I fear for the safety of the staff, I fear for the criminality that I and others have seen regularly because of the so called 'get away with it' message that is circulating around the reputation of this store and more importantly - I feel scared!!! On one occasion I saw a man steal some wine and walk right out the store, cross the road aggressively and jump on a bus!!! This has got to stop. When I spoke to the lovely ladies employed in the store they've said they are frightened now to work and of the threats and intimidation they are experiencing on a regular basis when confronting these criminals. On two separate occasions I have been in the store and witnessed volatile behaviour from drunk homeless people. Once, one member of the public simply just looked at a shoplifter the wrong way. This resulted in the man being sworn at aggressively. At the time myself and other members of the public in the store were clearly worried that this confrontation could end in someone getting hurt. This unsavoury character, left the store WITHOUT putting his shopping down, or paying for it! Once, one member of the public simply just looked at a shoplifter the wrong way. This resulted in the man being sworn at aggressively. At the time myself and other members of the public in the store were clearly worried that this confrontation could end in someone getting hurt. The customers that saw this brief altercation simply put down their potential purchases and left the store. This unsavoury character, left the store WITHOUT putting his shopping down, or paying for it!

I have seen at the end of our road arguments between my respectable neighbours with groups of 'so called' thieving customers over littering and antisocial behaviour. I have witnessed one man do a runner down our road with a bag/ basket of goods and proceeded to shout abuse regarding us as residents and continue his rampage by throwing objects at parked cars when confronted by neighbours.

As I said, as a disabled member of the public I feel vulnerable to even go out down our road now as it's become a popular hiding place for these criminals. I feel sad that I am no longer going to be able to use the store anymore because of the hostile experiences I have witnessed, and will be explaining to others why.

Please please do something about this. I believe that it is an easy target for shoplifters, with such a large wine and beer section on offer, and no security presence, it's simply an easy 'grab and run'. Our road therefore becomes a meeting point for many of the shoplifters to gloat in their criminality whilst getting drunk.

The Co-op is unfortunately in my opinion failing their staff big time, and loyal customers.

I wish to make the following representations:

l. I have reviewed the application to review the premises licence to prevent crime and disorder and public nuisance in the vicinity of the co-op store on the Chiswick High Road and to protect public safety and children from harm.

2. I am a local resident and I do not agree with this application.

3. I am not worried about the alleged lack of security as described by Tony Stark in his application. I think their security measures are appropriate.

4. As a local community resident I feel safe with the way the co-op conduct its self and its business.

S. I am not sure what the applicant meant by undesirable people. Assuming he meant those who are homeless or criminals, I have not noticed those people congregating around the co-op.

6. I have seen that the police have been called to what I presume was criminal activity at the co-op. I believe that this is a testament to the security that the co-op run in the store and sufficient to keeping me safe as a deterrent to criminal activity that may occur at the co-op.

7. I do not think that the changing license requirements, as Tony Stark requested, will improve for the prevention of crime and disorder, public safety, prevention of public nuisance, protection of children from harm.

Application to review premises licence at the Co-op store, Chiswick

I am writing to support the application to review the alcohol licence of the Co-op supermarket at 578-586 Chiswick High Road, W4.

Local residents have been concerned for some about issues arising from the lack of adequate security at the store. lt seems that shoplifters have become brazen and that items on the shelves, particularly alcohol, are easy pickings. A few weeks ago a man came running past my house carrying a number of items, including bottles of alcohol, chased by two other people shouting after him. The thief was shouting back abuse and unfortunately succeeded in getting away.

I did not report this to the police because I assumed the two people chasing him would have done so. I understand that there have been other similar incidents. Silver Crescent, where we live, is the nearest street to the Co-op, and such activity undoubtedly constitutes a new and objectionable public nuisance for residents in the street. Incidents such as the one that I have described are a breach of public order, and bring the potential for violence and consequent threat to the safety of local residents, especially the young and older people (of whom I am one). We as a group particularly welcomed the opening of the Co-op, as providing the opportunity for supermarket shopping without the need to travel further along the High Road. lt is particularly unfortunate that what should have made life easier for us has in the event become a threat.

I hope you will take these remarks into account when considering the application to review the Co-op's alcohol licence.

To whom it May concern. I am responding to the notice in the window of the Co-op at 578-586 Chiswick High Road Gunnersbury W45RP. I would like report my concerns regarding the rise anti-social behaviour around the shop and into my own street of Silver Crescent. Although I have twice personally witnessed blatant thefts of alcohol whilst inside the shop the 3rd and most recent incident is the most important. On Thursday 7th November my 11 year old daughter was walking home from school down our street at 4.30pm. She had got only to the point just behind the block of flats Chiswick Court where a small alley leads to underground parking to the flats. Unfortunately this alley has become a haven for those who steal alcohol from the shop to stop and drink their goods, and in the daytime you can clearly see the broken glass of the bottles consumed all around on the floor there. However the clocks had recently gone back and it was dark. As my daughter walked down the street at the top of entrance to the alley a man slid out of the shadows and approached her. He came physically so close to her and stared at her with such a frightening look she screamed loudly and ran all the way home. I was out at the time and she called me in tears to tell me. I went straight home and found her shaking and terrified. I asked her why she felt this person intended her harm, and she answered that he had come silently close enough to grab her, was staring at her with a very strange look in his eyes and she could smell his breath which smelt strange. I asked her why this was and she said she thought he was drunk 'like all the others round the co-op.' She told me that she and a neighbours daughter had seen people sneaking into the alley with bottles earlier this year when it was lighter. Now my daughter to afraid to is to walk down her home street by herself she's been so shaken by the incident. We have to collect her from the high road before she gets to the co-op. We reported the incident to the community police line but have to date received no response. I have previously found the regular presence of drunk people outside the co-op a shame for the area and felt sorry for staff there who have to deal with the behaviour of the thieves, but for me this incident goes well past that. If a child cannot feel safe to walk home from school on her own road at 4.30 in the afternoon that's surely wrong? Please enforce security at the shop for all the time it's open. As I said, this happened at 4.30 on a weekday afternoon. These are not isolated incidents contained to the late hours of weekend nights. The nuisance and feeling of unsafety is constant. The lack of security has made the shop a well known and established centre for thieves as staff inside the shop, rightly, say it's not their job to risk intercepting them, and seeing the level of aggression displayed I would feel the same. Professional security must be throughout opening hours to make it clear to thieves the shop isn't an easy target anymore. Kind regards Kerrie Farrell

I note you are undertaking a review of the Co-op store above .

I am a local resident, When Co-op first opened we were delighted as we found it a good add to the community.

Unfortunately it appears this CO-Op has become a magnet for crime which is both disappointing to my husband and I, and shocking to our school age children.

On multiple occasions Over the past months I witnessed alcohol theft - brazen theft of multiple bottles of wine and then depositing items with a waiting accomplice in a van which parked on Silver crescent. I was unable to explain this to my children who now feel unsafe going to the co op unaccompanied.

My husband has witnessed numerous similar thefts of mostly alcohol but also other items.

There appears to be a part time security person now but the criminal element simply works around the security hours.

I hope and request that as part of their continuing alcohol licence that Co Op are required to have a full time security

Dear Sir/Madam,

ln response to the formal notice in my local Co Op I would like to write to you concerning unpleasant incidences we as a family have witnessed.

07 /09/19: I was walking passed the Co Op at 8.45am with my 7 year old daughter when we were nearly knocked over by two brazen men walking briskly away from the Co Op with smiles and armfuls of Co Op wine bottles with security tags still attached. We were both shaken up by this episode and my young daughter was very scared. We entered the Co Op to report the offence but the staff just acknowledged the incident in a resigned way and said they are well aware of the daily thefts and always report to head office and request more security but nothing happens.

13/09/19: I had an altercation with a shoplifter who was verbally abusing a employee of the CoOp who had caught him red handed. Nobody was supporting her so I had to step in as he was getting increasingly abusive (he was clearly inebriated) and she was very vulnerable. He finally left the store but only to casually sit at the bus stop approximately 10 metres from the shop and in view of security cameras to blatantly consume his stolen goods. I then had to walk passed him and turn into my street under his gaze. I felt completely intimidated as I realised I couldn't enter my house in his view in case he decided to follow me.

We have lived on for nearly 14 years and chosen to have our family here. This street is a friendly, safe place where neighbours know and help each other. However, since the Co Op opened we now have to tread over stolen empty bottles of Co Op wine on the school run and other drug related paraphernalia. There has been a substantial increase in addicts hanging around the end of our street and outside the Co Op which is quite frankly intimidating. I now do not let my 13 and 12 year old children go to the Co Op as we do not think it is safe and my 7 year old feels too scared to even walk passed the shop, even in daylight hours. This is unacceptable. I have written to the Co Op on numerous occasions describing these unpleasant events and simply requesting security staff during all open hours (like all grocery shops on Chiswick High Road) and just get cut and paste patronising responses basically stating that they are looking into it. ln conclusion we do not want the Co Op to lose their alcohol license, we simply want them to provide the appropriate level of security to protect their staff, their customers and local community.

I do hope Hounslow Council can remedy this community issue.

I am asking that the renewing of the alcohol license for the Co-op, 578-586 Chiswick High Road, Gunnersbury, London, W4 SRP be dependant on the Co-op employing full time security staff to be present during all hours when the store is open to the public.

The absence of security staff in the store has attracted groups of thieves to the shop who then congregate in Silver Crescent, where I live, to consume alcohol stolen from the store. On my way home I have been made to walk past individuals drinking alcohol and lounging against a house wall near Chiswick High Road, or sitting and drinking under a tree near the High Road. lt is not uncommon for groups of aggressive looking thieves to congregate on the steps of la Silver Crescent where they drink and smoke. These thieves have shouted at me in a threatening manner when have I looked over at them. "You got a problem mate?" is not unusual, which makes me feel unsafe in what was once a safe street. I witnessed a young woman, who I had seen leaving the Co-op in the company of a young man, go up the steps of la Silver Crescent and shout across to me "I've had too much to drink so I needed a pee."

Although the thieves generally use large bags to hide their stolen goods I saw, when shopping in the Co-op store, a thief hiding bottles of alcohol under his jacket. I pointed this out to a member of staff and was told "It's happening all the time now". I felt unsafe leaving the shop.

I have written to the Co-op on several occasions about this matter but found them to be somewhat dismissive. Their first reply on the 28 July 2019 contained the statement "If you are worried about the behaviour of those in your community, please contact the police and the store will be happy to work with them." I replied that "These drug addicts and street drinkers are not members of our community and I feel insulted by you implying that they are. They are drawn to your shop and consequently our street because of your irresponsible attitude to security. They do not get away with with sort of theft at other local stores, which do have security. " Nothing was done by the Co-op to rectify the problem even though they were made aware of it which illustrates that the Co-op was behaving irresponsibly and was not fit to have an alcohol license.

Community Safety Enforcement - Licensing Hounslow House 7 Bath Road Hounslow MiddxTW3 3EB. 4 December 2019 Dear sir/madam I am writing to appeal to Hounslow Council to review the alcohol licensing for the Co-op on Chiswick High Road. As you must be aware there have been several incidences of aggressive behaviour and theft by people who haven't in the past been hanging around in this immediate vicinity. The first theft I witnessed was on aTuesday evening July this year. I walked into the shop behind two very unkempt men, I didn't think much of that, but looked about for milk which was what I needed. The assistant was not behind the till but sorting boxes and bits and I stood and waited for her. Glancing around I saw one of the said men pulling entire cartons of goods from the shelf and hugging them to himself. The second man joined him from around the aisle and gave him a large Sainsbury's carrier bag, into which he dropped the cartons. The second man hurried to the back of the shop but the first man noticed me looking in amazement, so I moved nearer the till where I could clearly see the second man piling bottles of wine into another huge Co-op carrier bag. Looking away I saw the first man leave, with his bag, but didn't see the second man leave. When the assistant came towards me and the cash desk I asked her if she was alone in the shop as there had been shoplifters. She replied that the other staff were in the back as there had been a delivery and that it happened every day as the shoplifters seemed to know when the deliveries arrived!! I commented on the poor management paid my 92p for the milk and started for home. Reaching the corner of Silver Crescent the same two men came towards me, each with his bulging bag, drinking from beer cans and laughing. I didn't dare speak to them. Two days later I saw these same two men sitting on the steps in the alley to the side of Chiswick Court, Silver Crescent drinking from, andsurrounded by, wine and beer bottles. A week later I saw one of these two, with two other men, who were urinating in the entrance to the underground car park for Chiswick Gate, which is in Silver Crescent. Again they had lots of beer cans and bottles plus some chocolate bars, still in display cartons, they called out to me as I passed and, unpleasant as this was at 4.30 in the afternoon, I felt it could easily been a child who was exposed to this behaviour. Up until the Co-op store opened here nothing of this kind ever occurred . I have telephoned the Co-op Conflict Resolution team and was told 'we are looking into getting a security guard'. All of this was in July and August, eventually a part time guard did arrive but not full time, so the problem continues. I have witnessed any number of incidences of men sharing out cans of beer and bottles of wine along with sweet stuffs on the wall of the house at the corner of Silver Crescent during the last few months. If this store is to continue to have a licence it really should be dependent on there being a full time security guard there. lt clearly is intolerable to allow this cavalier attitude to local safety to continue.

Dear sir or madam,

I live at number and have become increasingly concerned by the lack of security at our local Co-op which has encouraged petty criminals into the area who have realised they can steal alcohol without any risk. On four occasions in the last four months I have seen thieves individually and in teams systematically stealing armfuls of bottles often with security tags still attached which they bring into our street to distribute amongst themselves. We find their empty bottles and packaging from other products they have stolen from the Co-op scattered in the street on a regular basis. Twice this occurred when I had one of my children with me.

My two eldest children are now at an age when we would like to give them more freedom to travel round the local area by themselves but this is made very difficult when we have opportunist thieves, several of whom clear have drug or alcohol problems, hanging around the Co-op waiting for their turn to steal from the shop's shelves. Their presence is causing them anxiety when coming home from the bus stop. The Co-op's response was initially to ignore the problem and patronise local residents who raised their concerns. Under pressure they have introduced security guards intermittently. The problem immediately stops when there is visible security but the Co-op have not been prepared to provide full time cover and the thieves are perfectly capable of working out the shift patterns in place.

We value having the convenience of the Co-op nearby and do not want this branch to lose its licence. However, if they are not prepared to provide proper security, this suggests they have calculated they can afford the losses and have no concern for the safety of their own staff or the neighbourhood. I strongly believe a security presence during all opening hours should be a basic condition of their current licence to sell alcohol.

Dear Sir/Madam,

I am writing in response to the recent "Notice of Application for a Review of a Premises Licence" concerning the Co-op store at 578-586 Chiswick High Road. I am a resident of an adjacent street,

Since the Co-op store has opened, I have witnessed a significant increase in general street-drinking around the premises and specifically on Silver Crescent. This is present on a daily frequency and involves individuals and groups congregating around tree areas, sitting on garden walls and in open driveways/alleys. Also, on a daily frequency, alcohol containers including broken glass and cans are discarded across the pavement and road and creating a significant hazard for pedestrians.

I would like to point out some specific examples of alcohol-related problems, both involving theft, threats of violence and anti-social behaviour.

ln mid-August 2019 I witnessed a man running down Silver Crescent carrying several cans of beer and bottles of wine, in the early afternoon. He was being pursued by a member of the public who had seen him stealing these items from the Co-op. The thief proceeded to throw one of the containers at the member of the public who then stopped his pursuit. He also dropped several unopened cans and bottles of beer on the pavement whilst then walking off at a normal pace carrying the remaining several bottles. On seeing me observing the incident he proceeded to make loud and angry verbal threats of violence toward me. ln manner he appeared to be drunk. I would estimate this incident occurred at about 2pm on a normal midweek afternoon. lt was clear to me from both his lack of urgency in leaving the area, and the sheer volume of theft (as much as he could carry) that this person had no fear whatsoever of openly stealing from the Co-op. This incident was frightening not just because of the aggression but because of the clear recognition, through the individual's actions, that there was no near-term risk to stealing from the Co-op. I have two young children (5) who witnessed part of this incident and who were quite terrified.

On September 10 th 2019 I again witnessed a thief proceeding down Silver Crescent carrying several cans of beer as well as large boxes of crisps and boxes of confectionary. Again I witnessed several members of the public attempting to pursue him having followed him out of the Co-op premises. He proceeded to throw bottles and cans at these people who then in face of that attack stopped their pursuit. At this point an elderly lady was walking down the street toward him. He proceeded to barge her into a wall to continue his escape. The lady was badly shaken and frightened by the incident. He then saw me across the street, at which point I was attempting to call the police. Seeing me observe him, he made verbal threats of violence toward me and threw a large box of crisps toward me and into the street. This box caused a car to perform an emergency stop, and as this is a narrow one-way street with parked cars on both sides, this car nearly collided with a parked vehicle. At this point he continued to walk at slow pace along Silver Crescent and into Thorney Hedge Road, discarding stolen items into gardens, on the pavement and into the roadway. I then proceeded to the Co-op store where staff explained that this kind of theft was happening 'several' times a day and whilst they witnessed it they were advised not to intervene by Co-op management. The staff were clearly visibly shaken by this incident. Upon leaving the Co-op I walked along to Thorney Hedge Road where I saw the thief sitting on a garden wall eating and drinking the stolen good, less than 300metres from the Co-op entrance. ln my view the perpetrator was drunk and the fact that he stole alcohol alongside other items showed clearly the easy availability of alcohol was a key motivating factor.

ln both these specific incidents I have been shocked at the ease with which obvious theft occurred and the clear knowledge of the perpetrators that there was no security to prevent them stealing at will.

After the latter incident I contacted the Co-op CEO directly. I received a response from an employee in the CEO's office which simply stated that theft was being 'monitored' and that no timeline could be a given for a response but that it had been 'escalated'. No further communication has been received from the Co-op since September. I can provide these emails if required.

Beyond these two example incidents I have witnessed many examples of anti-social behaviour from people drinking alcohol on our street, purchased from the Co-op. This behaviour includes loud noise and shouting across all times of day and late into the evening, discarding empty alcohol containers and broken glass all over the pavement as well as urinating against trees and against garden walls and gates. Walking home from school with my children can be intimidating and my children themselves have stated on occasion that they are scared by the groups of people hanging around at the end of the road drinking and littering. Furthermore I have noticed a real increase in use of cannabis and the smell of cannabis smoke where Silver Crescent adjoins Chiswick High Road. lt is my observation that this is associated with the street-drinking that has occurred since the Co-op opened. I think it worth noting that although there is a public house at the end of Silver Crescent I have only ever seen very isolated incidents of drunken behaviour or adverse effects on Silver Crescent prior to arrival of the Co-op. The significant rise in incidents correlates directly with the opening of the Co-op.

Having engaged the Co-op to try and get a positive solution, and having received an ambivalent response, I believe that their licence should be removed unless they are obligated to put in-place full­ time physical security in the store. Recently, I have observed some increased security in the shop but given their incredibly slow management response to this issue I do not have faith this security will

remain unless it is a licence requirement. I can only state as an observation that the increase in attendance of security guards occurred around the same time the Licence Review process commenced.

The West Chiswick and Gunnersbury Society (WCGS) is responding to the above Licence Review. The Society seeks to protect and, where possible, enhance the quality oflife of the residents of The West Chiswick and Gunnersbury area: https://westchiswickgs.org/

The Society welcomes the review and fully endorses the request that full-time security at the store be made a Condition of the Alcohol Licence. The grounds for supporting this addition to the terms of the Licence relate to all four licensing objectives. The Society has been in contact with the Co-op concerning the high incidence of shop-lifting and the consequential fears for public safety and of public nuisance since early September. Contact has been made in person, by telephone and in writing (see below). Residents' concerns were discussed at the Society's meeting on 28th October and, as a result, the Society held a meeting with local police, Co-op management and other interested parties on 6th December.

The negative impact of the criminal and anti-social activity has been experienced in particular by residents of Silver Crescent, as indicated in the request for the review. As pointed out in my e-mail of 11 September, this residential street is home to many families with children and/or elderly members.

Since the incident recorded in that e-mail, I have personally witnessed other shop-lifting incidents and have noted men hanging around/behaving suspiciously in the alleyway which serves as an entrance to the garages for Chiswick Court at the top of Silver Crescent. While I did not record the dates of these incidents, my impression is that the frequency has lessened recently.

The Society is pleased that full-time security is currently being provided at the store and requests that such provision be made a Condition of the Alcohol Licence.

Dear Feedback Team,

Like many local residents, I am very pleased that we now have a local Co-op store - the Chiswick High Road store (Store Number 5520). We appreciate the convenience, the products and the helpful staff. As Chairman of the West Chiswick and Gunnersbury Society, however, my attention has been drawn to a perceived high frequency of shop-lifting incidents. Some residents have expressed concern that the lack of

security at the store is encouraging this activity and attracting criminals with the potential for increased criminal activity in the wider area.

I had personal experience of one such incident on Tuesday, 10th September at about 11.50 am. Nearing the Chiswick High Road as I walked from my home in Silver Crescent, I was confronted by a man running along the pavement towards me with several boxes of confectionery. He was being chased by several members of the public who were shouting at him. He dropped most of the boxes and continued down Silver Crescent. We returned the goods that had been dropped to the store and I later spoke to some staff members who confirmed that there is high incidence of shop-lifting from this store.

The use of Silver Crescent as an "escape route" by those committing crimes in the area is particularly worrying. This residential street is home to many families with children and/or elderly members and, significantly, it is not a real escape route as, together with Thorney Hedge Road, it is a tight crescent which leads back on the the Chiswick High Road to the west. There is concern as to what action criminals frustrated by the lack of an alternative exit might take.

I would appreciate the management of Co-operative Stores considering the provision of security personnel at this store and any other ways in which store security can be improved so that your staff and local residents can have confidence in the store as employees, customers and neighbours.

On a personal level I am Co-operative Member and value the ethos of the Co-op and its role within the community. I do not want to see my local store gain a negative reputation.

Dear Licensing,

When the Co-op first applied for their licence, we made representation along the lines of, yes a Co op is a good thing, but there should be security at all times and that alcohol sales at 7am in the morning till late at night would not be a good thing. These representations were ignored and agued down by the Co ops legal team. I understand that the legal team from the Cheshire area had no idea about the area of Chiswick.

Everything we said would happen has come to pass, multiple robberies on a daily basis by organised thieves, the causal street urchins, then junkies. We share a side road with the co op and to say that my staff and I are fed up with dealers, thieves and junkies is an understatement. The add the 7am alcoholics, drinking and defecating in the side road. lt is not a pretty picture either.

Cleary as we said on the original application, no alcohol sales till a reasonable hour (lüam?) till (10pm?) Security everyday of the week at all times.

We also now believe that high quality CCTV should be installed which is fully accessible to the authorities at any time. This should also include exterior CCTV to cover the side road. Clearly when taking over the site the co -op did not consider it necessary to upgrade the current CCTV which is not fit for purpose either internally or externally. This needs to be put right so as the authorities have full access to CCTV images at any time, so as to determine action against thieves, vagabonds and junkies which now populate the area on a regular basis. This in turn, with security on site will ensure the smooth operation of the store.

This particular branch of the Co -op is without doubt, their most profitable in the West London area, what they will save in stock losses by having security will be at thrice what they pay for 2 security and an upgraded CCTV system.

The question to the Co -op is, why did they not take the initiative on prevention, with good local knowledge to hand, from us? Rather than a forced cure? lt is beyond our comprehension for a business, such as The Co - op with a modus operandi which is supposedly community orientated, to not think that this would happen. The senior management have put front line staff at risk and the area made unsafe in little over a year. They have put my staff at risk, which is un acceptable.

I would hope that, this time anyone hearing theses representations will not be "smoot talked" by any legal eagle from Cheshire, who has no idea about Chiswick.
