine hybrid, bivoltine seed, Mysore seed area,with
own mulberry garden and Irrigation facility. Subsidy will be given to a maximum of 1
hectare per year per beneficiary.
2. Beneficiary should give application in prescribed format to the Technical Service
Center of their jurisdiction for subsidy.
3. Sericulture Demonstrator / Department officer should certify the trenching
&mulching activities undertaken by the beneficiary and recommend for subsidy.
4. Mahazar should be conducted by the officer in prescribed format.
5. Beneficiary has to give affidavit on Rs.10/- stamp paper stating that he will continue
sericulture activities for another five years.
6. Photograph should be taken before, after and at the time of trenching & mulching and
same should be certified.
7. Subsidy will be issued through ECS / Cheque. If any loan in Bank / Society same will
be deposited to the beneficiary’s account.
PROGRAMME – 5
ENHANCEMENT OF SOIL HEALTH – SUBSIDY FOR SUPPLY OF BIO-
FERTILIZER :
After realizing the deleterious effects of continuous application of chemical fertilizers
and also to reduce the cost on chemical fertilizers it is necessary to use Bio fertilizers
such as Nitrogen fixing (PRAKRUTHI) / Phosphorous absorber (SERIPHOS), Bio -
fertilizers of 10 kg. per acre per year should be applied in two split doses. Bio -
fertilizers should be mixed with farm yard manure and incorporated in between the rows
and should be covered with soil followed with irrigation. Bio- fertilizers should be
applied 15 days before or after the application of chemical fertilizer. Garden should be
irrigated immediately after application of Bio fertilizers, so that mortality of micro
organisms will be avoided. By using Bio fertilizers, quantity of chemical fertilizers can
be reduced.
Sericulturists of Mysore seed area, Bivoltine seed area and Bivoltine hybrid rearers
are eligible to get 10 kg. of Bio- fertilizers per year per acre at an unit cost of Rs. 750/-
which will be supplied at free of cost.

Guidelines :

Computer Kiosks are installed in Head office and Ramanagara cocoon Market in
which the details regarding Mulberry cultivation, Silkworm Rearing, Action to be taken for
Mulberry Diseases, Insects and Disease Control, Silkworm Diseases, Insects and their
Control, Details of Important Institutions of Department. Rates of Cocoon & Silk are also
available both in Kannada & English. This facility is free of cost.

or reading room, Working hours etc….
The Department has made facility to Sericulturists and silk reelers to get training with
stipend at Training Institutes, The trainers can utilise the library facility available in the
training Institutes during the training period. In addition to this, handouts/brochures are
distributed to sericulturists and silk reelers. Technical information is communicated to
sericulturists and silk reelers through Dooradarshan and All India Radio. Technical guidance
is provided to sericulturists and silk reelers through seminars and workshops orgsnized at
Taluk/District/State levels. Awareness regarding new technologies is imparted through
workshops/ enlighten programmes organized by Research Institutes. Women sericulturists
are provided with technical information through women demonstration plots and technical
service centres. Details of Schemes and Subsidies available and technical information is also
given through bimonthly magazine “Reshme Krushi” which is published by the Department.
This magazine is sold to public at cocoon markets and Technical Service Centres.
