BISHOP’S MESSAGE FOR JUNE 2018
The month of June is dedicated to the Most Sacred Heart
of Jesus. This devotion is popular among us. Some years ago
people had devotion to the nine consecutive First Fridays of the
month. People used to go for Mass make confession and receive
reunion as a reparation of our sins and sins of the world. The
protagonists of this devotion are St Margaret Aloquoque lived in
17 Century and a Jesuit Priest Blessed Claude De Columbier.
He was the spiritual director of St Margaret, a nun of the Visitation
Convent in Pare Le Monial in France. She had several apparitions
of the Sacred Heart of Jesus. Through her and her spiritual
director, the message reached the Church to establish a solemn
feast of the Sacred Heart of Jesus on Friday after the Corpus
Christi feast.
Since so many devotions are propagated now, this devotion
seems to get less importance. The origin of this devotion is
found in the 19 Chapter of St John. He was present when the
side of Jesus was pierced by a soldier and there came out blood
and water. Lifted high on the cross Christ gave His life for us,
so much did He love us, from His wounded side, flowed blood
and water, fountain of sacramental life in the church. To His
open heart the Saviour invites all to draw water in joy from the
springs of Salvation.
There is a chaplet of the Sacred Heart of Jesus. Many
a home where there are senior members, family recites this
chaplet. The prayer is based on the call of Jesus to Himself.
“Come to me all who labour and are heavy laden, and I will give
you rest. Take my yoke upon you and learn from me for I am
gentle and lowly of heart and you will find your rest for your
souls. For my yoke is easy and my burden light” (Mt.11:28-30).
In the chaplet we pray this: Jesus meek and humble of heart,
make my heart like unto thin. Let us promote and foster this
devotion of the Sacred Heart of Jesus. Please encourage and
exhort the faithful to attend the mass on the feast of the Sacred
Heart of Jesus on 8 June. If it is convenient for the people,
please keep the Blessed Sacrament exposed for the adoration.
These may appear to be small things but they go a long way to
build up our faith.

On 21 June, I will be celebrating my feast and birthday.
Please pray for me. I shall be celebrating the mass in the
Cathedral at 7 a.m. Those who are able to spare morning time
please join me at mass to thank the Lord.
We have a new government in our state. Let us keep
good relationship with the Government and participate and
cooperate in all the good the government does for the people.
The elected representatives are our representatives. Let us remain
always in contact with them to get maximum help to our
institutions and our people.
Schools and colleges are already begun. We are happy
that all the people in this district are literates. It is our desire that
every child should study up to Std. XII or the equivalent. Many
parishes have created fund for education, besides there is KCWA.
Please disburse the interest to the needy and clever children.
We have few parishes where not even the interest had been
disbursed to the students. Before sending them with your letter
to the CODP or Bishop or Schools and Colleges, please see that
they have availed all facilities and scholarships from the
Government and local NGOs. Ample information has been given
to the students by the CODP and school authorities.
On 13 June St Anthony’s Poor Homes will inaugurate 120
years of is foundation at the Ashram. Let us support this Poor
Home.
We will be celebrating feast of the Immaculate Heart of
Mary, St Antony of Padua, St Aloysius Gonzaga, St John the
Baptist and St Peter & Paul. Please announce these feasts for
the faithful so that they may attend the mass on those days.

to the youth, facility of daily mass and for any spiritual
emergencies; the immediate priest’s presence to assist the sick
and the dying and for total progress of the people. With these
the faith of the people will be strengthened. May the Saints and
Patrons to whom these units are dedicated may intercede for the
priests and the faithful. We thank the Parish Priests of the
respective Chapels for taking care of the faithful and raising
them to the higher status.

sending an animator for the same. We can make your work
easy in starting new units by our personal visit on request.
3) The YCS Diocesan Annual General Body Meeting
(AGM), Elections for the Central Council and Training
for the Unit Office Bearers will be held at Milagres
Degree College Hall on Sunday, 1st of July 2018 from
9.00 AM to 3.30 PM (Mass Included). Before this the
Unit office bearers have to be elected in the parishes and
they will attend this program (minimum 4). Entry Fee Rs 100
per head. Please send the students. Animators optional.
4) At the diocesan level we need a committed and talented
team of leaders - Central Council 2018-19. Please
encourage and recommend the students to compete for
elections at the Diocesan level on 1st of July. The nomination
forms are sent through post with YCS letter.
5) Please pay the annual affiliation fee Rs 200 per unit to
the diocesan office on the AGM or during the YCS Beginners’
Camps in the deaneries.
6) In the month of July please conduct YCS Deanery level
elections and before September please conduct Beginners’
Camps at Deanery levels (for the First PUC students).
We will help you on your invite. The parish animators in the
deanery will attend the Beginners’ Camp with the students.
7) The YSM Annual General Body Meeting and Election
will be held on Saturday 23rd June 2018.
8) The YCS-SPANDANA Minority Scholarship Help Desk
which was started last year will be continued this year too.

FROM THE AUDITOR
In section 11 of the Income-tax Act, in sub-section (1),
after Explanation 2 [as inserted by section 11 of the Finance Act,2017], the following Explanation shall be inserted with effectfrom the 1st day of April, 2019, namely:––
Explanation 3.—For the purposes of determining the amountof application under clause (a) or clause (b), the provisions ofsub-clause (ia) of clause (a) of section 40 and sub-sections (3)and (3A) of section 40A, shall, mutatis mutandis, apply as theyapply in computing the income chargeable under the head “Profitsand gains of business or profession”.
What does this Mean to Charitable and Religious Trusts /Societies:
1. Non-deduction or non-payment of TDS on payments made toresidents as specified in section 40(a)(ia) of the Act, thedisallowance shall be restricted to 30% of the amount ofexpenditure on which TDS is not deducted. In other Words ifRs. 100,000 is Paid to an Architect without deduction of TDSthen 30% of Such Payment will be Treated as Income of theCharitable or Religious Trust and Tax Levied Thereon.Therefore please ensure that TDS is deducted on All Paymentsto Contractors. TDS on Contractors at 1% for IndividualContractors whose 4th Character in the PAN is ‘P’ (e.g:PAN: ADIPG6123D) and 2% for all Other Characters shallbe Deducted if a Single Bill Exceeds Rs. 30,000/- or Aggregateof Bills in a Year Exceeds Rs. 1,00,000. In the case ofLawyers, CA’s, Architects, Engineers etc TDS at 10% to bededucted if any Payment Exceeds Rs. 30,000/-.
2. 40A(3) and 40A(3A) - Aggregates of Payments to a Personin Cash above Rs. 10,000/- The entire amount Paid in Cashshall be disallowed and Treated as income of the Trust. Fore.g.: A Contractors Bill of Rs. 3,00,000/- is Paid in Cash. Insuch case the whole Payment will be treated as Income ofthe Trust. However there are certain Exceptions such asDeposit of Cash into Bank Accounts, Payments to theGovernment, and the Following where this Rule won’t beenforced:
(e) Where the payment is made for the purchase of
1. (i) agricultural or forest produce; or

3. (iii) fish or fish products; or

(f) Where the payment is made for the purchase of the productsmanufactured or processed without the aid of power in acottage industry, to the producer of such products;
7.(g) where the payment is made in a village or town, which onthe date of such payment is not served by any bank, to anyperson who ordinarily resides, or is carrying on any business,profession or vocation, in any such village or town;
8.(h) where any payment is made to an employee of the assesseeor the heir of any such employee, on or in connection with theretirement, retrenchment, resignation, discharge or death ofsuch employee, on account of gratuity,’ retrenchmentcompensation or similar terminal benefit and the aggregate ofsuch sums payable to the employee or his heir does not exceedfifty thousand rupees;
9. (i) where the payment is made by an assessee by way ofsalary to his employee after deducting the income-tax fromsalary in accordance with the provisions of section 192 of theAct, and when such employee (i) is temporarily posted for acontinuous period of fifteen days or more in a place otherthan his normal place of duty or on a ship and (ii) does notmaintain any account in any bank at such place or ship;
10. (j) where the payment was required to be made on a day onwhich the banks were closed either on account of holiday orstrike;
11. (k) where the payment is made by any person to his agentwho is required to make payment in cash for goods or serviceson behalf of such person;
(1) where the payment is made by an authorised dealer or amoney changer against purchase of foreign currency ortravelers cheques in the normal course of his business.
Explanation: For the purposes of this clause, the expressions“authorised dealer” or “money changer” means a person authorisedas an authorised dealer or a money changer to deal in foreigncurrency or foreign exchange under any law for the time beingin force.]

Your Grace,
Warm Greetings from the National Charismatic Office in
Delhi.
You may kindly recall that during the presentation to the
33rd General Body Meeting of the CBCI held in Bangalore on 7
February, 2018, we had suggested a Nation-wide Intercession
for the country from May 2018 to May 2019. During a subsequent
meeting of leaders of the Charismatic Renewal held in Goa on
5 March 2018, a suggestion was made that the National Service
Team organize a Jericho Prayer for India covering all 174 dioceses
in 7 regional groups. The Theme of the Jericho Prayer will be:
ABBA, BLESS OUR LAND based on 2 Chron 7:14.
The National Service Team organised REVIVE 2018 (a
prophetic Intercession growth retreat) in Delhi from 14 to 18
March 2018 which was attended by 110 participants from across
the country. During the retreat the concept of intercession for
the nation was thoroughly dealt with through teachings, workshops
and intercession outreaches to strategic locations in the capital
city. As part of the retreat, Bishop Francis Kalist launched the
Nation-wide Intercession for the country and Jericho Prayer for
India on 17 March by releasing pigeons to the regions of the
country. Both of us met Cardinal Oswald Gracias, Archbishop
of Bombay and President of the CBCI on 28 March and briefed

the details of the above two intercession drives throughout the
country.
It is proposed to organize Jericho Prayer covering all 174
dioceses in the country in 7 regional groups beginning in Karnataka
from 21st May 2018 (schedule enclosed) and culminating by
November at PUSH 2018. A detailed brief about the intercession
drive, a write up on Jericho Prayer, a prayer card and prayer
intentions for Jericho Prayer are enclosed.
We request your kind support, blessings and cooperation in
the following specific areas:
i) Please promote intercession for the nation and Jericho
Prayer in your diocese in a big way in response to the
signs of the time.
ii) Please depute a priest to be in charge of the year-long
intercession for the nation and also for coordinating with
the regional team to plan and coordinate Jericho prayer in
the diocese as a whole and in the cathedral on the specific
date that would be intimated.
iii) We request you to organize a one day intercession retreat
between 10 am and 6 p.m. at the Basilica of your
archdiocese on the day the Jericho team arrives as per
schedule intimated.
iv) Request your kind availability to preside at the Eucharist
and impart blessings on the day the Jericho prayer regional
team arrives in your diocese. In case of your non-
availability, kindly depute a senior priest to officiate in your
place.
v) Request you to kindly bless a crucifix (minimum 30 inches
height) that could be taken around to parishes during Jericho
prayer in the diocese and brought to PUSH (Pray Until
Something Happens) 2018 – Prophetic Intercessors
Gathering for about 4000 participants – from 18 (4 pm) to
21 (lunch) November 2018 in Divine Retreat Centre in
Muringoor, Kerala. Crucifix brought from all the Dioceses
in India would be installed around the intercessory map of
India while dedicating the nation to Jesus the Lord through
the intercession of Our Blessed Mother.

vi) Request you to kindly make it convenient to join PUSH
2018, especially the inaugural session at 5.30 p.m. on
Sunday, 18 November, 2018. Cardinal Oswald Gracias
has already consented to be the chief guest at the inaugural

National Service Team Jericho Prayer March for India
INFORMATION ON JERICHO PRAYER
In view of Jericho prayer campaign, a cross is sent to all
the Dioceses in India and the cross has come to Mangalore on
29 May. It was received by our Bishop at Milagres and a prayer
service was held. A time table is given below. The Vicars Vara
of each varado will make arrangements to have the visit of the
cross to all parishes of the deanery as we had done in earlier
times. This time there will not be much time to travel to 124
parishes. Some may get only few hours. Along with the cross
some prayer leaflets also will be sent which will help the faithful
to conduct the prayer service. The purpose of this devotion is
to pray for peace in our diocese and in India. The communal
forces are trying to divide the people according to religion and
caste system. Let us earnestly pray that we may have stable
government in the state and good governance in all the states,
ensuring the rights of the people together with progress.

1) Selection for YET 2018-19 will be done on 3rd June 2018 atCODP. Students who have scored above 85% in 7th std in theannual exam of 2018, (studying in 8th std during 2018-19) andthose who want to take up civil services later in their careercould be sent for selection. The selection will be made on thebasis of their general knowledge and aptitude.
Notices regarding this are already sent to parishes. Kindlysend such students along with at least one of the parents toCODP on Sunday, 3rd June 2018 at 10.00 a.m.

Important Information / Guidelines
1. Please use the lectionary for the proclamation (chanting) of psalms
during the liturgy. Using of any other hymns than the proper psalm
is strictly forbidden in the Liturgy. If the person is not able to sing
the psalm please inform him or her to recite from the lectionary.
2. Parish Priests are requested to monitor or supervise the choir - the
selection of hymns for all seasons. The hymns must be selected
from Somyak Dhinvasuya hymnal or from liturgically approved
texts. Don’t leave the choir alone to select hymns. The hymns must
be known to the congregation.
3. Carrying of Bible during entrance procession is not liturgical. Only
the book of Gospel is permitted. We do not have book of Gospel
in Konkani.
4. The readers should occupy the front seats in the congregation and
they should come from the congregation each time to proclaim the
readings. It is not liturgical to occupy the seats at the sanctuary.
We do not have installed lectors in our diocese.

Because of its special
importance, the
celebration of Sunday
gives way only to
Solemnities and Feast
of the Lord.
The Sundays of
Advent, Lent and
Easter have
precedence over all the
Solemnities and Feasts
of the Lord.
Solemnities occuring
on these Sundays are
transferred to the
following Monday
(GIRM 5)
Do not change the Sunday Mass for
Ordinations, ordination anniversaries,
marriage and marriage anniversaries.
The Sunday Mass Prayers are to be
followed.
A wedding may be celebrated at any
season of the year, although during the
penitential seasons of Advent and Lent
it is not encouraged and couples are
asked by the Church to consider the
special nature of these times and keep it
simple. On Sundays of Advent.
Lent and Easter, the liturgy of the Sunday
with the wedding rites inserted is used.
This is also the case whenever marriage
is celebrated within a parish Mass on
other Sundays. Whenever the Nuptial
Mass is used, white vestments are worn.
On the following days, however,
weddings may not be celebrated within
the Mass: Easter Triduum, Christmas,
Epiphany, Ascension, Pentecost, Corpus
Christi and any solemnity that is a holiday
of obligation. (cf. GIRM 332, 333)

are, holy days of obligation, Holy
Thursday the Easter Triduum, and the
