(i) The particulars of its organization, functions and duties;

DHT/PDTC and periodical updating of syllabus as per the latest requirement of HRD for industry. 4. Senior Lecturer (Textile Designs)

In-charge of weaving and designing section. Handling theory classes for Diploma Course, supervision of practical classes, technical services and project work of students. Deputy Warden of Boys hostel. Periodical upgradation of syllabus, training of weavers/dyers, designers. Conducting seminars/symposiums/extra curricular activities connected with the curriculum. Organising industrial training to students/weavers, Master Weavers and training programme. 5. Senior Lecturer (Textile Chemistry) Handling Textile Chemistry classes of Diploma Course, Supervision of practical classes conducting periodical tests, updating of syllabus, conducting of extra-curricular activities, training, technical assistance and guidance to the industry.

6. Junior Lecturer (Textiles)

In charge of Testing Section, Research & Development Section, General Computer Section and Computer Aided Textile Designs Section. Handling Theory Classes for Diploma students, supervision of practical classes, technical services and project work of students. Incharge of Training programmes sponsored by outside agencies. Providing technical assistance and guidance to the industry. Updating of syllabus, conducting seminar, symposium, workshops, exhibitions, mill visits etc., as per Institute curriculum. Organising industrial orientation course for master trainers/sizers for hands on experience for students in the industry. 7. Assistant Director (Administration) In charge of Establishment, Administration, House Keeping, Budget and account, Vigilance, and security. Functioning as DDO, Co-ordination work. Maintenance of office buildings and premises and hostel premises. Organizing of Board of Examiners meeting, ACP/DPC, promotion/ appointments, discipline, enquiries pertaining to administration etc., B. Employees 1. Workshop Superintendent. In charge of Workshop and Carpentry section. Handling Theory classes for Diploma Course. Repair/maintenance of looms/machines, equipments, desks, black board and other Workshop work. ADMINISTRATION.

2. Assistant

Supervision of Administration Section. Preparation of budget estimate, expenditure statement etc., Preparation of bills and caretaker for Staff quarters. Allocation of work amongst staff in Administration Section. Organizing Board of Examiners meetings, ACP, DPC meetings, GFR.

4. Assistant

All works related to Establishment/service matters gazetted and non-gazetted staff. Typing work. Preparation of RR, retirement, pension, gratuity and other related work. 5. U.D.Clerk

Handling cash work. Admission of students to DHT and PDTC Courses and related work. Typing work. Disbursement of stipend, collection of fines, cash handling etc., 6. Store Keeper

Custody of stores. Purchase of all materials equipments/gadgets required for the Functioning of the Institutes. Annual verification of stores, dead stock items, Condemnation of unserviceable articles etc., 7. Senior Stenographer

Stenography work, attending the work of Diploma and Post Diploma examinations. Work related to Board of Examiners, Board of Studies and Governing Body. Preparation of Diploma Certificates, mark cards, verification and totaling of answer books, tabulating. Marks in the Central Marks Register, preparation of results, rank lists etc., 8. L.D. Clerk. Preparation of TA Bills, Typing work. Purchase of items for computer section. Correspondence related to training programmes conducted by this Institute, projects undertaken by the Institute Technical assistance and other miscellaneous items. C DYEING SECTION 1. Darkroom Assistant

Developing and printing of films Section/students curriculum photos, organizing extra curricular activities of students in outdoor-indoor games, Inter-institutional sports meet and attend to the work of preparation of screens for printing and its maintenance. 2. Demonstrator in Printing/ Chemistry/ Dyeing, Bleaching & Finishing

Handling practical classes for PDTC and Diploma Courses. Technical service. Handling practical classes for diploma and Post Diploma Classes and technical services. Expert Weaver Expert weaver is engaged in weaving of samples and guiding the diploma students in weaving different types of fabric samples on different types of looms, including preparatory works.

Attended to carpentry work in looms and workshop. Fabrication of looms and accessories require for the technical section. 2. Expert Weaver (Junior)

1. To release notification for appointment of Group C & D posts through local/central Employment Exchanges. 2. To appoint, promote, regularize and confirm the group C & D posts conducting DPC/DSC meetings – Disciplinary proceedings – conducting enquiries and awarding punishment under FR & SR Conduct Rules. 3. Purchase of raw-materials under Other Charges up to 20,000/- at a time. 4. Payment of rent/electricity/telephone/Municipal/Corporation taxes/service charges – full powers. 5. Sanction of stipend /study tour allowance/reimbursement of actual expenses incurred by the students in connection with their educational tour/project work of students. 6. Approval and counter-signature of TA Bills of Gazetted, Non-Gazetted staff members, sanction of TA advance for self and countersignature of TA bills of self. Countersignature of TA bills of external examiners. 7. Sanction of GPF loans and withdrawals. 8. Subscription of technical books and periodicals up to Rs.1000/- per time. 9. To permit staff members to participate in radio-talk on non-controversial subjects, seminar/presentation of paper, accepting examiner ship of other technical institutions and forwarding of application of staff members to other Departments. 10. Powers to sanction leave for gazetted and non-gazetted staff. 11. Powers to sanction bicycle advance, table fan advance and festival advance. (iii) The procedure followed in the decision making process, including

channels of supervision and accountability;

Being a Central Govt. office, working of the office in accordance with the Govt. Rules & Regulations.

The final decision within the delegated administrative and financial powers is taken by the Head of Office i.e., Director (Institute). The Dealing Assistant put up the matter in detail and link relevant rules on the subject. Thereafter, the Supervisory Staff thoroughly checks the cases and rectify the deficiency, if any. Second check is applied by the DDO. (iv) The norms set by it for the discharge of its functions.

The rules, regulations, instructions for the students have been published in the form of “prospectus” by IIHT, Salem and being followed by all the institutes. Official work is governed by CCS Rules, GFR and FR-SR rules etc. (vi) A statement of the categories of documents that are held by it or under

its control.

For day to day routine administrative work reference books viz. Swamys’ Hand Book, GFR, DFPR, FS-SR and CCS (Pension), CCS (Leave) Rules etc. are consulted. All documents required for day to day functioning of the institute are available (vii) The particulars of any arrangement that exists for consultation with or

representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

Arrangement are already available with due consultation with Hqr. Formulation

of policy and representation of members of public in it comes under purview of Hqr.

However, there are non-official members in Governing Body of the Institute, Board of Studies and Board of Examiners. (viii) A statement of the boards, councils, committees and other bodies

consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

Governing Body, Board of Studies and Board of Examiners are constituted by the Headquarter and meetings of these boards are held at regular intervals and decisions are implemented after obtaining administrative approval. Except confidential nature of decisions other decisions are brought to the notice of staff and students. A gist of important decisions is available in the form of “Prospectus”.
