Facilitated (as Project Director of ANEC) the promotion and utilization of Nonconventional Energy Systems whereby the ISU-ANEC was adjudged by the Department of Energy (DOE) as one of the five outstanding ANECs (out of 20 ANECs) in the Philippines for two consecutive years i.e., 1996 and 1997.
Spearheaded the conduct of feasibility studies and installed 2 PV-streetlights, 10 Solar Home Systems, 2 PV-Battery Charging Stations and 1 PV-Pumping System for qualified cooperators. The total amount of PV noncon systems is approximately P1,194,746.07. These were installed in the different unelectrified barangays in the five provinces of Region 02 i.e. Isabela, Quirino, Cagayan, Nueva Vizcaya and Batanes. The cooperators counterpart amounted to approximately P102,000.00 (10% of the total cost). Some of the PV systems were installed at ISU and serve as demonstration/promotional units. The installed noncon systems significantly improve and help the respective cooperators/farmers especially during barangay meetings and programs, special occasions, charging of their batteries for their radios, and for their irrigation/drinking water.
Steered the installation of three 6-m3, one 1-m3 and one 2-m3 fixed-dome biogas systems in Isabela, Cagayan, and Quirino Provinces. The biogas systems were utilized for cooking purposes, liquid fertilizer for their crops (especially vegetables and orchard). The system likewise minimized if not eliminated the foul odor from their respective pig pens. It also served as demonstration unit to prospective clienteles and visitors. The project provided technical assistance, and, more or less, 50% of the material cost of the installed biogas systems.
Through his effort, the ISU-ANEC distributed approximately 350 units of ricehull cookstoves (IPA-KALAN) in the four provinces of Region 02. The unit serves as a demo unit in the area and as a model for reproduction and commercialization. The IPA-KALAN is

utilized for cooking. The introduction of cookstoves maximized the utilization of ricehull which were burned or just thrown away by rice millers along the highway. It also minimized the cutting of trees for fuelwood (environmental protection). The said cookstove technology was also awarded by CVARRD as “Best Technology Development Award” in 1995.
Effected the installation of two windmills in Isabela province- one at ISU campus and one (1) in Ugnayan Ning Pamañulong in San Isidro, Isabela in coordination with the UP Pahinungod. The two units amounted to P200,000.00 and were utilized for drinking water and irrigation of vegetables and income generating project (hollow block making) by the cooperators.
Initiated the installation/establishment of five (5) units Ricehull-Kerosene Fired Grain Dryer with a 5-hp Kato engine and has a drying capacity of 10-12 cavans/hour worth P600,000.00. These units were awarded to the following: San Pablo Multi-purpose Coop., Inc. (MPCI), Alicia, Isabela; North Siffu Farmer, MPCI, Roxas, Isabela; Newly Born MPCI, Calamaniugan, Cagayan; PUSUAC MPCI, Diffun, Quirino and Careb Irrigators Association, Bagabag, Nueva Vizcaya. The said dryers helped the farmers in their drying activities especially during the rainy season. This would then command higher price for their products.
Spearheaded the establishment of two (2) micro-hydro battery charging units at San Mariano, Isabela and Lipuga, Nueva Vizcaya.
Strengthened the SKPSC-ANEC for Region XII by providing technical assistance especially in the conduct of feasibility studies which are the basis in installing noncon systems such as PV system, biogas system, windmill and ricehull cookstove in the different parts of Region XII.

Passed the National PASUC Screening for College Professor on January 26, 1999 (the 1st in the faculty group of SKPSC).
Finished a Doctoral Degree in Soil Physics in 1987 at UPLB, the 1st graduate of MIT/USM to obtain a doctoral degree among the Agricultural Engineering Alumni.
Spearheaded as Chairman of the Board of Directors (from July 2002-March 2007) of the Sultan Kudarat Polytechnic State College – Faculty and Employees Institutional Multipurpose Cooperative (SKPSC-FEIMC), the construction of the cooperative building and the very significant increase of member’s Capital Share from P2.2M to P6.9M; Total Assets of P3.3M to P11.5M and Net Surplus from P0.7M to P1.4M. This performance was noted by the Land Bank of the Philippines wherein the Coop has satisfactorily passed the Operations Review and was awarded with the highest adjectival rating of “EXCELLENT” on October 13, 2006.

1. Composting Specialist with the EcoGov-USAID Assistance (March 15 to Sept. 30, 2006)
Reviewed and assessed the composting plan/project of the municipalities of Wao, Lanao del Sur, Parang and Sultan Kudarat, Maguindanao
Assisted the abovementioned municipalities in the initial implementation and fine-tuning needed to cope with the changing solid waste management practices and procedures, resource limitations, etc.
Assisted in the preparation of monitoring and evaluation forms needed in the composting operations.
Delivered a lecture on “Establishing and Managing Composting Facilities” during the Training on Waste Diversion for South Cotabato cluster
2. Member Regional EIA Review Committee with EMB XII, DENR (Sept. to Dec. 2004)
Conducted substantive review of EIS submitted by different Agencies/NGOs.
3. Head, Technical Unit, Basic Education Assistance for Mindanao (BEAM), (AusAID funded project) Dec. 1, 2004 to May 2009
Supervised and provided technical assistance in the construction of ten (10) community learning centers in selected barangays of Sultan Kudarat (Esperanza, Bagumbayan, City of Tacurong, Lambayong, Isulan, Lutayan) and South Cotabato (Surallah and T’boli) approximately Php 2.2M.
