1.01 Required Services
1.01.01 The CONSULTANT shall provide an investigatory analysis of the facility data for the EOC/Dispatch facilities listed below to include the following information: year facility was built; hurricane rating; flood plain; future capacity; square footage for both existing and expansion; housing for staff during disasters; diversity of power sources; diversity of telephone sources; diversity of data sources; with staff parking for disaster operations as a minor consideration. An additional element of the "proximity to the coast" shall be evaluated and provided as an issue for consideration, as well as additional miscellaneous concerns that may arise during site visits and/or interviews with EOC/Dispatch facility staff. The Consultant shall review whether the Dispatch Centers have been certified by or have documentation to provide the opportunity for compliance with ISO, CAAS, CFAI, and ADCO standards and certification.

2.01 Deliverables
2.01.01 The CONSULTANT shall submit a bound report of its investigations including background information, photographs and other materials generated during its investigative work, without additional charge, for approval or use by the Contract Administrator. The Contract Administrator may review submitted documents and provide written review comments to the CONSULTANT. The CONSULTANT shall modify and resubmit to Contract Administrator until approved (if not initially satisfactory to the Contract Administrator) within 7 consecutive calendar days from the receipt of Contract Administrator's review comments such documents as required to fulfill the submittal requirements for this Work Authorization.
2.01.02 The CONSULTANT shall be required to submit the various documents required by this Work Authorization in both hardcopy and electronic media formats. Requirements for electronic media submittals are contained in the Agreement (Exhibit A, Attachment 2, Electronic Media Submittal Requirements). Requests for deviations from those electronic media submittal requirements shall be submitted in advance by the CONSULTANT in writing for the consideration of the Contract Administrator.
2.01.03 Documents, electronic media and other materials submitted to Contract Administrator by the CONSULTANT shall be retained by the Contract Administrator except as otherwise noted herein and are subject to the ownership provisions of this Agreement.

We are pleased to submit a Fee Proposal to conduct an investigation and prepare a report of our findings of existing conditions and recommendations pursuant to the consolidation of the Broward County 911 Dispatch Facilities.
Saltz Michelson Architects will prepare an investigatory analysis of the facility data for the EOC facilities listed below to include the following information: ·

Our work will include the following:
1. Visiting site. 2. Making observations and recording conditions relative to the project scope. 3. Photographing conditions. 4. Coordinating with consultant, users and client. 5. Writing/producing a report, including a draft for client's initial review and fmal report. 6. Providing drawings and/or sketches as might be required to prepare recommendations for
the report. · 7. Review whether the Dispatch Centers have been certified by or have documentation to
provide the opportunity for compliance with ISO, CAAS, CFAI and ADCO. This does not include analysis to determine deficiencies or provide services to document and submit for certifications.
Deliverable: We will provide Broward County with a bound repqrt with an analysis of each structure.
Since the initial scope of work is investigative in nature, with the parameters of the project expected to evolve, we are proposing to provide our services at the contractual hourly work schedules in our contract. Assuming a possible cost of up to $24,000.00 per facility, please prepare an Authorization to Proceed at our hourly rate for $120,000.00.
It is anticipated that a structural engineer and an electrical/IT engineer will be part of this investigation and analysis.
Hourly Not to Exceed $ 120,000.00 Reimbursable Total $ 750.00
Grand Total $ 120,750.00
Fee is valid for one year from the date of this agreement. We reserve the right to renegotiate the remainder of fees on the project after one year. If the project scope changes we reserve the right to request additional compensation for those changes.
If the above meets your approval, please issue an Authorization to Proceed for an Hourly Not to Exceed Fee per Article 6.1.3 of our Agreement in the amount of $120,000.00 for labor and $750.00 for reimbursables at your earliest convenience. ·
Om work can be completed.within thirty-five (35) days from receipt of Notice to Proceed as long as we receive the necessary access to the facilities and records. Please note the cost estimating services occur after the investigation and report are complete.
