Importance of Public Participation

Public participation is the backbone of any

planning process. Without public involvement, the plan might

not include a “road map” for the entirecommunity, but only for the few that were

involved. This can result in a lack of public support,

resulting in difficulties implementing the plan.

Population

Population decline – 2009 estimated

population of 9,268 is 3.3% less than 2000population.

Population of City is growing older.

City population is becoming better educated.

Number of households increasing, averagehousehold size decreasing.

Median household income increased 57.91%

between 1990 and 2000. Families, individuals, children and elderly

person below poverty level decreasedbetween 1989 and 1999.




Housing

5.0% housing vacancy rate compared to 5.4% for State of Illinois.

77.6% 1-unit detached (79.8% Whiteside County)

22.3% of dwelling structures build 1939 or earlier (29.5% Whiteside County).

Median Value of Owner-Occupied Housing (Census2000) was $62,800 ($75,700 Whiteside County).

Housing is more affordable in the City of

Rock Falls compared to Whiteside Countyand Illinois as a whole (based on monthlyowner and renter costs as a % of householdincome w/30% threshold).



Transportation Overview

55.7 miles of public roadway within City of RockFalls.

51.9 miles of public roadway outside City but within1.5 mile planning area.

$25,480,000 in highway improvements planned byIDOT for 2011-2016 in City and planning area.

Bicycle/pedestrian, truck, air and water transportation.



Natural Resources Overview

79% of City’s planning area is in row cropproduction.

68% of soil types found in City’s planningarea classified as “Prime farmland.”

4,830.9 acres of wetland areas in City

planning area. IHPA has identified 24 buildings/structures

with historical/cultural significance.
