    County Profile - Riley County, KS

    Riley County is one of the 105 counties in the state of Kansas. The 2007 populationsestimate lists the population to be 69,083. According to 2000 estimates, it has 609.55square miles in land area and a population density of 103 people per square mile. Theaverage household size is 2.42 persons (2000), and median household income is$34,177 (2004) (US census Bureau).

    Population Estimates

    Riley County has a population of 69,083 as of July 1, 2007 (US Census Bureau). Thepopulation increased by 9.93% from the year 2000 to 2007. As per the 2000 censussurvey, the population of the county was 62,843 with a median age of 23.9 years. In2000, Riley County had 15.8% of its population under the age of 15 years, 52.6% in theage group 15 to 34 years, 21.9% in the age group 35 years to 59 years and 9.6% of itspopulation above 60 years of age.

    Median household income for Riley County is $35,071 which is 18.18% less than thestate median income. The median household income had declined by 6.63% from 1999to 2005, but that rate is far less than the rate state median income has declined at 9.9%

    Poverty Rates

    The current poverty rate for Riley County is more than that of the state. In 2007, RileyCountys poverty rate was 11.9% which increased to 19% in 2007. The poverty rate forKansas in the same period went from 8.9% to 11.7%.

    Labor Force

    Riley Countys current unemployment rate is 3.1% which is less than the state rate of4.1%. The total labor force for the county increased by 10.8% in the last five years andby 15.9% in the last ten years, but along with that the unemployed labor force alsoincreased by 2.0% in the last five years.

    Educational Attainment

    Approximately ninety-four percent of the population above the age of 25 has at least ahigh school degree. Around 25.3% of the population above the age of twenty-five hassome college education, and 46.1% hold some kind of college degree.

    Workers Commuting to Work

    More than eighty-one percent of the labor force work in the county itself. The maximumoutflow of workers from Riley County is to Geary County (2,013 workers i.e. 5.82% ofcommuting workers travel to Geary County for work). Another 1,821 workers travel toPottawatomie County for work (i.e. about 5.42% of commuting workers).

    The maximum inflow of workers to Riley County is from Geary County. According to the2000 census, 4,238 workers commute to Riley County from Geary County for work, and

    2,694 come from Pottawatomie County. In total 9,443 workers commute to Riley Countyfor work (i.e. approximately 25% of the workers are commuters).

    Industry Analysis

    Industry Totals for Riley County

    Industry employment increased by approximately 39% from 1990 to 2007 in Riley County. Average pay (after adjusting forinflation) has increased by 18.08%, and the number of establishments in the same period increased by around 20%. Theindustry has increased steadily in the county in the last seventeen years, but it had a slight decline in the number ofestablishments during the period 1998 to 2001. However, it has maintained an overall growth pattern over the years. Theemployment also maintained a positive growth trend over the years.

The data are derived from summaries of employment and total pay of workers covered by stateand federal unemployment insurance (UI) legislation and provided by State Workforce Agencies (SWAs). The summaries are a result of the administration of stateunemployment insurance programs that require most employers to pay quarterly taxes based on the employment and wages of workers covered by UI.(www.bls.gov).

    3 Average wages in 2007 dollars term were calculated using the CPI inflation calculator available at the Bureau of Labor Statistics website http://data.bls.gov/cgi-bin/cpicalc.pl. The CPI inflation calculator uses the average Consumer Price Index for a given calendar year. This data represents changes in prices of all goodsand services purchased for consumption by urban households. This index value has been calculated every year since 1913. For the current year, the latestmonthly index value is used (www.bls.gov).

    Jobs and Average Wages by Industry

    Retail Trade is the largest sector in Riley County with 219 establishments and 3441 jobs. The highest paid sector is theManagement of Companies &Enterprises with annual average wages of $65,466. Other high wage paying sectors are:Transportation and Warehousing (annual average wages of $51,714) and Professional, Scientific and Technical Services(annual average wages of $40,697). The Accommodation & Food Services and the Health Care & Social Assistance arethe other two sectors with large employment.

    Key Industries

    Riley County is home to some very well performing industries. These industries may be a part of existing or emergingclusters. For identifying key industries and clusters, three criteria were used:

    1. Location Quotient Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industryemployment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003).

    2. Average Wages Average wages at 6-digit NAICS codes were compared to US average wages. If any industryhas average wages 10% above the US average, it is considered to be a good performing industry.

    3. Growth Rate Growth rates for the employment were calculated over a three year time period from 2003 to 2006 4;growth rates above 5% are considered to be an indicator of good industry performance.

    Any industry that satisfies one of these three conditions is either a good performing industry or an industry with goodpotential for growth. There may or may not be a cluster existing in a region for every good performing industry, but ifthere are good performing industries, a cluster may emerge in the near future. (For further details of methodology,please see Appendix B).

    The industry with the highest local share in growth is the Court Reporting and Stenotype Services. The employment in thesector increased by 465, and all of the jobs were due to local growth (Table 15). The second highest growth inemployment was in the Other Metal Container Manufacturing sector. In this industry there was a net growth of 442 jobs,all of which were attributable to local growth in the region. The next sector with a high share of local growth is Offices ofPhysicians. There was an increase of 368 jobs in this sector, of which 360 were attributable to the local growth in the
