MAPIM is a coalition of 100 Islamic organizations in Malaysia established in 2007 comprising a total more than 300,000 members . It is a registered body under the Society Act of the Malaysian law. The idea was mooted by its founding members who concluded that the status of Muslims and Islamic affairs must be addressed through a strong Islamic sense of solidarity and ummah consciousness.

The various fields of involvement by Islamic organizations is in fact an asset that should be galvanized to effectively confront the challenges faced by the ummah.

MAPIM was then born with the aim of reviving Ummah consciousness and mobilizing Islamic organizations to collaborate and form a united front in addressing the gamut of current challenges.

Since its establishing MAPIM has been able to identify the priority areas of concern through a consultation process with all its member organizations ; political rights , law , social , cultural , economic , education ,

institutional , islamic propagation , resource management , development policies.

MAPIM progressed further by building a network with

international Muslim organizations to work on issues in

strategic campaigns to advance the cause of the ummah .

It focusses in dialogue , advocacy , international relations ,

advancing human rights , protecting the rights of Muslim

minorities.

International campaigns on conflict areas faced by Muslims that are aggressively pursued by MAPIM are Palestine , Myanmar , South Thailand , Kashmir , India , Somalia , Sri Langka , Chechnya ,

MAPIM is now established as an organization that is

recognized by the Malaysian government to voice out on

the Human Rights issues at the UN consultation processes

and involve in the raising the Rohingya Myanmar issue

at the UN Human Rights Council. MAPIM is also now a

partner in the OIC Gaza Rebuilding process.

Project Title 2 : Peace Village

Beneficiary : 2000 Families / household ( 20,000 persons)

Project Location : Sittwe ( Akyab )

Project proponent : MAPIM with the cooperation of OIC

Roles and representatives:

Project Duration : 2 years (July 2013 - July 2015)

Project justification :

Unregistered IDP camps are the most urgent needed target to be attended through this project. An approximate 30% of the IDPs are now in unregistered camps , making them the most vulnerable group as Rohingya victims of violence by Rakhine extremist. It is this category of victims of the ethnic cleansing by the Rakhine militias that are in dire need of help since aid are not reaching them. Despite the worsening situation in the attacks against the Rohingya , the IDPs are beyond access from the UN and Humanitarian aid agencies.

We are targeting 2,000 families from this category to soften an expected huge scale human catastrophe where hunger and disease will eventually wipe out the community if no action is taken. The Rohingya in Arakan community is now facing serious problems of untold sufferings and the minimum media focus on them will potentially eliminate them from Myanmar. This project is justified as the need to assist them is most urgent .

The purpose:

This project aims to alleviate the plight of the unregistered IDPs and to address the increasing violence targeting Rohingya Muslims in identified villages or quarters throughout Arakan . It symbolizes the practical solution to the intolerance exhibited by Buddhist extremist to co

exist with the Muslims which was sparked by extremism and hate campaigns propagated against Muslims and Islam , backed by the ruling power.

The hate campaign has even unveiled the deep animosity of Buddhist against Muslims beyond any respect to human lives.

This village will try to manage on a framework of rebuilding a community base on principles of peace , justice and human rights within an inter religious co existence and in the interest of Myanmar as a country that has shown a commitment to depart from a military rule to a civilian government.

(Malaysia, Thailand & Bangladesh)

Beneficiary : Malaysia (5000), Thailand ( 3000) and Bangladesh (10,000)

Project Location: Kuala Lumpur ( Malaysia ) Mei Sot ( Thailand )Cox Bazaar ( Bangladesh )

Implementation Plan

The implementation of the 2 mentioned projects ( Project 2 and 3 ) will use these terms of reference as follows:

Project Management

This project will be managed by a Technical Steering and Implementation Committee (TSIC) consisting of members from selected professionals and guided by an Advisory Board Committee ( ABC) to ensure proper direction and leadership of the Project. A schedule of implementation will be designed to be followed in compliance with a standard procedure of monitoring and execution. TSIC will also have a reporting system of progress and finalize the measurement of the impact achieved .

Funding resource and accounting

MAPIM will solicit the cooperation of OIC to ensure a sufficient flow of funds through identifying potential sources within OIC member countries and philanthropies. A proper professional accounting discipline will be administered to maintain good integrity of funds disbursement throughout the implementation of the projects.

Situational Analysis and identifying priority needs.An information gathering team will be deployed to determine accurate needs of the target community

and to vet the vulnerable unregistered IDPs . This will be the basis for the project implementation .

Engagement with Local authoritiesThe TSIC will engage with the local authority to ensure the smooth implementation of the projects and also to avoid prejudices on the part of the Myanmar government. this will be an ongoing process .

Community participation planningThis 2 projects will utilize a participative planning project. Leaders from the community will be engaged to plan in accordance with the needs as identified by the community themselves. Terms of reference will be determined by the community themselves. This would allow a community controlled process to make it a bottom up approach.

Actual lay out planThe actual lay out plan for the Peace Village will be announced after finalizing with local authority.

Contracting partiesThe contracting party awarded to construct the project will commence. The technical committee will appoint a consultant to monitor and advice on the progress of the project .
