Attendance Policy and Procedures

POLICY REVIEW This Policy was approved on 15th July 2021 and will be reviewed at least every two years. The next due date for review is therefore 15th July 2023. Where any material change is deemed appropriate to be made to this Policy, it may be amended and submitted for review and approval at an earlier date.

Policy The Principal of Rissalah College maintains an electronic Register of Enrolments and Register of Daily Attendances of all children at the school, in a form approved by the Minister, which includes information for each student as required by Section 3.8 of the NSW Education Standards Authority (NESA) Registered and Accredited Individual Non-government Schools (NSW) Manual.
Where the parents of a student of compulsory school age seeks an exemption from attendance at school or an exemption from enrolment, the Principal will process the parent’s application in accordance with the guidelines from NSW Department of Education. The Principal may exercise the Minister’s delegation under Section 25 of the Education Act in relation to granting and cancelling a certificate of exemption from being enrolled and attending school in certain prescribed circumstances. Procedures Register of Enrolments All students that are enrolled are recorded in the Register of Enrolment and all details of the students are entered in Sentral by a member of Administration. The Register of Enrolment includes the following information for each student:
- name, age and address - the name and contact telephone number of parents(s)/guardian(s) - date of enrolment and, where appropriate, the date of leaving school and the student’s
destination - for students older than six (6) years, previous school or pre-enrolment situation
Where the destination of a student below seventeen (17) years of age is unknown, evidence that the Department of Education has been notified by completing and forwarding the Student Enrolment Destination Unknown (Appendix 2 ) to [email protected]. The following details should be provided.
- student’s full name - date of birth - last known address - last date of attendance - parents’ names and contact details - an indication of possible destination - what efforts the school has made to locate the child - other information that may assist officers to locate the student - any known work health and safety risks associated with contacting the parents, carers or
student The Register of Enrolments is in a form that can provide hard copies of reports on request from the relevant authorised authorities.

The Register of Enrolments is backed up electronically by Sentral and is retained in the cloud for a minimum of five (5) years.
Register of Daily Attendance (Sentral) The Register of Daily Attendance, maintained by the Principal, includes the following information for each student:
• daily attendance, which may be recorded by noting daily absences • absences • reason for absence using the common code approved by the Minister • documentation to substantiate reason for absence.
The Register of Daily Attendance is in a form that can provide hard copies of reports on request from the relevant authorised authorities. It is emailed to the Principal daily by the Administration Assistant. The Register of Daily Attendance is backed up electronically by Sentral and is retained in the cloud for a minimum of seven (7) years. Roll Marking Procedures
• The Register of Daily Attendance is a legal document and must be able to generate reports for relevant authorities upon request.
• The class/roll teachers, the Administration Assistants and the Administration Manager must maintain accurate records of student attendance.
• The Principal will ensure that all attendance records are recorded on Sentral and the Daily Attendance Report is completed by midday each day.
• Primary - Each morning the class teachers complete the daily attendance electronically on Sentral at 9:00am.
• Secondary - Each morning the roll call teachers complete the daily attendance electronically on Sentral at 8:15am.
• Each class/roll call teacher also completes the Daily Attendance Slips to confirm daily attendance and sends these to the office by 9:30am.
• When a student is absent, the Administration Assistant will follow up with a text message to the parents/carers to enquire about the child’s absence. This will commence from approximately 9:30am or as soon as class absence has been identified.
• If contact cannot be made with parent/carers or emergency contact by phone or email for 5 consecutive days, the Principal will be notified and will make a decision about whether the relevant authorities will be alerted.
• Interpreters will be provided to communicate with parents/carers from Arabic backgrounds in matters relating to school attendance.
Late and Early Leavers Procedures
• When students arrive late or leave early, the times of arrival and departures will be recorded on the Register of Daily Attendance (Sentral) by the Administration Assistant with the relevant code approved by the Minister of Education.
- Primary – after 8:40 am - Secondary – after 8:30 am • Students will be provided with a Late or Early Leave slip to give to their classroom teacher. • After sighting the slip, the classroom teacher returns it to the office on the same day, where the
Administration Assistant files it in the student’s Attendance Folder.

• The class teacher monitors Late and Early Leavers and when a student has been late or left early more than 5 times in a term, the teacher will contact the parents/carers by phone as an early intervention measure. The teacher records this meeting in Sentral as evidence of the phone call.
• Should lateness or leaving early continue frequently the teacher notifies the Principal or Deputy Principal, who will organise to have a meeting with the student and the parents/carers to identify the problem and discuss strategies to improve attendance. This will be recorded on the Student Attendance Improvement Plan proforma (Appendix 4).
• If these measures have not been successful, the Principal will determine what processes will be put in place to monitor and improve the unsatisfactory attendance.
• Where there are concerns about suspected risk of harm, the Principal will refer to the Mandatory Reporting Guide to determine if a report is required to Family and Community Services (FACS). Refer to the Child Protection Policy.
• All documentation pertaining to late arrivals and early departures will be transferred to the student’s Class Attendance file by the Administration Assistant.
Monitoring Attendance
• The parents/carers are required to provide a written explanation to substantiate the reason for absence as soon as the student returns to school.
• Teachers are responsible for collecting absence notes/letters, which are then given to the Administration Assistant, who will record the explanation on the Register of Daily Attendance (Sentral) with the correct code approved by the Minister of Education and then file the note/letter in the student’s Class Attendance file.
• If an explanation is not received within seven days, Sentral will automatically record the absence as unjustified (‘A’).
• If and when a student returns to school without a written explanation for absence, the class/ roll call teacher must follow up on the same day by generating an absences letter from Sentral and sending it home with the student for parent/carer to sign and return.
• Where a student is identified as having a poor attendance record the class teachers will follow up with a telephone call and/or meet with parents/carers to discuss attendance concerns and the implications for the students’ learning if they do not attend school regularly.
• The secondary school teachers will mark the class list at the beginning of every lesson and will be responsible for retaining these class lists securely for their own records. Class attendance is not to be recorded in in the Register of Daily Attendances.
• Before making a final decision about the student’s absence, secondary teachers will check Sentral to determine if the student is officially absent or has left early for that day. If a student is found to be absent from class without permission the teacher will contact Administration, who will inform the Principal or Deputy Principal.
• In the instance of truancy, the Principal will speak to the student and class/roll teacher to discuss appropriate strategies for addressing the truancy and improving attendance. This will be monitored over a specified period by the Deputy Principal.
• The Administration Assistant is responsible for providing the Principal with a Weekly Attendance Register for review for indications of when a student may be at risk of developing poor school attendance.

Strategies for Improving Student Attendance • Parents/carers will be informed at appropriate points during the year through the newsletters
and the College website about the importance of regular attendance and punctuality. • Along with the Weekly Attendance Register the Principal will be regularly informed by the
teacher about any students who have a track record of absenteeism, lateness and/or leaving early.
• Classroom/roll teachers will talk to students about their poor attendance, allowing time for improvement before contacting parents/carers.
• Meetings with the class/roll teacher, Deputy Principal or Principal, student and parents/carers will be held if the attendance continues to be poor or unsatisfactory. At the meeting, the benefits of regular schooling will be addressed. Support options will be the main issue of discussion and a Student Attendance Improvement Plan (Appendix 4) will be developed in consultation with the student and parents/carers.
• The Student Attendance Improvement Plan will be monitored by the Principal or Deputy Principal over the given period. If there continues to be no improvement, a trained authorised convener from AIS will be requested to meet with the student, parents/carers and any other appropriate support persons to run a Secretary’s Conference.
• Where the child is frequently absent due to illness, the class/roll teacher and Principal will consult with the parents/carers and discuss the health care needs of the child and a plan for assisting the student to catch up on work that has been covered during the period of illness. The class/roll teacher will monitor this. The Principal will request medical certificates. If the request is denied or the Principal is not satisfied with the explanation, the absence may be recorded as unexplained or unjustified (‘A’).
• All documentation pertaining to each student’s attendance will be filed by the Administration Assistant in the student’s file.
Record Keeping The school attendance records maintained by the school includes:
• the school Register of Enrolment (Sentral) which will be kept 2 years before archiving and then securely maintained permanently
• the Register of Daily Attendance to record absences will be kept for 7 years after the last entry before archiving and securely maintained permanently
• Daily Attendance Sheets from the class/roll teachers are filed by the Administration Assistant in the Attendance Slip Folder on a daily basis and will be retained for 7 years.
• All letters, records of verbal explanations, records of electronic explanations about absences from parents/carers are filed in the student’s Attendance Folder, which is located in the Administration reception. Administration Assistants file notes daily. Student records will be archived and retained securely according to the relevant requirements.
• A hard copy of the Daily Attendance Report listing all students absent on the day is retained in the Yellow Absenteeism Folder at Reception each day and on the school’s server. The Administration Assistant provides the Principal with the Daily Attendance Report daily via email. The reports are kept for 2 years, and then archived.
• Students who have withdrawn from school during the year must be recorded on the Register of Enrolments and be removed from Sentral by the Administration Manager. The Administration Manager must ensure all the required forms have been completed and signed and all school fees have been settled before removing the name/s.

Applications for Extended Leave - Travel • Family holidays and travel can no longer considered under the Exemption from School -
Procedures. For statistical purposes, travel outside of vacation period will now recorded as an absence (‘A’). Travel is considered to be domestic or international travel for the purpose of a family holiday, family business, bereavement or other reasons, which should be specified when making the application.
• The Principal will not accept a reason for travel during school term if it is not in the best interests of the student. A Certificate for Extended Leave -Travel will not be issued where the Principal is aware that the student has been the subject of a Child Protection report made to Family and Community Services, and for whom unresolved issues concerning a risk of harm remain.
• Parent/carers seeking to make an application for Extended Leave -Travel should contact the Administration Assistant to obtain an application form. The details of the reasons are to be specified on the application. The Principal will request travel documentation, such as travel itinerary or e- ticket, to be attached to the application.
• If required, the Principal will provide a translation service to assist parents/carers with the completion of the application. The application must be submitted at least 10 working days prior to the date of the application for Extended Leave -Travel requested.
• The Principal will consult with parents/carers about the intention of the travel and in the case of family holidays, parents/carers are encouraged to take holidays with their child during school vacation periods.
• Where the Principal considers that the travel is appropriate during school term, the Principal will notify the parents/carers verbally and in writing and inform them that the absences will be recorded as leave (‘L’) on the student’s attendance record.
• The Principal will issue the parents/carers with a Certificate for Extended Leave -Travel. The original certificate must be carried by the student or parent/carers at all times during the approved Extended Leave -Travel period approved and be available if requested by the appropriate authorities. A copy of the certificate filed in each student’s records by the Administration Assistant.
• The Principal may decline to approve an Application for Extended Leave -Travel. In this case the Principal will request a meeting with parents/carers and advise them verbally and in writing of the reasons for the application being declined. Should the parents/carers choose to take the student out of school for the period of extended leave without the Certificate for Extended Leave -Travel the students will be recorded as absent (‘A’) on their attendance record.
• If a student or students do not return on the date specified and the school has not been contacted by the parents/carers to explain the absence, the Administration Assistant will endeavour to contact the parents/carers to establish the whereabouts of the student/s. If contact is not established the Principal will be notified by the Administration Assistant and will then follow the processes applied when the destination of the student is unknown and notify NSW Department of Education at [email protected] using Appendix 2.

When Student/s Destination is Unknown
• In a situation where the parents/carers of student/s of compulsory school age have not notified the Principal that the students have left the school, the student has been marked as ‘absent’ for periods exceeding a total of 5 consecutive school days, where the school is open for instruction, and it is believed that the student/s and may not be attending school because they may have moved, are or are not enrolled in another school the Principal will seek to locate the student/s as follows:
• investigate the student’s enrolment/registration status on the enrolment forms • contact the parents/carers to seek an explanation • contact the emergency contact recorded for the student/s in the enrolment form • send a registered letter to the parents/carers, requesting the required information
and for the parents/carers to contact the school as soon as possible • contact the relevant authorities for assistance eg police, FACS • contact government and non-government schools within a reasonable radius of any
presumed new residential address. • Where the Principal is unable to determine the location of a student following its
investigation, the Principal will submit the Student Enrolment Destination Unknown Notification to the NSW Department of Education at [email protected], after having sent a Cancellation of Enrolment letter (Appendix 2a) to parents/carers.
• If a student’s name is removed from the Register of Daily Attendance because their ‘enrolment destination is unknown’, absences from the last day of attendance at school are not included as absences (‘A’) for statistical purposes.
Exercising the Minister’s Delegation Exemptions from Attendance
• Parents/carers must apply in writing to the Principal using the Exemption from Attendance application form and where requested, include supporting documentation. The application must be provided to the Principal at least 10 days prior to the requested period of Exemption from Attendance.
• Applications for exemption from attendance for a total of under 100 days in a twelve-month period will be considered by the Principal, in accordance with the criteria in the guidelines from the NSW Department of Education. Where the application is supported, the Principal will inform the parents/carers verbally and in writing and provide them with the original Exemption from Attendance Certificate.
• Where the application is not supported, the Principal will notify the parents/carers verbally and in writing of the unsuccessful outcome.
• An application for Exemption from Attendance for a total of 100 days or more in a twelve-month period will be considered for recommendation by the Principal, who will send it to the AIS Division Head, Regulations and Programs at [email protected], for referral to the Minister’s delegate in the NSW Department of Education.
• The Principal will keep copies of applications, exemption certificates, notifications or letters resulting from applications for exemption from attendance in the student’s file.
• Copies of relevant documentation, including the Minister’s delegation and exemption certificate, should also be retained in the school files/attendance records.

Exemptions from Enrolment • Certificates of Exemption from the compulsory schooling requirements of the Education Act
(1990) will only be granted by the Principal when it has been clearly demonstrated by the applicant that an exemption is in the student’s best interest in the short and long term and that alternatives to exemption have been considered.
• A Certificate of Exemption will not be approved where the student has been the subject of contact with a child protection report to Family and Community Services and /or there are unresolved issues concerning a risk of harm. Prior to granting a Certificate of Exemption (AIS website), a risk assessment should be completed to identify and manage risks.
• Parents/carers seeking exemption from enrolment for a student should contact the Principal for the Application for Exemption from Enrolment and submit the completed application with the relevant supporting documentation to the Principal 10 days before the proposed period of exemption. The Principal will arrange a time to meet with the parents/carers.
• If parents/carers request authority not to enrol their child, this will be considered as an application for exemption from enrolment.
• Circumstances for exemption from enrolment could include a delayed start to school (age), health, learning or social disadvantage. The Principal will consider applications for recommendation and will send the applications to the AIS Division Head, Regulations and Programs at [email protected], for referral to the Minister’s delegate in the NSW Department of Education.
• The Principal will keep copies of applications, exemption certificates, notifications or letters resulting from applications for exemption from attendance in the student’s file.
• Copies of relevant documentation, including the Minister’s delegation and exemption certificate, should also be retained in the school files/attendance records.
Rissalah College has no formal staff supervision before 8.00am and students on the premises prior to this time will not be supervised. Dismissal procedures Primary
• 3.20pm – Students from K-2 who do not have older siblings, will be dismissed at 3:20pm from the school hall. Parents should wait outside the glass doors to pick up their children.
• Students in grades 3-6 will meet in the school playground where they will recite Quran before being dismissed from the school hall.
• 3:30pm – All students will be dismissed from the school hall, where parents will pick them up. Students in K-2 who have older siblings will be dismissed together with older siblings.
• 3:40pm – Remaining students wait with the supervising teacher at school gates. • 3.45pm - Final students pick up/Supervision ceases – Administration Assistant will contact
parents by phone.

Secondary • 3:30pm - Students released to the relevant gates to be picked up by parents. • 3.40pm - All students remaining wait with the supervising teacher at school gates. • 3.45pm - Final students pick up/Supervision ceases.
Rissalah College has no formal staff supervision of students after 3:45pm students on the premises after this time will not be supervised. Parents/ Caregivers responsible for student picking up students are to notify office of lateness prior to 3.20pm in order for arrangements to be made for the child until the parents/carers arrive. The Principal will meet with parents/carers who consistently drop off students before 8:00am and/or pick up their children late to discuss the reasons and the school’s concerns. Notes: What is the role of the NSW Police Force? Police officers are authorised as attendance officers under Section 122 of the Education Act 1990. Under this authorisation, police have no power of arrest, detention or physical restraint. During school hours, an authorised attendance officer or police officer may approach a student who appears to be of compulsory school age and who is not in attendance at school. On presentation of their authorisation card the attendance officer may request the student’s name, home address and the name and address of the student’s school. They may approach a student who is accompanied by an adult. A police officer, or authorised attendance officer in the company of a police officer, may accompany the student to his or her home or to the school to verify the information provided Definitions of terms in this document Parent/carer: Includes a person having the care or custody of a child or young person. Unexplained absence: A student absence where a parent or carer provides no acceptable reason for a student’s non-attendance. Truancy: The absence of a student from school without the knowledge or permission of their parent or carer. Parent/carer condoned absence: When a parent or carer causes a student to be absent from school without acceptable reason. Explained/justified absence: A parent or carer has provided an explanation of the student’s absence, which has been accepted by the principal. Explained/unjustified absence: A parent or carer has provided an explanation of the student’s absence, which has not been accepted by the principal. Unexplained/unjustified absence: A parent or carer has not provided an explanation of the student’s absence within seven days of the occurrence of the absence.

When an error is made in an electronic attendance register, an amendment should be made within 7 days of the absence. Copies of the information written in the register of admission should be stored off-site at regular intervals. Sentral is a student management software system used at Rissalah to complete our daily attendance registers.

Minister’s Delegation 1. Exemption from School 1.1. Introduction
1.1.1. A child may be exempt from being enrolled at and attending school if the Minister or delegate is satisfied that conditions exist which make it necessary or desirable that a Certificate should be granted. A Certificate of Exemption may be given subject to conditions and limited to a period specified in the certificate.
1.1.2. A Certificate of Exemption must only be granted when it has been clearly demonstrated by the applicant that an exemption is in the student’s best interests in the short and long term. Alternatives to exemption should have been fully explored.
1.1.3. In these Procedures the term ‘parent’ or ‘parents’ includes any person or
persons having the custody or care of a child. 1.1.4. A Certificate of Exemption should not be approved where the student has
been the subject of contact with a child protection report to Family and Community Services and/or there are unresolved issues concerning a risk of harm. Prior to granting a Certificate of Exemption a risk assessment should be completed to identify and manage risks.
1.1.5. If parents request authority not to enrol their child, this must be
considered an application for exemption from enrolment.
1.2. Authority to grant exemptions
1.2.1. Under Section 25 of the Education Act 1990, the Minister may grant a Certificate of Exemption. This power is delegated, subject to these Procedures, as outlined in the following table:
