Roles and Responsibilities of EMOs1. Supervising /Monitoring and Providing Professional Support
Services to Dzongkhags and Schools:
• Visit Dzongkhags and selected range of schools both in urban and
remote, monitor the DEOs/ADEOs, selected Heads and provide
professional support services
• Write reports( about the school conditions) and submit to the
concerned agencies of the Ministry
2.Supervising/Monitoring and providing professional support
services to DEOs/ADEOs, Heads and teacher
• Develop policies, System of the Education Monitoring and
Support Services and support institutionalisation of the same.
• Develop monitoring tools, test tools, print and supply tools to
Dzongkhags and schools.
• Train personnel involve in the DEMSS and professional
development of school personnel to enhance teaching.
3. To Lead the Education Monitoring and Support Services Division
• Study the education policies and plans pertaining to provision of
quality wholesome education
• Develop indicators of quality provision of education
• Prepare plans for education monitoring and support services
programmes
4. study the school curriculum and help, reform curriculum and its practices.• Collect feedback and provide curriculum and its practices to
CAPSD regularly.
• Assist in the development of the national Curriculum and policy of
implementation, study the impact and provide feedback to the
CAPSD.
5. Leading Professional development of teaching through research/
Action Research and Experimentation and sharing with others.• Carryout research or action research on teaching learning processes,
publish research work, share experiences to Heads and DEOs
through workshop.
DEOs- Dzongkhag Education OfficersRoles Responsibilities1. Professional and academic
• Provide professional supervision, guidance
and support to the teachers in the dzongkhag.
• Monitor and evaluate the performances of
school/ staffs for the betterment of the school
and also recommended promotion, training,
retirements etc.
2. Policies and planning
Initiate and implement educational plans and
polices for dzongkhag and schools.
3. Management and Administration
Develop generals guidelines for principals
and teachers to established clear
understanding of the academic and
admintrative procedures . Explain to the community the polices and
priorities of the government.
Prepare quarterly progress report on
development. Execute all the planned & non-planned
developmental activities annually as per
the approved budget.
Provide support & guidance to all of the
schools to ensure good management &
administration. Ensure for provision of equitable of
educational facilities within the Dzongkhag/
Geogs /communities. Plan and co-ordinate Non-formal education
programs in the district. Monitor NFE centers and management of
NFE teachers. Established of new schools/NFE centers.

Prepare the annual budget for

dzongkhag. Ensure proper use for budget and
timely disbursement of teachers
salary, LTC, increment and travel

1. Leadership To represent the authorities [Dzongkhag/ MoE]
Determine the specific educational aims of the
school i.e., clearly understood by the staff,
students, parents and community as whole.
Create a conducive environment so that staff and
students work collaboratively to attain the goal
set
2. Management of School as an Organization
o Create a system of shared management practices
through total involvement of school personnel .o Institutionalise collective planning, implementing,
monitoring and evaluation of school programs. o Design overall policy guidelines for student and
teacher welfare to ensure efficient and conducive
environment.o Ensure the well being of the students and inform and
consult parents when necessary.o Support, monitor and evaluate the staff members
regularly.o Build staffs morale and ensure that they are
motivated

Ensure that the school has adequate facilities
and it is maintained properly. Plan and initiate for improvements of
classrooms, library, laboratories, offices, staff
rooms, recreational facilities, staff quarters,

promote sustainability.

Plan the curriculum, the syllabus and divide the syllabus
into monthly and weekly units. Plan the time table, use of audio-visual and other aids,
and procure those in advance. Plan all the co-curricular activities to be organized
during the session.

as stock of furniture, issue of furniture, supply of
equipment, university result, scholarships awarded to

time to time, diagnose weaknesses and
