    The huge economic, health and socialcosts are well documented:

    At this moment someone in the world is beingkilled in a trafc accident every 26 seconds

    Thats 1.2 million people killed annually .In addition 50 million people are maimedor injured each year

    The economic cost is more than halfa trillion dollars per annum

    Over 90% of these deaths and injuriesoccur in developing countries

    For some low- and middle-incomecountries, the economic cost isgreater than all the economic aidthey receive .

    The impact on families is profound and all too common.

    At the World Youth assembly on road safety in 2007,Bright Ambeyi from Kenya recounted her experience as aroad trafc victim in Kenya.

    Hit by a speeding vehicle in 1997, she was paralysed fromthe waist down. She recounted, From a very active and

    social person, I had become invisible. I lost the useof my limbs, lost privacy, lost self esteem and I

    actually felt like I had lost myself. She went on toexplain how her crash had placed huge nancialand emotional strains on her and her family.

    The loss of, and injury to, young malescan be even more profound as family

    breadwinners are lost, consigningfamilies to poverty and limiting the

    education potential for their children.

    Inaction is not an option! By 2020 roaddeaths are projected

    to reach 2 million per year,

    to be the largest killer ofyoung males across the globe,

    to rise by 80% in low- andmiddle-income countries (LMIC ), but

    to fall by 30% in high-incomecountries (HIC ).

    Road deaths and injuries continue to rise dramatically.

    An urgent impetusfor a co-ordinated , international response is being demanded.

    The facts are undeniable; the human, economic and social cost is intolerable. We must

    act now by ensuring all the key strategic pillars needed to drive success are put in place .

    Why the difference?

    How can the sucesses in high-income countries be used to help others?

    Enforcement is one of the four key pillars for success.

    Effective roadpolicing is essentialbecause it strikes at the core of the main risk factors identied by the World Report *.

    Collectively, these risk factors can only be successfully addressed through widespread social change.

    Enforcement , working in tandem with Education and Engineering , is criticalto achieving the change in human behaviour required.

    Deaths mar Egypts new road lawsBBC News Friday, 1 August 2008

    Egyptian police say at least 11 peoplehave been killed in a head-on collisionon the day new laws came into effectaimed at bringing order to the roads.

    The BBCs Magdi Abdelhadi in Cairosays many Egyptians are sceptical

    about the changes, because eventhe existing regulations are notalways enforced Reckless driving,poorly maintained vehicles and thefailure to enforce existing regulationsare often cited as the main causeof road accidents in Egypt Enforcement, Education and Engineering must be fully

    integrated to create a multiplier effect in reducing trafccrashes. For Emergency response, reduced crashes meansfewer resources are diverted from other priorities.

    Education is not enough without Enforcement reinforcingconsequences.

    Enforcement prevents under-reporting so that road safetyachieves the prole and priority it deserves.

    Engineering requires quality input crash data from policingensure resources are directed where needed most.

    Emergency response benets when crashes are reduced,scarce medical resources are not diverted from other areas.

    Laws are not enough without active policing.

    Outcome of effective police

    enforcement on the ve main riskfactors is proven and undeniable:

    Reduction in excessive speed

    Reduction in impaired or distracted driving

    Greater use of passenger restraints

    Greater use of motorcycle helmets

    Critical input into design and effective-ness of road safety infrastructure.

    Good legislation provides a start, but experienceshows that law without Enforcement is ineffec tive.

    In addition, law enforcement agencies have an importantrole in providing data about trafc accidents that is a keyinput to effective Engineering design.

    Numerous case studies from around the world prove that

    Enforcementdelivers results.A wealth of information exists that demonstrates that when Enforcement

    resources and strategies are in place they are making a signicant contribution

    to the reduction in road deaths and injuries .

    In a recent news release (Dec 08) titledFuture of EU Police Enforcement Trafc Safety Law , the European Trafc SafetyCouncil* which monitors enforcement in

    the EU concludes that Effective enforcement leads to

    a rapid reduction in deaths andinjuries. Sustained intensiveenforcement that is well explainedand publicised also has a long-lasting effect on driver behaviour.Police enforcement forms a crucialpart of the equation of improvingroad safety in the EU.

    The ETSC also stated that

    According to the EuropeanCommissions cost-benet analysis,increased enforcement wouldresult in a total annual reduction of14,000 deaths or 33% of the current43,000 road deaths and 680,000injuries in the EU 15. This wouldresult in a net benet of 37 billionEUR, or 0.4 4% of GNP.

    *The European Transport Safety Council (ETSC )is a Brussels-based independent non-protmaking organisation dedicated to the reductionof the number and severity of transport crashesin Europe. The ETSC seeks to identify andpromote research-based measures with a highsafety potential. It brings together 42 nationaland international organisations concerned withtransport safety from across Europe.

    In those countries where road trauma has been reduced, law enforcement activity has played a critical part in those outcomes.

    New Zealand effectiveenforcement and education havebeen acknowledged by the formerLand Transport Safety Authority ashaving contributed to progress:

    68% reduction in alcohol-related deathsfrom 318 in 1990, to 102 in 2002

    A 25% reduction in unlicensedand disqualied drivers involved incrashes since 1999

    Additional police ofcers on theroad led to a 24% reduction in fatalcrashes on state highways between1999 and 2002.

    Norway effectiveenforcement in supportof law change has seen the road tollhalve in 30 years:

    Increase in speed cameras

    Lowering of speed limits on selectroads

    Blood alcohol levels

    Use of seatbelts.

    European Transport Safety Council

    Australia enforcement hastaken drunk drivers off the road.

    Random breath testing (RBT) is one

    of the most successful road accidentcountermeasures employed by policein Australia. Its success over the yearshas been evidenced by:

    Reductions in drink-driving behaviour

    Reductions in alcohol-related crashes

    A corresponding community- wideincrease in the disapproval ofdrink-driving.

    The potential for change is real because the know-how exists.

    A mechanism to engagepolice globally around road safety is needed to

    build collaboration , transfer knowledge and develop leaders to drive cultural changewithin their organisations.

    Global road safety agencieshave raised the lack ofengagement by law enforcementagencies in planned global,regional and national road safetyinitiatives, citing this as a major

    impediment to improving roadsafety outcomes.

    Building on pastexperience Effective road policing has improved

    road safety in high-income countries .Strong leadership and clearly denedstrategies have delivered targeted results

    We can leverage and transfer whatworks , mindful of the distinct challengeswithin low- and medium-income countries

    Police in high-inco me countries haveshared enforcement best practice forseveral decades on either an ad-hoc orformalised basis (e.g. TISPOL).

    Enforcement is about consequences a critical, proven Push strategy to changeingrained behaviours. Education ( Pull )strategies that raise awareness and inspire

    new understanding are pivotal, howeverdrivers, passengers and pedestriansmust also believe they will be penalisedfor destructive behaviour and thatpenalties are applied fairly and consistently.

    The challenges we face are complex in nature, so solutions must be

    aimed at theculture of policing.Our approach must take account of differing conditions ,challenges and cultures .There will be no single cause-effect relationship, and no obvious right answer to suit all

    environments. Specic solutions must be shaped locally and involve a range of stakeholders.

    Law enforcement changing culture

    To realise its potential,a Decade of Actionrequires strong localpolitical sponsorshipand police leadershipsupport for road safetyenforcement.

    Our challenge is tobuild a framework thatfacilitates this.

    Road policing is often not a priorityfor law enforcement agencies due tomultiple challenges:

    Resources are always stretched

    Transport law is seen as an offence rather than a crime

    The impact of trafc policing is lessevident because it is preventative

    Road safety may not be considered apriority by political leaders

    The operating/funding environment may not allow a focus on road safet y

    Police leadership may be lacking

    Cultural change (within specic policeagencies) takes time

    Lack of road safety law

    Outcomes can be unpopular with thewider community in terms of cost e.g.speeding nes and as a reminder of theirsocial obligations

    Corrupt practices divert resources andattention away from real objectives.

    These challenges can, and must, be overcome through

    a global road safetyenforcement body.There is now broad-based support from police leaders and agencies for the concept

    of an International Road Policing Organisation (RoadPol).

    RoadPol will facilitate aco-ordinated police responseto the road safety issue bystimulating new thinking,developing and supportingpolice leaders internationally,and by accelerating theexchange and application ofsuccessful policing strategiesand tactics resulting insubstantial saving of lifeand injuries.

    Facilitating engagement between thesetwo main groups of parties the variousinternational, regional and national groupspromoting road safety, and their partners;and the global police community

    Driving anti-corruption strategies andraising the community mandate forroad policing

    Strengthening global, regional andcountry police capacity to supportsustainable reductions in road deaths andinjuries in low- and middle-income countries

    Accelerating trafc safety knowledgetransfer to policing services in low-and middle-income countries.

    Providing a powerful voice for police in the global discussion, helping to createtop-down pressure on governments to act

    Supporting and sustaining positive

    change in police leadership and culture Identifying and facilitating access to

    funding assistance to help overcomeshortfalls in the local operating environment

    Taking ownership of the issues raisedby global road safety agencies andco-ordinate and drive engagement bylaw enforcement agencies in plannedglobal, regional and national road safetyinitiatives

    RoadPol will contribute to improving road safety outcomesin low- and middle-income countries by:

    Extensive consultation with inuential and experienced

    police leaders worldwide ,and with internationalagencies , suggests strongsupport for , and commitmentto,

    the RoadPol vision.

    RoadPol addresses a key goal of the World Banks Global Road Safety Facility (GRSF ) to strengthen global,

    Setting up this new global police network requires

    an integratedapproach focused aroundleadership and enabled through partnership.

    We will leverage what we know worksPolice culture is strongly oriented toward personal trust and condence interms of professional relationships.

    The RoadPol initiative allows for police agencies to formalise partnershiprelationships across different countries, and to build strong interpersonalrelationships at the leadership level.

    RoadPol will bring a new focus to road safety but will complement rather thancompete with existing regional and international police networks, and existinggeneral police capacity and capability development programmes.

    LEAP is committed to: Engaging with senior police leaders from low- and middle-income

    countries to raise road safety awareness and standards

    Obtaining and fostering commitment from senior police leaderswith a successful track-record in trafc safety enforcement

    Promoting the RoadPol project to International Donors and World Bank groups ,sections and projects, and identify and seek collateral benets that may accrue

    Providing leadership for the formal establishment of RoadPol and Secretariat Exploring synergies with multilateral (e.g. UNRSC) and associated

    global partner agencies and identifying potential sources of assistancefor RoadPol implementation

    Architecting proposals to put in place agency-to-agency partnerships

    Designing and delivering leadership development capabilities , especiallyfor low- and middle-Income Countries

    The formation of RoadPol isthe core objective of LEAP (LawEnforcement Action Panel).

    LEAP will be led by Rob Robinson(former Police Commissioner of NewZealand), who brings a wealthof experience and a proventrack record to the challenge.

    New Zealand is a strongcase study of trafc safety: Since 1990 there has been a 52%

    decline in road deaths, despite 42%more cars and 21% more people

    Effective road policing strategieshave been proven to have made asubstantial contribution to road safety.

    The key Action Panel established.The Law Enforcement Action Panel (LEAP) is an important

    rst step to leveraging the active support of trusted and

    mobilising support for RoadPol.

    The question for law enforcement agencies is not should we do more,
