    OBJECTIVE: The objective of these guidelines is to provide highest level of care and safety for employees &

    all others about Road Safety in general as well as while on duties. These guidelines are

    structured to cover all mandatory standards and recommended good practices while travelling,

    as well as for transportation. These Guidelines are for vehicles, which include the following:

    Buses used for transport

    Cars used by employees

    Hired Cars

    Two wheelers

    Heavy Vehicles

    Fork Lifts

    Vehicles carrying Hazardous Goods

    Movement on Internal roads

    Buses used for Transport

    1. Selection of Transport 1.1 Selection of mode of road transport is left to the discretion of the concerned unit transport

    department based on companys guidelines on eligibility.

    1.2 When transport arrangements are made with a transporter these guidelines should be

    part of the contract.

    2. Condition of vehicles

    Vehicles should be roadworthy and should be regularly checked (see Annexure 1) by

    concerned transport department. The vehicle must meet the minimum requirements as given

    below:

    2.1 Brakes (including hand brakes) should be in good working condition.

    2.2 Tyres including spare should be in good condition.

    2.3 Lights including the tail lamps provided on the vehicle should be functioning.

    2.4 Windshield wipers should be functioning.

    2.5 Horns should be operational and audible.

    2.6 The vehicle should be in neat & clean condition from both inside & outside.

    2.7 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the respective vehicle) should be available.

    3. Tools & Emergency equipments

    3.1 A portable fire extinguisher should be available in the vehicle. Maintenance of this fire

    extinguisher should be carried out once in two months.

    3.2 A first aid box with medicines as given in Annexure 2 should be available in the vehicle.

    These medicines are to be replenished from time to time.

    3.3 Necessary tools (Jack, required spanners, hammer, electrical fuses etc.) should be

    available in good condition.

    4. Instructions for driver

    4.1 Adhere to specified speed limits as specified.

    4.2 These should be reduced if adverse driving conditions are encountered.

    4.3 Vehicles must not be used to carry passengers beyond approved number.

    4.4 The drivers, while driving, are not permitted to make or take any telephone calls

    (Including hands free cell phones). Such calls must only be used while the

    vehicle is legally parked in a safe location.

    4.5 Eye checkup of drivers should be done once in a year.

    4.6 Health checkup of drivers should be carried out once every two years.

    4.7 Driving after consumption of alcohol is prohibited.

    4.8 Person with epilepsy & uncontrolled diabetes must not drive the vehicles.

    4.9 After parking the vehicle, the ignition key should be removed, stopper wedge

    to be used.

    4.10 Standing passengers are not allowed. In extreme emergency, if required, dont allow the

    passengers to stand near the door.

    4.11 A Cleaner must be present in the vehicle.

    4.12 During reversing the vehicle, cleaner must be at the rear end to guide the driver.

    4.13 Cooking / lighting of fire / smoking / consumption of alcohol are not allowed in the

    vehicle.

    4.14 Sleeping by any person either on the roof top of the vehicle or below the vehicle is

    prohibited.

    4.15 Driver should have a valid driving license.

    Cars used by employees

    1. Condition of vehicles Vehicles should be road worthy (Annexure 1 - relevant points) and should be

    regularly checked. The vehicle must meet the minimum requirements given below:

    1.1 Brakes (including hand brakes) should be in good working condition.

    1.2 Tyres including spares must be in good condition.

    1.3 All lights of the vehicle must be functioning.

    1.4 Windshield wipers must be functioning.

    1.5 Horns should be operational and audible.

    1.6 Seat belts should be available.

    1.7 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the vehicle) should be available.

    2. Emergency equipment 2.1 A portable fire extinguisher should be available in the vehicle. Maintenance of this fire

    extinguisher should be carried out once in two months.

    2.2 A first aid box with medicines as given in Annexure 2 should be available in the vehicle.

    3. Instructions for car drivers

    3.1 Adhere to specified speed limits as specified. These should be reduced if adverse

    driving conditions are encountered.

    3.2 Cars should not be used to carry passengers beyond approved numbers.

    3.3 Mobiles should not be used while driving. If at all required, it should be done after

    parking the vehicle in a safe location.

    3.4 Driving after consumption of alcohol is prohibited.

    3.5 Person with epilepsy & uncontrolled diabetes should not drive the vehicles.

    3.6 Intercity journey should be done between 5.30 AM to 10.00 PM only. Under specific

    emergencies, the travelling should be authorized by unit head.

    3.7 A break of 10 minutes after every 2 hours of continuous travel should be observed.

    3.8 Driver & other passengers should use seat belts.

    3.9 After parking the vehicle, the ignition key should be removed.

    3.10 All documents of the vehicle including the licence should be available in the car.

    Hired Cars

    1. Selection of Transport 1.1 Vehicles should be hired through a transporter who fulfills all requirements mentioned

    hereunder.

    1.2 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the respective vehicle) should be available.

    1.3 When transport arrangements are made with a transporter these guidelines should be a

    part of the contract.

    2. Condition of vehicles

    Vehicles should be roadworthy and should be regularly checked (see Annexure 1 relevant

    points).

    The vehicles should meet the minimum requirements as given below:

    2.8 The vehicle should be in neat & clean condition from both inside & outside.

    After inspection of the vehicles, if the condition of the car is found to be not satisfactory,

    such cars should not be hired.

    3. Emergency equipment

    3.1 A portable fire extinguisher should be available in the vehicle. Maintenance of this fire

    Two wheelers

    1. Usage of two wheelers Two wheelers should be used only within city limits. Inter city / town travel by two wheelers

    should be restricted to only those cases where public transport is not available.

    2. Condition of two wheelers Two wheelers should be roadworthy (see Annexure 1- relevant points from the list) and

    should be regularly checked. The vehicle must meet the minimum requirements given

    below:

    2.1 All Brakes should be in good working condition.

    2.2 Tyres including spares must be in good condition.

    2.3 All the lights must be functioning.

    2.4 Horns should be operational and audible.

    2.5 Vehicle must have Sari guard (for Motor cycles).

    2.6 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Vehicle fitness

    certificate, PUC & Valid licence to drive the vehicle) should be available.

    3. Instructions for driver

    3.1 Adhere to specified speed limits as specified.

    3.2 These should be reduced if adverse driving conditions are encountered.

    3.3. Maximum one pillion rider along with driver on two wheeler is allowed.

    3.4 Mobiles should not be used while driving. If at all required, it should be done after

    parking the vehicle in a safe location.

    3.5 Driving after consumption of alcohol is prohibited.

    3.6 Person with epilepsy & uncontrolled diabetes should not drive the two wheeler.

    3.7 Wearing of Helmet is compulsory for both driver and pillion rider, while driving .

    3.8 After parking the two wheeler, ignition key should be removed.

    Heavy vehicles

    1. Selection of Vehicles

    1.1 Selection of vehicles is left to the discretion of the concerned department..

    1.2 Vehicles should be hired through a transporter who fulfills requirements mentioned here

    under.

    1.3 When transport arrangements are made with a transporter these guidelines should be

    part of the contract.

    2. Condition of vehicles

    Vehicles should be roadworthy (see Annexure 1 relevant points) and should be regularly

    checked.

    The vehicles should meet the minimum requirements as given below:

    2.1 Brakes (including hand brakes) should be in good working condition.

    2.2 Tyres including spares must be in good condition.

    2.3 All the lights must be functioning.

    2.4 Both the front windshield wipers must be functioning.

    2.5 Horns should be operational and audible.

    2.6 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the respective vehicle) should be available.

    2.7 Sufficient numbers of wedge stopper should be always available in the vehicle.

    2.8 Testing Certificate from Competent Person for all the material lifting vehicles (forklift,

    cranes, hydra etc.) should be available with the vehicle.

    2.9 Delay start mechanism to be provided, wherever applicable.

    Heavy vehicles (Contd) 3. Emergency equipment

    3.1 A portable fire extinguisher should be available in the vehicle. Maintenance of this fire

    extinguisher should be carried out once in two months.

    3.2 A first aid box with medicines as given in Annexure 2 should be available in the vehicle.

    These medicines are to be replenished from time to time.

    3.3 Spare tyre & tools (Jack, required spanners, hammer, electrical fuses etc.) provided must

    be maintained.

    4.2 These should be reduced if adverse driving conditions are encountered.

    4.3 Vehicles must not be used to carry people beyond approved numbers

    4.4 The drivers, while driving, are not permitted to make or take any telephone calls

    (Including hands free cell phones). Such calls must only be used while the

    vehicle is legally parked in a safe location.

    4.5 Eye checkup of drivers should be done once in a year.

    4.6 Health checkup of drivers should be carried out once every two years.

    4.7 Driving after consumption of alcohol is prohibited.

    4.8 Person with epilepsy & uncontrolled diabetes must not drive the vehicles.

    4.9 After parking of the vehicle, the ignition key should be removed.

    4.10 Cleaner must be present while driving.

    4.11 Driver or cleaner must be available all the time near the vehicle.

    4.12 During reversing the vehicle, reverse horn to be ON & cleaner must be at the

    rear end to guide the driver.

    4.13 Parking of vehicles should be done in the parking slots only.

    4.14 Wearing of Safety helmets & Safety shoes is must in factory premises.

    4.15 Cooking / lighting of fire / smoking/ / consumption of alcohol is not allowed in the vehicle.

    4.16 Sleeping by any person either on the roof top of the vehicle or below the vehicle as well as

    on the material loaded on the vehicle is prohibited.

    4.17 Stopper wedge should be used always, when the vehicle is parked.

    4.18 Driver should ensure that all safety precautions are adhered to from the start to end point

    of the journey.

    4.19 Whenever any part of the loaded material is protruding out of the vehicle, a warning signal

    in the form of red flag or red lamps are to be fixed.

    Fork Lifts

    1. Selection of Fork lifts

    1.1 All Forklifts must fulfill requirements mentioned hereunder.

    1.2 While making contract for hiring forklifts, these guidelines should be part of the contract.

    2. Condition of vehicles Vehicles should be roadworthy (see Annexure 1 relevant points) and should be regularly

    checked by concerned person. The vehicle must meet the minimum requirements given below:

    2.1 All Brakes should be in good working condition.

    2.2 Tyres including spares must be in good condition.

    2.3 All the lights must be functioning.

    2.4 Horns should be operational and audible.

    2.5 Reverse horn should be provided

    2.6 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the respective vehicle) should be available.

    2.7 Testing of the forklift should be done from a Competent Person at required frequencies &

    test certificates should be available with the forklift.

    2.8 Driver should have a valid driving license

    Fork Lifts (Contd)

    3. Instructions for driver

    3.1 Adhere to specified speed limits as specified.

    3.2 Passengers are not allowed on forklift, while driving.

    3.3 The drivers, while driving, are not permitted to make or take any telephone calls

    (Including hands free cell phones). Such calls must only be used while the vehicle is legally

    parked in a safe location.

    3.4 Eye checkup of drivers should be done once in a year.

    3.5 Health checkup of drivers should be carried out once every two years.

    3.6 Driving after consumption of alcohol is prohibited.

    3.7 Person with epilepsy & uncontrolled diabetes must not drive the vehicles.

    3.8 While lifting the load on the forks, the height of the forks should be kept at a minimum

    distance from the ground level, to keep the centre of gravity of the load at a minimum

    height from the ground.

    3.9 After parking of the vehicle, the ignition key should be removed.

    3.10 Use safety helmet, safety shoes while driving the forklift.

    3.11 Driver should attend safety training & should posses valid Safety Induction training card

    3.12 While lifting the load on the forks the driver should ensure that the load is within the Safe

    Working Load (SWL) specified on the forklift.

    3.13 Driver to ensure that load is within Safe Height Limit (SHL), specified on the forklift.

    Vehicles carrying Hazardous Goods

    1. Selection of Transport

    1.1 Vehicles should be hired through a transporter who is fulfills all requirements mentioned

    hereunder.

    1.2 Necessary valid documents (e.g. RC Book, Insurance, Road Tax, Road permit, Vehicle

    fitness certificate, PUC & Valid licence to drive the respective vehicle) should be available.

    1.3 While making contract for hiring such vehicles, these guidelines should be a part of the

    contract.

    2. Condition of vehicles

    Vehicles should be roadworthy (see Annexure 1 relevant points) and should be regularly

    checked. The vehicle must meet the minimum requirements given below:

    2.2 Tyres including spares must be in good condition.

    2.3 All lights must be functioning.

    2.4 All windshield wipers must be functioning.

    2.5 Horns should be operational and audible.

    2.6 Vehicle should have all the necessary approvals from Chief Controller Of Explosives

    (CCOE) (If required) and should have supporting documents.

    2.7 HAZCHEM code should be displayed at relevant places on the vehicle.

    Vehicles carrying Hazardous Goods (Contd)

    3. Emergency equipment

    3.1 A portable fire extinguisher should be available in the vehicle. Maintenance of this fire

    extinguisher should be carried out once in two months.

    3.2 A first aid box with medicines as given in Annexure 2 should be available in the vehicle.

    These medicines are to be replenished from time to time.

    3.3 Spare tyre & tools (Jack, required spanners, hammer, electrical fuses etc.) provided must

    be maintained.

    3.4 Relevant antidote (if applicable), should be available in the vehicle.

    3.5 Spark arrestor for the vehicles (as required for the type of transporting hazardous

    goods) should be available at the exhaust pipe of vehicle.

    4. Instructions for driver 4.1 Adhere to specified speed limits as specified.

    4.2 These should be reduced if adverse driving conditions are encountered.

    4.3 Vehicles must not be used to carry passengers beyond approved numbers

    4.4 The drivers, while driving, are not permitted to make or take any telephone calls

    (Including hands free cell phones). Such calls must only be used while the vehicle is legally

    parked in a safe location.

    4.5 Driving after consumption of alcohol is prohibited.

    4.6 Eye checkup of drivers should be done once in a year.

    4.7 Health checkup of drivers should be carried out once every two years.

    4.8 After parking of the vehicle, the ignition key should be removed.

    4.9 Cleaner must be present while driving.

    4.10 Driver or cleaner must be available in the vehicle at all time.

    4.12 Vehicles carrying flammable material should be earthed properly prior to filling or emptying

    the vehicle & should follow all applicable Safety Instruction mentioned at the site.

    4.13 Cooking / lighting of fire / smoking / consumption of alcohol is not allowed in the vehicle.

    4.14 Sufficient numbers of wedge stopper should be always available in the vehicle.

    4.15 TREMCARD and List of Emergency telephone numbers should be available with the driver.

    Movement on Internal roads

    1. Persons while carrying out movement inside the premises to be more alert.

    2. Walking on the internal road should be done on the marked pathways only.

    3. While crossing the roads, please look both ways & ensure that no vehicles are coming.

    4. Drivers of all vehicles driving on internal road to strictly observe the speed limits specified in

    the respective areas.

    5. Traffic signages, including any signals inside the premises to be followed.

    6. Talking on cell phone while crossing the roads is prohibited.

    7. Respective Personal Protective Equipments as specified must be worn while entering the

    premises.
