•  The Mexican Congress (Lower House and Senate) works through committees to discuss and legislate on particular issues.

•  The Chamber of Deputies has 44 ordinary commissions and various special committees.

•  The Special Committee on Digital Access (CEAD) is composed of fifteen members, created to legislate and discuss issues on regulation of information and communication technologies (ICT).

•  The Congress is a fundamental element for the promotion of initiatives to promote competitiveness and development in Mexico through a proper legal framework.

•  The CEAD permanently promotes digital inclusion as an essential factor in the educational development of young Mexicans.

•  We promote better living conditions through the adoption of

ICT through legislation, approval of the annual budget and control of public policies enacted by the Federal Government.

GOBIERNO

What is Information and Knowledge Society (SIC)? Is one in which the creation, distribution and manipulation of information are an important part of socio-economic, cultural and social welfare.

It involves the adoption, use, development and inclusion of ICT in the 4 main groups (government, industry, academia and civil society) making the civil society the central object of development and the main element of interaction between all groups.

International  evaluation  

According to the World Economic Forum (WEF) - Global Competitiveness Report 2010-2011, the first positions in competitiveness are held by Switzerland, Sweden, Singapore and the USA. Mexico is the 66th position.

A study on "Broadband Penetration" issued by the OECD in June 2010, there is a relationship between broadband penetration and GDP of each country. Countries with higher broadband penetration also have a higher GDP per capita. Mexico is in position 30 out of 31 member states (2010).

In one of the most important indicators worldwide, issued between 2003 and 2010, the United Nations conducted a study to determine the progress of what he called "e-Government Readiness." Mexico is at 56th position.

To ensure a Digital Agenda there are three challenges: 1. Legal and regulatory .- Increased competition, interconnection, unbundling, etc..

•  National Development Law-PND that includes special program for ICT (DNA) •  1.0 Base Proposal for DNA •  Bill to create a permanent Committee in Congress •  E-Government Act •  E-Congress

3. Budget and fiscal .- Eliminate distortionary taxes, bigger budget sector.

•  Supervision of the Federation’s expenditure •  SCT, SE, SEP, SFP, CONACYT

5. Measurement of Indicators .- Congress must review the progress of these programs.
