Don’t Miss All the Upcoming Membership Events By Char Glocke, Association Executive
The sunshine is out! Summer is here!
We have just finished offering all 6 of WI CE classes. If you missed the live sessions, do not worry. As of June, we will have available all WI CE classes on video. We will start offering these video classes the first part of September and continue to offer them on a rotating basis until license renewal date of December 14. Keep an eye out for these classes.
On June 12 we will have a MLS Coffee at the La Crosse Regional Airport. Airport Director, Clinton Torp will address
the use of drones and what the FAA requires to use for Commercial reasons. Check out the flyer in the newsletter.
Also, coming in September is a Personal Safety and Self-Defense class for Real Estate Professionals. This program will give you the education to reduce your odds of becoming a victim of violent crime. This flyer is also attached to this issue of the newsletter
In celebration of the 50th Anniversary of the Fair Housing Act, we will have a quiz in the next few issues. Send us an email with your answers and we will enter your name for a drawing of a free dinner at our Annual Meeting in September.
Also, last week we were recognized for being a proud sponsor of the Salvation Army Red Kettle Campaign. Thanks to all our members that volunteered their time to be part of this Community Event. Watch for notices for sign up for 2018 later this year in the newsletter.
With the market so busy, don’t forget to take time out for you, and your family and friends.
Have a good month!

Fair Housing Quiz4
Vol. 39 No. 8 • May 2018 River City REALTOR®
1. Test your knowledge of fair housing law history.
Which statement is false?
A. Following the Civil War, the Fourteenth Amendment to the Constitution of the United States declared that all persons born in the United States are citizens.
B. The Civil Rights Act of 1866 provides that all citizens have the same rights to real property as do white citizens.
C. In 1917, the United States Supreme Court voided the racial zoning that had been used to keep persons of different ethnicities in their own neighborhoods.
D. Since 1917, property owners have successfully used deed restrictions based on race, religion and national origin to accomplish racial zoning on a private basis.
2. Test your knowledge of fair housing law history.
Which statement is not true?
A. REALTORS® and appraisers have always believed that the appraised value of a property would not take into account “the customs, habits and characteristics of various strata of society and races of peoples.”
B. In 1924, the REALTOR® Code of Ethics was revised to include Article 34, which stated: “A REALTOR® should never be instrumental in introducing into a neighborhood a character of property or occupancy, members of any race or nationality, or any individuals whose presence will clearly be detrimental to property values in that neighborhood.”
C. In 1934, the Federal Housing Administration
recommended the inclusion of restrictive covenants in the deeds of homes it insured, and instituted a policy known as redlining, refusing to insure homes in African-American neighborhoods.
D. In the 4th quarter of 2017, the Census Bureau reported that the homeownership rate among white, nonHispanic Americans was 72.7 percent, while for African-Americans the rate was just 42.1 percent. Many scholars attribute that disparity in large part to the restrictive covenants and other discriminatory practices of the past.
3. Test your knowledge of the history of the Fair
Housing Act. Which statement is true?
A. The Kerner Commission, studying the civil disorders and causes of riots in U.S. cities in 1967, wrote, “Our nation is moving toward two societies, one black, one white — separate and unequal.”
B. On April 4, 1968, Dr. Martin Luther King, Jr. was assassinated, and President Lyndon B. Johnson signed the Fair Housing Act into law on April 11, 1968.
C. The 1968 Fair Housing Act prohibited discrimination based on race, color, religion and national origin and stated, “It is the policy of the United States to provide, within constitutional limitations, for fair housing throughout the United States.”
D. All of the above.
Email your answers to Kristal at [email protected]. If all questions are answered correctly, your name will be entered into a drawing for a free meal at our Annual Meeting.

Re-Using/Copying MLS Photos
A frequent question is: If Broker A has a listing and has one or more photos for the listing and his listing eventually goes of the market, can Broker B use those photos when they subsequently list the property? NO!Photos are copyrighted material and the property of the listing broker. Unless Broker B has permission from Broker A, Broker B cannot copy or use the photos from the MLS data base. If Broker B does use the photos in the MLS, the MLS will delete them from the listing. Please remember that, as with the remarks, you cannot put showing information, office/agent information, websites, etc. in any of the photos submitted to the MLS.
What Is The Direct Giver/Conduit Program?I hear it over and over again from members that they don’t want to invest in RPAC because they don’t like the candidates that the WRA RPAC Trustees choose to give money! Then the RPAC Direct Giver/Conduit Program is for you. This Program provides an alternative to an RPAC contribution for members who:
• Wish to retain full control and direction over who will receive their political contributions.
• Wish to give personal contributions to candidates for local and state elections and at the same time benefit organized real estate, the WRA and LARA.
Here is the scoop:
• Solicitations for Direct Giver contributions are made in the same fashion as RPAC contributions. The minimum contribu-tion to the Direct Giver Program is $100.
• Checks must be made to “Direct Giver”
• Contributions to the Direct Giver Program are deposited in a separate bank account from RPAC contributions. Structurally, the WRA then acts like a bank, with disbursements permitted only with the explicit authorization of the contributor. Direct Giver contributor retains full control on how their contribution is spent.
• Contributors may at any time direct their contributions, in whole or in part, to any candidate for local, state, or federal office. To contribute out of your fund, all you have to do is call Char at LARA or Sandy at WRA and indicate how you wish your money to be distributed. That’s it!
• Direct/Giver/Conduit contributions are treated by Wisconsin campaign finance laws as individual, personal contributions. When contribution is sent…..your name appears not WRA.
Please consider an investment via Direct Giver and you can direct the money to the candidate of your choice. If you have any questions, please call Char at 608-785-7837.

President is Spokesperson for the Organization
It is important in creating the best public impression of the Association that any statements regarding the activities of the Association or its public positions come from an official source in the Association. This allows for coordination and clarity in the Association’s message. Our policy is to have the Association President, or someone specifically designated by the President in particular situations, as the only spokesperson for the Association. Our Presidents have spokesperson training and an understanding of the entire Association and how its parts fit together. If you are contacted by anyone, including the media, for any report on the Association or its activities, refer them to the Association office and arrangements will be made to respond.

If you are flying a Drone for Commercial reasons (such as taking photos) the FAA requires you
to obtain an FAA Remote Pilot Certificate. In addition if your drone weighs between 0.55lbs
and 55lbs the FAA requires all drone owners to register each Drone. Our speaker, Mr. Torp will
provide education on this process. Please join us for an educational opportunity to gain the
knowledge about Drones to avoid civil and criminal penalties.
In addition, this is an opportunity to check out the remodel at our Airport!
