Message from the Principal

Dear Students, Parents and Guardians:

Welcome to Rockville Elementary. We are looking forward to your primary elementary experience this year where our core beliefs consist of:

Reaching every Student's Potential Achievement

Expecting Good Citizenship

Supporting the Learning Environment

The goal of Louisburg schools and Rockville Elementary is to teach every child and allow each child to progress to their potential. Through our multiple tiers of student support (MTSS), we will use our resources in ways that help focus on what it takes for each student to be successful. This is accomplished by:

Being prevention oriented - knowing who needs support after benchmarking and placing those supports in

place.

Implementing evidence-based interventions for all students and tailoring interventions based on a student's

needs.

Use progress monitoring data to know when to make a change with our support efforts.

Our goal is accomplished by our educational team of outstanding classroom teachers as well as daily physical education and vocal music, computers, art, and library on a rotating schedule. Our building is a school-wide Title I program which gathers detailed instructional data and provides the instructional services each student needs in order to meet specific needs and increase student performance and academic achievement. Special education teachers are available at all levels to provide for the special needs of students and gifted education is available to students who have accelerated abilities. Our staff also includes a registered nurse, school psychologist, occupational therapist, speech therapist, and social worker.

In addition to our quality staff, RES is privileged to have a highly supportive Parent Teacher Organization. Our local PTO provides many great opportunities for families to get involved and support our school. They provide our students with quality educational experiences and our teachers with the resources they need to help our students be successful. Parents are encouraged to get involved.

As the building principal, my job is to protect the safety and instructional environment of Rockville Elementary so that our educational programs work as successfully as possible. In today's unsettled society, that has necessitated rethinking our security process and introduction of outside foods to protect student safety and prevent harmful allergic reactions.

With conscientious students, supportive parents/guardians, and our excellent team of educators, we can work together to create a remarkable primary experience.

Sincerely,

Dr. Pam Best, Principal

Rockville Elementary

School Communications

Parents have many options on how to stay current with Rockville school events.

● The RES office sends out weekly announcements via email.

● Parents can sign up for SKYWARD Family & Student Access for notices, attendance, grades, fees, and meal

balances. Skyward may also be accessed via smartphone apps for Android or Apple devices.

● Check out our district website: www.usd416.org

● Call our office at (913) 837-1970

Directory Information

Although the school is not permitted to hand out classroom information, i.e. students, contact

information, that information is available through SKYWARD if a parent has opted to share such

public information. You can find it along the left hand side near the bottom.

Inclement Weather

In the event of a school closing, due to ice or snow, all Kansas City TV Stations are notified of the

school closing. Please watch these channels for that information. The district website and

SKYWARD will indicate school closings.

Schedules

The front doors at Rockville are opened at 7:40 a.m. daily. The school day begins at 8:20 a.m.

with dismissal at 3:25 p.m. Individual class schedules can be obtained from the classroom teacher.

Enhanced Security

The front interior door at RES will be locked from 8:20 a.m. to 3:20 p.m. The door to the office

area will be remotely unlocked after visible contact is made with front office personnel. This is one

more step to provide a safe environment for our students and staff. We appreciate your support in

this updated security measure.

Visitor/Volunteer Policy

After 8:20 a.m., the front doors are the only doors unlocked at Rockville throughout the school

day. To enter the building, visitors must report to the office, sign in and get a visitors badge. All

visitors are asked to keep the badge on and visible while in the building. When a visitor is ready to

leave, they need to report back to the office, sign out, and return the visitors badge.

Morning Drop Off

At Rockville, we ask that students who do not ride a bus and are being brought to school use the valet drop off

line in the morning. School personnel will open the passenger’s side door and help students out of the vehicle.

Adults are stationed throughout the building to help direct students to the correct locations.

6

Tardy to School

Students not in class when school begins are considered tardy and need to report to the office for a permit to

class. Students who leave early before dismissal are also counted as tardy.

Absenteeism

Parents and/or guardians are requested to inform the school of their child’s pending absence. Call the office at

(913) 837-1970. Without parent notification, the absence will be considered unexcused. Students with three or

more consecutive absences will need to furnish a doctor’s note upon returning to school.

Attendance Policy – Compulsory Attendance

The compulsory attendance law makes it mandatory that any child who has reached the age of six years and is

under the age of eighteen years may be enrolled in school. The law makes exceptions for children who are

physically or mentally incapacitated. Any child not satisfying the requirements of the compulsory attendance law,

being absent from school three consecutive days of 5 or more in any semester, is “truant”.

All students are expected to attend school regularly and to report to each class on time. Absences of students

must be explained by parents or guardians when the student returns to school. Before a student is admitted to

class after being tardy or absent, he/she must get an admit slip from the office. In known cases of truancy, the

Principal will notify the DCF office. Truancy is defined as missing school three successive days or more without a

legitimate excuse, or truancy charges may be brought against a student for five unexcused absences that are not

consecutive. This may also be reported to the County Attorney’s office.

Absences and Excuses

The building principal or their designated representative shall be responsible for determining if an absence is

excused or unexcused. The following criteria shall be used in making the determination:

Excused Absences:

● Illness with a parent’s verification, verification by the school nurse, and medical or dental appointments

● School sponsored activities such as athletics, music, etc.

● Pre-arranged approved absences by parents for funerals, family business, “take your child to work”, etc.

Contact should be made with the administration at least 24 hours prior to the event.

● Educational experience approved by the principal.

● Church activities.

According to school board policy, if a child leaves school for any of the previous reasons, it is counted as an

absence and will affect perfect attendance

Perfect Attendance

A student must be neither absent nor tardy from any class for the entire school year. The only exception being

when a student is required by law to appear in court as a witness to testify when he/she is not involved in a

violation of the law.

Page 7: Rockville Elementary School...Boulware, Kadra Kindergarten 8 Bindi, Wendy Para – Recovery Room Cash, Niki Kindergarten 2 Buffington, Amy Psych Para Gage, Melissa Kindergarten 5 Hillman,

7

Exceptional Attendance

A student who misses not more than one day of school has exceptional attendance.

Suspension and Expulsion

The principal has the authority to suspend from school any pupil who has become a serious detrimental

influence on the conduct of other pupils and on the morale of the school. Suspension is usually administered as a

last resort when the student’s problem has not been solved by the use of other means such as guidance and

discipline. Cases of suspension will be reported immediately in writing to the parents and the Superintendent of

Schools. Expulsion from school may be used as a means of pupil control if necessary and approved by the

Superintendent of Schools.

Dismissal Procedures

For the 2017-18 school year, students who do not ride the bus and will be picked up after school will meet

parents outside the building. To help pull traffic off of Rockville, and the number of students we are responsible for

there – there will be two pick-up locations.

If your child’s last name begins with the letter A-L:

● Students will be dismissed out the front doors with adult supervision.

● Parents should wait outside near the circle planter located to the right of the front doors.

● Please park in the front parking lot and walk up to get your child.

● We will not send any child unsupervised to the parking lot.

● Parking will not be permitted in the circle drive located in front of the school.

If your child’s last name begins with the letter M-Z:

● Students will be dismissed out the back doors that open to the Court Yard located by the playground with

adult supervision.

● Parents should wait outside near the picnic tables.

● Please park in the back parking lot and walk up to get your child.

● We will not send any child unsupervised to the parking lot.

● Parking will be permitted after 3:05 when all students are back in the building from recess.

Students who walk or ride their bike to school will meet an adult near the office and be escorted across 10th and

Rockville at the crosswalk.

Your child needs to be picked up by 3:30 when staff is off duty. If you should be later than 3:40 p.m., please call

913.837.1970 or 913.837.1707 so we can make special arrangements, including pickup with law enforcement if

necessary.

1. receive notice of rights under FERPA

2. inspect and review educational records

Student Improvement Team (SIT)

This team works together to find strategies and interventions to best fit the educational needs of an individual

student where there are academic or social concerns. This team is made up of a principal, social worker,

psychologist, reading specialist, learning disabilities teacher, occupational therapist, school nurse, teacher, and

parent of the student.

Reading/Math MTSS (Multiple Tiers of Student Support)

Through the MTSS

process, all students are

placed into a targeted

tier group, specific to

their needs. Children

receive Tier II (extra

help ~ 30 minutes) and

Tier III (extra, extra help

~ 60 minutes)

interventions will be

monitored regularly.

School Discipline

Students attending Rockville Elementary School are expected to obey school laws, and the rules and regulations

of the Board of Education. Teachers are required to maintain discipline and comply with the laws and regulations

relating to the operation of the school.

The school is an institution of learning. Any activity which distracts from the learning atmosphere or destroys

the learning opportunities of a pupil is an infringement on the right of that individual to learn. This right will be

protected. Students who participate in disruptive activities may be removed from school through due process until

such time that is reasonably certain they can be relied upon not to repeat such activity.

This position is not intended to deny students the right to disagree or even dissent. Every opportunity for

allowing and encouraging the expression of ideas from students concerning the improvement of their school will be

given.

Crisis Management and Response

Your child will be given information in what to do in a crisis situation. These crises include tornado, fire, building

intruder, and bomb threats. Our first priority is to protect the safety and security of your children. As parents, we

ask that you remain calm and be assured that the details of these plans have been planned with our first priority,

your student, in mind.

Fire Drill Evacuation for Occupants with Disabilities

The teacher in each classroom is responsible for the proper building evacuation of every student in their

classroom, including handicapped students, whether the handicap be one of mobility, vision, hearing, impaired

cognitive functioning, or any other impairment.

Teachers will be responsible for assisting with any evacuation to the area designated in the student handbook

and posted in every classroom.

Tornado

Please read the following procedure carefully and discuss it with your child. When the signal occurs, students are to

move quickly and orderly to their respective shelter area. All teachers are to assist in maintaining order to the area

and also in arranging them in the shelter. Students should sit on the floor and complete silence must be maintained

in order for them to hear directions.

In the event a tornado should strike our school, and students and staff are unable to get to the shelter area, seek

an area such as restrooms or storage rooms. Do not seek shelter in the gym or commons area. Avoid areas that

have glass and stay away from doors. Sit with your back to a wall or under furniture if possible. Cover your face and

head with your arms.

As soon as students are in their shelter area, teachers must account for each student assigned to them.

Teachers should take a class list with them to the shelter.

Our school is equipped with an emergency lighting system, but it would be wise to bring your own flashlight.

Students and teachers who are outside and unable to reach the shelter of the building should take cover in a ditch

or low lying area. Lie face down covering your head with your arms.

Students are not to be released from the shelter area unless parents come to the shelter area to pick them up,

and only then, if you personally see the parent. Everyone must remain in the shelter area until the all clear is

sounded. The principal or his/her assistant will dismiss you from the shelter when it is safe.

Please read and re-read the above instructions. Be sure your students understand them. You probably need to visit

with the younger children about tornado drills several times.

In the event of a serious storm, our responsibility is an awesome one. As the tornado season approaches, please be

aware of that responsibility.

Sexual Harassment

It is the policy of USD #416 to maintain a learning and working environment that is free from sexual harassment.

The school district prohibits any form of sexual harassment.

It shall be a violation of this policy for any student or employee of USD #416 to harass a student or an employee

through conduct or communication of a sexual nature as defined by this policy.

The school district will act to investigate all complaints, formal or informal, verbal or written, of sexual

harassment and to discipline any student or employee who sexually harasses a student or employee of the school

district.

Sexual harassment consists of unwelcome sexual advances, requests for sexual favors, sexually motivated

physical conduct or other verbal or physical conduct or communication of a sexual nature when: (1) submission to

that conduct or communication is made a term or condition, either explicitly or implicitly, of obtaining or retaining

employment or obtaining an education; or (2) submission to or rejection of that conduct or communication by an

individual is used as a factor in decisions affecting that individual’s employment or education; or (3) that conduct or

communication has the purpose or effect of substantially or unreasonably interfering with an individual's

employment or education, or creating an intimidating, hostile or offensive employment or education environment.

Sexual harassment may include, but is not limited to, verbal harassment or abuse; subtle pressure for sexual

activity; inappropriate patting or pinching; intentional brushing against a student’s or an employee’s body;

demanding sexual favors accompanied by implied or overt threats concerning an individual’s employment or

educational status; demanding sexual favors accompanied by implied or overt promises of preferential treatment

with regard to an individual's employment or educational status; or any unwelcome sexually motivated touching.

Students who believe they have been the victim of sexual harassment should report the alleged acts to the

principal. The filing of a complaint or otherwise reporting sexual harassment will not reflect upon the individual’s

status nor will it affect grades, future employment, or assignments. Confidentiality will be maintained throughout

the complaint procedure.

NOTICE

Programs for Students with Disabilities under Section 504 of the Rehabilitation Act of 1973 and the Americans with

Disabilities Act of 1990

Section 504 of the Rehabilitation act of 1973 and the Americans with Disabilities Act of 1990 prohibits

discrimination against persons with a disability in any program receiving federal financial assistance. Section

504/ADA defines a person with a disability as anyone who has mental or physical impairment which substantially

limits one or more of a person’s major life activities; has a record of a physical or mental impairment that

substantially limits one or more major life activities; or is regarded as having a physical or mental impairment that

substantially limits one or more major life activities.

The school has the responsibility to provide adjustments, modifications, and provide necessary services to

eligible individuals with disabilities.

The Louisburg Unified School District #416 acknowledges its responsibility under Section 504/ADA to avoid

discrimination in policies and practices regarding its personnel and students. No discrimination against any person

with a disability shall knowingly be permitted in any program or practice in the school.

Section 504 of the Rehabilitation Act and Americans with Disabilities Act Notice of Non-Discrimination

Applicants for admission and employment, students, parents, person with disabilities, employees, and all unions

or professional organizations holding collective bargaining or professional agreements with the Louisburg Unified

School District #416 are hereby notified that this school does not discriminate on the basis of race, sex, color,

national origin, age, or disability in admission or access to, or treatment or employment, its programs and activities.

Any person having inquiries concerning the school's compliance with the regulations implementing Title VI, Title IX,

The Americans with the Disabilities Act (ADA), or Section 504 is directed to contact: Dr. Brian Biermann for matters

pertaining to: Title VI, Title IX or The Americans with Disabilities Act (ADA) or Section 504 - who has been

designated by the school to coordinate efforts to comply with the regulations regarding nondiscrimination, or to

the Assistant Secretary for Civil Rights, U.S. Department of Education.

Bullying

Bullying is when one person is engaged in any ongoing physical or verbal mistreatment of another person. This

could be, but not limited to the following: name calling, spreading rumors, bad language, mean letters or notes,

punching, pushing, tripping, spitting, kicking or stealing. RES will NOT tolerate bullying of any kind or anyone who

becomes a bully.

RES has adopted clear behavior standards for all students and is firmly against any form of bullying. The school

and district has worked at establishing district, building, classroom, and individual level interventions.

Consequences will be made to anyone bullying including contacting the parent. We expect the part of the student

body not affected by bullying, to help put a stop to it when they see it happen. Bullying should be reported to a

RES adult. Students may be requested to complete a Bullying Report Form if the bullying continues after the first

intervention.

Health Office and Nurse

Students who are ill should report to the nurse’s office after receiving permission from the classroom teacher.

In no case should a sick student leave the school building until the nurse and/or office personnel have contacted

the parent or guardian, and have made provisions for the student’s care.

Immunizations

All students entering Kansas schools for the first time must present an immunization form completed by the

physician’s office or the health department. Refer to PAGE 19 immunization schedule for details.

Health Assessment

All new out-of-state students to our district are requested to have a physical examination by a physician.

Birth Certificates

All students new to USD 416 such as Pre-School, Kindergarten, or students transferring from another state are

required to provide a certified state copy of your child’s birth certificate as per Kansas statute 72-53,106(b). We

cannot accept hospital certificates.

If Your Child is Ill

Please keep your ill child home from school. Sending a sick child to school exposes students and staff to illness

and most importantly causes illness to spread throughout the school. PLEASE keep children home during the

course of a fever, diarrhea, vomiting, or initial antibiotic treatment for strep. We ask that the student be

temperature free for 24 hours prior to returning to school. Please inform the school if your child is ill and staying

home.

If Your Child Becomes Ill at School

We will notify you if there is an illness or injury that requires treatment, or if we feel your child should go home.

Students With Infectious Diseases

Students will infectious diseases which include head lice, pink eye, etc. will be sent home and parents in the

class will be notified by notes being sent home.

Medication Policy

There are many reasons why a student may require medication at school. Many children are able to attend

school because of the effectiveness of their medication. The school, parents and physician will work together to

ensure that students receive the correct medication and dosage at the proper time. Medication should be given at

home whenever possible. Medications requiring three doses a day can generally be given at home (before school,

after school and at bedtime.) When medication needs to be given at school, the nurse will require a

completed Medication Consent Form and the following:

Prescription medication must be sent in a current labeled prescription bottle and accompanied by a Medication

Consent Form. Physician's orders with signature may be sent by fax and will be attached to the Medication

Consent Form. Physician’s order for medication must be updated each year, dated after May 01st for the following

school year.

All changes in dosage require a new written order, and correctly labeled medication bottle.

Controlled substances, such as medication used to treat ADHD and behavioral disorders, should be delivered to the

school nurse by the parent/guardian.

Over the counter medications (OTCs) from home must be sent in the original, sealed packaging, with Medication

Consent Form completed (physician's signature not needed for OTCs). Do not send medication to school in a zip

lock bag - we cannot give it.

Over the counter medications which may be stocked in the nurse’s office (Tylenol, Advil, Benadryl, etc. or the

generic equivalent) will be given with parent permission, at the school nurse’s discretion, by the nurse or by

someone under the supervision of the school nurse.

Unused medication must be obtained from the nurse by the parent/guardian. They will not be sent home with

students.

MISCELLANEOUS

Games and Toys

Students are reminded that everything has its place, and school is not the place for games, electronic games and

devices, cards, cameras, water guns, etc. Any exceptions to this rule must be cleared through the Principal’s office.

Skateboards are not allowed at school and skateboarding is not permitted on school grounds. The school is not

responsible for lost, damaged, or stolen personal items.

Library

Students are scheduled for routine weekly as well as extra “as needed” visits to the well-stocked, automated

library media center. The library coordinates the Accelerated Reader computerized reading motivation and

comprehension program.

Books

Students rent their textbooks from the school. Textbooks are not to be written in or defaced in any manner.

The name of the student should be placed in their book in ink. Students are never to use another student’s book

without special permission from the teacher. Students are to bring their books to class unless excused by the

teacher. Students are responsible for their own textbooks and may be charged for their replacement if lost or

defaced.

Lost and Found

There is a lost and found area in the Commons Area where all lost and found items will be kept.

Use of Office Telephone

Student use of the office and classroom phones must be limited to emergency reasons only, after permission

from their teacher.

Yearbook

A yearbook or annual recording of activities, organizations, students, and faculty of the school in picture form

will be for sale.
