BACKGROUND

• 44% children in Iraq finish primary school and illiteracy rate in the country is 1 in 5. The rate is 28% for women compared to men’s illiteracy rate of 12%
• Iraq has a single sector economy – Oil.
• Weak social contract despite “democracy”
• Security improved but fragile
